8:45 Lisa Christofferson Albert Kirk is in crisis and this council is cost planning like everything is fine teller is throwing a birthday party for the city while people can't afford to live in it.
9:01 The centennial is a PR campaign, and it works because most Burkenios don't watch these meetings.
9:08 They don't know that their voices are going unheard in this chamber.
9:12 They don't know that solutions haven't presented to this body over and over again and voted down reliably by the same majority of six.
9:21 They don't know because this majority has a deep practice allergy to transparency.
9:27 That is not an accident.
9:29 Repeated, deliberate, documented choice.
9:33 Rent, groceries, utilities.
9:35 Everything keeps going up with no end in sight.
9:38 We are in a recession that this body refuses to name out loud.
9:42 And every time there's a hard decision to make, the answer is always the same.
9:47 Cut the things that help the people at the bottom and don't touch the saved cows that are APD and AFR.
9:53 Meanwhile, private equity is out here buying up our neighborhoods using AI to raise our rents, pricing out the working families and students and seniors who built this city.
10:02 And the majority holds the door open for the private equity.
10:08 More of our neighbors are ending up on the streets every day.
10:11 And then the city criminalizes them for it.
10:14 They cite people who have no address, no phone, no way to know when court is.
10:18 They miss the date.
10:21 County jail is half full of our unhoused neighbors right now.
10:24 That is not public safety.
10:26 That is the city that manufacturers suffering and then punishes people for having it.
10:31 Displacing people doesn't solve homelessness.
10:33 It just moves it out of sight so the centennial photos look cleaner.
10:37 The people of Albuquerque deserve more than scraps from the bourgeoisie and the Epstein class.
10:43 We deserve a city that works for us, not one that's been sold out from under us while the mayor takes pictures.
10:49 The city belongs to its people, all of its people, not just the ones who can afford a seat at the table.

11:30 Um that is on homelessness in Albuquerque series.
11:34 I invited all of you and those who declined.

11:40 And to the public, Burkenios, the sidewalk ordinance is cruel.
11:44 There is nowhere for people to go.
11:48 The choices have always been jail or the streets, jail or the shelter.
11:54 The shelter on the west side is full.
11:56 Come on, counselors, you know this.
11:59 The gateway east is full.
12:02 It's overcrowded in the west side.
12:05 Elderly people are there, and that's as their permanent shelter.
12:10 Um, so shame on us for forcing unhoused neighbors um into west side shelter because of this cruel, cruel ordinance, the sweeps, this fake compassion, right?
12:22 Of we gotta throw everybody in jail because keeping them on the streets is so cruel.
12:27 Really forcing people in jail is cruel.
12:30 Why are we putting them into jail?
12:32 Because we have no housing.
12:34 Um, this body, you guys, right?
12:37 You voted against the rental protections that we Burkinios needed.
12:41 Um, I beg you all to please reconsider, put a pause on the enforcement of 02614 until we can get enough shelter and housing for people.

13:13 Um, so there is an unhouse union in Albuquerque, these are human beings that need to be heard.

13:47 I'm not used to having two minutes, so now I have to extend my speech.
13:51 Um, first and foremost, I want to thank you guys for putting the people first um in the last budget.
13:55 Honestly, it was an honor in my heart.
13:57 Um, you guys are fighting for the people as much as I am.
14:01 For the people who do not know me, I'm an APD dispatcher, and from my background is that my mom was a dispatcher for 26 years.
14:09 I kind of want to paint a picture of what I'm moving forward with the dispatches.
14:13 I'm making the first responders.
14:15 At this time, we have dispatchers and call takers coming to the center on two to three hours of sleep, trying to manage family, trying to come in on good spirits and work in the radios and working on one calls.
14:29 As they sit at their console and set up for the day, the first call on the phone is a domestic violence call.
14:33 Well, the female is getting batted by her boyfriend.
14:36 As of working that call, they get a message from their supervisor saying, I'm sorry, but you're gonna have to stay late.
14:42 You're gonna have to come back for the last four hours of your shift to finish that 16-hour force.
14:47 This is a recurring thing for all dispatchers and call takers and APD.
14:52 It's something I'm finding passionately to protect my people for in negotiations right now for my contract.
14:57 But this is the main reasons why we need that first responder and hazard pay.
15:02 Sorry, it gets me emotional because I myself am running on two to three hours of sleep every week to protect the people and also to help cover shift so somebody can go home to their family and have dinner with them once a day.
15:14 So I just want to say when you guys are reopening this budget and looking at these numbers, you guys are looking at the fact that the dispatchers and the call takers of the city and even Metro Security dispatchers deserve some extra pay for hazard pay in this next upcoming 2026 year and 2027 year budget.
15:32 I want to thank you guys again for always putting the people first and always listening to everybody's input and trying to figure out how you can help the people because that's what makes you guys great council people.

15:51 Hello, I'm here to speak with you guys on behalf of the emergency communications center as a 911 operator myself.
15:58 Um I'm here to speak on behalf of both 911 operators and dispatchers.
16:03 Um my colleagues and I are being forced to work extremely long uh shifts up to 16 hours um every other day.
16:13 Uh when we work 16-hour shifts, we only have about eight hours in between our shifts from end to start, and uh it takes time to get home and uh you know get make food and take a shower and fall asleep and still make wake up with enough time to uh get ready for work the next day.
16:31 Um having to work uh long hours with only eight hours in between our shifts is incredibly difficult, and some of us are only getting maybe uh like six hours of sleep after getting home after a long day, and I'm asking the city of Albuquerque to reduce the uh mandatory forcing from uh 16 hours down to just 14 hours so it gives us enough time to to get home and uh conduct those activities, and uh so it extends it from just eight hours to a full uh 10.
17:12 So we have enough time to at least get a full eight hours of sleep if we can.

17:21 Before you um call the next speaker, um just I'd like to um make sure the admin has those comments about forced overtime and working 16-hour shifts.

17:45 We are not allowed to discuss things at the table or in a public forum that are going on in ongoing negotiations as we are currently negotiating all contracts with the exception of fire because they have a multi-year contract, but anybody that's in those negotiations should be keeping those conversations in negotiations.
18:06 And I understand um negotiations and we can't get involved in HR issues, but when we're asking people and forcing them to pay um to um work 16 hour shifts, I think it's something that we can talk about in it and say that um, as for myself, I can't speak for the rest of the council, but um that is something we should definitely not be doing.

18:32 Yes thank you madam president uh to stay away from the negotiation parts uh I believe I'm just kind of curious that um that they're being into a forced overtime at 16 hours is currently going on it's not something that's being negotiated.
18:47 So I would like to see a request of how many people in the dispatch at 911 and dispatcher being to uh uh forced overtime and how many days a week each one are are working is it still a five hour or a five workday work week five day work week or is it six or seven um that has nothing to do with negotiations that are currently going on it's with standards and practices that are happening right now so if you would please an email or a report of of uh the situation at dispatch thank you madam president thank you to all counselors please thank you so much uh madam president uh just want to make sure that we're clear in what we were communicating some of the items that were just discussed are absolutely matters that are being uh that are part portions of the collective bargaining agreements so we will happily provide you all with any information that is outside of current negotiating terms it wasn't intended to um reduce the discussion of concerns that you may um have but we we just want to honor the fact that some of those terms are part of the collective bargaining agreements that are in that negotiation today or not today but currently thank you cao single um single yeah I I totally agree with you but forced overtime doesn't seem like that would be a um a negotiated item on a contract when it's forced overtime but anyway so um councilor rogers thank you madam president I just wanted to echo and thank you for mentioning that as I was lifting up my hand just that I'd like to see that information also and I agree that current practices um are I think something that we should be able to get access to as far as to your point how many folks are actually working 16 hour shifts um and then expected to turn around and come back in eight hours thank you madam president thank you Mr.
20:43 Cornelius can you call our next rudolph Serrano followed by Sarah Azebo Madar President uh members of the council uh good evening uh we're here at the at the office uh in Paradise Hills and uh what I want to first say is uh we love uh both Huracan junior and senior you know and that's a big loss for the city you know they they brow music enjoy to all of us for so many years and it's something that uh you know I wanted to share with you guys but we uh brought them to history to bands of enchantment you know we we have a chance to expose them to all the planet through this venue that we have been uh supporting and I think it's a good investment not only for our locals but also for the filming industry which brought uh have a billion uh back from doing local channels and uh I I believe it's really important to keep on uh supporting that that venue that brings also dancing into the into the scene you know me I I'm all about uh sharing and moving and I and and try to stay it out of being just witnesses just leave it to look you she likes to dance and I and that's what it's all about just just kind of bring some movement and so that's one of the things I wanted for you guys to support this night I think I don't know if you already did the other thing is uh we if we increase the garbage price uh the people may start dumping on the places you know I mean we're having a problem with people not paying whatever they need to pay and just dump in the streets and if we continue you know raising the tag they're gonna continue dumping and uh that's just the thought you know you know I bring the thought that nobody brings in and that's the thought in that and um June team brings the money back in taxes let's support it but let's make sure you know we bring the money back it's all about business and it's all about about moving forward.

22:58 Thank you very much azebo followed by shoe good evening counselors um council presidents thank you for being here today um counselor Rogers Councillor People Corn thank you for meeting with students earlier this week that was lovely and they appreciated having their voices heard so thank you for making time I have not been able to stop stewing thinking um being sad and disappointed and discouraged over oh 26 14 the thoughts that elected officials can dictate where and how people can rest their bodies in public spaces and not have agency over that um concerns me especially when those decisions and those votes are being made from people who are sitting in comfortable chairs I remembered about a year ago driving down Broadway and Cole where there is a man who has been chronically homeless at least since I moved to the area and he's friendly and we wave every day and we have conversations there was a time a year ago where someone had put a recliner on the sidewalk and it was a beautiful thing to see a person who had no home who had no stability family support system sitting in a chair rather than sitting on the curb in the gutter it made me question which of you leaders would give up your chair for someone who had nowhere else to sit and the fact that you voted for people to not be able to sit on the public sidewalks or to rest in public spaces for whatever reasons you want to come up with that's what it comes down to human beings should be provided dignity and agency over their own bodies and we can all live peacefully living in the public spaces that we are paying for thank you enjoy your evening why should hello counselors and president and everyone else um you all probably remember me I have come to speak um in person at um the past two um council meetings and I'm coming tonight to offer you guys an update on what is going on with my situation um it's been a difficult road um but thanks to assistance from um people and the people in my community just earlier not even an hour ago um I was able to meet with a landlord and um tour a unit that pretty much fits my needs almost perfectly um so then I have a new housing case manager through um Catholic charities that is going to be helping me do all the paperwork and all of that so it's been a difficult road and a crunchy time wise one but I should have keys to a new apartment on Monday yay um that's all I have to say for me but to echo Sarah I don't remember the number of the ordinance but you know the one I'm talking about that whole sidewalk thing.

26:53 Like how how how is that even passed like it's gonna be hotter than I think we've ever felt it in New Mexico this summer.

27:05 Like, have you ever been through heat exhaustion?

27:14 Like, what if you're going through heat exhaustion?

27:20 Because there's no cooling centers or like places where we can hang out or they can hang out.
27:25 They're human beings, and they deserve to be treated as such.
27:29 And and passing something that says you're gonna get a ticket for sitting on a sidewalk where public people walk all the time.

27:44 Like, I don't even know what else to say about it other than like wow, and in which case, if that's what people are gonna start voting for, then I'm gonna move the heck away from here because y'all look embarrassing.

29:12 This bill proposes to adjust the fiscal uh year of 2026 operating appropriations to provide 280,000 in additional funding to um bands of enchantment, Route 66 Hispanic Cultural Events and the Olga Kern International Piano Competition.
29:28 Uh the appropriation is supported through the transfer from the lodgers tax fund to the general fund and uh and is allocated uh to the arts and cultural department.
29:37 Uh as you guys recall, this was passed on a 9-0 vote on May 18th of this year.

30:30 So this legislation is going to rescind R 36.
30:33 So it was voted on uh and reintroduces the bill for immediate action today, uh, and then a move to a deferral on June 1st for final vote.

31:42 They they I don't know how much the piano they sell, and if we're investing in the and bringing that, giving them that money back, because I mean they're taxpayers, and uh, you know, this is something that is gonna stimulate their sales, and that's what we have to look at as counselors, or you guys.

32:01 You know, it's uh where is the money coming from?
31:59 And now we're giving all the taxpayers all the way of participation and what they're doing.
32:10 And uh I believe uh this is this is one of those things that uh we are.
32:16 You know, it's not too much that they're asking.
32:19 You know, they they're putting a lot of their packets to, and uh I just uh fully ask you guys to please support it and um and that's as far as I get.

32:48 Uh just wanted to make sure that for clarification.
32:51 Um, I believe that this is an additional $200,000 to ban of enchantment on top of the 580,000 in the current fiscal year.
32:59 So the total for bans of enchantment for the fiscal year would be $780,000 um in FY26.
33:08 I just want to make sure that we're tracking it accurately.
33:14 Yeah, it would be for uh 26 and 27.
33:20 But it well, looking at this, but two things.
33:23 The when I met with uh we had discussed this and I'd passed or attempted to pass a bill, or we did pass a bill before that was vetoed by the mayor.
33:31 Uh and I sat down with him and met with the team that he provided uh to meet with uh and discuss the issues of why it was vetoed in the first place, uh, went over the issues that they had and addressed those.
33:44 Um during those meetings it was discussed that uh the bans of enchantment was to make whole in the in the eight uh episodes, and that was what a hundred thousand go toward uh a hundred thousand of this goes toward, but the additional one hundred was seen as uh the outdoor uh event um concert that was done on Route 66, uh is was a different separate uh um issue in itself, or not issue but a separate uh entity in itself.
34:15 So a hundred thousand was going toward that.
34:18 Um they're seen and it was advised by me by the uh the team that the mayor presented for me to talk to as two different incidents, two different uh um uh type of events.
34:29 So that's why you see a hundred going to finish out bands of enchantment season, uh, and then another hundred thousand to go toward that outdoor um event uh conveniently this year, Madam President and CAO.
34:41 Uh it is on Route 66 that we did last year, uh, and it's being done on Route 66 this year in order to uh help celebrate the the mother road event that is going on throughout the entire year.
34:53 Um you also see on there that uh there's money being given to complete Olga Kern, which is an international music festival, as well as um the Route 66 Hispanic cultural events that are going on and the much needed for what we have planned and what you guys have planned for uh ongoing within Central throughout the entire year, moving into the summer events and into the fall.
35:16 So it is true in the sense of what's going where, but I want to make sure we are detailed in what your team or the team that the administration had pointed out, um, that it's going to arts and culture um and removing the separation of powers, and it's not all going to uh a private entity and it's not going against the anti-donation clause.
