Hey.

2:08

Welcome to a special meeting of the Carson City Culture and Tourism Authority Board of Directors.

2:13

Today is Friday, March 20th, 2026.

2:16

It is eleven thirty AM, and we are at the Carson City Community Center.

2:21

Robert Bob Kroll Boardroom.

2:23

Can I get a roll call?

2:27

Andrew Reno.

2:28

Here.

2:28

Matt Don.

2:30

Garrett Leapier.

2:31

Here.

2:34

Here.

2:34

We have a quorum.

2:37

Okay, if everyone could please stand for the Pledge of Allegiance.

2:59

Thank you.

3:00

At this time, we will move on to item four, public comment.

3:08

Hearing none, we will move on to item five.

3:11

Possible action.

3:13

Discussion regarding contract number CTA two six two seven-one for the design, engineering, fabric fabrication, illumination, transport, and installation of a sixty-nine foot tall sculpture railroad spike in the amount of one hundred and ninety-seven thousand six hundred and eighty-seven dollars from March tenth, twenty twenty-six to December thirty-first, twenty twenty-six.

4:11

Uh to bring back for the special uh meeting today.

4:40

And that's evidenced uh by Director Scalery's letter of commitment in her capacity as the Department of Tourism and Cultural Affairs Director in your pack.

4:55

Surrounded the foundation and the engineering related costs for that installation.

5:02

You'll note there's a range in there.

5:04

Uh that was based on some informal conversations with two different engineers.

5:08

Uh that range sits between 30 and 70,000.

5:12

Uh, as far as the fiscal 27 budget build, we're gonna go with the high-end arrange, the 70k, just because we don't know what we don't know today.

5:22

Uh we'll know more, obviously, as things progress, right?

5:25

Uh, the last question, I believe, surrounded the final payment to Mr.

5:30

Johnson.

5:31

Uh, the contract does remain unchanged from last week's meeting.

5:34

So if you look at uh section 3.3.4 on page four of the packet and three of the actual contract, that's where we address the final payment and the amount of 37,687 upon completion and installation of the work.

5:52

So I if there are other questions, please um feel free uh to shoot them my way.

5:58

I might have Eric if he's there.

6:00

I think I saw him jump in perhaps.

6:03

But um, I hope that addresses the concerns and some of the questions and asks from last uh week.

6:11

Do we have any questions for David?

6:14

Um no questions.

6:16

I just like to make comment and and really thank staff for jumping through the hoops for going back and getting this final piece right and making making this happen and answering the questions that we had.

6:27

I know that that's no fun.

6:28

I know that that put us a little delay, but not much, a week.

6:32

That's not too bad.

6:33

Uh, so I would like to make a motion to approve contract number 262701 for the design, engineering, fabrication, illumination, transport, and installation of a 69 foot tall sculpture railroad spike to live at the railroad museum here in Carson City, um, at least for up to 10 years after completion.

6:59

Second.

7:00

All in favor of the motion.

7:02

Aye.

7:03

Aye.

7:04

Aye.

7:04

Aye.

7:05

Any opposed.

7:08

Hearing none, the motion passes.

7:12

Next, we will move on to item six, CTA board comments or announcements and requests for information.

7:21

So, do we have any questions or comments from the board?

7:26

Hearing none, we will move on to item seven.

7:29

Public comment at this time.

7:30

I will open it up for anyone to give us any public comment.

7:39

Yes, sir.

7:41

No, you're good.

7:45

Uh my name's Rob Fuller for the record.

7:47

I live here in Carson City at 613 East Spear Street.

7:51

Sorry, you're fine.

7:57

Oh, I can just okay.

8:01

Um, so first stop me if this is not the correct uh place to you know, kind of figure out what I'm doing here.

8:08

Um, so my wife and I are trying to open up a new bookstore here in Carson City at Hannafin's old place, the antique shore.

8:15

And we're planning on sharing that space with uh Tiger Rose Vinyl Records, which is down across the street from Larry's coffee shop.

8:23

And there's a little that little uh I guess the strip mall thing.

8:28

And you know, I'm trying to navigate how to or what's the best way to find resources.

8:34

Uh, because I've gone through the Carson City website and um, you know, I'm not sure if there are any resources or how to approach it or what um what I can do to help get this startup off of its feet and get into the space.

8:50

Like we're talking with um the person who owns or the entity that owns that building.

8:56

Um, but I guess I'm looking for anything that can help us get the word out, or if there's grants that are available through Carson City for uh, you know, minority owned and women owned my wife owns the bookstore or woman owned businesses.

9:12

Um, or you know, anything that kind of fits into that realm, and that's kind of why I'm here, and I'm not sure what else done.

9:23

Mr.

9:23

Chair, I can speak to that briefly.

9:25

Yes, sir.

9:26

Um this, so um, yeah, this this is not the body that would do that, but um, that gentleman in front of you after we're done, uh, Garrett can provide you some guidance.

9:39

And then uh a person by the name of Hope Sullivan, who is our community and economic development director with the city.

9:46

Um, her job is to work on economic development and assist businesses and provide some guidance in terms of um you know, showing you paths to getting permitted and things like that.

9:58

That would be another name.

10:00

So those two folks um I chat with cool.

10:04

Uh, thank you.

10:07

Um, well, that's the route to go, then I'll follow up with you, uh, Jared after and then talk with Solden and Cool.

10:16

So thank you for allowing me to come up here and say something that's not relevant to you.

10:21

No, we're not the body, but you're in the right spot because Stacy Giomi is very helpful.

10:26

Garrett's very helpful, and I already saw uh Mr.

10:29

Brooks take out his business card.

10:34

So uh not the right body, but the right place.

10:38

How's that?

10:39

Perfect.

10:40

Thank you guys.

10:40

All righty, thank you.

10:41

Any other public comment?

10:43

Eric.

10:45

Thank you, Chair.

10:45

I just Eric Brooks for the record.

10:47

I just wanted to mention as we're going forward with this incredible project.

10:50

The title is Driven, uh, Monument to Connection.

10:53

So if we can refer to it as driven, and it is a sculpture uh first and foremost before it's a spike.

10:59

Thank you.

11:00

Perfect.

11:01

Any other comment?

11:04

Okay, with that, I hope everybody has a good weekend and thank you for coming down in the middle of an afternoon on a Friday.

11:11

We appreciate it.

11:12

And with that, we are adjourned.

11:14

Thank you.

The contract runs from March 10, 2026 through December 31, 2026. The final payment of $37,687 is due upon completion and installation. The sculpture will be located at the Railroad Museum in Carson City for up to 10 years after completion.
  • Fiscal Year 2027 Budget Estimate – Staff will budget $70,000 for foundation and engineering costs, using the high end of an estimated range of $30,000–$70,000 based on informal engineer consultations.

Board members directed him to Garrett Leapier and Hope Sullivan (Community and Economic Development Director) for assistance.
  • Eric Brooks (for the record) – Noted that the sculpture is titled “Driven: Monument to Connection” and emphasized that it is a sculpture first and foremost, not just a spike.

Board Comments

  • A board member thanked staff for addressing prior concerns and bringing the contract back for approval with a minimal one-week delay.

Adjournment

The meeting was adjourned after no further comments or announcements.
