So I'm looking forward to hearing what you guys have to what input that you guys have for us in the community.

Our statistics, they're about average, actually.

Our traffic citations are down a little bit uh due to the fact that Officer Barcini, who is on our special enforcement unit, who is assigned to patrolling that area, he actually had a trainee last month, so he tried to get out to Fairview as much as he could.

Uh, he took his trainee out there, but uh trainees just are not as efficient as motor CHP officers in uh conducting traffic stops.

So it was a little bit of a learning curve.

So our stats are down, but he's back on the bike out on patrol through the Fairview area.

Uh DUIRS, we had three in the Fairview area, which actually is up compared to the previous months and crashes and non injury crashes and non-injury crashes are about the same or average, and there was one abandoned stolen car out in the Fairview area, and that's not including what the Alameda County Sheriff's Office recovered as well.

Uh one thing I'd like to point out is Fairview, you guys are doing great.

You've had no fatal traffic crashes in your community.

So that's one of the things that, yes, we can issue citations.

We have in view patrol, but our goal is to make sure that everyone's safe and having zero fatal traffic collisions in your area definitely shows that our enforcement efforts are working as well as the community driving carefully.

I also wanted to point out this last Halloween, I believe I've gone over we have maximum enforcement periods now with the CHP and holiday enforcement periods.

So our management came up with different dates and things like that.

Um our last one was the Halloween MEP.

It was a 12-hour period.

So it's maximum enforcement, uh, all hands on deck.

We led the state in enforcement contacts as well as DUI arrests, which we're always kind of gunning for the number one spot in arresting DUI drivers, and we we did very well this uh maximum enforcement period.

Um we arrested 24 DUI drivers in uh those 12 hours, which is kind of alarming if you think about it that we were able to get 24 DUI drivers off the roadway in 12 hours.

So I'm hoping these upcoming holiday seasons that people are going to get the message to not drink and drive, and that way we don't have to take them to jail.

But if they do, we'll be there to arrest them.

Um I just went over our Halloween maximum enforcement period and our Labor Day holiday enforcement period, which is a little different.

Again, we led the state in enforcement contacts and uh issuing citations over the Labor Day weekend.

Um, it's for the whole area that we patrol, but you guys definitely the community of Fairview is also impacted by uh our great efforts of being out on patrol.

Some of the ongoing enforcement that we have in our department, uh the regional side show enforcement task force that's continuing.

I just like to bring it up just to keep people informed of what we are doing.

Um since its inception in the last two years, we have not had a large side show takeover in any of the communities that we're patrolling on those nights.

Um, and that impacts everyone, right?

Because they could very well come to a small community like Fairview and take over your streets because they think that no one's out there in other areas.

I know that they like to go to rural roads and things like that to completely take over a street.

So we are lucky to be able to team up with the Sheriff's Department, Hayward PD, and San Leandro PD to really tackle this issue that's been an ongoing problem for several years.

Um our normal traffic complaints, D Street, E Street, East Avenue, um, and then Fairview is a big one.

I just recently got a complaint from is it Sandra, she called in to let me know that people are speeding through the neighborhood again, and she had come here previously because two cars at separate occasions have crashed into her property, and she's noticing an uptick in speeding violations again.

So we're out there trying to make sure that no one crashes into our house again.

Um, but just in view patrol is our main goal to get everyone to slow down, and if we need to stop them, that's what we'll do.

Uh as always, I'm taking those traffic complaints at 345 reckless driving at chp.ca.gov, or you can call our office at the 510 489 1500.

We have that traffic complaint log going, um, and it really helps our SCU or special enforcement unit as well as the sergeant to track and make sure that we're paying attention to people's concerns and complaints.

And my biggest thing that I have is our chips for kids toy drive that we have coming up.

We are taking new unwrapped toys.

We'll take them at our uh CHP Hayward office, or we're gonna have different locations of Walgreens throughout the Castor Valley community.

We had, I think, four or five families had some sort of traumatic thing happen.

I'm not gonna go into too many details, but one family in particular had their vehicle stolen, and the mom kept all the toys in the trunk.

So through the toy drive, we were able to actually figure out uh toys for each age.

I think she had three boys, so we were able to go through and pick out toys for each age group and then deliver them to her house secretly so that she had toys to give to them right before Christmas.

Uh next upcoming education, our age will drive smart for our senior drivers here at the Castor Valley Library on Wednesday, November 12th from one to three o'clock.

Uh, I hope that you as a Fairview community have noticed the impact of consolidating the two offices and seeing that we actually have not forgot about you.

We're actually giving you more attention that we have in the years past because we were able to eliminate some redundancy within the office and get more officers out on patrol.

Um, our office is doing great when it comes to training new officers and getting them out on the road and making sure that they're serving the community, hearing the traffic complaints, seeing where the issues are, not just staying on the freeway, but going into the communities, getting to know the community members so that you guys feel like we're providing a good service to you as well as protecting everyone.

But I think this new office, well, I'm excited because it'll be brand new, but uh it definitely will continue to serve the community well.

So um, one of your um media postings with the uh the pedestrian safety and enforcement uh and on social media you mentioned uh for the pedestrians to try and make sure you make eye contact with the drivers approaching.

So it's really tough when the front windows and the windshields are tinted, yes.

Tinted front windshield, no, it is not.

You're not allowed to have any tint to the front windows of your vehicle.

Um you can have it to the rear windows, but the front driver passenger window as well as the windshield cannot have any tint or coloring for them.

Ever since I read that, I've noticed that you probably don't write too many tickets on that.

Well, actually we were discussing this.

Uh we do make a lot of stops for window tent and we do issue citations, they are correctable.

So whether or not the citizens take the advice and continue to drive without the window tint, that's upon them.

Um, but we issue usually a correctable citation, so they can go take the window tint off, get the ticket signed off, and if they choose to put it on there, well, I guess we'll just have to stop them again, so it'll be uh a revolving door.

But I think that window tint is very dangerous, especially uh when we have more uh it's darker, longer periods of the day when people are commuting and things like that.

Um window tint, you cannot see through the windows at night.

You cannot see pedestrians, especially if pedestrians are in darker colored clothing.

Um it is a part of our enforcement, so don't think that we're ignoring it.

I actually have some family members and friends who were like, oh, cops don't do anything about window tint.

I said, No, no, no, no.

We do something about window tent um just because we're the ones out there taking the traffic collisions involving the pedestrians and the bicyclists, and sometimes the pedestrians and bicyclists are at fault because they're crossing outside of a crosswalk, but could it have been prevented?

Not I'm not saying that this is a case, but if somebody had window tint, could that accident have been prevented because they may have seen that person crossing or or the person doing the crossing, you know, didn't see the driver.

I mean, I usually focus on make sure I see make eye contact when I'm crossing.

And that's like you you brought up a um a good point.

One of my pet peeves is the uh um you know you someone's crossing where there's no crosswalk.

Well, you know, when the nearest crosswalks half a mile away, yeah, you know that that's uh uh that's getting out of the scope that you can handle.

So we've got the the traffic calming stuff going in on D Street.

Um just because traffic citations, you know, you can't have you have an officer going out different times and periods and things like that.

So gauging it off of the that activity, I feel like isn't a fair look or or good statistics, but going off of traffic collisions, I feel like would be a better judgment of how well the traffic calming is working in the on the street.

Look, you know, to say, hey, this is working, you know, and and it's cool, and that we we could give some feedback to the public works guys.

Um, since I've been in this position and hearing your concerns in Fairview, I feel like they did a great job on D Street.

It's really made a big deal and it's it's pulled it's pulled a lot more pedestrians out.

You know, the people that live along there are just amazed.

Uh, I'd like to circle back to on, I know your community has a lot of walkers out there.

Um when you are crossing the street or even crossing in a crosswalk and things like that, make sure that you are attempting to make eye contact with the driver.

And if you can't make eye contact with the driver, let them go and then safely cross because you are not protected.

So just make sure that you kind of have that communication so that you know that they're going to actually come to a complete stop stop and not just hope that they do.

So everyone's safe out there.

And just uh a a last piece.

So we're getting a lot more uh kids on e-bikes and e-scooters.

And uh there's there's a lot of potential for injuries.

I uh what it I don't know what we could do to to mitigate that, but so there's a lot going on to e-bikes and e-scooters.

I feel like they just flooded uh the move traffic movement, uh kids just don't walk anywhere anymore.

They all have to have some sort of electric mode of transportation.

Um there's new laws coming out January 1st regarding the e-bikes.

Um, if some of them have to be registered, uh some people think that they can do since they just bought it at Costco, that they could just ride it.

But um, no, it has to be registered through DMV.

Um, and it'll be kind of like the uh dirt bikes where you have to have a green or a red sticker um so that we can verify registration.

And if you are caught driving under the age of 16 without a license, it can be impounded.

If you don't have it registered, it can be impounded for not having current vehicle registration, um, not having identifying numbers on there.

There's a whole bunch that goes into it and it's there's different types of e-bikes and things like that, and we're going to put together some information and post it on our social media here.

Um, but I am not well versed in the e-bikes, so I don't want to give anyone the wrong information without kind of looking into it.

There are some traffic guards or uh crosswalk guards there that I think are employed through the county and are doing a terrific job and doing the best they can, but they can't control angry drivers that are kind of doing illegal things.

It gets very backed up, and I understand, but it get it's I've seen a couple of instances out there because I go through there right at those times.

So would you say drop offs in the morning are more of your concern or pickups?

Um, and so that's what I've seen more of, but it it um the thing that happens in the um afternoons more is that um people will cross without the crosswalks, um, uh, which is a concern because there's also people that are kind of going in the wrong lanes.

Um, what I'll do is I'll put in a traffic complaint and then have um our special one of our one of our SEU units go out there and take a look at it, um, as well as let our senior volunteers know uh they drive around the patrol car, and sometimes it works just to have uh black and white patrol car out there and suddenly people uh know how to drive very nicely.

So uh, but we'll have an officer out there to go see exactly what needs to be done, and then see what we can do.

I've witnessed exactly that, that there has been a car there on occasion, and yeah, the shenanigans are gone.

Off the top of my head, um, assigned to the task force up in Oakland, just going in for uh crime suppression, and they've done a great job.

I want to say like it's close to a thousand stolen vehicles that they've recovered over the entire duration of it.

I might be wrong on that number, but I know it's a large amount of vehicles.

Like we have enough officers out on patrol, our staffing isn't super low or anything like that.

But I believe that the impact of having more patrol in Oakland and being there and enforcing the law has kind of trickled down to other communities as well.

So, and last one, I had heard a lot of concerns before changing that 20 foot parking by all the corners.

Um so if the garage wasn't there and you just had the ADU it would just look like a cube in the middle of the yard that's part of the problem but the other thing is it could be allowed if you rotated it up and put the garage on the line the um vertical or it's not a vertical line but it the dashed line you see going right through the garage that is a hundred and fifteen feet from the center of Fairview and so if the garage were behind that line then it would be allowed and so the only way I mean it there is a way to put that building there where it would be allowed without a variance but that would you would have to move that building up to the to the where the drop off is and the soil report shows that there's the bedrock is 20 feet down but if I if we slide it over there get the variance so you can put it over there then that south side is is bedrock so the house would be attached to bedrock on the south side instead of if I put it in bounds up there then you'd have to either come up with some sort of piling situation or remove the ground and compact it and bring it back so the reason that the front yard is fair view is because the address used to be on fair view.
