Alameda County Board of Supervisors Special Meeting on Coliseum Agreements - October 7, 2025

The Alameda County Board of Supervisors held a special meeting on October 7, 2025, to consider consent to two agreements related to the Oakland Coliseum complex. The board discussed and unanimously approved a license agreement for Oakland Pro Soccer and an amendment to the management agreement for the Coliseum Authority, ensuring continuity during the pending sale of the property.

Public Comments & Testimony

  • Lydia Tan, chief real estate officer for the Oakland Roots and Soul, expressed gratitude for the team's use of the Coliseum this season and announced that their training facility is now eligible to be a home base for a visiting team in the 2026 FIFA World Cup. She provided updates on ticket sales and investments in the pitch, and emphasized the need for consent from Oakland Acquisition Company (OAC), Coliseum Way Partners (CWP), and the City of Oakland for the license agreement to proceed. She also discussed concerns about post-sale arrangements once the Coliseum is sold.

Discussion Items

  • Board members inquired about the timeline for obtaining consents and the impact on the team's ability to announce their schedule. Supervisor Miley asked about optimism regarding consent from OAC and CWP, and post-sale discussions. Supervisor Fortnada Bass shared positive observations on the team's growth and expressed support. There was deliberation on making the motion explicit to include City of Oakland approval before execution, with Supervisor Miley amending the motion accordingly.

Key Outcomes

  • Item 1: The board unanimously approved consent to a license agreement between the Coliseum Authority and Oakland Pro Soccer, and delegated authority to the county administrator to execute the consent upon receipt of written consent from Coliseum Way Partners and Oakland Acquisition Company, and after approval by the City of Oakland. Vote: 5-0 (Aye: Marquez, Tan, Miley, Fortnada Bass, Halbert).
  • Item 2: The board unanimously approved consent to the First Amendment to the management agreement, extending its term until either the city or county is no longer an owner of the Coliseum Complex. Vote: 5-0 (Aye: Marquez, Tan, Miley, Fortnada Bass, Halbert).

Meeting Transcript

Okay, everyone, hello. I'd like to call in progress. Thank you. I'd like to call our special meeting of October 7th to order, and I'll ask the clerk to please call the role to establish our quorum. Supervisor Marquez. Present. Supervisor Tan. Present. Supervisor Miley. Present. Supervisor Fournada Bass. Present. President Howard. Present. We have a quorum. Very good. The first item before us is the county administrator's office approving the following recommendations. A approving consent to a license agreement, B delegating authority to the county administrator. We have the attachments here. This is a license agreement for route soccer. Is there any other staff report or introduction to this? I was just gonna introduce is uh both of these items are seeking your board's consent to actions taken by the Oakland Alamedy County Coliseum Authority Board last Friday. The executive director Henry Gardner is online and available if there are questions from members of your board as supervisor. Howvert mentioned the first agreement is to approve consent to a license agreement between the Coliseum Authority and Oakland Pro Soccer, contingent upon consent of Coliseum Way Partners and Oakland Acquisition Company or OAC. And secondly, that you delegate authority to the county administrator to execute the consent upon receipt of the written consent from Coliseum Way Partners and Oakland Acquisition Company. I would also note that the City of Oakland also needs to consent to these same agreements. It's my understanding they will not be considering it until later this month. However, in any event, I would recommend that the county not execute the agreements until after approval by the city of Oakland. Very good. So we can make approval today, but um we'll delay signing until Oakland signs. And I understand and I'd like to thank uh our staff for being flexible. We generally wouldn't even take this item up until um Oakland has completed their side, but um we're going to approve this today. A little bit out of order, but uh because of the timeliness of this item. Before we go to questions or advocacy, I'll ask if there's any public comment. We do have in public hand. Good afternoon, President, the Vice President, members of the board. My name's Lydia Tan, and I'm chief real estate officer for the Oakland Roots in Seoul. Before I talk about the Coliseum, I just want to give you a little update on our trading facility, the former Raiders facility. Uh as you know, the county and the city uh disposed of that property at the end of June of this year, and I just want to announce that last night, around midnight, we uh signed an agreement with FIFA, and we are now eligible to be a home base for a visiting team come the World Cup in 2026. So really excited about that. And we are actually the only facility in Northern California right now that's in the catalog. Okay, okay. Thank you. So I just want to express uh gratitude to the JPA of the county and the city of Oakland for providing the Oakland Roots with a home at the Coliseum for this year. Uh, tonight actually is our second to the last game of the season, and it's really been our privilege to continue the tradition of professional sports at the Coliseum. Um we've played 15 games so far, two more to go, and aside from a season opener, which attracted 26,000 fans, we've been averaging between six and seven thousand tickets issued for every game, and that's well above what we've been able to accommodate in the past. So we're really grateful for this opportunity. We continue to grow our fan base, which we're really excited about. We're also very proud of the fact that we did invest to install a pitch at the Coliseum, and that made the Mexico Japan uh match possible and made cricket uh possible as well this summer, and so we're really really excited about the idea of making that investment and allowing um thousands of people to enjoy the Coliseum this year. So, as you know, last Friday, the JPA voted to um uh approve the license agreement subject to the consent of the city and the county.
