The Baton Rouge Planning and Zoning Commission met on June 15, 2026, to consider zoning changes, a comprehensive plan amendment, and conditional use permits. The meeting included approval of a consent agenda, a student housing development with a road right-of-way reduction, and an accessory dwelling unit conversion. All items were approved.
Consent Calendar
- Items 4, 7, 8, 9, and 10 (rezoning requests for Nicholson Drive, Corsey Boulevard, Curtis Street, Millerville Road, and South Sherwood Forest Boulevard) were approved as consent items. Items 11 and 12 (Faith Tabernacle of Zachary and Voices of Mercy Outreach Ministries) were deferred to September 21, 2026.
Public Comments & Testimony

During the public hearing for items 5 and 6, applicant Gary Hawkins spoke in favor of his proposed accessory dwelling unit, describing the property's prior blighted condition and the improvements he made. Two messages of opposition were received by the planning commission office but no speakers appeared at the meeting.
Discussion Items
- Items 2 & 3: FutureBR Transportation Element Amendment and LV Collective Student Housing: The applicant proposed a high-density multifamily residential development with 2,816 square feet of commercial space and a reduction in the right-of-way width on Burbank Drive from 125 feet to no less than 100 feet. Staff recommended approval. The commission approved the items on a motion by Commissioner Maxie, seconded by Commissioner Coleman.
- Items 5 & 6: Case 1726 (Rezoning) and Cup 526 (Conditional Use Permit) for 9965 Meadowdale Drive: Applicant Gary Hawkins sought to rezone from single-family residential A1 to A2 and obtain a conditional use permit for an accessory dwelling unit converted from an existing building. Staff noted the rezoning may alter neighborhood character and could not certify it, but certified the CUP if the rezoning passed. The applicant spoke about improving the property. Commissioner Addison moved to approve, seconded by Commissioner Batts. Vice Chairman Grout expressed concern about spot zoning but did not object. Commissioner Fowler noted similar developments are common in the area. The motion passed.

Vice Chairman Grout. Here. Commissioner Addison. Commissioner Matts. Here. Commissioner Boyd. Here. Commissioner Coleman. Present. Commissioner Ellen. Here. Commissioner Fowler. Here. And Commissioner Maxie. Here. We have a quorum. Thank you, sir. We'll move on to the approval of the minutes. Is there a motion to approve the minutes of the May 18th meeting? We have a motion on the floor from Commissioner Addison. Second by Commissioner Ellender. Are there any objections to approving the minutes? Seeing none, those items have now been approved. And at this time I will ask Vice Chairman Clifford Grout to read in the rules for conducting public hearings. This is a public meeting. Any interested member of the public who wishes to comment on an item from this agenda may comment in person at City Hall 222 St. Louis Street, third floor, room 348 during the meeting. Members of the public desiring to speak on a particular item should refer to a meeting agenda and complete necessary information prior to the meeting by filling out a request of speak card indicating on which item you wish to speak and place it in the designated location prior to the meeting. Applicant and applicant's representatives for the proposal will speak first for a total or combined period of not to exceed 15 minutes. Proponents will speak, then the opponents. Each speaker will not be allowed more than three minutes. Speakers are requested to limit their remarks by avoiding duplication in their presentations. Applicant and applic applicant will be allowed a total period of five minutes for rebuttal. Opponents will not be allowed to rebut. Items placed on the consent agenda by the planning commission staff will not have time allocated for speaking unless there is a member of the public at the meeting who wishes to speak on the item.
