He is on a much deserved vacation, so bear with me and uh we'll get through this.

Um this is a request for a uh conditional use permit for a major home base business for Renee Varner and Kevin Hannigan.

Um they have a uh dog spa and grooming uh business um that they'd like to locate at 603 Meadow Circle.

The business would uh the operation of the business would take place in the garage on the site.

Um the staff report um details um more about the business and the code sections we're dealing with here.

Um we have a um in our zoning ordinance an allowance for home-based businesses, and we approve many of them.

Um but uh a major home business has to go through this conditional use permit process, and that's usually when uh the business uh brings in extra traffic, customers onto site, or uh things of that nature.

So this uh um proposal um did qualify for that, so um uh we are going through the condition conditional use permit process instead of just the staff approval process for it.

Um again the details of the the business um on the home at 603 Meadow Circle, which is uh little uh dead-end street um gosh, sorry, that um serves um uh the Mayfair Meadows Park where we have a well site, the parks currently undeveloped, but there are plans for uh bike park in there someday.

So that's where it's located.

There are uh several findings um listed in the staff report for you to consider, but first we did uh notify all um property owners within 300 feet.

We place notices in the newspaper as required in the zoning regulation.

The applicant has submitted a completed application and they are here to uh explain uh the type of business that they're doing.

The Belgrade City County Planning Board uh reviewed this proposal and um at their last planning board hearing on July 28, 2025, and after taking public comment and reviewing the applicant and hearing from the uh the applicants, uh the planning board voted uh uh zero to four to um deny or to not approve the motion um to allow the conditional use permit.

So their recommendation is uh denial of the application.

Main reason for the denial of the application was due to the impacts um uh on the neighborhood as expressed by the neighbors who live in the area.
