Paul Hamilton, I'm a current FBO flight school operator with Sport Aviation Center at CXP since 2012 and flight training at CXP since 2005.

Private pilot, CFI and FA pilot examiner, your fast team representative with our local FISDO, CXP board member, just as you are for six years, operating managing a flight school almost every day, paying airport directly with four training aircraft taxes, FBO fees, indirectly, hangar class two FBO insurance, plenty of money going to the airport, probably more operations at this airport than anyone, then through three airport managers, plus Corey.

In summary, just in touch with our airport operations.

Now I want it to be understood that my motivation is simply to run a flight school at CXP with safe, fair, and friendly environment while supporting mutual prosperity for all.

In coordination with Tim Pulitz, Chairman, I interviewed potential airport managers.

Corey answered every question and scenario considering patrons, Carson City, FA factors flawlessly.

No comparison to the other airport manager applicants.

Since getting the job, Corey has pursued every claim made in that interview as best as practical, and maybe not at rocket speed, but he's getting there.

Corey uses myself as a resource rather than being a know it-all.

I've seen consistent efforts to a global view and operational and safety decisions.

Since his employment, we've seen a nice build out of GA and jet hangers and customers, simply more revenue and controlled growth.

Over the years, as Corey has turned out to be someone who I can trust to evaluate all sides of an issue and determine the best outcome.

As pilots, we call it aeronautical decision making and risk management.

Yes, in the upcoming board closed session, there will be discussion and debate over the salaries of other airports, which are all over the map.

However, we have given Corey the skills and opportunity to bid on other high paying jobs, related jobs.

We owe it to the airport, our patrons in Carson City to maintain our current success.

Another way to look at this, we do not want to have spent all our previous time and money training someone for hiring pay higher paying job elsewhere.

We need to keep that investment.

It would be strategically smart to provide a higher paying job here and now.

Therefore, I recommend the board provide Corey at least a 20% raise in the upcoming agenda item.

I just uh Corey and I have had few real personal discussions, but when I have gone to him with issues or if I've called, he's responsive and thoughtful, and everything I've seen during meetings would suggest that what Paul is saying, the gentleman just before me.

Um I'm not too sure about the pay part because I'm a little worried about our budget overall, but um the main thing is he's a good guy, and that if you don't appreciate it, shame on you.

So the next thing is I'd just like to ask y'all later on in the thing, because you can't respond right now, how'd the airport do with the earthquake?

I understand that you're in the midst of doing some uh air um strip uh work and considerations.

I don't know if they're in the works now or just in still the consideration space because I haven't been able to get to all the meetings.

But I appreciate your work, and even though I'm still flown over quite a bit, it actually is a joy to go out there and a lot of pilots in my family, and while I didn't follow suit, um the side of them coming off and going on to their day doesn't hurt my feelings at all.

And now, if you get a big jet liner in there and they come over and take my roof off as they go across, I'm gonna be a little concerned.

Okay, so real clean aircraft detailing uh Reno Tahoe LC is applied to operate as a class five FBO at Carson City Airport.

Uh the company has provided evidence of insurance, naming the Carson City Airport Authority is additionally insured.

Um, what they have provided is adequate to approve the uh class five FBO permit.

Um, I can also say that I've been impressed with the company's professionalism, and they are actively deploying to other airports across the state, not just in Carson City.

Um it has been converted to the acquired state format and submitted to the department of taxation.

Um, I have received some feedback from the department, and there are some mistakes that I'll have to make some corrections to.

It's uh not an issue with the budget that we prepared, it's uh formatting with the state's format.

Um I always receive comments comments from them each year, so it's not abnormal to have to make some changes.

Um I've been working with potential developers for new hangar development.

Um that's something I mention every month.

Um, a lot of interest in new hangers at the airport.

Um, I've attended multiple conferences.

1:05:39

Um last month I was at the Washington DC conference during the meeting and I participated from there.

Um while I was there, I was able to promote the need for runway extension project funding for airports across the United States.

Uh, I wanted to make a make sure the policymakers were thinking about the increase in jet and turboprop traffic across the United States, and how this is something that just doesn't just impact Carson City.

This is something that is countrywide.

And um I hope that the um aviation subcommittee will be considering general aviation airports with their funding to include runway extensions.

We've heard support for this over the past couple of years, um, and that support seems to be continuing.

Uh I was able to ask the director of the FA directly for advice on our issue with the nighttime approach.

1:06:46

And I am working on writing a letter based on the feedback that I received from the retired FAA chief operating officer.

I think this attend attendance at this conference was enormously successful, and um I achieved the exact things I wanted to do by going there and doing that.

This may be the last year that I feel the need to go to that conference, uh, depending on if our ACIP continues to get approved, which we will find out fairly soon as our ACIP is formally due to the FAA beginning of next month.

And um, if they're continuing to support it as it's written, which it's as of right now seems like they will be, uh, we'll be on track for the runway extension, which is a huge win.

This is something that's been pushed back every year.

Um, so they're now actually seriously considering it.

I attended the Western Nevada Development District uh annual summit.

Um I spoke on a transportation panel at this event, and I'm always surprised to not see other airports attending these events.

Um these sort of development organizations ultimately are for the people that end up being our customers as the airport.

And um I had some really productive conversations with some other airport sponsors as to some ideas how to help them market their airport, and uh I really referenced Carson City's success as an example that they can look to how they can utilize airports as a tool for their own success in their own counties and cities, um, where there it's really a missed opportunity right now.

Uh, there's this cultural issue across the state that I'm finding where the cities view their airports as playhouses for rich people and not as the tool they are for economic development.

I think that if the state as a whole recognizes the value of their small airports, it'll benefit Carson City greatly with things like um what the NBAA is working on, which I'll kind of get into that in the next item.

Um, but the state as a whole is kind of behind other states when it comes to statewide support for aviation.

Um I'm able to help get that message out by attending these events and also market our airport and aviation as a whole to our actual customers, which are not pilots, they're the companies that have aviation assets.

They are the um cities and the communities that we support.

Um, I spoke on a panel specifically about uh consisting of airport managers about attempting to maintain part 139 airport standards, uh, even though we don't hold part 1393 certificates.

Um it was a very interesting conference overall.

Um but we were able I was able to kind of highlight some of the um successful things that Carson City is doing.

Uh and I grew I had a lot of attention and um from the other airports uh because we're doing a lot of really good things in Carson.

Fuel flowage, we're still one month behind, but we do have the updated numbers for February, uh, or slight 2% increase over the previous year on fuel flowage.

Um airport operations are down about 22% uh over the previous year, so that trend is continuing to support that we're having bigger airplanes using the airport.

Um fewer of the smaller airplanes are flying.

Um our operations numbers for March, however, I do have, which are up 22 percent.

I think this is primarily driven by weather um year over year.

I think it's um we've had almost no snow.

Um and that is all that I have for the manager's report.

So right now we've submitted the application for the FAA to complete the actual review of the approach itself for nighttime approval.

Um we did that once already, but they only did an inspection of the PAPIs themselves.

They didn't actually do the portion to review the approach.

So we had to reapply and that put us back at the bottom of the list.

So at this point we're in queue waiting for them to redo the approval for the nighttime approach.

So we don't actually know when that'll occur.

They will not give us very, very much information.

And I've reached out to every party I have I've maybe by the time the snow flies again.

I don't I I can't make an assumption because they they don't give me any information.

Um I can say that based off the feedback I got from DC, I am writing a letter to the Western region, and I will explain in detail what has happened since the beginning of this project and where we should be at the top of the list.

Um I'm working with our engineer uh Armstrong on putting this together because a lot of this predates me.

One of the things that you know strikes me is that for example, we had a list of comparable airports here.

We've got to be right at the top of that list in terms of present and future development and potential.

Many of those airports are not going anywhere.

The feedback I've received from not just our engineer but other engineers that I meet and talk to at these conferences is that our airport is experiencing more interest and growth than any other airport in the state, uh potentially in the country.

Um this is a really interesting time, and we seem to be the only airport that is capitalizing on this change of the industry to turboprops and jets.

And um, at least in the state.

Not that doesn't include the commercial airports.

The commercial airports are always doing that.

Um but uh these GA airports, they they they're missing an opportunity right now.

You're satisfied there's nothing else we can do.

There's no one else that we could appropriately contact or I do believe that I can write this letter and get it to the Western Region Director.

And um I don't from my experience talking to different departments throughout the FAA gets me nowhere.

Um it's all depends on the procedures department specifically.

That's that's the feedback I get from all the different departments.

But um following the advice I got in DC, putting this letter together to the director of the Western Region, and um if there's any success, that's where it would be.
