Culture and Tourism Authority Board of Directors meeting.

2:21

Today is Monday, May 18th, 2026.

2:25

It is four PM, and we are at the Carson City Community Center, Robert Pop Krawl Boardroom.

2:31

Can I get a roll call?

2:35

Andrew Reno.

2:36

Here.

2:37

Garrett Lapier.

2:38

Here.

2:39

Matt Dodd.

2:40

Stacey Geomi.

2:42

Here.

2:43

We have a quorum.

2:44

Great, thank you.

2:46

If everybody could please stand for the Pledge of Allegiance.

3:29

Does any member of the board have any additions?

3:34

Nope.

3:35

I make a motion to approve the minutes from our April thirteenth, twenty twenty-six CTA board meeting.

3:50

Hearing none, the motion passes.

4:14

Move to approve the consent agenda.

4:18

All second.

4:19

All in favor?

4:20

Aye.

4:23

Any opposed?

4:25

Hearing none, the motion passes.

4:30

Next, we will move on to agenda item nine.

4:35

Discussion and possible action regarding the final budget for physical year 2027 for the Carson City Culture and Tourism Authority.

4:44

I will now open the public hearing to consider the approval of the physical year 2027 final budget for the Carson City Culture and Tourism Authority.

4:55

I will first allow questions from members of the CTA staff.

4:59

I will then entertain questions for and public input, followed by questions from the CTA board.

5:06

I will then close the hearing before we move on to the next agenda item, which is to take action and approve the physical year 2027 final budget.

5:17

With that, are there any questions from the CTA staff?

5:22

No questions from the staff chair.

5:25

This is Dave Peterson for the record.

5:27

Thank you, sir.

5:29

Are there any questions or input from the public?

5:36

Hearing none, I will now close the hearing and open it up to the board to discuss the physical year 2027 budget.

5:49

And I will turn it over to Chris so she can kind of go through it a little bit.

5:53

Great.

5:53

So the tentative budget is pretty much exactly the same as, or the final budget is pretty much exactly the same as the tentative that you guys agreed to in April.

6:02

But we do have one change in that we had to separate out our lease because in our 2025 fiscal year in the audit, they um we had to separate the lease under the GAS GASB 87.

6:21

So it basically just the dollar amounts are all the same.

6:24

They're just moved around a little bit.

6:27

So I can go into further detail on it, but in the end, all of the numbers are exactly the same as what you guys agreed to in April.

6:35

So let me know if you want me to go into more detail about it.

6:39

Okay.

6:40

Do we have any questions from the board?

6:45

Hearing none, can I get a motion to approve the 2027 physical year budget?

6:53

So moved.

6:55

Second.

6:57

All in favor of approving the 2027 CTA physical year budget.

7:03

Please say aye.

7:05

Aye.

7:06

Any opposed?

7:09

Hearing none, the motion passes, and we will move on to item number 10.

7:16

Discussion and possible action regard regarding contract number CTA 2627-002 with SOR and CPA's PC, formerly Casey Nielsen Inc.

7:32

For the designation of Suzanne Olson, CPA of Sorensen of Sorin CPA's PC for the audit of all financial statements for physical year 2026 through physical year 2028 for the total not to exceed the amount of $59,080.

7:55

With that, I will turn it over to Chris.

7:58

So Sorin CPA was our formerly Casey Nealin.

8:02

We've used them in the past, and this contract is just to bring it forward so we could get pricing for three to five years.

8:08

So we went with the three-year pricing.

8:09

We did get pricing from another CPA that the city uses, and they came in pretty close to the ballpark.

8:16

So we decided to stay with Soren because they've already built the wheel and we don't need to restart it.

8:21

So this is just allowing us to have it in place for the next three years.

8:28

Thank you, Chris.

8:31

Does anybody have any questions?

8:33

No questions.

8:48

For a three-year contract for fiscal years 26 through fiscal years 28.

8:57

Can we get a second?

9:00

I'll second.

9:02

All in favor of passing item 10, say aye.

9:06

Aye.

9:07

Aye.

9:08

Any opposed?

9:10

Hearing none, the motion passes.

9:13

Next, we will move on to item number 11.

9:18

Discussion and possible action regarding contract number CTA 2627-004 with Guerrero Productions LLC for the creation of a public mural and production of a documentary capturing the process and community surrounding the project in Carson Valley, Nevada, as part of the Dust and Wonders Trail for a total not to exceed $68,000.

9:47

And with that, I will turn it over to David Peterson.

9:50

Thank you, Chair.

9:51

For the record, Dave Peterson, executive director with Visit Carson City.

9:55

So just a reminder, this is one of the public art infrastructure projects that is a part of the Dust and Wonder Trail.

10:04

That's the large grant for a little over $631,000 that we received through Travel Nevada.

10:10

It's EDA backed funded.

10:12

And as a friendly reminder, there's a lot of moving pieces to the Dust and Wonder Trail.

10:19

The trail itself encompasses Douglas County, Carson City, Story County, as well as Silver City and Lyon County.

10:27

And so this particular contract that you see in front of you is specific to Douglas County.

10:35

I'm going to let Eric jump in and give the details.

10:39

I just wanted to uh do the reminder, you know, in terms of where we're at in the process.

10:44

So this is a little bit different.

10:47

Um we're approving in effect the money for this particular mural project and the docu-series uh that will accompany it.

10:56

Uh I think we are very fortunate, I will just say I don't want to steal Eric's Thunder or Oscar and Raphael who are who are on the WebEx.

11:03

Uh only six six locations in the world are being chosen for the Walls project.

11:07

And I'm very pleased to say that here we are in northern Nevada.

11:11

Uh Carson Valley has been chosen as as one of those uh six locations.

11:14

So it's a it's a pretty cool, pretty cool, unique uh situation that we have going on, yes, you know, for Carson Valley, but for the overall Dust and Wonder Trail, I think this is a huge opportunity for us.

11:27

And so, Mr.

11:28

Chair, if I may, I'd like to just have Eric kind of jump in a little bit, and then like I said, um Raphael, who is an amazing muralist, he is going to be doing the mural.

11:38

So I appreciate Raphael being on.

11:39

And Oscar, who runs uh Gitter Productions is on as well, and so they can answer any questions uh that the board may have, but uh I don't want to take away from what Eric would like to say about the project.

11:52

Thank you, David.

11:53

And as Director Peterson said, this is part of the Dust and Wonder Trail.

11:56

So we had that large amount of 295,000 as a line item for the public art infrastructure.

12:03

Primarily that budget is being spent on the sculptures that will be throughout the seven cities and four counties.

12:10

In this case, we had the opportunity.

12:13

Uh I've personally worked with Raphael since 2017 on several projects, and he was able to paint here in Carson City, and through that experience last year during the mural festival, this opportunity became aware to us that we could possibly be part of the walls project.

12:31

So Oscar and Raphael uh have are going to be painting six murals uh for this first season, you might call it, which will include a docuseries, six different cities around the country, um, really focusing on what a mural can do for a community to see what the process is like for a community to go through that and then at the end of it all to have this mural presented.

12:57

Because of the ability of having those funds for the Dust and Wonder Trail, we felt that it would be a good opportunity for Carson Valley to be able to have this for their new community art center.

13:10

And so we are happy to help uh facilitate that.

13:15

So we are asking for the funds to be released so that we as visit Carson City can hire Rafael Blanco and Oscar Aguera, and then those two gentlemen will work with Douglas County, and in particular the lead is going to be Brooke Addy to be able to come up with the design, and then they will have a separate contract with Douglas County as the artists to facilitate the completion of that mural.

13:40

So it's uh two different things moving in the same direction to be able to fulfill this.

13:47

So we're providing the money as Visit Carson City almost like a fiscal agent, you could say, so that this can be completed through the Dust and Wonder Trail initiative of having that public art for the three different destinations.

14:00

So it's a as this project has been uh there's a little confusing at times and definitely lots of balls moving in the air at the same time.

14:08

So I'm happy to answer any questions if I didn't make that.

14:14

I'm happy to answer any questions, and we have Raphael and Oscar as well.

14:18

Any questions for them that are happy to um give them to you?

14:25

Do we have any questions from the board?

14:28

Okay, go ahead, Garrett.

14:31

Um, I see in here for the five minute short version of the documentary to be completed by October of this year.

14:39

How long is the full documentary planning to be?

14:43

Oscar, do you want to jump in there?

14:46

Sure.

14:46

Hi everyone, can you hear me?

14:48

Yeah.

14:49

Awesome.

14:50

Um thank you so much.

14:51

Uh um is gonna be a short form documentary is gonna be between 28 to 30 minutes.

14:57

Okay, perfect, thank you.

14:59

And then Dave, the question for you.

15:01

Uh the money that we're putting to Dust and Wonder Trail is generated from room tax in Carson City.

15:09

No, this money is EDA backed.

15:14

So uh the grant started with the EDA, which the director of the Department of Tourism and Cultural Affairs uh applied for and received.

15:22

So none of our dollars, our T O T are being used for this particular project.

15:29

Okay, and I'm sorry I'm stupid.

15:30

What is EDA stand for?

15:32

Oh, she's what it uh it's a travel nevata grant, but it w economic um, from the state level tourism federal down to federal.

15:41

So it starts with feds and then uh the what the basically the one the entity that is distributing the funds is Strabo Nevada within the Department of Tourism Cultural Affairs, but it starts at the federal uh level and forgive me, I'll tell you exactly.

15:58

Sorry, what EDAs I have to tip my tongue.

16:01

Basically, we're we distribute it on behalf of travel nevada, if I'm correct.

16:07

It's a three D.

16:09

Yep, it's a 3D uh grant that we received.

16:11

So so Garrett, uh, a couple years back, economic development administration is the uh we the board accepted a little over six hundred and thirty-one thousand dollars was the total dollar amount of the grant.

16:27

Um we were cohort number two, and it was dubbed as the 3D cultural corridor grant at the time.

16:35

And so our total award uh with no matching funds required was a little over six hundred and thirty-one thousand dollars.

16:42

Awesome.

16:42

That's great.

16:43

And so we're using, as Eric said, there's plus or minus two hundred ninety-five thousand of that was earmarked for public art infrastructure, and so we have the sculptures mural, things of that nature that fall uh into that particular bucket of that overall six hundred and thirty-one thousand dollars.

17:02

And so, yeah, so no uh Carson City T O T transient occupancy tax uh is being used for this.

17:10

Perfect.

17:11

Thank you for the clarification.

17:12

And that takes care of my uh second question.

17:14

So that's all I got.

17:15

Thank you.

17:16

That was easy.

17:21

Do we have any more questions or comments?

17:28

Okay, great.

17:30

Let's see.

17:31

I'll make a motion to approve contract number CTA 2627-004 with Guerrera production LLC for a mural in a documentary as part of the Dust and Wonder Trail project.

17:49

Can we get a second?

17:53

I'll second.

17:53

I'll second.

17:55

Great.

17:55

All in favor?

17:56

Aye.

17:58

Aye.

18:01

Any opposed?

18:03

Motion passes.

18:05

Next, we will move on to item number twelve discussion and possible action regarding the proposal.

18:13

Are we good?

18:14

Uh could I just jump in for just one?

18:16

I just wanted to say thank you to Raphael and Oscar just so they don't feel compelled that they have to stay on uh the meeting.

18:22

So thank you both.

18:24

You guys really appreciate it.

18:25

Uh Chris will be in touch uh with you as far as getting everything finalized with signatures and all that good stuff.

18:32

But uh but thank you.

18:33

I appreciate you both being on today, so thank you.

18:35

And I apologize for jumping ahead like that.

18:38

Thank you both very much.

18:40

Thank you.

18:41

Thank you, everyone.

18:42

Have a great day.

18:42

Bye-bye.

18:43

Thank you.

18:44

All right.

18:45

No, you're good.

18:46

Uh next we will move on to item 12.

18:50

Discussion and possible action regarding a proposed amendment to the interlocal agreement for administrative services and facility use and management between Carson City, the Carson City District Attorney's Office, and the Carson City Culture and Tourism Authority to extend the term until June 30, 2028, adjust the term to permit renewal every four years, and make other amendments to account for all the parties and for change in personnel.

19:22

With that, I will turn it over to Dave to discuss.

19:26

Uh thank you, Chair.

19:27

So what you have in front of you is the second amendment to the interlocal agreement between the CTA and the city.

19:36

Uh they provide our IT, AP, AR, HR, legal services, the whole nine yards for us.

19:46

If I missed anything, Chris, jump in.

19:49

I meant yeah, no, I didn't miss legal because I'm looking at Todd.

19:51

I would never do that.

19:52

Uh that's the most important part of this agreement he told me to say.

19:54

Uh no, you didn't tell me to say that.

19:56

I apologize.

19:57

Uh and so I I would like to thank uh Glenn uh the city manager uh Mr.

20:02

Martell and uh Deputy City Manager Hicks, as well as the other department directors.

20:09

They all had a chance to look at the existing uh agreement, which is amendment one that expires at the end of June.

20:17

Uh there were no changes noted from the department directors.

20:21

Uh however, what DA Pruitt requested was that we do a two-year extension and then come in alignment.

20:31

Todd, if I misspeak, uh just jump in, but come in alignment with the cadence for the DA, right?

20:38

I think uh uh as that position changes or doesn't change or whatever.

20:42

Is that fair?

20:44

That's fair.

20:44

It's it's uh to sync it with the election cycles uh for not only the DA but the city officials, and so that if any new officials have any questions about it, they'll have an opportunity to address it uh soon into their tenure.

21:03

Yeah, so it's just two additional years, uh amendment number two.

21:09

No changes uh from any of the department uh directors were requested, and that's what the is before you.

21:16

Oh, did I miss something?

21:17

Sorry.

21:18

You didn't.

21:18

The one thing I did want to highlight for you, uh, just to put on the record, um the amendment does contain a clause allowing the um executive director of CTA, uh, the DA and the city manager to extend the agreement if there's not going to be any changes to the agreement.

21:37

Thank you, Todd.

21:38

Yes, that was new.

21:39

Apologies.

21:39

Thank you.

21:44

Do we have any questions for Dave or Todd?

21:49

No, I'll just say that I'm gonna add to my list of reasons that Carson City needs a new city hall, and that is there's no parking because WNC is doing their graduation.

21:59

I had to walk a mile and a half barefoot uphill in the snow to get here.

22:07

A new one, so we all have more room.

22:10

And to add that to that, I ran into Garrett in the parking lot.

22:13

He asked me to give him a piggyback, right?

22:15

And I said absolutely not.

22:18

Absolutely.

22:21

All right.

22:22

With that, can we get a motion?

22:26

Uh make a motion to approve.

22:28

Oh, go ahead.

22:29

Okay, Stacy.

22:29

Sorry.

22:31

Go ahead.

22:31

No, uh, I'll make a motion to approve amendment number two.

22:34

Is presented.

22:36

Can we get a second?

22:38

All in favor?

22:39

Aye.

22:40

Aye.

22:42

Aye.

22:43

Any opposed?

22:45

Hearing none, the motion passes.

22:47

Next, we will move on to item 13, the monthly non-action items and presentations.

22:54

And with that, I will turn it over to Executive Director David Peterson.

23:00

Thank you, Chair.

23:01

Thank you, Chris.

23:02

I've just got three quick things for the board this month.

23:06

Really positive, cool things.

22:59

So a couple of updates on the awards front.

23:12

First, and hats off to the marketing team and to KPS3.

23:16

Visit Carson City was just awarded the 2026 Silver Anvil Award from the Public Relations Society of America for excellence in content marketing, business to consumers.

23:28

And that was as a direct result of a winter's charm.

23:31

So our movie, our campaign.

24:06

Obviously, all this just happened at the end of last week.

24:09

Our materials had already been out the door and everything.

24:11

I didn't we didn't want to be presumptuous either and assume we were winning anything right until he had it in his hand, you know.

24:18

Um second award update.

24:21

This came about last week from the Polar Express camp in Colorado.

24:25

Uh the VT Railway Commission, I'm super uh pleased to say was awarded the best onboard experience of the 30 or so Polar Express trains that run throughout the world for last season, November and December.

24:40

So hats off to Carla Wilson and her team, Tom Gray and his team, uh Sherry Bailey, and then really the amazing casting crew, all the kids uh that do such an amazing job and bring Polar Express to life out there at the Eastgate uh depot each and every year.

24:54

So really, really happy, you know, that that uh the team won this because we have been focusing on the experience the last couple years.

25:03

How can we make it a little bit different each year, right?

25:07

Uh for those folks that come back and do a repeat uh within the rules, of course, because we we are governed by very strict guidelines from rail events and Warner Brothers.

25:17

But uh I I do believe that Carla and that team have done a really, really good job of refining and and where we can make it a little bit better, you know, each year, or tweak it a little bit.

25:29

Uh they've done a great job at that, so nice, nice uh acknowledgement from the rail events and then Warner Brothers folks or whoever whoever officially gave the award out or the awards last uh last week.

25:40

So and then I so I just came back from American Canyon, a little bit outside of Napa Valley, and I was absolutely blown away.

25:48

I was a spectator down there at the Cavaija by Bailador del Norte de California, was the 21st annual uh event at the Uva Blanca Ranch.

25:55

It was absolutely amazing.

25:56

Irma was there, uh Matt as well uh from Goldus West as one of the host hotels.

26:02

I mean, she was in all her glory.

26:04

Uh let me just tell you that a hundred-plus horses.

26:07

I I've never seen anything like it my life.

26:08

I've ever never been at one of these events.

26:11

Uh and it was at uh Mr.

26:13

Rodriguez Billy's property.

26:15

Uh I would just say wow, it was it was just the pageantry, horses, the riders, the music.

26:22

It was it was absolutely amazing.

26:24

Stu is gonna talk about what we have coming uh here uh during his presentation, which will be to our knowledge the only event of its kind in northern Nevada.

26:34

I don't want to say anywhere in Nevada because I don't know if Las Vegas has had something like this before, but what a treat uh to watch Frisian horses and delusion horses, Coach of Torreican horses, blended horses.

26:46

My gosh, it was it was really really something else.

26:49

And uh yeah, I I can't wait for the 27th, honestly, of June to bring this event here.

26:56

And I'm not gonna steal your thunder, Stu.

26:58

You still get to uh talk about the event, but wow, um, really, really cool, I must say.

27:04

So I I look forward to what we have coming to Fuji Park next month.

27:08

Um so that's it uh for my update uh this month.

27:13

Happy to answer any questions if the board may have any.

27:18

Okay.

27:18

Uh hearing none, I will go ahead and move on.

27:21

Thank you, uh, to 13B, transient occupancy tax actual versus forecast.

27:27

Uh, the first of the two big sheets in your packet.

27:31

Uh March came in a little bit lower uh than we had projected.

27:37

Uh but I did go ahead and re-project April, May, and June.

27:41

I bumped them up.

27:42

I actually held the overall forecast uh from last month, the 29 uh million ninety-three thousand and change.

27:49

I kept that the same.

27:50

So right now uh we're projecting to come in about 1.63% behind FY26 if you go all the way over to that that last column.

27:59

But I'm positive that maybe we'll beat these numbers uh for April, May and June.

28:04

Just in terms of some conversations that I've I've had off the record with some of the properties who said they had a pretty good uh April and May was shaping up to be be pretty good as well.

28:15

Uh so that's that's where we're looking right now for fiscal 26, just shy of 29.1 million.

28:24

Happy to answer any questions on the 26 forecast if there are any questions from the board.

28:32

Okay.

28:33

Uh hearing none.

28:34

Uh let's go ahead and move on to 13 C.

28:38

So this is our quarterly, and uh we were working with some of the properties to do some cleanup.

28:45

Think uh, thank Chris for her diligence there and and working with uh with some of the properties.

28:50

Uh so this is the one where we're usually on well, we're always gonna be on a lag by the time we get the final quarterly data, and we can kind of go through and validate everything.

28:59

Uh so this is through December.

29:02

Um you can kind of see you know where we're tracking it right for the first six months.

29:07

I know this seems a little silly because we're obviously talking about March right now, but uh that's that's where where we had if we go to that far column and you're looking at taxable revenue for the first half of the year, we're down just a little under uh 600,000, a little under 4900 taxable room nights.

29:24

Occupancy was off just under five percent, um, barely down a quarter there on ADR.

29:31

So I think that's a you know positive at least we're still driving rate, uh, and then RevPAR was off just under six for those first six months.

29:40

So I know it's a little weird since we're again a little bit of a lag here.

29:44

Um our goal again is to try and get it out within that end of that quarter following.

29:53

But like I said, we just had some issues with some of the reporting that I wanted to make sure we had fixed so I wasn't bringing something forward to you guys, knowing that we were working on things behind the scenes and cause confusion that we don't need.

30:05

So uh happy to to answer any questions if the board has any on this particular report.

30:13

Okay, uh hearing none.

30:16

Let us go ahead and move on to 13d.

30:22

Uh events and sales update.

30:23

You guys just have to bear with me because I'm gonna run this uh from up here, not having Lydia.

30:29

So give me a second, uh Stu, and let me fire this thing up.

30:36

Okay, there we go.

30:38

Stu, take it away, sir.

30:41

Uh for the record, Stu Wexler, visit Carson City.

30:45

Um, just gonna recap what we've been doing over the last month, uh, three four three to five weeks, and uh go over some of the events we just had over this last weekend.

30:57

Um we're gonna start with um we had the Tasmanian Boxy Club, which uh their title was Parkinson's Warriors Never Give Up To, which is uh Cisco Rodriguez works with uh people that have Parkinson's disease and helps them along and it's really uh an amazing event, and him and Mirabel both do uh an crazy uh incredible job.

31:25

So they also have the Rocksteady Boxing North Nevada is for people that have the disease, and it's one of eight hundred and forty plus Rock City boxing affiliates in the world.

31:38

So Tasmanian uh boxing club has uh certified uh personnel trainers, weight management, and specialists on site.

31:47

So we had the last event at the Mac Center.

31:50

Um we did have twenty-four fights.

31:53

We did have one cancellation uh in the last fight uh fighter had a postpone or couldn't make it up.

32:01

So 24 fights with a total of 49 fighters.

32:05

Um we actually had 21 gyms that actually participated, and 13 of those gyms were from out of the area, out of state, actually, uh, participating from California, Oregon, and Nevada, along southern Nevada as well.

32:24

And so we did have about 350 spectators, about 460 to 500 people total.

32:31

That's with the coaches, with the fighters, with uh uh some of the trainers and ambulance.

32:37

So uh they did have that throughout the night, and um they had some incredible youth fighters that were just amazing to watch uh these kids and as you can see from some of the pictures.

32:53

Uh we did have our own table, we are sponsored so uh we were able to get our own table ringside seat, and it was pretty pretty incredible.

33:04

And even the people at the Mac Center who were able to attend, they said it was one of the better events they've seen uh since uh they've had some uh sporting events there.

33:18

So we are really appreciative of Cisco and Maribel, they do an incredible job.

33:25

So um, and they have another they do have another one coming in August too, which I'll talk more about that in future upcoming meetings.

33:34

Any questions on the boxing club?

33:39

Nope.

33:41

All right, and then we did have the after that we did have the Nevada Association of Student Council State Conference, and as you could see, I want to appreciate Casey for attending uh that she was sitting there.

33:59

She looks like she's by herself, but there's a lot of kids around.

34:04

Uh, but that was uh about 1,500 students along with chaperones that came from all over the state.

34:11

And if you were driving around Carson City at the time, you could see the the students were everywhere in Carson City, uh talking some of the feedback from the people that did uh put this on.

34:24

They said the feedback they got that Carson was uh Carson City was an incredible host.

34:30

Uh people were shopping, they did have some parents come along that were shopping downtown, mainstream uh shopping centers and stuff, and they uh obviously went to the restaurants, and everyone had um uh really good time, and I uh Lydia went to the Friday uh setup, which was at the Capitol Grounds, and so she represented uh visit Carson City, uh talking to the students, and these students are incredible compared to when I went to school, they're amazing.

35:06

And I went to the final uh Saturday session, which was guest speakers, uh, and they had to be a there most of the students had to be in the auditorium there in the gym.

35:18

It was it was pretty amazing, and they are very attentive.

35:22

Uh I mean just listening to these guest speakers telling these kids uh about life and what they do once they graduate high school.

35:30

So it uh we were very proud to uh be able to work with them on this venture.

35:35

So and it was the first time in about 20 years that this was held here in Carson, so don't know when it will come back, but at least we got to be able to do that uh this time around.

35:47

So any questions on that?

35:50

All right, great.

35:52

And then uh I participated, we had an elevated fam experience uh which was put on by the RSCBA.

36:00

Uh they are incredible.

36:02

They always ask us to participate uh in their fam tours that come across, and so we're always happy to do so.

36:11

We uh started out in Reno.

36:14

We actually and we had Mary Bennett, step on guide, who uh her and I were on the bus with them, and we started from Reno, and we went by the Bowers Mansion and got outward and was uh able to take some pictures and Mary went through the whole history of how Bowers Mansion started.

36:29

In fact, her knowledge of the history of this whole region is incredible.

36:42

And I can tell you, every time Mary is on a fam tour with us as a guide, uh she is incredible and everyone loves her, and she actually as everyone well most of you know, she dresses up as Madame Cure.

36:56

She looks the part, she acts the part, so it was it was pretty uh pretty incredible uh on this one.

37:04

What was nice about this is instead of our regular fam tours, this was elevated where the guests actually had to pay for this experience.

37:17

So we went to Stuart Indian School and were there for the whole day.

37:22

So we didn't have to rush off to another uh tour.

37:27

So in that um when we got to Stuart Indian School, Melanie Smokey, Chris Gibbons, uh Josh Bondy, the executive director.

37:37

We had Dale Bennett, who was an alumni of the school, and Michelle Odella, who was our dancer, performer.

37:46

Just an incredible job.

37:48

I will say that Josh, who's a geologist, gave us a tour of Stewart Indian School.

37:54

If you haven't seen just the buildings and the material, the rocks and the explanation of how everything was built and where some of this material came from.

38:04

They had they had material that came from Yellowstone area.

38:08

So it was really, really incredible.

38:12

Melanie Smokey gave a history of her background and how hard it was for her growing up.

38:22

When you listen to some of these stories, it's just um amazing that and she's so proud to be able to explain and show you know where she came from.

38:33

I mean, she grew up with no hardly any water or any electricity.

38:37

So and she went over all that, and everyone there uh was absolutely fascinated by it.

38:44

And then she did like um before she started, she uh she did like a little song uh welcome song to greet everybody, and everyone just uh we were in the little lecture room and everyone was just still listening to what she had to say.

39:03

So with that, uh she took us around uh some of the uh school along with Josh, and then uh we had some uh uh Dale Bennett who actually made uh the meals for us.

39:19

Uh there were Indian tacos and she has done that before for us, and she tells some stories as well, you know, being an alumni of the school, and um we also had Justin who uh Justin Martin who is Melanie's son, show us basket weaving, uh how to use how to take dog bane and actually turn it into rope uh what they use for making baskets.

39:50

Uh they also use it for bow and arrows, and it's really the talent uh that they have for doing is really amazing.

39:58

So we all got to do it, participate, and everyone had a good really good time.

40:03

And they also made uh a salve for us out of uh wild lavender and they gave everybody a little sample, you know, for healing.

40:12

So overall, the experience was uh really amazing, and everyone had a good time.

40:18

There's about 15 operators and about four staff and uh and Mary Bennett on the tour as well.

40:25

So it went from uh 10 30 to 2 30 where 3 o'clock where they headed back to Reno.

40:31

So uh they're pretty amazing people, and I suggest you know everyone goes if they can go there and see that tour, it's definitely worthwhile.

40:40

Stu, could I jump in for just uh just a quick second.

40:42

So again, uh huge thanks to the Reno Sparks Convention and Visitors Authority who floated the boat, you know, for the travel for these folks coming in, uh, you know, the hotels in Reno, uh getting them here, you know, via uh you know, shuttles and buses and all that good stuff.

41:02

What this was about was unique VIP, like as they said, elevated fam experience.

41:10

Things that the average Joe just can't walk in off the street and do at a particular attraction or or have that experience.

41:18

So this was a customized um curated experience, unique, never been done out at Stuart, and I'm so appreciative that the folks in Reno uh realize you know the value of having these folks come into the other uh destinations within Reno Tahoe territory because I I do believe they were down in uh Douglas County as well in Carson Valley.

41:42

They were up in Virginia City too.

41:44

So this was a really it was a unique, you know, experience from the Carson City uh perspective because the experience that these folks had out at Stewart had not been curated before, and I I really appreciate the fact that we as a small rural destination can be considered, you know, for a VIP or this you know elevated uh visitor experience concept.

42:09

So uh our first endeavor in this, you know, partnering with the RSCBA, but my hope is is that uh it'll be the first of many, you know, that we can curate here in Carson City.

42:20

We're also in a unique situation in that we can partner with our other DMOs that are close to us.

42:27

Uh it's a pretty tight partnership that we have had, and uh they always look out and reach out to all the DMOs in our area to participate in these tours that uh come along, so we're very appreciative of that as well.

42:45

So any questions.

42:50

And this last weekend was actually a very busy weekend.

42:54

Everyone was everywhere.

42:56

Uh we just finished with Stetna's pay dirt race.

43:01

Um Carlos will have Perez will have more information as we go along as opposed to that information, but their goal was to have around 400 registered riders uh in that, and the weather actually started out kind of cool, kind of cloudy, but it turned into a great race.

43:22

And uh from what I saw, I was there most of the day, um, and everyone had a great time.

43:28

So we'll have more information in upcoming meetings uh once Carlos gets all his information in.

43:38

And the next one, we are going to have June 6th, the Nevada State Prison Rumble, which is put on again by Tasmanian Boxing Club, uh Cisco Rodriguez and Mary Bell.

43:51

Um it is going to be uh pretty incredible.

43:55

It's going to be outside.

43:57

We are also going to have a table like we did at the Max Center, a sponsorship table.

44:04

Um so we're getting more information, but their goal is to have about 25 bouts, which is quite a bit.

44:13

So we'll see how that turns out.

44:15

You know, there's always cancellations, um, and they're again will be coming from different states as well.

44:23

Um, and we've had uh quite a few from southern Nevada as well that came will be coming to this, but they will get us more information as as we get closer, and I'll be able to uh report on that on the next meeting.

44:39

Uh I will say too that they have invited everyone on the board.

44:44

So if um you can let me know this week, as the Mary Bell asked me on the ticket side, how many tickets we're gonna be needing, just so they have an idea and she will drop them off.

44:59

That would be great if uh you can let me know or or David as well, if you're if you would like to attend.

45:07

Okay, yeah.

45:09

And then what Dave was talking about is the Caballo Ballador.

45:15

My Spanish is not that great.

45:17

Yes.

45:19

I knew I would say it that way.

45:21

So um they are very excited about this the goal is to have thirty to forty horses that come up.

45:33

David said I think you said there were a hundred horses down there.

45:27

So obviously we're gonna you know for our first one we're gonna look at about uh Billy's goal is to have thirty to four horses thirty to forty horses uh the I can't remember her name but uh our last walkthrough uh Billy had up the one of the his uh vendors he works with for the Southern California uh show that he does down in the city of industry where he has three hundred horses at that show she is gonna be participating up in this show as well so it is uh gonna be pretty incredible Matt's probably heard about it from Irma like uh David said he would she was down there yeah yeah and Billy will be bringing about a hundred to two hundred people with him alone along with the spectators that we'll be um coming up as well and he's been uh up here a couple times marketing he's been going up to Reno different areas uh looking for uh partners to sell tickets with so this is uh his marketing uh uh capability is pretty big he's been doing this for a long time and he's got the partnership with the Southern California association as well so I think that is really going to be huge and uh it's gonna be an all day event with Mariachi and it it's gonna be pretty incredible so we'll get more information too as we get a little bit closer to that as well.

47:08

Stu can I just jump in real quick so uh in t talking to Billy on Saturday night, you know, talked about bringing a second event to Carson City I didn't realize the scope and the scale of what uh he was really talking about until he explained it to me Saturday night.

47:27

Uh he's looking to do a festival you know start on a Friday run it through Sunday we'd have the horse dancing competition on a Saturday and then like a rodeo style on the second day.

47:40

The challenge is us a venue that can accommodate five to ten thousand people I said well then we may not be able to do that in Carson City I mean and it just being brutally honest.

47:55

But that's where his head's going in terms of a festival uh concept you know in effect a Friday Saturday Sunday so I you know I was trying to think of Fuji Mahan I'm like could we have something in the couple thousand yeah you know person range and you know that way we could have a second event festival uh in Carson City um yeah he's open to you know kind of thinking thinking this through and we want to grow things organically but yeah I don't see how we could pull the five to ten thousand off um from a venue standpoint let alone even the rooms you know that we would need for something like that.

48:31

So I mean that's where he's used to Southern California working at that city the bigger uh venues yeah but I think uh for the first one like you said I think you know I don't know about the five thousand but yeah I think we there will be a huge draw from not just this area but the surrounding areas as well.

48:51

And you know how the executive director gets to go to nap it down there.

48:55

So oh next year's too if the opportunity presents itself and I cannot go for whatever reason we'll see if you can go.

49:03

We'll see you'll be fourth on the list.

49:05

Uh after me myself and I.

49:08

So yeah but a lot of opportunity a lot of potential here and I do appreciate uh Irma jumping in to help us because she does this with her daughters right um and so just uh they're gonna open up the competition uh just a great we have a great great I think plan of attack uh but trying to reach out to Smith Valley and Yarrington and all around uh Washoe County, I think we're even out as far potentially Irma's helping us with the folks in Fernley and Fallon even, right?

49:39

Uh to bring those folks in to be a part of the event if we can bring some horse uh horses and their owners, but at the very least, uh spectators, you know as well.

49:50

And I think we can get an overnight at least on Saturday.

49:52

Maybe not the whole weekend, right?

49:53

But if we could get Saturday uh from those folks, I think that's great and they're close, right?

49:58

So I think uh within a one hour drive and obviously we'll let Billy work the Northern S uh Southern California.

50:07

Um he had folks from Oregon, Texas as well.

50:11

Um I'm hoping we can get either some of those folks to consider Carson City.

50:16

I know this is a very short lead up for our event obviously uh but long term you know I'd like to think that we can pull those folks in you know from other states at least for tw you know twenty seven for sure so anyway that's just uh sorry it's due I just wanted to share that because I was there Saturday and you didn't have that uh knowledge uh so while while we're on that if I may uh I think that's a perfect event, the second one for Nevada Day.

50:43

To be able to run that on that weekend and and have those people in town so they get that event they also get to experience Nevada Day.

50:52

That becomes a really good tie to that.

50:54

Uh it also highlights the beef that I've had with Carson City and Fuji Park.

50:59

Like you gotta figure out like what are you doing with Fuji Park.

51:02

Like is it gonna be a rodeo place or is it not gonna be a rodeo place.

51:05

Some years they want to put money into it, some years they don't.

51:08

Um our most expensive piece of land in Carson City is a fishing pond that you maybe see ten people there on a busy day.

51:17

So um you know I think part of this piece if you can build an event like this it helps push the city to what are you gonna do when you grow up at Fuji Park.

51:27

Excellent observation.

51:28

Yeah I I just wanted to also thank Garrett for finally having an opinion on this.

51:40

No it's great and it's it you know overdue and and uh definitely there's a lot I mean it feels like it feels like we're growing in a very fast way and and then events like this present themselves um I can tell you just from this event which is a kind of a smaller version of some of the things they do.

51:59

I mean just our hotel as an example has over three hundred room nights from this event.

52:06

So uh you know so it it you know there's opportunities there.

52:11

Uh yeah infrastructures is always you know gonna be a challenge as we grow I think.

52:18

Well this this event has the potential to actually fill all of the rooms, even some of the newer properties, you know, property that just opened up so uh the more I think we see the properties getting together renovating and opening new ones.

52:33

I I think uh an event like this has potential just to fill everything just the draw just out of that fifty mile radius to come here for an event like this I think is huge for us that the Carson City's getting noticed in that way uh to begin with and the working relationship with Billy that we all have now uh he is excited to be coming up here to do uh an event and show like this t as well.

53:00

So I see nothing but an expansion and as David said uh you know, second show and we'll have to talk twist his arm about Garrett for Nevada Day you know exactly growing the Fuji Park complex or something yeah.

53:14

Well and at some point we could go by county tri county with things like this.

53:18

When you get into the five thousand person it gives us a gives us a lead into something yeah much bigger.

53:25

Kind of like city wide in Washoe County.

53:27

Exactly.

53:28

But with multiple counties.

53:29

Yeah there's definitely options there.

53:32

So I I I never want to say that uh we're too small for anything 'cause when you pull other people in everybody kind of benefits.

53:39

So I think I think we're really on to something here.

53:42

So we never want to count that big numbers out.

53:45

Exactly and with the experience Billy has and his staff and his uh uh connections down in California it's huge.

53:52

Yeah.

53:53

Right.

53:53

County to county here.

53:54

Yeah as opposed to some of the s uh bigger areas in California.

53:59

I it's a lot quicker to get to another county here than it is to get five miles in some other places.

54:03

So we we've got all things.

54:05

Yeah.

54:07

So and the last thing I have is just some of the tournaments.

54:10

It's been a busy weekend this last week and along with Stetna's, we had soccer, we had trap shooting, we had uh battle born blades.

54:18

So uh the Wild West shootout, just to let you know, uh it was huge.

54:24

Um we had uh I didn't get the numbers yet, we'll get those uh for the next meeting, but they had registered 19 clubs coming uh to this area with about 90 teams itself.

54:38

Fifteen of those clubs are from out of the area.

54:41

So uh the wild west was huge.

54:45

Saturday was a great day, Sunday.

54:47

I don't know how that worked out because the weather was really cold, really windy, cloudy, but uh the wild west uh Livermore was packed, north and south fields were extremely packed.

54:59

So that that turned out really well.

55:01

And then the California Youth Shooting Association, they had about a I w I stopped by there.

55:09

Uh they had 137 shooters, uh, all from California, 21 coaches uh plus family.

55:19

So and then they have all they also have coming up to the uh Nevada State Sporting Clay Championship, and they already have registered close to 200 shooters from all over the state, probably from out of the state as well.

55:33

So that'll be going on, and then uh I did go to the Battleborne Blades of Sword Fighting uh here at the community center over the weekend.

55:42

They had 50 registered uh uh competitors in uh different different tournaments, long sword, short sword.

55:53

So it was pretty fascinating to watch.

55:56

They actually had um a good amount of spectators that came uh to this one.

56:01

Uh so that is and he's looking to expand that in the future.

56:05

Uh that battle borne blades.

56:07

If if you ever get a chance, you should go.

56:09

It's pretty fascinating to see the the history and the swords and the everything they use and the classes and the teachers they have there as well.

56:17

And the last one is the Rock and Reno softball tournament.

56:22

So we were supposed to have uh two tournaments starting the 20th, but due to Centennial not being completely done in time, uh our tournaments that are coming here are going to start on May 26th.

56:40

And the since the tournament uh the fields aren't ready, they have to use the two fields.

56:45

They had to adjust the two fields at lower centennial.

56:49

I don't know if you're familiar with that, Matt, but um as you go up to Centennial Field where they're doing synthetic turf, right?

56:56

As you go up, there's three fields, one's not in shape, so that they have to use two fields to combine those tournaments on that.

57:05

So uh they had to deviate and put some up in Reno as well, uh, to do that.

57:14

But uh next year the fields will be done and they'll be back as well.

57:19

So and that's all I got.

57:22

Um any questions?

57:29

Real quick on the prison boxing, where are the tickets being sold online through Tasmanian?

57:36

Yeah, they are being sold online.

57:38

They do have some outlets uh that they're uh they've taken tickets to.

57:42

I don't know what they are.

57:44

I can get you that information.

57:45

I was just curious because the ten dollar uh ten dollar upsell on the prison partial prison tour.

57:53

Yeah, I was wondering.

57:54

Right, you have to go through two different locations or is it one or how's that?

57:58

That I'm not sure about because the Lucius handling uh that part of it.

58:02

So I'll I'll find that out for you.

58:04

Great.

58:06

So uh Mr.

58:07

Chair, you can come through our website, so visit Carson AE.com, you know, forward slash events, and then click on this particular event uh for the prison rumble, and then that will connect you through to the prison's website as well as an option.

58:24

Yeah.

58:24

I know it's hard when you've got multiple entities involved and shared ticketing and all that stuff, but yeah, I would go that direction.

58:31

Just connect through that one.

58:32

And then Tasmanian Site too is selling the tickets as well.

58:37

Okay.

58:38

Uh thank you, Stu.

58:39

A lot going on as you can see, and it doesn't get any better until about the third week in November, uh, quite frankly.

58:46

So good luck.

58:47

Uh to you, Stu.

58:48

And your team of one.

58:50

Um, all right, so if there are no questions for Stu, uh, we'll go ahead and move on to 13E, arts and Culture Update.

58:57

Mr.

58:57

Brooks, take it away.

58:58

Thank you, Eric Brooks for the record.

58:59

We're gonna take a little tour around our larger area and look at the scope of what Carson City has been doing and will continue to have the potential to grow uh outside of our city limits.

59:13

So we've probably all passed by Thunder Mount Indian Monument and wondered what it was.

59:18

The picture on the front and this in page are both photos from that uh monument.

59:24

But let's talk about Candace Scarlock first.

59:28

Next slide, please.

59:30

Candace Garlock is a multidisciplinary artist.

59:33

She's living currently in Reno.

59:36

She's an educator, she's also been a business owner with her print company.

59:41

She was diagnosed with multiple sclerosis, and that changed her entire scope of life, as you may imagine.

59:47

She's currently been, well, the last few years she's been on sabbatical and has been an absolute force of nature in what she's created.

59:54

She has also published two books, uh, a journey through her disease and how she's dealt with that through art.

1:00:03

Brewery Art Center is going to be presenting the world premiere of the complete collection of the Road to Terminus.

1:00:10

It's an absolutely stunning display, and her reception is this Saturday.

1:00:14

So I encourage you to come and meet her and see the work.

1:00:17

She'll also be doing a short talk.

1:00:19

If you aren't able to come this Saturday, it will be up through June 28th.

1:00:24

So that is definitely something you want to see.

1:00:26

This will also be the final solo exhibition at the Brewery Arts Center.

1:00:30

They have changed their hours and their mode of operation.

1:00:34

They'll still be continuing to show artwork.

1:00:37

It's becoming more of an entertainment space.

1:00:39

There'll be a poetry reading.

1:00:41

There already have been poetry readings, open mics, different things.

1:00:46

Uh they also have their liquor license now, so it's more of a multi-genre event where you can go hear some music, you can play games, you can have a drink, and it's more of a destination uh after hours instead of the closing at four PM.

1:01:00

So I think it's gonna be a really good move for them, and it will offer more opportunities for the community to engage with different genres of art.

1:01:08

And Jamie Woodham, um, who's been watching the gallery is gonna take over the realm of gallery curator, which will be great, and she'll be working with six to eight artists, and they'll be on a rotation uh throughout the year.

1:01:22

Well let me reface that.

1:01:23

She'll be there's opportunities for six to eight artists to show at once, and once those artists are up, one or two will rotate out every month.

1:01:32

So there'll be a continual movement of different artists going through the space, which will be I think uh a new activation and exciting for that to happen.

1:01:42

So Thunder Mountain Indian Monument.

1:01:43

If you've driven by this strange structure on your way east on 80 and wondered what it is, well now you're gonna know.

1:01:49

It is a Thunder Mountain Indian Monument.

1:01:51

I've always wanted to stop and with our row roundup events in Elko, I was able to stop and take a look around.

1:01:58

Anyone can stop there and wander through the property.

1:02:01

You can't go inside of the buildings, though.

1:02:03

So the story began a long time ago, 40 years ago.

1:02:07

A gentleman named Frank Van Zant.

1:02:11

Uh his wife died, his son, one of his eight children committed suicide, and he was ready for a change.

1:02:16

He took on the name Chief Rolling Thunder Mountain, found this property and began building, pulling rocks down from the mountain, using a form of cement to create the sculpture.

1:02:28

Uh and with all the things that he had done in the past, this being an artist and and creating a monument was a great fit.

1:02:36

So by the um into the 80s, this became almost like a commune.

1:02:41

People were building property, building spaces where they could live there, and then it had a downturn later into the 80s.

1:02:48

Uh active arson destroyed everything except for the buildings that remain today, and he sold all of his native artifacts and moved away, and then he wrote a goodbye letter and shot himself.

1:02:59

So it is a big picture of how a man can live their life and create great change.

1:03:05

The information on why it's an Indian monument, we won't go into, but it's available online and a really interesting story and shows the power of well, it's a as most of the Native American indigenous stories are, it has some darkness in it.

1:03:19

But it was nice that this gentleman was able to find a way to find some positive things within that story that still resonate today.

1:03:26

So now this broader scope of what's going on in our region.

1:03:30

The Friendly Aces just had their fifth annual music and murals and margaritas festival.

1:03:29

They had a change of venues, so instead of being right in the historic downtown, they moved out to out of town park, which is a much better venue.

1:03:45

Permanent stage that's there, which now has a veterans mural behind it, and then a actually the BAC stage was there for their second stage.

1:03:53

So they had music all day long, even with the bad weather, food trucks, art vendors, other vendors selling their wares.

1:04:01

They had well over a thousand people, and I left, I got there at noon and left around six.

1:04:05

And even in the the colder weather, people were still coming in for that.

1:04:09

They have an art week, so every night that week they had an art event going on, really well attended.

1:04:15

And they have over 100 murals in Little Fernley now, which is absolutely amazing for that community.

1:04:22

And they're uh working on having a fuller aspect of how those visitors can engage with those murals.

1:04:28

That'll hopefully happen in fiscal 27.

1:04:32

So moving on down the highway, Lovelock is going to join Nevada's Mural Highway the end of the mid-end of next month, June 18th to 21st.

1:04:41

They're gonna have currently it's listed as five walls.

1:04:44

I think it's gonna end up being seven walls.

1:04:46

And right now we have Autumn Harry from the Pyramid Lake area, Anthony Ortega, um, Edwin, who did the big mural out on the chamber of commerce in our first one.

1:04:59

Bryce and Joe, so some of the regulars are going to be there for that.

1:05:03

And I put the Thule Duck in photo in there because I'm hoping uh we're working.

1:05:08

The autumn's gonna do a large-scale Thule duck for her piece, which will be great.

1:05:13

So another stop on this mural highway, and then going into Winnemucca in two weeks, they'll be having their second annual.

1:05:20

This is a piece that Eric Burke, Reno based or Eric Burke did at the railroad uh depot, and there are two historic photos within that railroad coupling.

1:05:29

We also had neon place in this piece from Jeff Johnson and Yale Wolf, great, great piece.

1:05:35

So they're really excited to have an addition to the 30 plus murals they did last year.

1:05:41

Right now, Michelle is looking at 23 walls, which is just fabulous.

1:05:46

She's been able to do all of that work.

1:05:48

Um they have from last year, they changed the way they did their committees and subcommittees.

1:05:53

So they have an art selection team, a fundraising team, artist services, a pop-up gallery, a music director, and a vendor director.

1:06:02

So they are really planning on doing another blowout year and making this a signature of the signature event for Winnemaka.

1:06:11

And you know, the visitors that come to Carson and to Northern Nevada, they don't come just to see one little one thing of those, you know, we're part of a bigger collector collective, a cluster.

1:06:23

So a strong regional economy creates longer stays, it creates reasons to base in Carson City and then go out to Fernley, go out to Fallon, further into Elko, but then circle back around into Carson City.

1:06:37

So keeping that in mind, Carson City.

1:06:40

I'm viewing Carson City now as I think we all should, as the cultural anchor of Northern Nevada.

1:06:46

We share a space with Reno Tahoe in the Travel Nevada's designated Reno Tahoe territory, but this isn't the competition, and I think you've been able to see through what Stu has been talking about recently and what Dave has been doing since his tenure began.

1:07:01

This is a collaboration of the region to offer the most comprehensive access to a variety of elevated arts, culture, entertainment, and nature-based uh experiences.

1:07:11

We have a high concentration.

1:07:13

So why are we this anchor?

1:07:14

We have the highest concentration of museums, historic sites, and cultural assets compared to any other city, including Reno in Northern Nevada.

1:07:22

We have year-round education, heritage, history, and arts and culture offerings.

1:07:26

We have the Nevada State Museum, the State Railroad Museum, the state capital, Stewart Indian School and Cultural Center and Museum.

1:07:35

We are central to the state's origin story.

1:07:38

We have the legacy of the Comstock Load, railroad expansion, early frontier life, and authentic indigenous experiences.

1:07:47

So Carson City is the anchor for everything else that you're gonna do throughout Northern Nevada.

1:07:53

And Reno is going to be the arts destination with all that they've been able to do, and we can pair up with that so beautifully as being that cultural anchor next to their arts destination for people to stay and revisit our area.

1:08:12

We're also the gateway to Virginia City, Carson Valley, and Lake Tahoe.

1:08:16

We have the access to all those heritage sites and ghost towns.

1:08:20

We are continuing to invest with your support in public art and placemaking, and this gives a visible, walkable, cultural landscape for all that come to visit.

1:08:29

Also activates our downtown space and creates long-term culture cultural infrastructure with which benefits all of the residents.

1:08:37

And by supporting events in nearby rural communities, Carson City expands its influence and strengthens our tourist economy and reinforces our position as the cultural anchor of Northern Nevada.

1:08:50

Again, we're not competitors with these other areas.

1:08:52

We're collaborators, and in some instances, we're we're the big brother helping these events get going.

1:08:58

We're able to combine historic significance, institutional depth, geographic centrality, and leadership initiatives.

1:09:06

We serve as the cultural anchor and as an arts destination, as well as the gateway to these broader experiences.

1:09:12

So a lot of responsibility in what we're doing, but amazing fulfillment in uh working alongside all of these other groups and being able to offer so much to those who want to come visit.

1:09:25

Uh unique side of the old West.

1:09:29

Happy to answer any questions.

1:09:32

I just want to point out the collaboration between what's going on is just a joy to see.

1:09:39

And I mean, I think we keep hearing it mentioning it more and more.

1:09:46

Uh just appreciate everything you're doing, Eric.

1:09:50

I agree.

1:09:51

And Eric, will you remind all of us the total number of murals when we're talking about the highway?

1:09:59

Uh and this was a great point when we were in Atlanta, that media mission talking to people, and I'd ask them the question, so Nevada's mural highway.

1:10:06

You're gonna start in the Capitol, Carson City, go north to Reno, and then pop on the 80 to go to Fernley, Lovelock in a minute, Winnemucca, Elko, head south into Ely, and then Fallon back to the Capital City.

1:10:20

How many murals, Matt?

1:10:25

Put you on the spot.

1:10:28

That's that is good.

1:10:29

Todd, what do you think?

1:10:34

Garrett, throw a number out there.

1:10:36

400.

1:10:37

That's a great guess.

1:10:39

Andrew, do you want to throw a number in there?

1:10:41

401.

1:10:43

Well, Matt's the price of 401.

1:10:46

That's the winner because we're over 600 murals on that route, with more being added all time to be over.

1:10:53

Okay.

1:10:54

Good call from the casino guy.

1:10:56

You didn't let me let me.

1:11:01

Oh my god.

1:11:02

And that's why Stacy is uh board of supervisor member right there.

1:11:05

My goodness.

1:11:06

Stacy wins again.

1:11:07

Yeah, you got it on the nose.

1:11:08

Stacy.

1:11:11

Yeah.

1:11:12

Nothing but truly opportunity, and just to know that there are that many murals.

1:11:16

That was I think you blew the folks in Atlanta away when Eric was there representing arts and culture on behalf of travel Nevada for the whole state.

1:11:25

No clue.

1:11:27

Just mind boggling, right?

1:11:29

The amount of art that's present in rural Nevada.

1:11:32

On a loop like that.

1:11:33

So, really cool updates.

1:11:35

Yeah, especially thinking of it as being a rural area.

1:11:38

Um, I think we've gone beyond the or beyond the pale, as you might say, with what murals have been able to do, and and they're popular all over the world.

1:11:47

But now our area really looks as what are we gonna do?

1:11:51

Uh Ronnie from the chamber, they were talking to their leadership class.

1:11:54

What do they want to do?

1:11:55

First thing we want to do murals at Governors Fields so two more murals got added there.

1:11:59

It's now not something that let's please do this, let's please do this.

1:12:04

It's other people looking how they can incorporate that into their business.

1:12:07

Juan's put one up.

1:12:08

Had nothing to do with anything that I've done or that we've done.

1:12:11

They just wanted to be part of this thing that's happening, and that's happening in the whole region.

1:12:15

Tony Manfredi from Nevada Arts Council got 250,000 for America 250.

1:12:20

What did he want to do?

1:12:21

He wanted to do a statewide initiative for historic murals in all 17 counties.

1:12:26

And yeah, it's it's something that we're just gonna see more and more of and the the culture has been embraced and we're happy to be on the leading edge of that.

1:12:37

The state guy, it's so much better seeing the art on the walls than just a blank white wall or blue wall, whatever it may whatever it may be, really adds some character and some charm to the city.

1:12:48

So great job.

1:12:51

Well done, sir.

1:12:52

Any other questions for Mr.

1:12:54

Brooks?

1:12:55

All right.

1:12:56

Thank you.

1:12:57

Uh with that, we'll go ahead and move on to 13F marketing and PR update.

1:13:01

I'm gonna be your Lydia for the day.

1:13:03

I think I'll cut this down uh to around forty, forty-five minutes so we can get out of here before six if at all possible.

1:13:11

Uh Stacy's nodding his head, he agrees, thank you.

1:13:15

Uh so we'll talk in digital growth and insights, uh PR update.

1:13:19

We'll talk about the Casa Grande premiere and the Nevada Golf uh magazine.

1:13:25

So first digital growth update, uh overall website traffic.

1:13:29

I'm just gonna hit the highlights you guys because if you have uh difficult questions, we can follow up with Lydia who will know the actual answer to those questions.

1:13:36

Uh it did decrease uh from last month.

1:13:38

That was due to the conclusion of the online display and the online video ads.

1:13:42

However, the website traffic and our lodging uh referrals do remain strong over last year.

1:13:48

Uh our spend was down about 37% uh on the meta front in April uh relative to March that had some similar declines in uh performance, but again, that's part of the overall ad by strategy when we look at that over the course of the whole fiscal year.

1:14:04

Despite that, lodging referrals increased by an impressive 170% month over month and uh ridiculously year over year, six hundred and seventy-one percent.

1:14:14

Uh the updated hotel with mountains image ad and the remarketing campaign was the primary driver of that growth.

1:14:21

And this image um is of the GDW uh map, just so you know, for this particular uh run on the campaign front.

1:14:30

Uh we did spend about twelve percent less on paid search in April than we did in March, and that also resulted in some similar declines.

1:14:37

But again, uh their lodging referrals remained flat compared to last month.

1:14:47

And then I if you guys want me to go through the specifics on digital growth for April, I'm I'm happy to do that, but uh I just leave it to you if there's a question.

1:14:58

I'm happy to answer any any questions there if there are any.

1:15:03

Um, with that, I'll advance us to public relations.

1:15:09

Pretty good month.

1:15:10

Um honestly, I think it was a great month.

1:15:12

Promoting local events, and we had the Nashville Social Club concerts, we had the Cinco de Mayo, uh all that was picked up by the RGJ, uh Reno News and Review and AOL.

1:15:23

The Casa Grande premiere was also featured in the record courier, uh, and a freelance travel writer and Michigan-based radio showrunner, Michael Patrick Shields uh visited Carson City, and that was facilitated uh through Reno Tahoe Territory, a grant that uh we received uh from Travel Nevada on that front.

1:15:45

And then speaking of the Casa Grande premiere, uh I'm just got some comments here.

1:15:51

Lydia wants to thank everyone who was able to attend uh that local Casa Grande premiere.

1:15:57

It was a 48 hour turnaround uh by the time they could get the approval from the studio and whoever has to approve all of this stuff out of Hollywood.

1:16:06

Uh so not a lot of lead time on on these things.

1:16:11

Uh and uh a production company finally a green lighted a one time screening.

1:16:16

And we did partner with Cordillera, so thanks to uh Emily Scale Gold in there.

1:16:21

Thank you to the folks at the Galaxy Theater and Fandango uh to allow us to screen the film for one night and host an after party for the attendance, uh for the attendees, including the cast and the crew who were able to come back to Carson City.

1:16:35

So I think that was a a nice bonus.

1:16:38

As a friendly reminder, the film was shot between Carson Valley and Carson City, and at two homes in Washow Valley.

1:16:45

So we talk about, you know, us going beyond the county lines here.

1:16:49

I really think when it comes to film, uh this is totally okay, you guys, because the visitor uh doesn't know the difference between the kind of lines.

1:16:58

Somebody watching a movie isn't gonna know.

1:16:59

Oh my god that mountain was you know just over the south in Douglas County or something like that.

1:17:04

So I I really appreciate our partners here.

1:17:08

Uh in Carson City we shot at the bank saloon uh the Griffin uh company office across the parking lot the solar fields at the wastewater treatment plant Heidi's restaurant America's best value in and the prison of course so the casting crew all stayed here in Carson City uh while filming and that was hundreds of room nights I uh sorry I don't have the exact number I'm just going off the notes here uh but it was very uh positive for Parson City I'll just say um and again I I think it was really good that we hosted we celebrated what we hope is just one of many uh to come Lydia again is in uh was in uh niece uh last week at the Cannes um uh movie uh festival so she's helping did I say that right no I didn't say that film festival what'd I say movie yeah sorry film festival uh yeah I gotta yeah it's a new it's a new one yeah they expanded um so again yes she was there representing Reno Tao territory but Carson City is a part of Reno Tahoe territory so uh yes uh she does want me to mention that I missed this premiere as well because I was up in Glacier National Park um so yeah I've missed both of the premiers that we've had here in Carson City but I also told her give me a heads up you know maybe three four months in advance when you're gonna do one of these and then I can make sure my schedule permit me to be there.

1:18:32

So thank you to everybody in Carson City all of our businesses locations the city for helping obviously with the permitting you know just grateful that we have such a efficient quick process because the turnaround on these things like if something comes our way Emily reaches out calls Lydia uh our ability to answer like that evening is the difference between these folks one potentially filming in our destination but two bringing the room nights and I kid you not because that's exactly what has happened on the last couple of of films so we were able to work that quickly with the city get the permitting get the answers boom you know and away we went so all right let's get into Nevada magazine this is a it was a huge my goodness look at that cover over there at Silver Oak.

1:19:27

So uh due to our longstanding partnership with the Nevada Golf and Leisure they actually featured the Silver Oak uh golf course on the cover of the spring issue and the right image is our full page ad that went in the magazine uh and a bonus Utah golf and leisure magazine as well so this was very nice of these folks uh to do that and I had his name on the tip of my tongue and I've I've I've spaced it um but yeah very appreciative of them for doing that I think that's a great uh win for Carson City and and uh the silk folks at Silver Oak so uh wonderful yeah so that's all I've got for you on the marketing and PR front for this month uh any questions no you I was uh um in beautiful Elko Nevada and unable to make the film premiere so I'm sorry I missed that I'm looking forward to watching it um and I'm also happy to see some golf mentioned that's a good thing.

1:20:28

Well to be clear we did notice you and Dave nodded it was mentioned.

1:20:33

No I'm just kidding I feel like I was at a better place though Garrett uh maybe because I just come from Elco to go to Glacier so I hit them both but um yeah probably yes yes so that's uh marketing and PR for you if there are no uh questions we will move on to 13G future agenda items anybody have anything they'd like to see come forward uh hearing uh no requests.

1:21:03

We'll move on to thirteen H upcoming meetings right here.

1:21:07

Same building, Monday, June eighth, four PM.

1:21:11

And with that, I'll turn it back over to the chair.

1:21:13

Thank you, sir.

1:21:15

Thank you, David.

1:21:16

Uh, next, we will move on to item fourteen board comments and announcements.

1:21:22

Do we have any announcements or board questions?

1:21:30

Stacey.

1:21:32

Yeah, just uh one comment this Thursday at our board meeting.

1:21:28

We'll be discussing short term rentals.

1:21:39

Um, again, hopefully providing the final direction to the district attorney's office to start drafting uh the ordinance.

1:21:48

So if you have an interest in that, it'll be the uh towards the end of our uh meeting.

1:21:53

I think it's a last agenda item or one of the last agenda items.

1:22:00

Real quick, Stacey, yeah, correct me if I'm wrong on that.

1:22:03

I know the Realtors Association's been working hard on this issue with the city.

1:22:07

There will be room tax paid by short term rental property owners.

1:22:12

Is that correct?

1:22:14

Uh, that is one of the items that we will be finalizing, and that's why I brought it up here.

1:22:19

But um, yeah, that's one of the items that we'll be finalizing.

1:22:28

I just want to say one thing.

1:22:29

I want to congratulate uh executive director David Peterson for winning the executive director.

1:22:37

Uh as the chair of the Reno Tahoe Territory, he received the Larry J.

1:22:43

Friedman Industry Partner of the Year Award.

1:22:46

And we do want to that's a big honor, and we want to congratulate you, Dave, and say it's uh well deserved.

1:22:55

Thank you.

1:22:57

Very nice.

1:22:58

It also means that it it also means that he can never retire.

1:23:02

That's exactly right.

1:23:04

Don't tell my wife that.

1:23:09

Thank you.

1:23:12

Any other comments?

1:23:13

Next, we will move on to item fifteen, public comment.

1:23:17

We have any public comment.

1:23:19

Hearing none, we will move on to item sixteen.

1:23:22

We are officially adjourned.

Meeting Transcript

Culture and Tourism Authority Board of Directors meeting. Today is Monday, May 18th, 2026. It is four PM, and we are at the Carson City Community Center, Robert Pop Krawl Boardroom. Can I get a roll call? Andrew Reno. Here. Garrett Lapier. Here. Matt Dodd. Stacey Geomi. Here. We have a quorum. Great, thank you. If everybody could please stand for the Pledge of Allegiance. Does any member of the board have any additions? Nope. I make a motion to approve the minutes from our April thirteenth, twenty twenty-six CTA board meeting. Hearing none, the motion passes. Move to approve the consent agenda. All second. All in favor? Aye. Any opposed? Hearing none, the motion passes. Next, we will move on to agenda item nine. Discussion and possible action regarding the final budget for physical year 2027 for the Carson City Culture and Tourism Authority. I will now open the public hearing to consider the approval of the physical year 2027 final budget for the Carson City Culture and Tourism Authority. I will first allow questions from members of the CTA staff. I will then entertain questions for and public input, followed by questions from the CTA board. I will then close the hearing before we move on to the next agenda item, which is to take action and approve the physical year 2027 final budget. With that, are there any questions from the CTA staff? No questions from the staff chair. This is Dave Peterson for the record. Thank you, sir. Are there any questions or input from the public? Hearing none, I will now close the hearing and open it up to the board to discuss the physical year 2027 budget. And I will turn it over to Chris so she can kind of go through it a little bit. Great. So the tentative budget is pretty much exactly the same as, or the final budget is pretty much exactly the same as the tentative that you guys agreed to in April. But we do have one change in that we had to separate out our lease because in our 2025 fiscal year in the audit, they um we had to separate the lease under the GAS GASB 87. So it basically just the dollar amounts are all the same. They're just moved around a little bit. So I can go into further detail on it, but in the end, all of the numbers are exactly the same as what you guys agreed to in April. So let me know if you want me to go into more detail about it. Okay. Do we have any questions from the board? Hearing none, can I get a motion to approve the 2027 physical year budget? So moved. Second. All in favor of approving the 2027 CTA physical year budget.
