0:15Wednesday, April 15th, and I'd like to call the Carson City Airport Authority meeting to order.
0:45Let's go ahead and do the Pledge of Allegiance.
0:50Corey, why don't you do this?
1:01One nation under God.
1:03In the visible liberty and justice for all.
1:13As always, board members were all uh provided uh minutes of our last meeting.
1:20And I know that uh everyone had a chance to review them.
1:24Do I hear a motion to approve the minutes?
1:32All in favor, please say aye.
1:43Modification of the agenda.
1:44The chairman reverse reserves the right to modify the agenda in order to most effectively process the agenda items.
1:51Items may be taken out of order, items may be combined for consideration by the authority.
1:56Items may be pulled or removed from the agenda at any time.
2:02Members of the public who wish to address the airport authority may speak on agendized and non-agendized matters related to the airport.
2:08Comments are limited to three minutes per person or topic.
2:11If your item requires extended discussion, please request the chairman to calendar the matter for future airport authority meeting.
2:20The public may provide comment in advance by a meeting by written submission to the following email address.
2:27Manager at Fly Carson City.com.
2:29For inclusion or reference in the minutes of the meeting, your public comments must include your full name, address, and be submitted via email, but by not later than 5 p.m.
2:38the day before the meeting.
2:40The Carson City Airport Authority values your input.
2:42Members of the public who wish to provide live public comment may do so during the designated public comment periods indicated on the agenda in person.
2:54Yeah, we'll start off with the first item, which is the airport engineers report.
3:04Well, we can go ahead and do that.
3:05Uh I don't see we have an uh an engineer's report anyway.
3:08Do we hold on a second?
3:09Do we have we don't have a engine?
3:10We don't have one anyway, do we, Corey?
3:12We have a late report, um which has been handed out and there's a copy available for the public there.
3:18Okay, and there's no one here to present it.
3:21Okay, so we'll just take the the written report as is and we'll offer comment.
3:25Okay, what I was referring to is when you read that public comment section, the next thing you do is call for public comment if there is any.
3:32And it looks like there may be some.
3:34We're not used to having people in the in the audience early.
3:38I'm calling for public comment.
3:40If you'd like to make a comment, please come up to the uh mic, state your name.
3:45My name is Paul Hamilton.
3:53Paul Hamilton, I'm a current FBO flight school operator with Sport Aviation Center at CXP since 2012 and flight training at CXP since 2005.
4:04Private pilot, CFI and FA pilot examiner, your fast team representative with our local FISDO, CXP board member, just as you are for six years, operating managing a flight school almost every day, paying airport directly with four training aircraft taxes, FBO fees, indirectly, hangar class two FBO insurance, plenty of money going to the airport, probably more operations at this airport than anyone, then through three airport managers, plus Corey.
4:41In summary, just in touch with our airport operations.
4:44Now I want it to be understood that my motivation is simply to run a flight school at CXP with safe, fair, and friendly environment while supporting mutual prosperity for all.
5:00In coordination with Tim Pulitz, Chairman, I interviewed potential airport managers.
5:03Corey answered every question and scenario considering patrons, Carson City, FA factors flawlessly.
5:12No comparison to the other airport manager applicants.
5:18Since getting the job, Corey has pursued every claim made in that interview as best as practical, and maybe not at rocket speed, but he's getting there.
5:27Corey uses myself as a resource rather than being a know it-all.
5:31I've seen consistent efforts to a global view and operational and safety decisions.
5:37Since his employment, we've seen a nice build out of GA and jet hangers and customers, simply more revenue and controlled growth.
5:47Over the years, as Corey has turned out to be someone who I can trust to evaluate all sides of an issue and determine the best outcome.
5:54As pilots, we call it aeronautical decision making and risk management.
5:59Yes, in the upcoming board closed session, there will be discussion and debate over the salaries of other airports, which are all over the map.
6:08However, we have given Corey the skills and opportunity to bid on other high paying jobs, related jobs.
6:20We owe it to the airport, our patrons in Carson City to maintain our current success.
6:26Another way to look at this, we do not want to have spent all our previous time and money training someone for hiring pay higher paying job elsewhere.
6:37We need to keep that investment.
6:41It would be strategically smart to provide a higher paying job here and now.
6:47Therefore, I recommend the board provide Corey at least a 20% raise in the upcoming agenda item.
6:55Thank you for your consideration.
6:59Is it okay if I drop off my my spiel here with you guys?
7:04Anybody else would like to make a comment?
7:11I'll sign in and please state your name before you do.
7:16I just remember I know.
7:33Please state your name.
7:38Thank you, Chair Denny French of Carson City.
7:41I just uh Corey and I have had few real personal discussions, but when I have gone to him with issues or if I've called, he's responsive and thoughtful, and everything I've seen during meetings would suggest that what Paul is saying, the gentleman just before me.
8:00Um I'm not too sure about the pay part because I'm a little worried about our budget overall, but um the main thing is he's a good guy, and that if you don't appreciate it, shame on you.
8:10Somebody's not paying attention.
8:12So the next thing is I'd just like to ask y'all later on in the thing, because you can't respond right now, how'd the airport do with the earthquake?
8:21I understand that you're in the midst of doing some uh air um strip uh work and considerations.
8:31I don't know if they're in the works now or just in still the consideration space because I haven't been able to get to all the meetings.
8:38But I appreciate your work, and even though I'm still flown over quite a bit, it actually is a joy to go out there and a lot of pilots in my family, and while I didn't follow suit, um the side of them coming off and going on to their day doesn't hurt my feelings at all.
8:54And now, if you get a big jet liner in there and they come over and take my roof off as they go across, I'm gonna be a little concerned.
9:01But right now we're doing good.
9:08Would anybody else like to make a comment at this time?
9:13That's it for this point.
9:16It looks like we do not have a consent a consent agenda item at this meeting, so we're gonna move on to public hearings.
9:25Now, um, for that the uh first public hearing item is agenda H1 for discussion and possible action, approve FBO permit of real clean aircraft detailing as a class five FBO, providing aircraft cleaning services.
9:41And do we have a staff summary for this?
9:47Okay, so real clean aircraft detailing uh Reno Tahoe LC is applied to operate as a class five FBO at Carson City Airport.
9:55Uh the company has provided evidence of insurance, naming the Carson City Airport Authority is additionally insured.
10:28Um, what they have provided is adequate to approve the uh class five FBO permit.
10:34Um, I can also say that I've been impressed with the company's professionalism, and they are actively deploying to other airports across the state, not just in Carson City.
10:44Um, this is not a um side gig or something like that.
10:48This is a professional organization.
10:51Um the details of their application are attached, and I'm available for any questions.
11:02Would there like to be any comments from the make a motion?
11:16Or any other comments between us, none?
11:37All right, it's been seconded.
11:38All those in favor, please vote.
11:44Michaela and uh Brian, did you guys vote?
11:54Yeah, I'm I'm for it.
11:55I just I didn't get to my button in time.
11:57All right, it's unanimous.
12:14So at this point, I shall I'll go ahead and ask the um attendees to please um vacate the meeting room and Corey as well.
12:22And I'd like to go ahead and um have a chance to uh have the uh broadcast uh stopped.
12:33And then we'll uh we'll we'll call back out.
1:02:58I'd like to call this meeting back to open session.
1:03:03Agenda item H three for discussion and possible action to set the compensation of airport manager.
1:03:10And we have uh Mr.
1:03:12Norville that make a quick comment.
1:03:21You go ahead with this item now.
1:03:22I mean, you just announced it, so I don't think there's um of course we've made several recommendations, and it's up to you to decide what compensation to pay him.
1:03:42Okay, there's public comment offered to anybody.
1:03:51No more comment from the board.
1:03:52We'll go ahead and have a motion.
1:03:55Chairman, uh, I move uh that we set uh the airport manager's compensation via an equity adjustment to a salary of one forty-four thousand nine hundred dollars per annum.
1:04:19All those in favor.
1:04:41Um, thank y'all very much.
1:04:46Um the tentative budget.
1:04:54Um it has been converted to the acquired state format and submitted to the department of taxation.
1:05:00Um, I have received some feedback from the department, and there are some mistakes that I'll have to make some corrections to.
1:05:06It's uh not an issue with the budget that we prepared, it's uh formatting with the state's format.
1:05:14Um I always receive comments comments from them each year, so it's not abnormal to have to make some changes.
1:05:23Um I've been working with potential developers for new hangar development.
1:05:28Um that's something I mention every month.
1:05:30Um, a lot of interest in new hangers at the airport.
1:05:37Um, I've attended multiple conferences.
1:05:39Um last month I was at the Washington DC conference during the meeting and I participated from there.
1:05:48Um while I was there, I was able to promote the need for runway extension project funding for airports across the United States.
1:05:57Uh, I wanted to make a make sure the policymakers were thinking about the increase in jet and turboprop traffic across the United States, and how this is something that just doesn't just impact Carson City.
1:06:13This is something that is countrywide.
1:06:16And um I hope that the um aviation subcommittee will be considering general aviation airports with their funding to include runway extensions.
1:06:29We've heard support for this over the past couple of years, um, and that support seems to be continuing.
1:06:37Uh I was able to ask the director of the FA directly for advice on our issue with the nighttime approach.
1:06:46And I am working on writing a letter based on the feedback that I received from the retired FAA chief operating officer.
1:06:56I think this attend attendance at this conference was enormously successful, and um I achieved the exact things I wanted to do by going there and doing that.
1:07:07This may be the last year that I feel the need to go to that conference, uh, depending on if our ACIP continues to get approved, which we will find out fairly soon as our ACIP is formally due to the FAA beginning of next month.
1:07:20And um, if they're continuing to support it as it's written, which it's as of right now seems like they will be, uh, we'll be on track for the runway extension, which is a huge win.
1:07:32This is something that's been pushed back every year.
1:07:35Um, so they're now actually seriously considering it.
1:07:40I attended the Western Nevada Development District uh annual summit.
1:07:44Um I spoke on a transportation panel at this event, and I'm always surprised to not see other airports attending these events.
1:07:54Um these sort of development organizations ultimately are for the people that end up being our customers as the airport.
1:08:03And um I had some really productive conversations with some other airport sponsors as to some ideas how to help them market their airport, and uh I really referenced Carson City's success as an example that they can look to how they can utilize airports as a tool for their own success in their own counties and cities, um, where there it's really a missed opportunity right now.
1:08:29Uh, there's this cultural issue across the state that I'm finding where the cities view their airports as playhouses for rich people and not as the tool they are for economic development.
1:08:41I think that if the state as a whole recognizes the value of their small airports, it'll benefit Carson City greatly with things like um what the NBAA is working on, which I'll kind of get into that in the next item.
1:08:55Um, but the state as a whole is kind of behind other states when it comes to statewide support for aviation.
1:09:02Um I'm able to help get that message out by attending these events and also market our airport and aviation as a whole to our actual customers, which are not pilots, they're the companies that have aviation assets.
1:09:17They are the um cities and the communities that we support.
1:09:27Attendance at the MBA conference.
1:09:29Um, I spoke on a panel specifically about uh consisting of airport managers about attempting to maintain part 139 airport standards, uh, even though we don't hold part 1393 certificates.
1:09:42Um it was a very interesting conference overall.
1:09:45Um but we were able I was able to kind of highlight some of the um successful things that Carson City is doing.
1:09:53Uh and I grew I had a lot of attention and um from the other airports uh because we're doing a lot of really good things in Carson.
1:10:03Fuel flowage, we're still one month behind, but we do have the updated numbers for February, uh, or slight 2% increase over the previous year on fuel flowage.
1:10:16Um airport operations are down about 22% uh over the previous year, so that trend is continuing to support that we're having bigger airplanes using the airport.
1:10:27Um fewer of the smaller airplanes are flying.
1:10:32Um our operations numbers for March, however, I do have, which are up 22 percent.
1:10:38I think this is primarily driven by weather um year over year.
1:10:42I think it's um we've had almost no snow.
1:10:45Um and that is all that I have for the manager's report.
1:10:52Chairman questions?
1:10:56Corey, just revisit one more time on our night minimums.
1:11:01What where do you think that is at?
1:11:04So right now we've submitted the application for the FAA to complete the actual review of the approach itself for nighttime approval.
1:11:14Um we did that once already, but they only did an inspection of the PAPIs themselves.
1:11:19They didn't actually do the portion to review the approach.
1:11:24So we had to reapply and that put us back at the bottom of the list.
1:11:28So at this point we're in queue waiting for them to redo the approval for the nighttime approach.
1:11:35So we don't actually know when that'll occur.
1:11:37They will not give us very, very much information.
1:11:40And I've reached out to every party I have I've maybe by the time the snow flies again.
1:11:48I don't I I can't make an assumption because they they don't give me any information.
1:11:53Um I can say that based off the feedback I got from DC, I am writing a letter to the Western region, and I will explain in detail what has happened since the beginning of this project and where we should be at the top of the list.
1:12:14Um I'm working with our engineer uh Armstrong on putting this together because a lot of this predates me.
1:12:23One of the things that you know strikes me is that for example, we had a list of comparable airports here.
1:12:31We've got to be right at the top of that list in terms of present and future development and potential.
1:12:40Many of those airports are not going anywhere.
1:12:45The feedback I've received from not just our engineer but other engineers that I meet and talk to at these conferences is that our airport is experiencing more interest and growth than any other airport in the state, uh potentially in the country.
1:13:01Um this is a really interesting time, and we seem to be the only airport that is capitalizing on this change of the industry to turboprops and jets.
1:13:14And um, at least in the state.
1:13:18Not that doesn't include the commercial airports.
1:13:20The commercial airports are always doing that.
1:13:24Um but uh these GA airports, they they they're missing an opportunity right now.
1:13:31You're satisfied there's nothing else we can do.
1:13:33There's no one else that we could appropriately contact or I do believe that I can write this letter and get it to the Western Region Director.
1:13:41And um I don't from my experience talking to different departments throughout the FAA gets me nowhere.
1:13:49Um it's all depends on the procedures department specifically.
1:13:53That's that's the feedback I get from all the different departments.
1:13:56But um following the advice I got in DC, putting this letter together to the director of the Western Region, and um if there's any success, that's where it would be.
1:14:08However, I I'm not gonna make any promises that'll change anything because we're more than likely just gonna stay in the list.
1:14:18Any other questions for uh Corey before we move on to legal public?
1:14:26Uh yeah, from the legal report.
1:14:29Uh I just want to remind you that next meeting we need to approve the final budget that's statutory that has to be approved at our May meeting.
1:14:36And so um beyond that, uh, I don't have anything else to report.
1:14:42If there's no questions for legal counsel, we'll move on to treasurer's report.
1:14:47I believe that we are uh ready, Corey.
1:14:51Are we not to uh submit the preliminary budget?
1:14:57So that was submitted a few days ago, but today was the deadline for it.
1:15:00But today was the deadline for it.
1:15:02So we have submitted the preliminary budget.
1:15:05Uh, we have a few things to adjust.
1:15:08Uh, and we'll get that handled in the next couple of days, and then be prepared to submit the final budget.
1:15:18Any questions for the treasurer?
1:15:24Any other comments?
1:15:25Uh, anything from the board members they would like to go uh discuss before we uh close this meeting.
1:15:34Okay, nothing else?
1:15:36Nothing from the public.
1:15:38Then uh we'll be publishing the items for the public.
1:15:42There's nothing from the public.
1:15:51Well, if that's the case, we'll be getting agenda items for the next meeting coming up throughout the month.
1:15:57And I can call for this meeting to be adjourned.
