Discussion Items
Item 4A – Change of Liquor Manager for Walgreens #04788 The hearings officer considered an application to change the liquor manager to Deborah Lawson for a package liquor license (Liquor 004895-2020) at 1465 East Williams Street. Deborah Lawson confirmed she had read the staff report and had no questions. Sergeant Taylor Marsh of the Carson City Sheriff's Office addressed the applicant, emphasizing zero tolerance for underage drinking and the use of underage alcohol stings. He noted they had discussed moving alcohol behind the counter to reduce accessibility. Natalie from the city detailed the server training program, now held at the sheriff's office on the second Tuesday of each month at 5:30 PM, lasting two hours, with a fee of $30-35 and RSVP required by the prior Friday. The hearings officer approved the application subject to the conditions in the staff report.
Item 4B – Change of Liquor Manager for Dottie's #74 The hearings officer considered an application to change the liquor manager to Linda Johannes for a combination package and on-premise liquor license (Liquor 004706-2020) at 4320 South Carson Street. Linda Johannes confirmed she had read the staff report. The sheriff's office had nothing new to add. The hearings officer approved the application subject to conditions.
Item 4C – Transfer of Liquor License for Central Market The hearings officer considered an application from HMAV LLC, doing business as Central Market, to transfer its combination package and on-premise liquor license (Liquor 004682-2020) from 2794 Highway 50 East to 3312 Highway 50 East. Herbert Twilur, representing the business, stated the move was hoped for April 15th or 22nd. Hope Sullivan advised Herbert to monitor vendors setting up in the new parking lot, as this had been a recurring code enforcement issue. Herbert indicated he had been advised by the city that allowing vendors could result in fines. The sheriff's office had nothing to add. The hearings officer approved the transfer subject to conditions.

I've got two o'clock. Okay, today is Tuesday, March 31st. It's 2 o'clock. We are in the community development conference room A at 108 East Proctor Street, and this is the Liquor Hearings Officer meeting. I'm calling this meeting to order. Natalie, are there any modifications to the agenda? No, there are no modifications to the agenda today. Thank you. Is there any public comment? Seeing no public comment, but just before I get to the action items, I will mention to the folks present. This meeting may go somewhat fast. That's because you've been waiting a long time to have this meeting. And so I don't want you to think, oh wow, it goes really fast because I know it's it's a lot of background checks and a lot of work happens before you ever even make it to be in front of me as the hearings officer. My name's Hope Sullivan. I'm the director of community and economic development, and I'm also the hearings officer today. For item 4A for possible action discussion, possible action regarding an application to approve a lit a change of liquor manager for a package liquor license, liquor 004895-2020 to Deborah Lawson for Walgreens, doing business as Walgreens number 04788 located at 1465 East Williams Street and Carson City 89701. Is that right here? Deborah, can you state your name for the record? My name is Deborah Lawson. Thank you. And did you have a chance to read the staff report? I did. Okay. And did you have any questions or concerns about the conditions? I do not. Natalie, were there any changes that we need to discuss for the staff report for Walgreens Liquor Manager? There are no changes to the staff report. Okay, how's business at Walgreens? I got kids. You got your high school. You probably get his high school kids coming out right now. But business is okay. Business is good. Okay, I'm glad to hear that. Before I take action, I'm going to call at the sheriff's office to speak to all three of you. So he won't repeat himself for every single application, but he'll speak to you under this application. Terrific. Taylor Marsh, the sergeant of the sheriff's office. Deborah, we spoke at Walgreens. I don't think I did a location check for you guys. The sheriff's office and the sheriff. Underage drinking, he has zero tolerance for that. We do, it's called Util, it's underage alcohol stings. If you guys sell or someone on the premise sells to an underage person, we come in and issue a citation, criminal citation. And then on the back end, you guys will also do a civil citation. Deborah, we spoke here and talked about moving alcohol to make it behind the counter to make it not as accessible for the kids as deal. That's what's awesome. So on behalf of the sheriff wants to make it known that it is taken seriously here in Carson. Okay. Natalie or Taylor, do you guys want to talk about the server training and where that will be and how that's going to be handled?
