The City of Belmont has been wonderful partners of Hip Housing for decades.

I've been with the agency now for 33 years, and we've been partners for that long for sure.

So I here have a short presentation for you tonight about our organization's work in the community.

So HIP Housing is a nonprofit organization.

We've been in the community now for 53 years.

We have we have four social service programs, and we also have a property side of the work that we do.

I failed to include a slide about our properties, so I think I'll just start with that first.

Hip housing owns and manages over 500 units of affordable housing in San Mateo County.

We have 21 properties.

Some of the buildings are considered Section 8 units, and so the rents are subsidized by the county's housing authority, and the tenants pay roughly one third of their income on rent.

We also do property management for various entities.

We have a property management contract with the Rotary Club of San Mateo.

We manage two of their affordable housing properties near Hillsdale Mall.

We also partner do some property management for the city of Foster City, and we have some partnerships with for-profit developers that have a requirement to set aside affordable housing units within their development.

So we do some tenant compliance and property and tenant selection for those entities.

So in our portfolios, we have mostly studio and one-bedroom units, and folks can apply online on our website at hiphousing.org.

We don't do a lot of new construction, but we do have a new construction project right now in San Carlos on Cherry Street.

We owned a six-unit apartment building, and we worked with the city for a period of time to redevelop that site.

So we've partnered with Eden Housing, they're our construction partner, and we've turned that six-unit building into 33 units of affordable housing.

The building will be 100% affordable.

And it what's really great about that is that we'll have a mix of one, two, and three bedrooms, which we don't have a lot of two and three bedroom units in our portfolio.

So we're really excited about that.

And that should come online sometime next year.

So that's a little bit about our properties, but now I'll talk about our programs.

So we have four housing programs, and I'll touch briefly on each one of them.

So I'll start with our housing resource hub.

So anybody who contacts Hip Housing will receive information about our programs and also affordable housing resources.

So for those who don't qualify for our other housing programs, we provide them with what we call our getting started packet, which includes how to apply to the county's rent cafe portal, which is the subsidized housing portal.

We also include instructions on how to apply to Doorway, which is a platform Bay Area-wide that releases like affordable housing waiting list announcements, and also how to apply to HIP Housing's property portfolio.

Clients are also given access to a Google site that we've created.

So we update it every two weeks with affordable housing waiting list openings.

And then lastly, we add them to a weekly e-blast that we create about affordable housing waiting list openings and other community resources.

So they get a packet full of information and resources, even though they may not qualify for our programs.

We want to be very proactive to help them.

And in the city of Belmont last year, we we took about almost 60 calls from residents.

But in the first quarter of this fiscal year, we've already taken 25.

So the need is great, and the interest and the uh information is really important for our community members.

Our next program is our home sharing program.

We've been operating this program since 1979.

We're sort of seen as a leader in this industry.

We do a lot of technical assistance with other organizations that want to launch programs in their communities.

And California actually has the largest number of home sharing programs in the US, and we've had our hand in helping a lot of them develop their model.

So in our community, we interview home providers that have a room for rent or an accessory dwelling unit.

They can be a homeowner or renter, and then we help to match them with an individual who's seeking housing.

So the individuals are usually connected to our community already and are looking for ways to help you know reduce their housing costs by home sharing.

So we have a staff that interview and screen all our applicants.

We have a thorough screening process, their role is to introduce clients to each other and provide tools and resources on how they can interview each other and make their own decision about who they want to share with.

And then we help them fill out a written agreement to put their agreement in writing and then provide ongoing follow-up support for the duration of their match.

So home sharing is really a creative way to create affordable housing in our communities.

On average, our home sharing matches last about five and a half years, even though every rental agreement is structured on a month to month basis.

And here in Belmont, we interview about 25 to 30 people a year for this program, and we currently have 15 people right now in home sharing matches here in Belmont.

Our next program is called our housing readiness program, and we created this program based off because we saw an incredible need for older adults to have more intensive support on how to apply for affordable housing here in our community.

We hear a lot of stories about older adults who've been in stable housing for many years and haven't had the need to really look for new housing, and so something's then happened like the homeowner they're living with has decided to sell their property, leave the area, or they might have had a rent increase, or the landlord might need it, might need their room back for a family member.

And so suddenly this older adult is plunged into our kind of complex housing market, and so we provide case management to older adults who are don't qualify for our home sharing program because their incomes are much lower, and so we make sure that they're enrolled on the county's rent cafe portal, making sure they're on the doorway portal, helping them check their portals regularly, help them fill out applications for housing.

So it's really a time-intensive program to help support our older adult community.

We launched this program about two years ago, and we've already, with through our efforts, have already placed 26 people in housing through through this intensive support.

I mentioned that already.

This is a program for low-income families with dependent children.

It's also a program for transitional age foster youth.

And the goal of the program is to provide housing and coaching support to the families while the adults are enrolled in school or vocational program.

So they get families get a lot of wraparound support with case management, with life skills workshops, with financial literacy coaching, with counseling services to really help to support their family to move them to economic self-sufficiency while the parents are working on their career and their educational goals.

And these are some of the goals that we like to see with our families.

So we want to have sort of increased financial literacy, decreased debt, increased credit score, increased savings, and then to be able to find employment in the careers that they are working towards.

Here in Belmont, we have two families that are participating in this program.

And the families get different housing support.

So HIP Housing owns four group share properties, one in San Carlos, two in Redwood City, and one in Menlo Park.

And we usually have two to three families share the property.

And the rent is very low for the families.

They pay only $100 per month per room.

And then the housing authority of San Mateo County subsidizes the difference, and they also support our case management services for the families.

And then we have other families that are living independently in their own unit, and we help to support them with the housing scholarship for a year to five years.

So we in we in total we serve about 40 families in this program every year.

And my last slide is just how folks can find out about our organization.

Um, on average, if someone is in need of this sort of service, how how long do they wait to find a placement?

Yeah, so it depends on our community.

It depends on the program.

So our self-sufficiency program for families with children, we have a pretty intensive intake process because we, you know, we want to work with families that are very motivated to focus on their career and educational goals.

So for that process, it usually takes about a month for them to enroll and be screened and presented to our selections committee.

Um, and then for our home sharing program, we interview folks every single day.

So there's no wait for them to interview with our staff.

To answer the question about how long it takes for them to find housing is difficult because we it's always a um always a formula of how many you know rooms we have available, what the home seeker can pay, and then the compatibility piece.

So some folks can find housing fairly quickly, and for others it can take you know a little bit longer.

Um, our housing readiness program is mostly it is for seniors, and so we're doing that coaching and case management.

It it can take a while for folks to be able to apply and to get into housing for a variety of factors and and the waiting list openings becoming available.

So, unfortunately, there's no like set answer for that, but for our services, people can access them right away.

Um, we have our flyers in the library, and so I've talked with Toby about outreach activities as well.

So we're always like thinking of different ways that we can get our materials out to the community.

We've done flyering at downtown businesses.

So if you have any ideas of areas that we could improve on our outreach, I mean that's that's the biggest um way that we can partner together.

If you have other groups that we can speak to or other places around the city that we can post information, and then we've also like been included in your e-newsletter, so that's always a great opportunity.

So for us, it's really the outreach component and ideas that we can't have our eyes and ears here all the time.

I mean, obviously the the clientele you serve in particular with your property um resources um are folks who um you know or need assistance with with finding affordable housing.

Um I mean, how do you all deal with kind of your investments with the cost of housing as such as it is in particular in the Bay Area?

I mean, like, are you looking for other funding mechanisms or like what do you all do to kind of help um maximize your ability to provide those resources to folks who need it?

Yeah, I mean we're we're we're very fortunate that we receive funding from all 20 jurisdictions here in the county.

So we're very thankful for that support.

Um we because we also own and manage our properties, we have rental income from our properties that helps to support our four social service programs.

So that's a real sustainable source of funding uh for for the program side of the work that we do.

Um, you know, we we do get a lot of foundation support and individual contributions and we have a fundraising team that works on all those avenues.

So um, so we have we're really very fortunate in terms of our funding to have great partners in the community.

I've been to the city council before, but we have uh families that are supporting their adult children with mental health disabilities and of course there's other disabilities.

You know, if are you uh I guess what we really need for these children as parents that are gonna be disappearing one day here, that they're going to be in a supportive environment.

So I'm wondering if if some of these properties that you have have that on-site support for those with disabilities.

Yeah, we uh you know it's we we don't have supportive housing models.

I mean we do like the Mira Montes property is independent living, although you know we do have vacancies there right now.

So if folks want to apply there, um and but we don't have like the supportive housing model as a focus of of our work.

Yeah, I mean I'm pretty I'm been doing this for a few years now, so I'm getting very knowledgeable, but I was just uh wondering if that um the Miramontes I know is new in Redwood City if they had the on-site support and I could recommend it, but if they're not, I it I think for success for those with disabilities, it really needs to have that on site to make sure they stay housed and you know, if they need help, they get help.
