So we can agree with different platillos that usually in Mexico accompanied the cafecito and pasatiempo.

1:44

Come over here and come back to the truck.

1:46

Running back.

1:48

We had gotten a complaint from a apartment complex.

1:52

A citizen called in saying that one of her neighbors was outside by the staircase, uh beating their dog and throwing her against the wall and then throwing her down the stairs.

2:00

Once we finally caught up to her and, you know, we were able to get her.

2:03

Uh we kind of took a look at her and uh she had uh like a black eye and uh some bruising and stuff on her teeth and her gums where she'd been hitting her face.

2:12

After speaking with the owner, he showed me his hand, and his hand didn't quite match up with the wounds from a bite.

2:20

So my interaction with Sadie um from the get-go is very friendly.

2:24

Um she was always wanting to be loved on.

2:26

She never really regressed in kind of any kind of stress behavior, she never exhibited any aggressive behaviors towards me while I was observing her during those first 10 days of uh bike quarantine.

2:36

Her most aggressive trait is her licking you to death.

2:40

Whenever an animal comes in for bike quarantine, it is usually not common for them to be adopted out.

2:45

Um it's actually against our protocol, and I act I do have to get documents signed from our manager, our shelter manager to allow that.

2:52

With Sadie, I was really certain that we wouldn't have any kind of backlash or any kind of um negative interaction with her with any citizen that would adopt her.

3:01

I found Sadie through my wife.

3:03

She was on Facebook.

3:08

She's coming home with us.

3:10

She was just a great dog, and I was happy for her to get a second chance of just you know being able to be loved by somebody that really truly deserved to have her.

3:46

Dick and Drink has officially opened in the Tiffany Park shopping center off Cooper in Mayfield.

3:52

It features nine championship size courts plus a bar and kitchen, making it a place to play, hang out and celebrate a good match.

4:20

Now let's talk about something for the kids and honestly the whole family.

4:25

Arlington is getting a couple of new indoor spots where kids can climb, play, and burn off some serious energy.

4:32

First up, launch family entertainment launches over 39,000 square feet of arcades, attractions, and family entertainment under one roof, set to open later this year.

4:44

Then heading north on Cooper Street, Kids' Empires, opening in the Town North Shopping center near West Randall Mill, bringing in indoor playground where kids can climb, explore, and burn off some of that serious energy.

4:58

And speaking of energy, Altitude Trampoline Park, it's taking over where Chuck E.

5:04

Cheese was next to Kroger off Fielder Road.

4:59

They're claiming it will be the largest trampoline park in all of DFW, offering big air, climbing, slides, arcades, coffee for the parents, and zip lines.

5:17

It's set to open this spring.

5:19

Let's head over to East Arlington where two projects are expanding the area's international scene.

5:25

Located off Sherry Street between East Pioneer Parkway and East Arkansas Lane.

5:30

The Asia City Center development will include three buildings that offer a variety of businesses, including the popular Trung Win Coffee, Vietnamese restaurants, drinks, hot pot, and more.

5:41

Development will also feature Tesla charging stations.

5:45

It's expected to open late summer or fall.

5:48

And just to the west, Benton Plaza is growing.

5:52

A new building on the east side of the plaza will add more than 15,000 square feet with room for nine new tenants, bringing even more shops and restaurants to the area.

6:02

And that's what's going there, Arlington.

6:05

See something being built and wondering about it, send it our way, and we might feature it in the next episode.

6:11

See you next time, Arlington.

6:18

I always get excited when I'm walking to ballpark in the morning.

6:21

If you look at every bolt that you see, and there are ton of them around here with all the steel that we have, you know, there was a man or a woman with a ranch there that was tightening every one of those, and that really reminds me and gives me great context in terms of the amount of effort that went into building this building in 31 months, too.

6:44

Nolan Ryan is actually the connection from my beginning in baseball back in 1986 to the time I arrived here in Arlington in 2008.

6:53

My first three seasons in baseball were with the Astros 8687 and 88.

6:58

And those were the last three seasons that Nolan pitched for the Astros before he came to the Rangers.

7:03

So when he became president here in 2008, I had actually left the Astros and was working in Detroit for the Tigers at that time.

7:10

And he called one day and said, Hey, what are you doing up there in Detroit?

7:13

We need to get you back to Texas.

7:16

Working for both Texas franchises is pretty cool.

7:20

So not only have gone to the World Series for the first time with each franchise, but to have had a hand in development of their current new ballparks, if you will.

7:46

One of the things I love about Arlington is just the can-do attitude of people here.

7:51

And when you're working with great people and they all want to do the right thing, it's just exciting to work with people whose focus and vision is aligned with yours.

8:04

When I look around to see what we've done here in the entertainment district in the past seven or eight years, it's absolutely remarkable.

8:11

I've been fortunate to play a very small role along some real giants in our industry.

8:18

But to see what we've done here to improve the community, build the entertainment district, and know that we're not done is part of my American dream.

8:28

I'm Rob Mavick, and I'm alive with the American Dream.

8:38

Arlington prepares to welcome the world for the FIFA World Cup 2026.

8:44

Thinking about turning your home into a short-term rental in Arlington?

8:48

Good news, you can, but only in certain areas of the city.

8:52

Eligible homes must be in the STR zone near the entertainment district or in a few other select districts where homes are already located.

9:01

Before you list your property, you'll need a city permit and a quick inspection.

9:06

The process usually takes about two weeks, so plan ahead before hosting.

9:12

There are a few important rules to keep in mind.

9:15

Occupancy is capped at 12 guests.

9:17

Parking must be on site.

9:19

No special events or activities with large numbers of invited guests, and no outdoor gathers or amplified music from 10 p.m.

9:27

to 9 a.m.

9:28

The city actively enforces these rules to protect neighborhoods.

9:33

Ready to get started.

9:46

From Tex Mex and Thai to coffee.

9:54

For your first course serving sizzling fajitas in the middle of the entertainment district, Loma.

10:01

This new spot just opened and comes from the team behind her Tato Barbecue, bringing an upscale Tex Mex experience.

10:23

They're moving into the former Shakerton spot off North Collins and aiming to open up before the FIFA World Cup.

10:30

Thank Classic British pub energy, two outdoor patios, and the perfect spot to watch a match, whichever version of football you prefer.

10:39

Urban Union continues to add new eateries.

10:42

Blue mint tie in Asian cuisine is opening a location just off Front Street, serving bold Thai flavors that'll make you crave noodles on the spot.

10:52

Blue Mint is about to be one of your favorite new go-to's.

10:56

They also hope to open up before the World Cup crowd arrives.

11:00

Alright, we've covered the big meals.

11:02

Now let's talk about the spots that will keep you going in between.

11:05

Staying in Urban Union, neighbor to Blue Mint Thai, Daydream is now open.

11:11

This place is perfect for grabbing a drink, a book, and accidentally spending your entire afternoon pretending to be the main character.

11:19

Staying in downtown Arwal Yumini Coffee Shop is opening a location on Abram Street at the Buffalo.

11:26

This spot will bring traditional Yemini coffee and flavors.

11:30

It's set to add something fresh and different to Arlington's growing and diverse food scene.

11:36

And if you're looking to stay caffeinated, but not just through coffee, a new HTO is opening on South Cooper Street, just north of Green Oaks Boulevard.

11:46

But if you want to stick with a cup of Joe, they also serve coffee from Free Rain Coffee Company.

11:52

HTO will open Saturday, April 18th.

11:56

And finally, one that has made its way into our comments several times.

12:00

Yes, South Arlington.

12:05

Waffle House is bringing a location to Collins Street near Bardin Road.

12:10

And there you have it, Arlington, a full plate of new restaurants coming your way.

12:15

If you see a new spot going in and want the details, send it our way and we'll help answer the question.

12:21

What's going there?

12:22

See you next time, Arlington.

12:26

What do you see back there?

12:27

Somebody following us, etc., Well, good evening, everyone.

20:17

I'm sure everybody just came out to see me, right?

20:23

Thank y'all for coming.

20:25

Listen, it's an exciting night.

20:27

Appreciate all of y'all's interest in what's going on in this city.

20:31

And uh it's a bittersweet night as we say goodbye to Dr.

20:38

Barbara Odom Wesley tonight.

20:41

And uh, we'll get to her in a little bit, but let's start off by inviting Reverend Christian Wharton from St.

20:49

Andrew's Methodist Church to come forward for an invocation.

20:53

If you're able, please stand.

20:59

Thank you, Mr.

21:00

Mayor, thank you, council persons.

21:03

As we catch our collective breath with grounded bodies, curious minds, and open hearts, may we pray.

21:11

Source of wisdom, creator of every people and every nation, we give you thanks for this day, for the privilege of gathering and service to our community, for those who have accepted the mantle of public service and leadership.

21:29

As we welcome Dr.

21:30

Shelton into this work, we renew our prayer for the collected wisdom, humility, courage, and compassion of those elected to represent the people of Arlington.

21:52

And as we bid a farewell to Dr.

21:55

Odom Wesley, we pray that she takes her leave, knowing we celebrate her leadership with gratitude for all the ways.

22:14

In this season when our city welcomes friends and neighbors from around the world, may we be known as a place of hospitality, generosity and respect.

22:24

May every visitor find a warm welcome, and may the friendships formed across languages and cultures and borders remind us of our shared humanity.

22:35

And during this Pride Month, we give you thanks for the rich diversity of our community.

22:41

May we build a city where every person is treated with dignity, where every neighbor knows they belong, where every person knows they are beloved, and where our differences become opportunities for understanding rather than division.

22:56

Bless the work of this council today.

22:59

When decisions grow difficult, grant curiosity and hearts that seek clarity.

23:06

Where there is challenge, grant us patience, and where pathways seem to diverge, give us perseverance to seek commonality.

23:19

All of this we ask, dedicating ourselves to groundedness, to curiosity, and to openness with one another.

23:29

Amen.

23:31

Please join us in the Pledge of Allegiance.

23:34

I pledge allegiance.

23:49

Honor the Texas flag.

23:56

One individual.

23:58

Thank you.

23:59

You may be seated.

24:21

We're gonna start off tonight with a few fun things.

24:24

Did y'all know this is Arlington's birthday?

24:28

Hundred and fifty years.

24:35

In case any of y'all were wondering, I was not mayor when Arlington was founded.

24:53

Whereas the city of Arlington traces its beginnings to 1876, when a small settlement emerged along the Texas and Pacific Railway, laying the foundation for a community defined by vision, perseverance, innovation, and an endearing spirit of possibility.

25:14

And whereas over the past hundred and fifty years, Arlington has grown from a modest railway stop into one of the nation's most dynamic and diverse cities, home to more than 400 residents, whose cultural talents and contributions strengthen the community and reflect the very best of the American story.

25:38

And whereas Arlington has been shaped by generations of residents, public servants, educators, entrepreneurs, faith leaders, volunteers, and community partners whose dedication, resilience, and shared commitment have transformed the city into a place of opportunity, connection, and progress.

26:02

And whereas through bold leadership, civic investment, and a spirit of collaboration, Arlington has emerged as a nationally and internationally recognized destination for education, innovation, arts and culture, entertainment, sports, hospitality, and tourism, welcoming millions of visitors each year while remaining deeply rooted in the values of community and service.

26:33

Whereas Arlington stands today as a city that honors its past while embracing the future, a community that continues to evolve, inspire, and lead through creativity, compassion, and a steadfast belief and the power of people working together, and whereas the celebration of Arlington's 150th anniversary provides an opportunity for residents of all backgrounds and generations to reflect on the city's remarkable journey, celebrate its achievements, and unite in shaping an even stronger and more inclusive and vibrant future for the next hundred and fifty years.

27:16

Now, therefore, I, Jim Ross, Mayor of the City of Arlington, do hereby proclaim 2026 as Arlington's sesqua centennial year.

27:29

Congratulations.

27:29

Now, before I let Jay say a few words, we have a couple of more folks here.

27:39

Representative Chris Turner and Representative Tony Tinderholt.

27:44

I think is Tony here.

27:45

I didn't see Tony.

27:48

Is it coming?

27:48

Come on up, Chris.

27:56

They have a presentation as well.

27:59

Thank you.

28:03

Thank you for actually coming on us to read it before you want to record it.

28:08

All right, good evening.

28:09

Um it's an honor for uh Representative Tinderhull and I to be here this evening.

28:14

And on behalf of the entire uh Arlington delegation, the House of Representatives, we want to present this resolution from the state of Texas.

28:22

It reads whereas the city of Arlington is celebrating the 150th anniversary of its founding with a series of events in 2026, and whereas situated in eastern Tarrant County, the area that would later become Arlington was once inhabited by several Native American tribes, including the Caddo, Cherokee, Tonkawa, and Comanche, drawn to the region for its fertile soil.

28:43

The first settlers arrived in the 1840s.

28:46

And whereas in 1876, the community of Arlington was established along the Texas and Pacific Railway as a market and distribution center.

28:53

Local farms produce many crops, among them cotton, hay and oats, as well as dairy, cattle, and other livestock.

28:59

Another early source of revenue was water from the town's mineral well, which was bottled and sold as a medicinal remedy.

29:05

By the turn of the century, the city boasted a newspaper and two schools, since population numbered more than 1,000 people.

29:12

And whereas throughout the decades, Arlington has grown from a modest railway stop into a vibrant community that is home to approximately 400,000 residents, located in the center of the Dallas Fort Worth Metroplex.

29:22

The American Dream City has become a popular destination for entertainment, sports, and tourism with key attractions such as Globelife Field, ATT Stadium, Six Flags Over Texas, Choctaw City, Texas Live, and the National Medal of Honor Museum.

29:36

And whereas Arlington is also a major hub for freight, air, and ground transportation, its economy benefits from a wide range of local, national, and international businesses, among them the General Motors Assembly Plant and DR Horton Corporate Headquarters.

29:48

In addition, the city's educational institutions include the University of Texas at Arlington and Terran County College Southeast Campus.

29:55

And whereas the hardworking and forward-looking citizens of Arlington are building on a proud history of resilience and innovation while creating a future of expanding opportunity.

30:05

And it is a pleasure to honor their contributions to the story of the Lone Star State.

30:09

And on the occasion of this notable milestone, now therefore be resolved that the 150th anniversary of the City of Arlington be commemorated and its residence be extend sincere best wishes.

30:19

And this is signed by uh representatives Tony Tinderholt, David Cook, Salman Bajani, Nicole Collier, and myself, and I want to uh acknowledge that Zach Borha with Representative Bajani's office is here with us uh today as well.

30:33

Um, Tinderholt, you want to say.

30:35

I do.

30:36

What a great honor.

30:37

150 years.

30:38

My wife convinced me to move here in uh I think 2008, and uh wouldn't take much convincing now that I actually live here.

30:46

This is the greatest city in the state of Texas, and we're lucky that we're able to have 150 years of all of that growth.

30:53

We are lucky to be in this city, and I'm thankful that I live in Arlington.

30:56

I'm thankful to represent the city, and uh I'm honored to do this today.

31:00

Thank you guys for all being here.

31:01

Thank you for being a part of our community.

31:03

We love and respect all of you immensely.

31:10

And and personally, I would second that.

31:13

If I could uh just as a moment of personal privilege, just one, I want to extend my congratulations and gratitude to uh Dr.

31:19

Barbara Odin Wesley for her service uh on our city council for so many years, and uh we we wish her well in her next chapter and congratulations to Dr.

31:28

Jason Jason Selton, who will be up here shortly.

31:31

Um, um to the mayor and the members of the council to to Mr.

31:37

Yalberton, uh I just want to say it has been my honor uh to represent Arlington for eight terms in the Texas House of Representatives.

31:44

Uh, this city is very special to me.

31:47

Um my wife and I met here.

31:52

Uh we raised our kids here, uh, owned our first home together here, and uh it's been my absolute honor to represent the city.

31:58

I'm proud of the work we've been able to do together, and um thank you all very much for the privilege.

32:09

Let's go ahead.

32:10

Just quickly, I want to thank our our representatives for this.

32:13

Uh, we really do appreciate you being here tonight to present this to us.

32:16

Can't tell you how uh just exciting it has been to see the community embrace this 150th campaign.

32:23

You can see it everywhere.

32:24

There are yard signs in all 99 square miles, every neighborhood.

32:28

If you don't have one yet, I encourage you to get one.

32:30

Uh, it's your opportunity to show your pride in our community.

32:33

Uh, another way for you to get involved, and we've got a host of community events that will be coming up between now and the end of the year, starting obviously with the community band performance coming up on just Sunday, and then the July 4th parade, the big event uh for July.

32:46

Uh so check out Arlington 150.com.

32:50

Plenty of opportunities for you to still get involved in this celebration.

32:53

Thank you so much.

33:05

Y'all notice how this thing covers my belly.

33:28

I want to thank Chris for putting this together too.

33:30

Thank you for taking the time to do it.

33:47

Well, Arlington isn't the only place that has a birthday, our country has one as well, don't we?

33:56

So to accept a proclamation on behalf of America 250.

34:03

Can I ask Nancy Bergville to come on up here?

34:08

Nancy, you want to bring anybody with you?

34:19

How are you?

34:22

These lovely ladies are here representing the National Society of the Daughters of the American Revolution.

34:29

I'll give it up for them.

34:36

Um behalf uh, whereas on July 4th, 2026, our nation will observe the semi-quincentennial anniversary.

34:49

Y'all gotta stop putting these big long words in these proclamations, the semi-quincentenal anniversary of signing the Declaration of Independence, and whereas the journey towards this historic milestone is an opportunity to reflect on the nation's past, honor the contributions of all Americans, and look ahead to the future generations who will carry forward the ideals of democracy and individual liberty that make the United States a unique nation in the world.

35:26

And whereas Arlington citizens enjoy the good fortune of celebrating both the 250th anniversary of the United States and the 150th anniversary of our wonderful city this year.

35:40

And whereas Arlington's Lucretia Council Cochrane chapter of the National Society of the Daughters of the American Revolution celebrates our country's rich history and diversity of experience by honoring all men and women who achieved American independence, believing in the noble cause of liberty, fought valiantly to establish a new nation, and the Lacretia Council Cochrane chapter of the National Society of the Daughters of the American Revolution honors the sacrifice, courage, and commitment of our patriot ancestors by joining our neighbors and countrymen in celebrating the 250th anniversary of the founding of our country.

36:31

Now, therefore, I, Jim Ross, Mayor of the City of Arlington, urge all residents to commemorate and celebrate our country's 250 years of independence and do hereby proclaim July 4th, 2026 as America 250 celebration.

36:50

Congratulations, ladies.

37:00

Oh, it's such an honor to represent our chapter of DAR.

37:03

And uh, we're gonna be here ringing bells on July the 4th at 9 o'clock, right before the parade comes.

37:09

Bring a bell and ring it with us.

37:11

Join the about five or six churches that are going to also be ringing the bells, and let's bring in a whole nother two hundred and fiftieth celebration.

37:19

We'll see you in two hundred and fifty years.

37:25

Okay, let's see.

37:53

Thank you, ladies.

38:06

This next proclamation just doesn't seem right.

38:13

But Diane Forsberg, are you here?

38:18

You got anybody else with you?

38:22

Well, you bring whoever you want to bring, folks.

38:30

Have you all heard of the Junior League of Arlington?

38:34

Have you heard about the incredible things that yeah?

38:40

We're gonna do a proclamation here on behalf of the Junior League of Arlington.

38:51

Whereas for 50 years, the Junior League of Arlington has served as a powerful force of volunteerism, leadership development, and community improvement in Arlington, Texas.

39:05

And whereas since its founding in 1975, the organization has invested millions of dollars and countless volunteer hours into programs, partnerships, and initiatives that have positively impacted generations of Arlington residents, whereas the junior league has cultivated and empowered thousands of women leaders whose service and civic engagement continue to strengthen our community and shape our city.

39:40

Whereas the league's enduring contributions can be seen throughout Arlington, including cherished community features such as the interactive water fountain at Founders Plaza and support for the Levitt Pavilion, both of which stand as lasting symbols of the organization's commitment to enhance public safety and quality of life.

40:06

And whereas, while the Junior League of Arlington has made the bittersweet decision to dissolve the formal organization after a remarkable golden era of service, its legacy will continue through the Junior League of Arlington Charitable Fund administered by the North Texas Community Foundation.

40:30

Whereas the City of Arlington recognizes with deep gratitude the extraordinary dedication, compassion, and leadership demonstrated by the members of the Junior League of Arlington over the past five decades.

40:47

Now, therefore, I, Jim Ross, Mayor of the City of Arlington, do hereby recognize and honor the Junior League of Arlington for 50 years of outstanding service, leadership, and lasting contributions to our community and extend the sincere appreciation of a grateful city for the organization and during legacy.

41:12

Thank you all so much.

41:22

Mayor Ross, I just want to thank you.

41:28

And um that I've called home for my whole life.

41:32

And the partnership that we've had with the city um over this 50 years, starting with our Fielder House study, that did become the Felder House Museum, and then to go on, as you mentioned, the interactive fountain at Founders Plaza, and just all the great works that we've been able to do, our volunteers.

41:52

I treasured my time years ago, 30 years ago at um our convention of visitors bureau.

41:59

But we are honored that we get to have a legacy that will serve us and serve the community, excuse me, into perpetuity as we took the proceeds from the sale of our building, as most of you knew from the early voting place.

42:15

Uh, but we took the proceeds of that and we have gifted that to a charitable fund, uh Junior League of Arlington Charitable Fund, which will be managed through the North Texas Community Foundation, and uh we will continue to give grants out in perpetuity in our name.

42:32

So we're honored about that, and we thank you for your time.

42:40

I gotta tell y'all something about my experience with the junior league of Arlington.

42:45

Why y'all moaning?

42:47

We're not moaning.

42:49

They used to do this little fashion show thing during the holidays.

42:54

And they had this contest where they would invite local community leaders and businessmen to be celebrity waiters.

43:02

Y'all remember this?

43:04

Well, I was a local businessman before I became mayor, and they invited me to come out on for a few years to do Mr.

43:13

Holiday Magic.

43:16

It wasn't based upon how good looking we were or anything, thank goodness, it was based upon how much wine we could sell to the tables, right?

43:27

So, being the smart businessman I was, I just bought all the daggum wine, and I kept feeding my table full of all this.

43:37

Well, my first year out there, I'm thinking, well, this is this is pretty cool.

43:41

You know, here I am wearing a we all had to wear tuxedos and it's a whole big banquet room full of women, and I'm thinking, this is great.

43:51

And then this fashion show brings out these young stud muffin guys wearing nothing but silk boxer drawers or something like that.

44:00

Y'all know you're I'm telling the truth, aren't I?

44:04

And then all of us fat old businessmen were just like, oh Lord, it was horrible.

44:10

These ladies have really done incredible things for our city for decades and decades and decades, and I hate to see the junior league go, but I certainly understand that this is an incredible commitment going for a half a century.

44:28

So before we take a picture, y'all give it up one more time again.

44:39

I don't want to be a lot of people.

45:29

We're going to uh do a few things for Dr.

45:33

Barbara Odom Wesley tonight, and this is the first one, so Dr.

45:37

Odom Wesley, can I get you come on down here for me?

46:13

You know you're special.

46:17

When you get U.S.

46:19

Congressmen, send in congressional records to speak on your behalf here in Arlington.

46:30

This congressional record came from the Honorable Mark Vesey, member of the U.S.

46:37

Congress.

46:39

I'm not going to read the whole thing, but I'm going to read a couple of the small paragraphs here where he says, Mr.

46:45

Speaker, I rise today to honor Dr.

46:50

Barbara Odom Wesley, a distinguished educator, health care leader, public servant, and community advocate whose lifetime of service has enriched the lives of countless individuals throughout District Thirty Three and the state of Texas.

47:11

It goes on down to say that Dr.

47:14

Odom Wesley made history as the first black woman elected to the Arlington City Council.

47:32

Since her election in two thousand and nineteen, she has served with distinction as the District Eight at Large Representative and Mayor Pro Tim.

47:45

Her leadership has helped make Arlington more inclusive and welcoming, and a welcoming city for all residents.

48:17

Dr.

48:18

Odom Wesley and her husband, Curtis, who God knows he is God sent.

48:24

Where are you at, Curtis?

48:27

There you are, brother.

48:34

Recently celebrated forty-three years of marriage.

48:39

Together they have raised three children, Crystal James, Clifton Wesley, and Amber James, and are proud grandparents to Elizabeth Wesley, guided by the scripture, to whom much is given, much is required.

48:58

Dr.

48:58

Odom Wesley has devoted her life to uplifting others and creating opportunities for future generations.

49:07

Mr.

49:07

Speaker, I ask my colleagues to join me in recognizing Dr.

49:13

Barbara Odom Wesley for her extraordinary contributions to our community.

49:30

We're gonna ask her to say a few words here in a minute, so we'll take a picture and then we'll go back up and sit down.

49:36

Is that okay?

49:36

That's fine.

49:37

All right.

49:57

Not yet.

49:57

We're gonna go up there and we're gonna go sit down and then you're gonna talk.

50:03

We're gonna make you work some more.

50:30

Ms.

50:30

Garcia, can you go over speaker guidelines and general decorum, please?

50:36

51:16

When your name is called, please come to the microphone at the podium and state your name and the city of residence for the record.

51:22

Speakers may not use music, videos, or other forms of media, signs, or props.

51:28

51:49

If multiple speakers plan to provide the same or similar comments, those speakers may, if they so desire, designate one or more individuals to provide public comment on behalf of the group.

51:59

A bell will signal the end of each speaker's time.

52:03

In consideration of other speakers, please conclude your comments promptly when you hear the bell.

52:08

We ask that you address your comments to the mayor and city council.

52:14

Thank you, Miss Garcia.

52:15

We're gonna move on down to consideration of resolutions 5.1, please.

52:22

Thank you, Mayor.

52:23

Item 5.1 is a resolution canvassing the election results and declaring election results in the runoff election held on June 13th, 2026, for the purpose of electing a council member for district eight.

52:35

At your place is the final version of the resolution as well as the printout of the final election results from Terran County Elections Administration for your consideration tonight.

52:46

Thank you, ma'am.

52:47

Do we have any speakers on this item?

52:49

We have no speakers, mayor.

52:51

Thank you.

52:51

The election results will be included in the official meeting minutes.

52:56

I have a motion from Councilmember Gonzalez, a second from Councilmember Galante.

53:01

Please cast your vote.

53:13

They already kicked her off the system.

53:16

Well, it's been good knowing you.

53:23

Y'all know I'm not always this goofy.

53:25

I'm normally goofier than this, okay?

53:44

Okay, and the motion passes.

53:47

The final canvas is complete.

53:50

Before we move on here a little bit, I want to give council an opportunity to say a word or two about their service with Dr.

53:57

Odom Wesley.

53:58

I'm gonna just start down here.

54:00

We'll come down.

54:01

Councilmember Galante.

54:03

Barbara, you'll be missing you will be missed.

54:06

Uh thank you for the guidance in being the big sister for me when I came here two years ago.

54:13

And I enjoy your your vacations, your cruise, and make sure that guy there plays golf every day, okay?

54:19

Thank you.

54:20

Councilmember Gonzalez.

54:27

Barbara, you know what I think about you.

54:29

I think you're the greatest thing.

54:30

You've done so much for our community.

54:28

I've had a lot of respect for you for many, many years.

54:29

And I really respect how you think and how you think of others.

54:29

And I mean we're going to keep doing the same work that you've been doing and very proud of who you are.

54:43

And I know your parents were very lucky to have you as a daughter because you take care of your parents.

54:47

So God bless you and may God grant you many years of happiness.

54:54

Dr.

54:54

Odam, we've had probably some of the deepest conversations, and I think you understand me more than most people, so I'm definitely gonna miss you.

55:08

Barbara, I've watched you from afar for quite a few years here.

55:13

Uh, but up close to last month and a half has been a real delight.

55:17

You ask right questions, and you seek the truth.

55:21

So God bless you.

55:23

Have a great life, enjoy Greece.

55:27

Councilmember Brittany Garcia Duma.

55:34

Dr.

55:34

Barbara Odin Wesley.

55:37

It is uh a serious thing to sit on this council because you have sat here from the first Latina to the first black woman on this council.

55:48

I uh promise to carry that commitment that while we may be the first, we will not be the last.

55:54

Thank you.

55:56

Councilmember Longfam.

55:58

Uh Dr.

55:59

Barbara Odin Wesley.

56:01

Thank you for your service uh to the uh the American Dream City and the people of Arlington, and thank you for your leadership and mentorship when uh how first arrive.

56:11

And uh I do learn a lot from you.

56:13

Uh we don't always agree, but most of the time we do agree, we vote for the Benjamin up to this the risen of Arlington, and again you will be missed and um and you have to put up with the mayor's jokes anymore.

56:26

So uh, enjoy your vacation and good luck.

56:30

And uh you and uh Curtis go have a great trip in Greece and uh make sure you send us a postcard, you know, to play your visit.

56:39

And again, you will be missing, I do miss you.

56:42

Thank you.

56:43

Councilmember Hog.

56:44

Yeah, thank you.

56:45

Uh Dr.

56:45

Owen Wesley, it's been an honor to sit next to you for all these afternoons and all these evenings.

56:51

When someone says something crazy, we lean over and go, did they really just say that?

56:55

And it's been uh but but uh I've known your family for all these years, and I got to know your daughter first, Crystal.

57:03

So we both grew up in this town as counties who grew up here, and then I got the honor to serve with you on United Way of Arlington, and we worked on social service issues as I had I had the pleasure of chairing that, and I gotta see us work on issues, and I didn't know once we both left that.

57:20

I didn't know if we'd early serve, and then when we got on this, we got to serve, and I can honestly say you're one of the most impressive council members I've ever served with.

57:28

You always have a reasonable thought, you're always prepared, and you're a hard worker and just a good person, and that's what we really need as council members.

57:38

So I appreciate it.

57:39

Thank you for your service and your entire family, because you all have served this entire town.

57:44

Um, and not just your dad and you, your entire family has served this town.

57:49

We can't thank you enough.

57:50

Um, as a lot of people in this room, myself love Arlington, and we appreciate all the work you've done.

57:55

Thank you so much.

57:56

It's been an honor.

57:57

Thank you.

57:58

I want to start by addressing Curtis, not you.

58:06

Uh Curtis has been by Barbara's side every step of the way.

58:14

And I uh from a guy who has had his fair share of failed marriages, Curtis knows how to keep his wife happy.

58:29

And I wish I'd have met him years ago, I'd still be married.

58:37

They both have a trait about them, that uh you can't miss.

58:44

They are both people of faith, and you don't have to talk to them to realize that they're people of faith.

58:55

Their actions speak louder than any words they could ever have.

58:59

And their hearts are full of more love and joy than the vast majority of people I've ever heard in my life.

59:14

They are a pair that I have no doubt that had I needed anything at any time, I could call, and they would be the first people there by my side.

59:27

And their commitment to their Lord, their commitment to their community, their commitment to their family, is not lesser than their commitment to this community.

59:43

And they have really served well.

59:48

And I have considered it an honor to call you both friends and colleagues.

59:56

And I love you both from the bottom of my heart.

1:00:00

And I hate to see you go, but I've already talked her in the stand on at least one other committee.

1:00:08

And with that, Barbara, would you mind saying a few words?

1:00:18

Well, I'm trying not to get emotional.

1:00:24

My dad taught me service is the price you pay for the space you occupy.

1:00:30

And that's what I've tried to do.

1:00:33

Serve my family, serve my church, serve my God, serve my city.

1:00:44

And I feel like I gave it my best shot.

1:00:48

I did my best.

1:01:03

Just keep your name out of the news.

1:01:09

So I tried to make sure I didn't embarrass my daddy.

1:01:11

That was my job.

1:01:13

So I've done, I think all I could do.

1:01:18

It's been my honor, my greatest honor, to serve here.

1:01:24

I thank all of you for your support, your encouragement, your cooperation.

1:01:36

It's been a lot.

1:01:38

It's a lot.

1:01:40

There are a lot of a lot of issues, a lot of concerns.

1:01:43

And I always tell people there's at least three sides to every story.

1:01:49

At least three.

1:01:52

Sometimes it's 25.

1:01:55

Like when we were dealing with the trash.

1:02:01

Just always another issue and another issue.

1:02:04

So it's been challenging, it's been rewarding.

1:02:09

I've enjoyed most of it.

1:02:15

But I'm thrilled to pass this baton.

1:02:20

I feel like we've elected the right person for this job.

1:02:26

Dr.

1:02:26

Shelton, I'm passing the baton.

1:02:36

It's been my honor, and I thank you for all of these wonderful words of acknowledgement, and uh the city really has made me feel like I did have an impact because that was the one thing I wanted to make sure that I did make a difference.

1:02:55

And so thank you for acknowledging all of that.

1:02:59

And like I said, I gave it my best shot.

1:03:02

And um it's time for me to retire, Mayor.

1:03:08

Retire.

1:03:09

Me and Curtis.

1:03:12

Thank you all.

1:03:13

Let's get your family over here.

1:07:23

I can barely see y'all.

1:07:37

Get in this picture.

1:08:03

Barbara's already vacated her seat.

1:08:05

She couldn't get out of that thing fast enough.

1:08:08

Did y'all see that?

1:08:09

We didn't get him fully sworn and she was running off the diocese.

1:08:15

Anyway, I'm gonna invite Dr.

1:08:17

Jason Shelton to come on up and join join me on the diocese and take your your position up there.

1:08:40

So Jason, I've been ready to pass this baton for fifty days.

1:08:47

1:08:55

And congratulations, I'm so proud of you.

Matt, take that paper from Barbara, will you please?

1:11:47

One more time for Dr.

1:11:49

Barbara Odomesley, please.

1:11:58

When you canvass the election in the midst of a whole lot of issues going on in the city, it necessitates doing something a little bit different and strange sometimes.

1:12:09

And this is one of those times.

1:12:29

The BTCA Government Code, Chapter 551, 071 Consultation with Attorney.

1:26:40

Humanseo, o'clock, umanseo, oochio, and Lumanseo, oo, and I'm How many of us?

1:58:55

So I would just encourage you.

1:58:57

Please don't ever believe anything I say again.

1:59:02

I did not mean for it to take that long, but sometimes the wheels of government move a little bit slower than what we would like them to do.

1:59:11

2:03:46

I just I know I can see what people are voting.

2:03:48

So if somebody wants to be the no vote no, and it's gonna pass.

2:03:53

Garcia.

2:08:20

Do we have any speakers on any of these items as they appear on the consent agenda?

2:08:25

We do, Mayor.

2:08:26

We have on tonight's agenda.

2:08:35

One speaker for item 1122.

2:08:42

Three non-speakers in support.

2:08:46

Three speakers in opposition and one non-speaker in uh opposition.

2:08:52

Who's the first speaker, please?

2:08:54

Leslie Garvis.

2:08:56

Ms.

2:08:56

Garvis, do you have anything to say?

2:08:57

No.

2:08:58

Okay.

2:08:59

Next speaker, Ms.

2:09:00

Garcia.

2:09:07

We have Ranjana Bandari, Speaker in Opposition.

2:09:15

For 1122.

2:09:26

Good evening, Mayor Ross and City Council members.

2:09:30

Thank you for this opportunity.

2:09:31

My name is Ranjana Pandari.

2:09:33

I live at 903 Loch Loman Drive in Arlington.

2:09:39

So I just want to add some remarks about who lives near this drill site and who goes to school near this drill site.

2:09:48

Of particular interest are the following schools, venture newcomer, workman junior high, McNutt, and Williams Elementary because they're very close in zone of pretty serious exposure because there are other drill sites in the area as well.

2:10:04

So, for instance, Williams Elementary is.59 miles from the stoner site, but you have to look at cumulative cumulative exposure.

2:10:17

The cornerstone drill site belonging to Total is 0.56 miles away.

2:10:22

Landing is 0.2 miles away, which is going to be expanded.

2:10:26

Rocking Horse is 0.85 miles away.

2:10:29

Paulus Word is a little over a mile.

2:10:32

Um, there are already 15 gas wells within half a mile, and 43 gas wells within one mile, and 88 gas wells within two miles of the school already.

2:10:45

Uh Livable Arlington just released a report nationally today on Arlington children's exposure to fracking and what it means for them.

2:10:54

And I just want to leave you with some bullets from what we've discovered by doing a very comprehensive collection of the data about how many gas wells and how many drill sites are within two miles of all 76 AISD schools.

2:11:11

So, first, every single one of the 76 schools in the AISD, serving a total of 53,000 students last year, lie within a two-mile radius of at least three active producing drilling sites.

2:11:26

This is not just a localized problem, it's a district-wide reality.

2:11:30

The encroachment of fracking is sweeping.

2:11:32

69 of those 76 campuses housing roughly 50,000 students, are ranked by at least five drill sites within a two-mile radius.

2:11:42

Uh, the situation is pretty alarming in district three and district five.

2:11:46

We identified a core group of 18 schools that are packed within 10, two miles of 10 or more drill sites.

2:11:54

This is the legacy of fracking in Arlington.

2:11:57

It's not the money, it's not what the money brought, but it's the generation.

2:12:02

One generation's been already lost.

2:12:04

My son was five when all this began.

2:12:06

He's a young man now, and that is the story of thousands of children.

2:12:10

We are looking at a second generation living with this kind of exposure.

2:12:15

You know that living at those distances is linked to a much severe risk of leukemia in children and birth defects and poor pregnancy outcomes.

2:12:25

Thank you.

2:12:26

Thank you, ma'am.

2:12:28

Next speaker.

2:12:29

Keegan Dean, in opposition.

2:12:39

I'll drop everything.

2:12:44

Good evening, uh, mayor and council members.

2:12:47

Uh, as most you know, my name is Keegan Dees, and I'm a born-and-raised Arlington resident.

2:12:52

Um I guess my main concern is the health of the public, especially our most vulnerable members of our community.

2:13:01

Um, just like what was said, we know the effects of drilling has been linked to cancer like leukemia, and it I can't help but think of my former classmate Edward.

2:13:13

Um Edward like the bracelets, we fundraised, fought like a Viking.

2:13:17

And I'm happy to say he won his battle.

2:13:20

Um, even with winning the war of childhood cancer, Edward lost battles, like truly getting to experience his first year of high school and getting to be a part of the Pride of Omar, the Viking Marching Band.

2:13:34

Um Viking, or I'm sorry, VFND means Viking Fight never dies.

2:13:41

Edward showed us it's not just a school motto, but it's something that lives in us forever.

2:13:47

When making your decisions, I want you to think of Edward.

2:13:51

I would also like you to think of my younger brother who spent his first life, his first few months of life in the NEQ with concerning respiratory issues.

2:14:03

And if anything ever happened to him, how shattered my soul would forever be.

2:14:22

I try to see what it's like to be in y'all's shoes, and I know it can't be easy at all.

2:14:27

Um, and I just I also I want you to remember our city will always be fueled and ran by the people.

2:14:36

We will never let Arlington be for sale to the highest bidder, and that Arlington is the American dream city, not the any corporation dream city.

2:14:45

As always, thank y'all for your time.

2:14:47

Thank you, Keegan.

2:14:50

Next speaker for Garcia.

2:14:53

Excuse me, mayor, that that those were all the speakers on item 1122.

2:14:57

We do have speakers for 1123.

2:15:01

We have uh one speakers in support and one in opposition.

2:15:07

First speaker will be Leslie Marvis.

2:15:10

She doesn't want to speak.

2:15:12

Next speaker.

2:15:17

Next, we have.

2:15:24

Excuse me.

2:15:25

That those were all the speakers in support.

2:15:27

We have another speaker in opposition for 1123, Ranjana Bandari.

2:15:47

Good evening.

2:15:48

Oops, sorry.

2:15:48

Good evening again.

2:15:49

I apologize.

2:15:50

I didn't realize that I was up here again.

2:15:55

I just want to leave you with uh some more scientific research, which is mainly based on Texas data.

2:16:02

Hopefully, that will help inform the decision.

2:16:06

Um Texas A and M university researchers found elevated risk of birth defects in the four core fracking counties of the Barnett Shale region compared to overall statewide risk of these conditions in Texas.

2:16:23

Next is Texas statewide population-based cohort study of birth defects identified through two different birth defect registries found a 25% increased risk of having a child with any birth defect when using proximity to well site, well site count, gas production, and produced water as exposure measures.

2:16:42

For heart and circulatory defects, the association was strong and consistent.

2:16:48

Data from one 157 radiation monitoring stations found a 7% increase in radioactive pollution in communities located 12 to 39 miles downwind from operational fracking sites compared to background levels.

2:17:05

This matters because the monitors, the radnet monitors that the federal governments had historically since the Cold War era, two of them are in the Fort Worth area, which includes Arlington, the radius where they do their, you know, where they document measurements.

2:17:23

And these monitors since the onset of fracking have documented a 40% increase in radiation in ambient radiation levels, and they've noticed this as far as 20 miles away.

2:17:36

So we are all in the threat zone.

2:17:38

Thank you.

2:17:39

Thank you, ma'am.

2:17:40

Ms.

2:17:40

Garcia, any other speakers?

2:17:42

We have an additional non-additional speaker in opposition, Tammy Carson.

2:17:56

Hi, I'm Tammy Carson, Arlington resident since 1975.

2:18:02

And here we are again.

2:18:05

Since a plethora of scientific data about the harmful effects of fracking haven't moved you, and since the police of the residents of the city who struggle with asthma and other health issues that are exacerbated by fracking haven't moved you, and since the testimony of people whose quality of life and damage to their homes and reduced property value hasn't moved you, I'm thinking, what if?

2:18:31

What if Arlington really was a dream city?

2:18:34

What if our council members listened when we speak and actually hear what we say?

2:18:39

What if council members put people over profit?

2:18:43

What if they regarded people's health more than financial gain?

2:18:47

What if a council member had a child with asthma who got sicker during fracking?

2:18:52

Would that make a difference?

2:18:56

Council members voted against more fracking and quit contributing to air pollution.

2:19:02

According to First Street.org, Arlington has worse air quality than 94% of Texas cities.

2:19:10

And what if council members voted against fracking and quit wasting our precious water and quit causing excessive noise pollution and quit making sick people sicker?

2:19:21

What if council members voted with a conscience and just said no?

2:19:25

So listen to us.

2:19:27

We're the homeowners, the business owners, the taxpayers, the parents, grandparents, and children.

2:19:33

Listen to us and just say no.

2:19:36

Thank you, ma'am.

2:19:37

I'll recognize Councilmember Garcia Dumas.

2:19:41

Hello.

2:19:42

Uh.

2:19:44

There are two of these on the consent agenda, and then there are two more drill sites or drill permits that will come up, and I'm sure you're aware of that.

2:19:54

I have spoken with many of you in the audience, and I have told you I don't have the lever to make this decision.

2:19:58

I don't have the lever to say we do or we do not drill in the city.

2:20:08

There are people at the state level that do, and if we want to have a conversation about state overreach, I will buy you that coffee to have that conversation.

2:20:18

And in fact, I would love to have coffee with you to talk to you about what you think we can do about this.

2:20:29

The lever does not belong to me, and it is it is frustrating as a new council person.

2:20:36

It is frustrating as somebody with my own young children.

2:20:40

It's frustrating as somebody who is by the people of the people for the people.

2:20:45

I guess I hear you.

2:20:49

Meet with me and tell me what you think we can do.

2:20:53

Because outside of I've got the levers for all these things locally, but I don't have the lever for this to pull it or not pull it.

2:21:02

So I mean, y'all sent me up here for a reason.

2:21:07

You sent me up here with a purpose and a goal.

2:21:09

And I'm telling you, like I've told several of you on the phone, we can't get there with just no votes.

2:21:16

It's just not, it's not gonna happen.

2:21:20

So Keegan, you asked that that you would we would help you understand, and I would love to meet with you and and the other people who've been in opposition and who have not spoken but are in opposition.

2:21:33

Um I'd love to meet with you and talk to you about it.

2:21:37

Um you help me understand.

2:21:40

I'll help you understand what it is up here.

2:21:42

You help me understand from over there.

2:21:44

Um it's it's I don't have the lever for it, and you you need to know before it comes at you.

2:21:52

Ms.

2:21:52

Garcia, um, any other speakers.

2:21:57

Those were all the speakers on 1123.

2:22:00

We do have uh four non-speakers in support and one in opposition.

2:22:05

Can I get a motion and a second, please?

2:22:09

A motion from Councilmember Galante, a second from Councilmember Pham.

2:22:13

Please cast your vote.

2:22:21

The motion passes.

2:22:24

I was told that the issue you talked about is not fixable tonight.

2:22:28

The city attorney has advised me that it's permittable to have it the way it shows up right now.

2:22:34

So we're gonna continue the way it is.

2:22:38

All right, we're gonna move on down the 14.1, Miss Topel.

2:22:42

Thank you, Mayor.

2:22:43

Item 14.1 specific use permit, SUP 26-01.

2:22:50

This this specific use permit request is for a daycare use within an existing building on a property currently zoned RS 7.2 on approximately 2.45 acres of land addressed as 911 South Davis Drive, generally located south of University Drive and east of South Davis Drive.

2:23:11

The subject site was developed with St.

2:23:13

Albans Episcopal Church in 1970s.

2:23:18

The overall site is 2.5 acres, which spans two zoning districts.

2:23:24

Neighborhood commercial NC on the west portion of the lot, and residential single family 7.2 RS 7.2 on the east side of the lot.

2:23:34

The applicant seeks a specific use permit to allow the establishment of a daycare facility within the east portion of the existing church building, which lies within the RS 7.2 district, where a daycare use is only permitted with an approval of a specific use permit.

2:23:54

There are two letters of support and one letter of opposition to this request.

2:23:58

The applicant is Christian Parker, director of the proposed daycare, and he's here to present their case this evening.

2:24:10

Hi.

2:24:11

Hi.

2:24:11

I'm Kristen Parker, and I am the aspiring director of Little Saints Preschool, a ministry of St.

2:24:19

Albans Anglican Church, where our mission is guiding children to grow and shine in the light of Christ.

2:24:28

I thank you for hearing me.

2:24:30

Congratulations on the movements that you guys have had.

2:24:34

I also want to thank Ryan for seeing us this far, Father Francis for all he's done, and the parishioners from St.

2:24:41

Albans Anglican Church for supporting the ministry, as well as the church.

2:24:48

We are rooted in faith and growing in love.

2:24:52

Every single child that comes into our facility will know of that love.

2:24:58

As we work to plant seeds to teach them exactly how the Lord loves them.

2:25:05

We would do that through creeds and prayers, as well as, as well as teaching them about the history of the saints that went before them and how they themselves are saints.

2:25:21

We have a thoughtfully blended approach to early learning.

2:25:24

You see, every single child that lives learns differently, and so what we would do is we'd go in and we'd use an array of different techniques to teach them, including Montessori methods, classical instruction, and play-based techniques to help the children reach their potential for the Texas Essential Knowledge and Skills.

2:25:49

We have a service to the community, and we want to do that by loving on children ages two to five, and maintaining low ratios for teacher to students.

2:25:59

We intentionally keep our program small with only 30 to 40 students, and we place a strong emphasis on manners, life skills, early literacy, and math.

2:26:12

We have a location designed to serve, and as you've heard earlier, we have served in the past for 50 years.

2:26:20

We had a school, and unfortunately, some things happened and it fell away, but it didn't take away our love for that generation.

2:26:27

And by having that preschool, we would be able to love on them again.

2:26:32

We've made many facility improvements.

2:26:34

We have a beautiful cross on the front of our church.

2:26:38

We have painted the parking lots, we have planted flowers and laid mulch and removed play equipment that was no longer in regulation, as well as worked on with fire marshals and the construction workers to make sure that our program is safe.

2:26:59

Our traffic flow is efficient, and our neighborhood impact is positive, excuse me.

2:27:06

We would be able to bring the neighborhood back in for the preschool program.

2:27:12

And the traffic flow you enter off of Davis, you pull on around, you exit onto a side road, which is university.

2:27:18

There'd be staggered pickup and drop off because the early hour and the late hour and our we have ample parking.

2:27:26

We have made many community benefits and left a positive impact.

2:27:31

We have served the crisis pregnancy center.

2:27:34

We have also worked with feeding the poor, and the preschool would allow us to go ahead and love on them as well.

2:27:43

Sorry.

2:27:48

And bring in the employment opportunities as well as the intergenerational techniques by having the elderly work with the younger generations, and that would be positive.

2:28:01

The community commitment and responsible operation is there.

2:28:05

Our noise levels would be low because of our low occupancy.

2:28:08

The traffic, clear, concise, and well organized.

2:28:12

Safety would be our top priority, and we have an ongoing commitment to being respectful and responsible neighbors.

2:28:22

And we have an obligation to you guys as the residents of Arlington.

2:28:26

We want to serve you.

2:28:27

We want to serve your families, your children, your grandchildren.

2:28:32

We have an overall community value of wanting to have a preschool for our diocese.

2:28:39

We also want to provide care for the children and raise your next generation of leaders.

2:28:52

In closing, we thank you so much for hearing me today, and I just ask that you would let us get started on this next beautiful program for Arlington, Texas.

2:29:02

Thank you, ma'am.

2:29:04

Thank you.

2:29:06

Next speaker, Miss Garcia.

2:29:09

Next speaker is uh Father Joseph Francis.

2:29:13

Speaker in support.

2:29:17

You mean you're supporting the pre-K at your church?

2:29:21

I am actually, yes.

2:29:23

I just want to make sure I understood.

2:29:25

That's right.

2:29:25

Yeah, I have four little ones.

2:29:27

Um Father Joseph Francis, I'm the parish priest at St.

2:29:30

Albans Anglican Church.

2:29:31

I just want to point out that um our parish started, I'm told the first uh preschool in Arlington uh many decades ago.

2:29:38

We've done this group before.

2:29:39

Many of our parishioners who are here uh this evening serve in the city of Arlington, and we're uh happy and eager and excited to serve in a new way uh yet again.

2:29:48

So I'd appreciate the support tonight.

2:29:50

Thank you.

2:29:51

Thank you, Father.

2:29:52

Next speaker, Ms.

2:29:53

Garcia.

2:29:54

Mayor, that concludes all the speakers for this item.

2:29:57

We do have um eleven non-speakers in support.

2:30:01

Thank you, ma'am.

2:30:02

I'm gonna close the public hearing.

2:30:04

Uh I'm sorry, Councilmember Hogg.

2:30:06

I just saw your just real fast, Mayor.

2:30:08

Uh I will keep it short because it's been a long day and a long night.

2:30:12

Um, I want to thank this.

2:30:14

I know you all have talked about this for many years of doing something.

2:30:16

You all have talked about y'all's building um, has empty classrooms that you can utilize.

2:30:22

And as a city, we need more preschools.

2:30:24

We need more people helping, so we appreciate that.

2:30:27

Um, this church also holds a special places.

2:30:29

My family was members there.

2:30:32

Both my parents have been buried there, everything.

2:30:34

So thank you all so much for bringing this back to Arlington and helping a good part of Central Arlington right there.

2:30:39

Thank you.

2:30:40

Councilmember Ware.

2:30:43

I'm sure it is, Gensey, but is this non-transferable and non-assignable?

2:30:49

Yes.

2:30:50

Okay, thank you.

2:30:53

I was married in that church back in 1804, I think.

2:30:59

But I love the church, it's a beautiful church.

2:31:03

Uh, okay, I'm gonna close the public hearing.

2:31:05

I have a motion from Councilmember Hogg and a second from Councilmember Galante.

2:31:10

Please cast your vote.

2:31:20

Motion passes regularly.

2:31:24

We're gonna move on down to 14.2, Miss Carrie Parker Barry.

2:31:35

Good evening, Mayor and Council.

2:31:37

Again, Carrie Parker Berry, Deputy Director of Special Events and Venues.

2:31:41

I stand before you for consideration of a resolution to amend the boundaries of the Arlington Tourism Public Improvement District to include the Caravan Court Hotel.

2:31:53

The Arlington Tourism Public Improvement District, better known as TPID, was created pursuant to a petition received from hotel owners that compile with Section 372.005 of the Texas Local Government Code.

2:32:10

At the time of the creation, there was seven forty-two separate hotel properties within the city with 75 rooms or more.

2:32:19

Of the 42 hotels, 29 signed the petition, and all signatures were verified.

2:32:24

The petition requested an assessment rate of 2% of the price paid per room.

2:32:31

The 143 room hotel property caravan court hotel will bring the total number of hotels in the Arlington Tourism Public Improvement District to 51 hotels.

2:32:46

Councilmember Galante.

2:32:50

Thank you, Ms.

2:32:51

Barry.

2:32:52

Thank you so much.

2:32:53

I have the feeling we're gonna continue expanding those boundaries as we continue developing the entertainment district in uh in more and more to come.

2:33:04

Thank you.

2:33:05

Thank you.

2:33:06

Councilmember Garcia Duma.

2:33:09

Hi, Carrie Parker Berry.

2:33:11

Hi.

2:33:11

You uh you may not know the answer to this question, but didn't the caravan court commit to providing a certain amount of um uh help to the community?

2:33:22

I'm pretty sure that they did, um, within within their contract, right?

2:33:29

There's lots of great things they're doing for our community.

2:33:29

They're doing a number of things, but that's not exactly on what we're talking about here with this.

2:33:37

Sure, but my sentiment is the property is doing really great things for the community.

2:33:43

And so what what a privilege it is to extend the TPID to include this hotel that is that is really committed to the community.

2:33:51

Sure, thank you.

2:33:55

All right, Miss Garcia, any other speakers on this item.

2:33:58

We have no other speakers, mayor.

2:34:00

Thank you.

2:34:01

I'm gonna close the public hearing.

2:34:03

I have a motion from Councilmember Galante, a second from Council Member Hunter.

2:34:07

Please cast your vote.

2:34:13

The motion passes.

2:34:15

Thank you.

2:34:16

Thank you, Miss Parker Berry.

2:34:18

14.3.

2:34:19

Miss Sarah Stubblefield.

2:34:25

Um good evening, Mayor and Council, Sarah Stubblefield Interim Real Estate Manager.

2:34:29

Tonight we are holding a public hearing about a proposed access easement and maintenance agreement at the Lake Arlington Golf Course located at 1516 West Green Oaks Boulevard, which is required by state law for any use of designated public land.

2:34:45

Quick trip has requested a public access easement and maintenance agreement from the city to develop the southwest corner of West Green Oaks Boulevard and West Pioneer Parkway.

2:34:56

Because it's a designated park land, we conduct the public hearing for the council to determine if there is no feasible and prudent alternative to the use of the land, and secondly, to protect the project includes all reasonable planning to minimize harm to the park and its recreational use.

2:35:15

This map shows the two main drive improvements that are proposed as a part of this project.

2:35:19

The shared drive on the north side, and they are proposing to add a second additional drive on the south side of the golf course parking lot.

2:35:29

Their preliminary site plan for the quick trip development shows its location relative to the golf course property with the shared actress access drive furthest north of this image.

2:35:41

The details of the agreement and to facilitate this agreement, QT has committed to the following improvements and ongoing maintenance.

2:35:48

First, they will reconstruct and maintain the existing driveway with a new deceleration lane.

2:35:53

They will relocate and replace all existing the existing golf course gate with the motorized version, which is our current city standard.

2:36:00

Replay repair replace and repair any affected sections of the existing existing it's really late.

2:36:06

I'm so sorry.

2:36:07

Um the existing wooden fence.

2:36:10

Um they will also construct the additional drive at the south end of the golf course, which will include landscape and signage.

2:36:16

They will also install two trash enclosures, three sand bins near that additional south driveway.

2:36:21

At the request of the parks department and the city, they will also repaint the eastern facing wall of the golf clubhouse, which would be open with a new development, and they will install conduits at both driveways at on Green Oaks Boulevard for irrigation, electrical, and security system updates.

2:36:37

In addition to constructing the new drive and uh making the shared access, QuickTrip is also going to maintain a certain area of the drive that is shared and provides access to their development.

2:36:49

Um and then this is the secondary drive that's further south on Green Oaks, and also shows the locations proposed for the sandbins and the trash enclosures.

2:36:58

Um we do have representatives from both the parks department and uh quick trip here to answer any questions, or I'm happy to answer any questions you may have.

2:37:05

Thank you, ma'am.

2:37:06

Councilmember Gonzalez.

2:37:09

Yes, that thank you.

2:37:10

Um this sounds good, but I'm kind of confused.

2:37:14

Has the quick trip been approved already on that corner?

2:37:18

No, there this is not a part of the zoning in order to kind of move on with the development.

2:37:22

They need that shared access, and so this is sort of their first step before they would go.

2:37:26

I don't they don't require a zoning change for their for their current zoning, but they will go still have to go through the traditional development process with with Gen C's department.

2:37:34

And with regards to the the traffic and all that that we've been discussing, how is that gonna be is that still part of the deal or no?

2:37:42

No.

2:37:42

They're not doing the traffic signal.

2:37:44

They're not doing that any longer.

2:37:46

The current configuration will be right turn in and right turn out only with this agreement.

2:37:50

You won't be of course okay, thank you.

2:37:53

Uh council member Shelton.

2:37:56

I see that there's a series of electrical polls.

2:37:59

There's three of them.

2:37:59

When you make that right turn into the golf course to go south down that hill, there are three or four electrical poles.

2:38:06

Are they gonna move those?

2:37:59

Not as a part of this agreement.

2:38:10

Because it can't be done without it.

2:38:13

Yeah, we have we were there very early on in the development, and this is specific to just the shared access.

2:38:17

So we haven't gotten into those details as a part of this action.

2:38:22

Yes, ma'am.

2:38:24

Councilmember Hogg.

2:38:26

Yeah, Mayor, I just wanted to ask.

2:38:27

Is Councilmember Gonzalez asked that question?

2:38:30

You'll remember we had a really tough vote, right?

2:38:32

We all wanted a QT there.

2:38:34

Every residence wanted one, but from a safety standpoint, we did not feel the traffic light could have gone there.

2:38:40

So I commend, I commend our parks department and our city staff and QT for coming back and considering this still and looking at this.

2:38:48

So I think it's a good step in the right progress a step in the right direction of where we're trying to go.

2:38:54

Um I was afraid we'd lost QT down that corner forever, and I think everyone, every resident we talk to says that's a needed addition there, and I think it's now under a safety mechanism where we go.

2:39:04

So that's all.

2:39:05

Thanks, sir.

2:39:07

Any other speakers, Miss Garcia?

2:39:09

We have no other speakers, Mayor.

2:39:11

Thank you.

2:39:11

I'm gonna close the public hearing.

2:39:12

I have a motion from Councilmember Ware and a second from Councilmember Galante.

2:39:17

Please cast your vote.

2:39:24

The motion passes.

2:39:27

In 2015, the Texas legislator passed the House Bill 40.

2:39:31

The legislation substantially limits municipal authority as it relates to oil and gas operations.

2:39:38

The City of Arlington's regulatory authority is limited to above ground surface activity.

2:39:44

The state of Texas has granted sole jurisdiction over air quality and public health issues to state and federal agencies.

2:39:53

These agencies include the Texas Commission on Environmental Quality, the Texas Railroad Commission, and the Environmental Protection Agency.

2:40:02

I would like to remind all speakers during the public hearing tonight that the city camp council cannot and will not make its decision based on factors that are outside its lawful jurisdiction.

2:40:16

We'll move on to 14.4, Ms.

2:40:18

Toppel.

2:40:20

Thank you, Mayor.

2:40:21

Item number 14.4 gas well permit uh GW 26-005 flight pad 7H.

2:40:29

The drill zone for the Stoner drill site was just approved at the con the consent agenda item 11.22.

2:40:38

This request is a drilling permit approval for one well head at this pad site.

2:40:44

On June 18, 2026, the operator held a neighborhood meeting for our required ordinance.

2:40:51

Uh the railroad commission of Texas has issued a permit for this one gas well.

2:40:56

The gas well drilling permit, if approved, will be subject to compliance with a completed gas well permit application, including all exhibits this evening.

2:41:05

Uh we have Leslie Garvis from Total ENP Barnett USA LLC to answer any questions.

2:41:11

Ms.

2:41:11

Garvis, do you wish to be heard?

2:41:13

Thank you.

2:41:14

Any other speakers, Miss Garcia?

2:41:17

Mayor, we have two speakers in opposition.

2:41:20

First, Ranjana Bandari.

2:41:23

She left.

2:41:25

Clayton Waters?

2:41:29

Thanks for sticking around, Clayton.

2:41:31

It's been a long night.

2:41:32

Nowhere I'd rather be.

2:41:35

Good evening, Mayor Ross.

2:41:38

Yeah, well.

2:41:40

Mayor Ross, Council members, but more importantly, neighbors.

2:41:43

Uh, my name is Clayton Waters.

2:41:44

I live at 7300 Hidden Way Court in South Arlington.

2:41:47

Uh, I throw that south in there as much as I can.

2:41:50

Uh, because hey, we exist too down there, south of 20.

2:41:53

Um, I'm here tonight in opposition to these specific use permits.

2:41:57

Um, I recognize that my opposition is largely symbolic, but I get you for the next two minutes and thirty-four seconds, anyways.

2:42:04

Um Arlington calls itself the American Dream City, and I I truly believe that that's the place that we are.

2:42:11

Um, but whose dream is being protected and whose neighborhood is being asked to carry the cost.

2:42:16

Um, once again, I feel these wells are concentrated in district three.

2:42:19

Once again, black and brown families are being asked to live the closest to the risk, closest to the traffic, closest to the noise, closest to the emissions, and closest to the uncertainty.

2:42:30

And it's not just a land use issue.

2:42:32

Um that is as long sailed.

2:42:34

This is an environmental justice issue.

2:42:36

I want to challenge the idea that Arlington has no choice.

2:42:29

Um, that we cannot do anything about fracking.

2:42:42

As the mayor just stated, Texas House Bill 40 does limit what cities can do, but it doesn't make cities powerless.

2:42:48

House Bill 40 specifically preserves local authority over above ground activity, including fire and emergency response, traffic, lights, noise, notice, and reasonable setback requirements.

2:43:00

Reasonable setback requirements.

2:43:02

That means Arlington can still act.

2:43:04

We can update our ordinances, we can require meaningful protections, we can increase setbacks, but more importantly, we can require continuous clean air monitoring.

2:43:13

Well, maybe not require, but we can strongly uh we can strongly ask for it.

2:43:19

If everything is safe, prove it.

2:43:21

If Total Energies is profiting from Arlington's natural gas, if the citizens of France and the European Union don't allow fracking in their backyards, but they get to take the gas fracked out of ours, the least they can do is prove to the families living here in Arlington near these sites that the air is safe, that their kids are safe.

2:43:46

Don't they deserve that reassurance?

2:43:48

Don't we all in Arlington deserve that reassurance?

2:43:51

I know you can't deny these permits, but if each one of you chooses to move forward, as I know that you will, the minimum we can do is ask our partners at Total Energy, who are making hundreds of millions of dollars taking natural gas out of Arlington and sending it to Europe where they don't have to suffer these same types of situations, environments, realities of where they live.

2:44:19

The least we can do is ask them to provide 24 7 clean air monitoring.

2:44:25

Prove it, prove it to us, prove it to me who lives in South Arlington, prove it to me who lives 3,000 feet from a compressor station, prove it that it's safe.

2:44:34

Thank you.

2:44:34

Thank you, sir.

2:44:36

Next speaker, Ms.

2:44:37

Garcia.

2:44:38

Mayor, that concludes all speakers on this item.

2:44:41

We do have five non-speakers in support and two non-speakers in opposition.

2:44:46

Thank you, ma'am.

2:44:47

I'm going to close the public hearing.

2:44:49

I have a motion from Councilmember Galante, a second from Councilmember Gonzalez.

2:44:53

Please cast your vote.

2:45:01

The motion passes.

2:45:04

14.5, Ms.

2:45:06

Thoppel.

2:45:07

Thank you, Mayor.

2:45:08

Item number 14.5 gas well permit GW 26-006 landing seven seven inch.

2:45:16

The drill zone for the landing drill site was just approved through the cons uh consent agenda item 11.23.

2:45:23

This request includes a drilling permit approval for one head at this pad site.

2:45:28

The operation operator has held a neighborhood meeting as required for our ordinance.

2:45:33

The railroad commission of Texas has issued a permit for this.

2:45:37

Again, we have Leslie Garbus from Total here to answer any questions.

2:45:45

Any other speakers, Miss Garcia?

2:45:47

Mayor we have one speaker in opposition, Ranjana.

2:45:51

She's not here.

2:45:53

That's it.

2:45:54

That concludes all the speakers, and we do have uh five uh non-speakers in support and two in opposition.

2:46:02

Thank you, ma'am.

2:46:03

I'm gonna close the public hearing.

2:46:04

I have a motion from council member Ware, a second from Council Member Galante.

2:46:09

Please cast your vote.

2:46:16

The motion passes.

2:46:18

15.1, Ms.

2:46:20

Toppel.

2:46:21

Thank you, Mayor.

2:46:22

Item 15.1 zoning case PD 26-03, Campbell Place.

2:46:29

This rezoning request to a plan development for multifamily development was denied at first reading in the last council meeting on June 9th, 2026.

2:46:40

We now have a motion for reconsideration of that vote.

2:46:45

Thank you.

2:46:46

And I have a movement as council member Vellante.

2:46:50

Do we have any uh speakers on this?

2:46:53

Ms.

2:46:53

Garcia?

2:46:54

We do, Mayor.

2:46:55

We have uh two speakers in support.

2:46:57

Jim Maybach.

2:46:59

Yeah.

2:47:13

Jim, are you planning on talking about the case itself or the reconsideration?

2:47:17

The case itself.

2:47:19

All right.

2:47:19

So I don't want to all I want to hear right now is about the reconsideration.

2:47:30

Any speakers on the reconsideration, Ms.

2:47:33

Garcia?

2:47:35

No, Mayor.

2:47:36

Okay.

2:47:37

I have a motion from Councilmember Galante and a second from Councilmember Ware.

2:47:42

Please cast your vote.

2:47:54

The motion passes now, Mr.

2:47:57

Maybach, since the motion has passed for the reconsideration.

2:48:00

I'll let you be heard on the issue itself.

2:48:04

Okay.

2:48:10

Thank you, Mayor.

2:48:11

Um, we're really uh excited to find a buyer for this property.

2:48:15

We've been marketing this property for the family that grew up on it for the last five years.

2:48:20

Um each time we've had uh gone on the contract, it's always been for multifamily development.

2:48:27

These people uh and these developers, Premrose, are also the developers from my understanding of the uh uh apartment complex at the active, they're gonna be next built to next to the active.

2:48:40

So your city of Arlington's already doing business with these folks, which uh uh they obviously won that contract, so they've got a great track record.

2:48:48

We're really happy that they uh showed up and put the property under contract.

2:48:52

I think you've heard from some of the owners uh on this property, but just a quick quick highlights.

2:48:58

51 percent, I mean 57 percent is open space on this on the part that's apartments, they're gonna also build a daycare center.

2:49:07

And you mentioned daycare centers are needed, so that they're adding that to that area, and there aren't any over on two eighty-seven hardly.

2:49:14

Uh, and I live in Southwest Arlington.

2:49:17

I live like five minutes from this location.

2:49:20

That's one of the reasons why they picked our company to help them uh sell the property.

2:49:24

Um, it's one-way traffic down that access road as well.

2:49:28

So you're on US 287.

2:49:30

So it's not gonna be residential development RS 7.2, which is zoned now.

2:49:34

It needs to be appropriate zoning for what's happening in that area.

2:49:38

And this is very low density, very high quality.

2:49:42

Uh three stories at the top the most.

2:49:44

Uh that's really low for apartments.

2:49:46

The apartment complex behind us is 32 units per acre.

2:49:50

This is 9.5, and it's got an amenity center in the middle, and 57 percent open space.

2:49:56

It's it's an excellent project, and it deserves to be located in that location.

2:50:01

And a highly uh express my interest in you voting in favor of this case because it's appropriate, it's it's timely, and it's well done, and it's a good developer.

2:50:12

Thank you.

2:50:13

Thank you, sir.

2:50:14

Ms.

2:50:14

Garcia, any other speakers on this item.

2:50:16

Oh, hold on, I got names popping up here.

2:50:19

Uh Councilmember Shelton.

2:50:24

Yes, sir.

2:50:25

I got a question, a couple of them.

2:50:27

Um, I drove down to the property the other day, and I see that at least two people live there.

2:50:33

There are family homes that are there.

2:50:34

How would they they be affected?

2:50:36

You mentioned something.

2:50:36

Are they selling the property?

2:50:38

Can you explain more about that, sir?

2:50:39

Yes, sir.

2:50:40

Uh, there's only one house that's being occupied.

2:50:42

The other house has been unoccupied for like 25 years.

2:50:46

Okay.

2:50:47

Um, it's probably a good project for the fire department to burn down.

2:50:51

Um, so the family who owns the property is selling it.

2:50:55

Those are the two women uh that own that property and the one next next to it.

2:50:59

There's five tracts of land.

2:51:00

All these people are local Arlington owners of that property for many, many years.

2:51:05

The one place that you saw is uh he lives there and also has a landscaping business.

2:51:10

He operates out of that location.

2:51:12

It's a home home business.

2:51:13

And then the site on the corner is zoned NC, neighborhood commercial, and that's where the daycare center is gonna go.

2:51:20

Okay.

2:51:20

Right next door, so it's convenient and accessible and usable by the people that will locate there and and uh and raise some families until they buy a house.

2:51:31

Next question is that there are two exits on 287 South.

2:51:37

Is that correct?

2:51:37

They both the there are two exits or I guess entrances and exits that will be on 287 on that feeder row for 287 south.

2:51:46

Yeah, that's required for your part.

2:51:48

We want to tag out you've got help behind you here.

2:51:50

Yeah, I'm the applicant.

2:51:52

Yeah, come on.

2:51:52

Come on up here.

2:51:53

Yeah, answer the question.

2:51:56

Thanks.

2:51:57

Tell us who you are.

2:51:58

Uh yes, um, Zachary Kavender.

2:52:00

Um, I currently live in Cypress, Texas, which is out of Houston, but uh born and raised in DFW.

2:52:06

My father is a resident of Arlington.

2:52:08

Um, excited about this project, and as was said earlier, um, my company, my office was also selected to uh be the developer for the Pierce Birch project next to uh next to the active.

2:52:19

So um I don't know, I'm just kind of out of order, I get it.

2:52:22

Um I've got some talking points that I'm happy to go through where I can answer questions.

2:52:27

You could just answer the questions right now, and then if we need to have your talking points, we can do that.

2:52:31

If you'd like to hear me, yeah.

2:52:34

So, sir, so there are two exits on the feeder road for two eighty-seven south, and it's something about a third exit.

2:52:42

Where was that?

2:52:43

Where's that one located?

2:52:44

Like a supplementary exit or something like that.

2:52:46

Well you mean ingress egress for our our development?

2:52:48

Yes.

2:52:49

So we have two.

2:52:50

We have an entrance and an entrance and exit, ingress, egress, um, on the northern end as you're going south, and then we have an exit only at the southern.

2:52:58

Okay, okay.

2:52:59

Thank you, sir.

2:53:00

Councilman Pagilante.

2:53:03

Um Zach, thanks for coming back in.

2:53:05

I made the motion to reconsider that uh based on uh uh new information that you know you went through the cracks, so we didn't realize that we gave support for the the for the nine percent tax credit in February.

2:53:19

And I want to hear from you.

2:53:21

Uh my concerns on the last uh meeting was about uh that did not comply with the comprehensive plan, which is under review right now, the city comprehensive plan, plus a strategic plan, the 287 strategic plan.

2:53:33

Uh I understand has some uh some uh peculiarity peculiarities on the property that uh how long is being there, uh, what uh what is gonna bring as a as a uh improvement for all the properties nearby that justify us to uh given uh you know a deviation from those strategic plans, please.

2:53:56

Sure, yes.

2:53:56

Uh thank you uh for the question and and you're correct that the project was received a resolution of support from city council back in February.

2:54:04

Um as far as the strategic plan goes, you know, we did uh review you know what's come out of the new Innovate Arlington plan.

2:54:11

Uh I think this area was not was um labeled as urban neighborhood uh and we feel like that you know our very uh low density multifamily fits in with an urban neighborhood style.

2:54:21

Um as was previously stated, you know, the the tract is the most northern parcel of the zone neighborhood commercial, and the other southern tracks are zone for single-family residential currently.

2:54:32

Uh we are we've um place the the pre-K center, which is a requirement of our development on the neighborhood commercial tract, you know, in a way that we feel like we you know currently abide by the the zoning of the pre-K being uh an accepted use under neighborhood commercial, and we did that because we felt one that it was the best layout for the project uh and also to try and fit in with the current plan as well as future planning for the city of Arlington.

2:54:57

Um we feel like you know, multifamily uh at a very low density, less than 10 units an acre, 78 units uh for families with a great community asset with the pre-K not only being free of charge to the residents uh but open to the public.

2:55:12

Um, you know, we're open to uh other uses uh of that space in addition to the pre-K if the operator that we're able to identify wants to do things like after school programs, things like that.

2:55:23

Um so while we are required at a minimum to provide pre-K services, uh, which are under the administration of the Texas Education Agency TEA, as well as the Texas Department of Housing and Community Affairs, TDHCA, um, you know, we're open to programs to enhance uh what we can provide on our site.

2:55:38

Uh Zach, thank you.

2:55:40

Follow up real quick.

2:55:41

So I I understand you guys uh um made uh several changes on uh when we when we when we you went through the PNZ to comply with the requests.

2:55:51

Can you list it up for for us, please?

2:55:54

Yes, so um a few requests when we went through PNZ back in April.

2:55:58

One was to um extend a sidewalk um along our property.

2:55:59

We had already come in with the sidewalk to connect to the um shopping center to the north.

2:56:06

There's a large Albertson shopping center immediately to our our north, and our original plan which we are are are sticking with was to provide a sidewalk so residents could connect to that um with uh via sidewalk.

2:56:18

Um the request was made to extend that to the south along the front of the property, which we agreed to do.

2:56:25

Um there was a request around the um structured parking carports that we have on the property um to screen those from um from the frontage view of 287.

2:56:36

Uh so we agree uh we agreed to raise the height of uh masonry wall, which we will have along uh 287 to screen that from the public so you'll see you know decorative masonry wall which fits in with the uh facade of the building.

2:56:49

Um I have my architect and civil engineer here as well.

2:56:52

Are there any can you other things that we agreed to do?

2:56:56

I should actually also add that Mark McCasey, our architect has done.

2:57:01

Let's just answer his question.

2:57:03

Okay, well I'm trying to remember all the all the different people.

2:57:06

Sorry.

2:57:10

Yeah, so I'm trying to remember all the other uh items that are charging stations.

2:57:13

Oh, EV parking station, thank you.

2:57:15

And we agreed to add EV parking stations, bike racks, um, I think that's all.

2:57:20

Okay, thank you for what's thank you for working with the staff in in uh in trying to make the most of all the project.

2:57:26

Okay, thank you.

2:57:27

Councilmember Gonzalez.

2:57:30

Yes, Mayor.

2:57:31

Uh, I have a question.

2:57:34

So this was a motion to, you know, we motioned to reconsider, now we're vote on this.

2:57:39

So I noticed on page six there's some changes.

2:57:43

Yes.

2:57:44

So was that part of the first when it was denied?

2:57:47

Was that in there?

2:57:48

No, that was not there.

2:57:49

So at your desk, and I wanted to talk about this once the motion for reconsideration was approved.

2:57:56

At your desk is exhibit B, uh, which has a slight revision to it, and I will read that out.

2:58:03

This was just some clarifications related to the pre-K center to be on that site.

2:58:09

So it says, as shown in the development plan, a dedicated structure for a high quality pre-K program must be built within this development site.

2:58:19

This pre-K center shall be open to the residents and general public.

2:58:25

Next one, building permits and construction of the build multifamily buildings may start prior to the construction of the pre-K center building.

2:58:34

However, certificate of occupancy, the CEO for the final multifamily building shall not be issued until the pre-K center building permit has been issued and is under construction.

2:58:48

Next one, upon completion, the pre-K Center building will receive its own certificate of occupancy for that use.

2:58:57

And the applicant is agreeable with these to be added.

2:59:01

So why was that changed?

2:59:02

Or why was that added?

2:59:04

Uh I I think after talking to some of the council members, that was not very clear with uh the current ordinance.

2:59:12

So this is more as a clarification to go into the ordinance that a pre-K daycare versus pre-K center.

2:59:20

That was also not very clear.

2:59:22

So uh we were talking about daycare previously, but this the uh the state requirements for the tax credit requires it to be a pre-K center.

2:59:33

So we've kind of made that clear that it has to be at least a pre-K center.

2:59:38

And the reason I'm asking that is because motion to reconsider would be the motion to reconsider what we already turned down.

2:59:45

This is different.

2:59:46

So this is your first reading with a revised ordinance in front of you, and so what you will be voting on is this, and you can say if you don't want those, you can decide to remove it.

3:00:01

Okay, I'm just kind of confused how we can turn something down, it gets reconsidered, and then something else comes up, and now we're considering again.

3:00:10

Um, Molly, yeah, yeah, you know if I may.

3:00:12

So what you have in your agenda packet is a reconsideration of the ordinance that was in front of you last time, as it was written before.

3:00:19

What Gin C has proposed is just an alternative that you may consider.

3:00:23

So if a motion is made to approve this case, it could be on the version that's in the agenda packet, or it could be on this alternative that provides some clarifying language as it relates to the pre-K.

3:00:33

Okay, thank you for the clarification.

3:00:37

Council Member Garcia, do we?

3:00:39

I just wanted to speak of things that had changed and we got more information since the last vote.

3:00:44

I did support it last time, and I will be supporting it again this time.

3:00:47

I am very protective of AISD and the universal pre-K, and so my thought was why do we need more pre-K?

3:00:52

This is Kennedale ISD.

3:00:54

Correct.

3:00:54

I did not know that.

3:00:55

I didn't want to make sure my other council members were keenly aware of that.

3:01:00

And I do appreciate the the clarification on the pre-K, because a pre-K is different than a daycare.

3:01:06

And pre-K is typically what three and three and four.

3:01:08

Mm-hmm.

3:01:09

Great.

3:01:09

Correct.

3:01:11

Okay, Miss Garcia, any other speakers on this?

3:01:14

We had just one other speaker, Martin Ucasey, if you desire to speak.

3:01:19

You don't, right?

3:01:20

Unless they're requested.

3:01:25

Mayor, that concludes all the speakers.

3:01:27

Uh, we do have three non-speakers in support for this item.

3:01:31

Thank you.

3:01:31

I have a motion from council member Pham and a second from Councilmember Ware.

3:01:36

Please cast your vote.

3:01:39

I assume we're voting on the amended one that Gen C put in front of us.

3:01:45

Mr.

3:01:45

Pham, is that the one you made a motion on?

3:01:49

Thank you.

3:01:50

And Mr.

3:01:50

Ware, is that the one you're seconding?

3:01:53

All right.

3:01:54

Please cast your vote.

3:02:04

Motion passes.

3:02:05

Congratulations.

3:02:06

Citizen participation, Ms.

3:02:08

Garcia.

3:02:13

Citizen participation gives the public an opportunity to make comments or address concerns regarding matters related to city business or affairs that are in the scope of the authority of the city council, which are not posted on the evening agenda.

3:02:26

However, please understand that the mayor and council are not permitted by law to respond to discuss or address the comment at this time.

3:02:34

As these items are not included on the posted council agenda for this evening, the mayor and council may only ask clarifying questions and or direct staff to take appropriate action.

3:02:44

Speakers who have not pre-registered will be given two minutes to make their comments.

3:02:48

Except that if 26 or more speakers have pre-registered, each speaker will be given one minute to make their comments.

3:03:04

Sharif Hassan.

3:03:08

Share the five.

3:03:11

Next is Milo Sim.

3:03:17

Next speaker.

3:03:19

Jackette Jones.

3:03:24

Next speaker.

3:03:26

Peter Ricca.

3:03:30

You saved the night.

3:03:31

We are gonna go.

3:03:32

Oh man, I for five.

3:03:34

So glad you're here tonight.

3:03:36

I'll try to be quick.

3:03:38

Well, you have to be quick.

3:03:40

Okay.

3:03:41

First off, Mayor, congratulations on your win.

3:03:46

I think you're one of the best we had.

3:03:48

I appreciate it.

3:03:49

Mr.

3:03:49

Ware, you, ma'am, sir, you had a scare.

3:03:53

Okay.

3:03:54

All right.

3:03:55

Um I just like to welcome everybody here.

3:03:57

Okay, two things on the budget.

3:04:00

Um, I would seriously consider for the police force that you guys extend the white collar crimes division.

3:04:09

Okay, personally, I would like to see us uh um support ICELES and do more things for the citizens, but I happen to have uh um somebody in bezel money from me, and uh, I was lucky it took me a year and a half to figure it out.

3:04:23

Okay, but it also when we went to the city, the police force, the police said well, you're such a backlog, this isn't really worth it.

3:04:32

Um, so we spent a lot of money, private investigators, we made the case, and you know, we ultimately uh um worked.

3:04:38

Um, but it cost me about fifty thousand dollars to make sure that this individual was charged with a crime.

3:04:47

Okay, um, I could handle that.

3:04:52

Okay, and actually I took pleasure in running that asshole down, pardon me that son of a bitch now.

3:04:57

Um, but guess what?

3:04:58

Um the average small business owner wouldn't be able to do that.

3:04:59

So I encourage you to look at what you do for uh white collar climb.

3:05:08

And again, I'm going to say that the debacle of last year with the DEI was horrific.

3:05:17

I would like to point out that uh one of the older members of our uh um prior council um got thumped.

3:05:28

Okay, and she got thumped because she did a great job, but she also got thumped because without Texas values to write her script, she looked like Franklin Terry.

3:05:44

Miss Garcia?

3:05:46

You said there is another one?

3:05:47

Okay, that would be you.

3:05:49

Well, good morning, I guess.

3:05:51

Uh no, I'm sorry, I know it's not quite.

3:05:56

Well, Mr.

3:05:57

Mayor, members of council, I'm going to direct you in a different path right now.

3:06:02

My name is Franklin Terry.

3:06:03

I live at 1208 Millbrook Drive, Arlington, Texas.

3:06:09

And that is approximately where Bowen and Westwood come together.

3:06:13

I want to bring your attention to something I know may be off the radar.

3:06:18

What I'm saying is we have a mosquito infestation right up under that street.

3:06:25

The water is not only gathering, it is churning.

3:06:29

When it is raining, that water is not flowing all the way down.

3:06:34

At one time, Lake Brook used to flood.

3:06:37

They corrected that situation.

3:06:39

Now it creates a big uh pool of water, stagnant, smelly water in summertime.

3:06:48

The mosquitoes have attacked people from the city who have come out to look at it when they came to put dunks in there.

3:06:55

One dunk, two dunk, won't do it.

3:06:57

You need about 30 of them.

3:06:59

The water is churning so bad, it is causing erosion.

3:07:03

Now you would think erosion would normally happen like a mudslide, but this is not what's happening.

3:07:08

It is churning at a rate to where it is pulling the dirt out from under the ground.

3:07:13

The entire topography is dropping like this.

3:07:15

We've had trees go from the Millbrook area all the way over to the Westwood and the uh Bowen side of the street where that dentist's office is.

3:07:29

Now the topography is dropped so far that the slope is very dangerous.

3:07:39

There used to be kids that play down in there.

3:07:41

Now they couldn't.

3:07:42

They would literally drown.

3:07:43

Dogs have drowning now, running out of town time.

3:07:47

But this is not just swirling when we get heavy rain.

3:07:51

It is vortexing.

3:07:53

Vortexing and staying there.

3:07:56

Vortex.

3:07:58

Thank you, sir.

3:07:59

Miss Garcia, any other speakers tonight?

3:08:01

We have another speakers, mayor.

3:08:03

Thank you.

3:08:03

Council, do y'all have any announcements?

3:08:06

I have one.

3:08:08

This weekend, we have more World Cup games, but specifically Argentina is playing Jordan.

3:08:14

And if you've looked across the street from City Hall, you will see all kinds of phenomenal tents and everything because the Ministry of Jordan and Visit Jordan is hosting a three-day festival Thursday, Friday, and Saturday at the Levitt Pavilion where it's free for everybody.

3:08:34

You can register to come out at the Levitt Pavilion.org and uh come on out and experience the Jordan culture, the Jordanian folks are so excited about playing in their first World Cup, and I'd love for everybody to come out and show them some true Arlington spirit.

3:08:54

So please come out and enjoy the festivities this weekend.

3:08:58

Miss Garcia, announcements, please.

3:09:01

I'd like to remind our residents, Arlington City Council evening meetings are rebroadcast on Sundays at 6 p.m.

3:09:07

and on Wednesday and Saturday mornings at 6 30 a.m.

3:09:10

The council's afternoon work sessions are rebroadcast on Sundays at 1 p.m., Wednesdays at 1.30 p.m.

3:09:15

And on Saturdays at 6 p.m.

3:09:17

You can also watch the meetings online anytime at www.arlington tx.gov.

3:09:23

Thank you all for coming out tonight and uh being patient with our longer than average city council meeting.

3:09:29

This meeting is adjourned.

3:10:21

But I got to say the best moment that I saw with him when the Rangers beat the hated Yankees.

3:10:28

When they beat them in 2010, my dad was here.

3:10:31

He was in the city suite as a guest.

3:10:33

My son Parker and I were there.

3:10:36

The confetti starts raining.

3:10:37

We're going to World Series.

3:10:39

I remember seeing World Series flash up there.

3:10:41

And you know, he's sitting with us.

3:10:43

And that was just a it was just a powerful moment to, you know, to see that.

3:10:48

You know, here he's um kind of a shell of himself of what he was, but when we were finally getting World Series baseball here.

3:10:56

And unfortunately, he never got to see the World Series because that night, that very night, he went to where he was.

3:11:02

We had assisted living and somebody taking care of him.

3:11:05

He went to the bathroom.

3:11:06

He could get around on his own.

3:11:08

He slipped and fell and broke his hip.

3:11:10

But I went to the hospital.

3:11:11

When I was there with him, he he liked to do a fist pump.

3:11:15

That's what he always did.

3:11:17

And he fist pumped.

3:11:18

He said, the Rangers won.

3:11:21

That was the most special moment of my time watching the Rangers for 50 years.

3:11:25

The Rangers won.

Summary of Proceedings

Arlington City Council Meeting: June 23, 2026

The City Council met on June 23, 2026, for a regular meeting that began around 12:15 PM and extended into the evening. The agenda included proclamations celebrating Arlington’s 150th anniversary and America’s 250th, recognition of outgoing Council Member Dr. Barbara Odom Wesley, swearing-in of new District 8 Council Member Dr. Jason Shelton, a consent agenda with numerous routine items, public hearings on a daycare special use permit, a tourism improvement district expansion, an access easement for a QuickTrip development, and two gas well drilling permits. The council also reconsidered and approved a multifamily zoning case (Campbell Place) that had been denied at a previous meeting.

Proclamations & Recognitions

  • Arlington 150th Anniversary: Mayor Jim Ross proclaimed 2026 as Arlington’s sesquicentennial year. State Representatives Chris Turner and Tony Tinderholt presented a Texas House resolution honoring the city’s history and growth. The mayor noted that yard signs and community events (band performance, July 4th parade) are underway.
  • America 250 Celebration: A proclamation was accepted by Nancy Bergville of the Daughters of the American Revolution, designating July 4, 2026, as a celebration of the nation’s 250th independence anniversary, with bell-ringing before the parade.
  • Junior League of Arlington 50 Years: The council recognized the Junior League’s five decades of service, including the interactive fountain at Founders Plaza and support for Levitt Pavilion. The organization is dissolving but will continue grants through the Junior League of Arlington Charitable Fund.
  • Dr. Barbara Odom Wesley: The council honored outgoing at-large District 8 Council Member Dr. Odom Wesley, the first Black woman elected to the Arlington City Council. A Congressional Record statement from U.S. Representative Mark Veasey was read. Council members praised her leadership, mentorship, and dedication. Dr. Odom Wesley expressed gratitude and noted she tried to serve without embarrassing her family.
  • Swearing-In of Dr. Jason Shelton: Dr. Jason Shelton was sworn in as the new District 8 Council Member, replacing Dr. Odom Wesley. The ceremony included a symbolic passing of a baton.

Consent Calendar

  • The consent agenda included 18 minute orders, 6 ordinances, and 20 resolutions covering routine contracts, purchases, zoning amendments (including gas well drill zone approvals for the Stoner and Landing sites), grant acceptances, settlements, and legislative agendas. Two items (the gas well drill zone approvals) were pulled for separate public comment. The consent agenda was approved unanimously on a motion by Councilmember Hogg with a second by Councilmember Pham.

Public Comments & Testimony

  • Gas Well Drill Zone (Stoner – Item 11.22): Three speakers in opposition (Ranjana Bandari, Keegan Dean, and a non-speaking opponent) cited health concerns. Bandari presented statistics showing that all 76 Arlington ISD schools lie within two miles of at least three active drilling sites, with 18 schools within two miles of ten or more sites. Keegan Dean shared personal stories of childhood cancer and respiratory issues, urging the council to prioritize residents over corporations.
  • Gas Well Drill Zone (Landing – Item 11.23): Ranjana Bandari also spoke in opposition, citing Texas A&M research linking fracking to increased risks of birth defects (25% higher), a 7% rise in radioactive pollution downwind, and a 40% increase in ambient radiation in the Fort Worth area since fracking began. A second speaker, Tammy Carson, questioned whether the city truly puts people over profit and called for council members to vote against fracking.
  • Daycare Special Use Permit (Item 14.1): Two speakers in support: applicant Kristen Parker described the proposed Little Saints Preschool (30–40 students, ages 2–5) at St. Albans Anglican Church, emphasizing faith-based education, low ratios, and community service. Father Joseph Francis spoke on behalf of the church, noting the church had run a preschool decades earlier.
  • Multifamily Rezoning – Campbell Place (Item 15.1): After the council voted to reconsider the previously denied case, speaker Jim Maybach (representing the seller) and applicant Zachary Cavender presented the project: 78 multifamily units at 9.5 units per acre on 2.45 acres near US 287, with 57% open space and a dedicated pre-K center open to the public. They noted the project received a resolution of support from council in February and detailed changes made after the Planning and Zoning Commission meeting (sidewalk extension, EV charging, bike racks, enhanced screening). Councilmembers expressed support, noting it serves a needed area and fits with long-range plans.
  • Citizen Participation: Two speakers addressed off-agenda items. One urged expansion of the police white-collar crimes division, citing personal experience of a financial crime that cost $50,000 to prosecute. The other described a severe mosquito infestation and erosion problem near a stormwater drainage area, requesting city action.

Discussion Items

  • Gas Well Permits (Items 14.4 and 14.5): Staff presented permits for one well at the Stoner pad (GW 26-005) and one well at the Landing pad (GW 26-006). The Railroad Commission had already issued permits. Speakers opposed, citing health and environmental justice concerns. Clayton Waters (speaking in opposition) emphasized that black and brown families disproportionately live near drill sites and urged the council to use its authority over above-ground activity to require continuous clean-air monitoring. The council approved both permits unanimously.
  • Daycare Special Use Permit (St. Albans): Approved unanimously after a motion and second. Councilmember Hogg noted the city needs more preschools and praised the church’s history.
  • Tourism Public Improvement District (TPID) Expansion: Staff requested to include Caravan Court Hotel (143 rooms) in the TPID, bringing total to 51 hotels. Councilmember Garcia Dumas praised the hotel’s community commitment. Approved unanimously.
  • QuickTrip Access Easement at Lake Arlington Golf Course: Staff presented a proposed easement and maintenance agreement for shared driveways, right-turn-only access, and QT-funded improvements (deceleration lane, motorized gate, fencing, trash enclosures, sand bins, painting, conduit). Councilmember Gonzalez clarified that no traffic signal is planned and access will be right-in/right-out only. Councilmember Hogg commended the compromise for safety. Approved unanimously.
  • Camppell Place Rezoning (PD 26-03): After a successful motion to reconsider, the council approved the first reading of the planned development ordinance, with clarifying language that the pre-K center must be built and open to the public. The development includes 78 apartments, a pre-K center, and 57% open space. Councilmember Gonzalez noted the changes from the original denial. Approved on a motion by Councilmember Pham and second by Councilmember Ware.

Key Outcomes

  • Election Canvass: Results of the June 13, 2026 runoff election for District 8 were canvassed, confirming Dr. Jason Shelton as the winner.
  • Boards & Commissions Appointments: 47 individuals were appointed to various boards, including the Animal Services Advisory Board, Building Code Board of Appeals, Planning and Zoning Commission, and others.
  • Executive Session Item: A resolution was approved authorizing settlement for acquisition of 1,188 square feet at 301 and 305 East Division Street for sidewalk and landscaping improvements.
  • Consent Agenda Approved: All 44 items were adopted.
  • Gas Well Drill Zones Approved: The council approved the drill zone extensions for Stoner and Landing sites (consent items 11.22 and 11.23) despite public opposition.
  • Daycare SUP Approved: Little Saints Preschool at St. Albans Anglican Church was granted a Specific Use Permit.
  • TPID Expansion Approved: Caravan Court Hotel added to the Tourism Public Improvement District.
  • QuickTrip Easement Approved: Access and maintenance agreement for a QuickTrip at Lake Arlington Golf Course.
  • Gas Well Permits Approved: Drilling permits for one well each at Stoner and Landing pads.
  • Campbell Place Rezoning Approved on Reconsideration: The council reversed its earlier denial and approved the PD 26-03 on first reading with strengthened pre-K requirements.
  • Future Planning: The council adopted resolutions setting federal and state legislative agendas for 2027–2028.
  • Next Meeting: The meeting adjourned after announcements about upcoming World Cup events and rebroadcast schedules.

Meeting Transcript

So we can agree with different platillos that usually in Mexico accompanied the cafecito and pasatiempo. Come over here and come back to the truck. Running back. We had gotten a complaint from a apartment complex. A citizen called in saying that one of her neighbors was outside by the staircase, uh beating their dog and throwing her against the wall and then throwing her down the stairs. Once we finally caught up to her and, you know, we were able to get her. Uh we kind of took a look at her and uh she had uh like a black eye and uh some bruising and stuff on her teeth and her gums where she'd been hitting her face. After speaking with the owner, he showed me his hand, and his hand didn't quite match up with the wounds from a bite. So my interaction with Sadie um from the get-go is very friendly. Um she was always wanting to be loved on. She never really regressed in kind of any kind of stress behavior, she never exhibited any aggressive behaviors towards me while I was observing her during those first 10 days of uh bike quarantine. Her most aggressive trait is her licking you to death. Whenever an animal comes in for bike quarantine, it is usually not common for them to be adopted out. Um it's actually against our protocol, and I act I do have to get documents signed from our manager, our shelter manager to allow that. With Sadie, I was really certain that we wouldn't have any kind of backlash or any kind of um negative interaction with her with any citizen that would adopt her. I found Sadie through my wife. She was on Facebook. She's coming home with us. She was just a great dog, and I was happy for her to get a second chance of just you know being able to be loved by somebody that really truly deserved to have her. Dick and Drink has officially opened in the Tiffany Park shopping center off Cooper in Mayfield. It features nine championship size courts plus a bar and kitchen, making it a place to play, hang out and celebrate a good match. Now let's talk about something for the kids and honestly the whole family. Arlington is getting a couple of new indoor spots where kids can climb, play, and burn off some serious energy. First up, launch family entertainment launches over 39,000 square feet of arcades, attractions, and family entertainment under one roof, set to open later this year. Then heading north on Cooper Street, Kids' Empires, opening in the Town North Shopping center near West Randall Mill, bringing in indoor playground where kids can climb, explore, and burn off some of that serious energy. And speaking of energy, Altitude Trampoline Park, it's taking over where Chuck E. Cheese was next to Kroger off Fielder Road. They're claiming it will be the largest trampoline park in all of DFW, offering big air, climbing, slides, arcades, coffee for the parents, and zip lines. It's set to open this spring. Let's head over to East Arlington where two projects are expanding the area's international scene. Located off Sherry Street between East Pioneer Parkway and East Arkansas Lane. The Asia City Center development will include three buildings that offer a variety of businesses, including the popular Trung Win Coffee, Vietnamese restaurants, drinks, hot pot, and more. Development will also feature Tesla charging stations. It's expected to open late summer or fall. And just to the west, Benton Plaza is growing. A new building on the east side of the plaza will add more than 15,000 square feet with room for nine new tenants, bringing even more shops and restaurants to the area. And that's what's going there, Arlington. See something being built and wondering about it, send it our way, and we might feature it in the next episode. See you next time, Arlington. I always get excited when I'm walking to ballpark in the morning. If you look at every bolt that you see, and there are ton of them around here with all the steel that we have, you know, there was a man or a woman with a ranch there that was tightening every one of those, and that really reminds me and gives me great context in terms of the amount of effort that went into building this building in 31 months, too. Nolan Ryan is actually the connection from my beginning in baseball back in 1986 to the time I arrived here in Arlington in 2008. My first three seasons in baseball were with the Astros 8687 and 88. And those were the last three seasons that Nolan pitched for the Astros before he came to the Rangers. So when he became president here in 2008, I had actually left the Astros and was working in Detroit for the Tigers at that time. And he called one day and said, Hey, what are you doing up there in Detroit? We need to get you back to Texas. Working for both Texas franchises is pretty cool. So not only have gone to the World Series for the first time with each franchise, but to have had a hand in development of their current new ballparks, if you will. One of the things I love about Arlington is just the can-do attitude of people here.
