Welcome to the presentation portions of the September 24th, 2025 Metropolitan Council meeting.

0:09

First up, we will have Mayor President Sid Edwards office to recognize the family of Crystal Thompson, a city parish employee in the Department of Information Services who recently passed away.

0:23

Good afternoon.

0:32

Chief Service Officer for the Office of Mayor President Emil Sid Edwards.

0:38

And today, we are here to celebrate the life of one of our own esteemed employees, Miss Crystal Thompson, who worked in the information services department and tragically lost her life on Wednesday, September 16th.

0:56

Just the day before her passing, Crystal arrived at work with her bright smile, as her co-workers would often say, 10 minutes early and ready to serve the people of this city and the parish.

1:12

Even though she was only with us for two months, Crystal taught us a valuable lesson that being on time is more than just punctuality.

1:24

It is a reflection of preparedness and dedication.

1:31

By arriving early each day, as Crystal did, she reminded us that how we begin sets the tone for everything that follows.

2:04

May we have the family of Miss Crystal Thompson come forward.

2:35

So may his presence bring peace and strength to you all during this difficult time.

2:41

Also remember that you can find joy because where Crystal is, she is doing just fine.

2:49

Where Crystal is, she is walking streets of gold.

2:52

Where she is, there is no pain, no sorrow, no tears.

2:57

She rests in the bosom and comfort of God's presence.

3:02

For Revelation 21, 4 states, and God shall wipe away all tears from their eyes, and there shall be no more death, neither sorrow nor crying, neither shall there be any more pain, for the former things are passed away.

3:19

So may you all find comfort, joy, and peace in those words in knowing that she is fine.

3:27

So on behalf of Mayor President Edwards and the information department, we present this resolution in loving memory of Crystal Thompson, whereas the City of Baton Rouge and the parish of East Baton Rouge is deeply saddened by the passing of Crystal Thompson, a dedicated employee of the information services department.

3:49

And whereas Crystal Thompson served the citizens of Baton Rouge and East Baton Rouge Parish with professionalism and a bright, positive spirit, always arriving early and ready to serve.

4:04

And whereas during her time with the Department of Information Services, Crystal demonstrated commitment and teamwork that positively impacted her co-workers and the community.

4:18

And whereas Crystal Thompson's kindness, generosity, and cheerful demeanor left a lasting impression on all who knew her, inspiring those around her to work with the same care and dedication.

4:34

And whereas the mayor president wishes to formally recognize her contributions and express condolences to her family, friends, and colleagues.

4:46

Now therefore, be it resolved, the city of Baton Rouge and Parish of East Baton Rouge celebrate and honor the life of Miss Crystal Thompson.

4:59

Thank you so much.

5:00

Thank you.

5:02

Thank you.

5:08

I am so grateful to be in the midst of you guys who thought you Chris was so special in such such a short time that you had known her.

5:19

Chris was our baby sister.

5:21

So we had her spoiled.

5:24

She has an older brother and it's three brothers, three sisters.

5:32

And Crystal was the baby, but Crystal took care of my mom, along with Cheryl, the oldest sister.

5:42

My mom is suffering from dementia.

5:45

And Crystal saw no other way but to take care of her.

5:49

When Chris got this job, she was like, um, I don't know if I can get there on time, because I have to have to make sure she has this, and I have to make sure she has that.

5:58

And there was cats that started coming about my house, and Chris had to feed the cats before she came to work.

6:03

And then my sister was like, Chris, you just go on to work.

6:06

I'll go ahead and feed the cats.

6:08

And there was some neighbors' cats.

6:09

And then what if the cats when they got pregnant?

6:12

And then she's pregnant again.

6:14

But Chris took care of the cats.

6:16

She was such a sweet person, just a darling person.

6:20

We're going to miss our sister tremendously.

6:23

But I just thank you guys, and I'm just so grateful for you.

6:26

I'm just grateful that you knew how special Crystal was as well.

6:31

I thank you guys.

6:33

I thank you, and I'll never forget this.

6:35

Thank you.

6:36

Thank you.

6:38

Our condolences and thank you for sharing her with us.

6:41

Thank you all so much.

6:44

Next up, we'll have the mayor president, Mayor President St.

6:48

Edwards' office, along with Metropolitan Councilman Daryl Hurst to recognize Todd Terrell with United Cajun Navy.

7:16

Thank y'all so much for allowing us to share in somebody who started off as a community servant, but I believe has become a friend to me and my district as a whole.

7:26

You know, we sat here and we laugh and joke about the refrigerators and the washers and dryers and uh other stuff that we purchased to serve the people in the community, but it wasn't just the council in the city, and I want to thank y'all for approving that.

7:39

So I believe you all have seen the impact, but it was other community members that stepped in to help us take people from homeless to homes, take people from addicted to set free.

7:51

And Todd Terrell and the Cajun Navy have been a constant partner in that.

7:54

We literally get them houses, we literally get them drug support to make sure that they have what they need, and the Cajun Navy is always one call away.

8:15

Dressers and couches, if you name it, uh the Cajun Navy has stepped up and done it to make sure that the unhomed didn't go to an empty home when they were uh placed in a residence.

8:29

Additionally, I was in South Carolina a couple weeks ago.

Baton Rouge Metropolitan Council Meeting - September 24, 2025

The Metropolitan Council of Baton Rouge and East Baton Rouge Parish held its regular meeting on September 24, 2025, at 5:40 PM. The meeting began with presentations honoring a deceased employee and the United Cajun Navy, followed by approval of minutes, introductions, condemnations, and a series of public hearings on items including contracts, grants, health insurance rates, and property sales. A key debate centered on proposed changes to retiree health insurance, which ultimately failed on a 6-1 vote.

  • The Council recognized Todd Terrell and the United Cajun Navy for their disaster response efforts, presenting a certificate of commendation. Volunteers were introduced, including incident commander Josh Gill, coordinator Jersey, administrative support Monique, and Casey, who is developing a missing-person alert system for special needs individuals.

  • Approval of minutes from the September 10, 2025 Metropolitan Council meeting, September 17, 2025 zoning meeting, and September 9, 2025 Airport Commission meeting (motion passed).
  • Introductions: Items 2–30 were introduced together, covering ITEP applications (W.R. Grayson Co., $31,241,000; International Mezzo, $21,630,368), construction inspection services for Move BR (GoTech Inc., $484,500; Richard C. Lambert Consultants LLC, $192,000; Forte & Tablada Inc., $1,826,025; Shrewsberry & Associates, $225,000), a maintenance agreement for FY2025–2026, and condemnations and adjudicated property introductions. All were approved without debate.
  • Condemnations (Items 83–101): After a public hearing with no speakers, the council followed DPW recommendations to proceed with several properties, defer others, and delete three. Councilman Goody deferred item 96 for 60 days; items 84, 86–88, 96, 97, and 101 were deferred 60 days; items 93, 95, and 97 were deleted. Motion passed.

Public Comments & Testimony

  • Bernadette McLaurin (Deputy Judicial Administrator, Baton Rouge City Court) presented an amendment to Item 103, changing the city court judges' pay from a base pay increase to a one-time supplement of $10,006, citing a Louisiana Supreme Court memorandum.
  • One email comment in opposition was received for the Ryan White grant items (109–114) and for items 121–122 (collection agreements), but no speakers appeared.

Discussion Items

  • Item 103 – City Court Judges’ Pay: The council discussed the amendment, with Councilman Rocca and Adams clarifying that the supplement is required by state law to match district court judges' compensation. Finance confirmed the city court has sufficient budget savings. Motion to approve as amended passed.
  • Items 109–114 – Ryan White Program Amendments: Councilwoman Adams and Councilman Moak queried Dr. Sanders about the federal nature of the funds, noting that the money is earmarked for HIV/AIDS services and cannot be redirected. Councilwoman Hudson criticized public commenters who mistakenly believed the funds could be used for other diseases. The items passed.
  • Item 119 – Bayou Manchac Restoration and Wards Creek Realignment: Councilwoman Adams asked about the project status. Transportation Director Fred Raiford explained the project includes incorporating St. George into the intergovernmental agreement, finalizing hydrologic modeling, and advancing design. He noted positive impacts on flood risk reduction. The item passed.
  • Item 123 – Health Insurance Rates and Plan Design (Retirees): This item generated extensive debate. The proposal would offer retirees a Medicare Advantage plan as an opt-out option, with zero premium for members and substantial city savings. Councilman Hearst requested an Attorney General opinion due to legal concerns about potential class-action lawsuits. Parish Attorney Greg Rome acknowledged a possibility of litigation. Human Resources Director Latoya and consultant Mr. Gardner explained the plan is voluntary and tailored, with a 90-day grace period and no forced migration. Councilman Moak argued that even if the AG opinion later deemed it illegal, the city could revert. Councilman Godey noted that delaying would jeopardize the timeline for open enrollment. Councilwoman Rocka urged approval, citing years of preparation and savings. Councilman Hearst held firm. A vote was taken; the motion to approve failed 6–1 (one nay). After a brief recess, the council proceeded.

Key Outcomes

  • Item 103: Approved with amendment (one-time supplement of $10,006 for city court judges).
  • Items 109–114: Approved (Ryan White subrecipient contract amendments, total over $6 million).

  • Item 123: Failed (6–1) – Health insurance rates and plan design for retirees not adopted.
  • Items 124–147: Approved (adjudicated property sales and high bids).
