1:18

And that is presented to Dr.

1:20

Wade Roos.

1:24

Some folks say it Rooset.

1:27

Some folks say it Rouse.

1:30

Roos is what you answer to.

1:32

And so, whereas Dr.

1:34

Roos, a Louisiana native and first generation college graduate, has dedicated his career to advancing higher education through leadership, scholarship, and service, bringing with him a strong foundation in economics, academic administration, and private sector innovation.

2:02

And before he was appointed the twenty-ninth president of the Louisiana State University system in November of 2025, Dr.

2:16

Roos served as the president of Magnee State University, where he led a remarkable institutional turnaround by reversing a 14-year enrollment decline, strengthening recruitment and retention, and fostering a culture of transparency, collaboration, and measurable outcomes.

2:44

And through his visionary leadership and commitment to student success, Dr.

2:49

Roose strengthened academic programs, expanded philanthropic investment, and built partnerships that position institutions to better serve both their students and the broader community.

3:05

And now as president of the Louisiana State System that resides in District 10.

3:16

Dr.

3:17

Roos stands at the helm of Louisiana's flagship system guiding its institution with a forward thinking vision.

3:29

And now therefore, this certificate of accommodation is presented in recognition of Dr.

3:36

Wade Roos for his commitment to higher education, his dedication to the advancement of Louisiana students, and his leadership in guiding the Louisiana State University system toward a future defined by excellence, access, and lasting impact.

4:02

So this recognition is offered with sincere appreciation and with confidence that his leadership will continue to elevate both the institution and the people it serves.

4:16

So in witness whereof, I here by sent my little hands on this eighth day of April in the year of our Lord 2026, honoring none other than LSU president, Dr.

4:36

Thank you so much.

4:38

Thank you.

4:39

It's beautiful.

4:40

And let me tell you, there are twelve of us, Dog.

4:46

Twelve of us.

4:48

But what we have decided to do is to make you an honorary one of us.

4:55

Yes, indeed, everybody do not receive this.

5:00

So we ask that you do this in the spirit.

5:07

I'm always so not if I stick you.

5:15

Yeah.

5:16

Just hug me.

5:19

And so, ladies and gentlemen and boys and girls, I'm going to ask that you stand and give Dr.

5:26

Roos a standing ovation at this time.

5:33

Thank you.

5:35

Thank you, thank you.

5:37

And we also have to my word.

5:42

Nothing but Baden Bruce.

5:45

Well, that's you.

5:45

See it on there.

5:46

There you go.

5:47

You see it.

5:48

You see it.

5:48

You see that.

5:50

And so it's on you.

5:52

Wow, what an incredible honor.

5:59

I will do that, and I have it in these prepared remarks, and we're going to get to that at the end of this as I introduce everyone.

6:04

I do have some prepared remarks, but I have been treated as family.

6:11

And the hour we spent together downstairs, I told Jason, my chief of staff, I said we shouldn't have prepared remorse, we should speak from the heart.

6:18

Because this is truly family, and everybody's in the pushing in the same direction to a better Louisiana.

6:26

And it starts right here in Baton Rouge.

Discussion Items

  • Condemned Property Rescission Report (Item 89): Rachel Lambert of the Development Department presented a report on 67 rescissions granted in 2024-2025 across eight districts. Roughly 40% had favorable outcomes (remodeled, under renovation, or demolished by owner); 48% showed no improvements; 9 properties were re-condemned. The report prompted discussion about the rescission process, timelines, resources for owners, and potential process improvements. Council members suggested better communication of available housing funding and workshops.
  • Emergency Measure – Las Brujas Coffee and Grocery (Item 90): Councilwoman Coleman introduced an emergency item to waive distance requirements for an alcohol beverage permit at 3101 Government Street. The business opened March 22, 2026. After declaring an emergency (2/3 vote, 8 in favor), the council approved the waiver.
  • Administrative Matter B (Retention of Parish Attorney Greg Rome): A motion to waive the rules to hear a resolution requesting Greg Rome reconsider his retirement failed due to an objection from Councilman Moak, so the matter was not considered.

    • Declared emergency and adopted Item 90 (2/3 vote, 8 in favor).
  • Reconsideration: Councilwoman Coleman moved to reconsider Item 85 after initial approval; after discussion, the change order was re-approved.
  • Future Actions: The council will explore workshops and town halls on blight and housing resources. Councilwoman Harris announced “Paddling for Peace” on April 17 at 6 PM at Shopper's Value.
