  • Approved statement of accounts for payable checks paid April 1–30, 2026.

  • Approved third amendment to contract FY24-C003 with Cheryl Bailey LLC, extending term one year and increasing amount by $79,200 (10% increase) to a new total not to exceed $261,200. Discussion Items

  • Marketing Update (Melissa, via Zoom): Reported strong May digital performance: clicks up 67%, cost per click down 40%, click-through rate up 48%, unique impressions doubled. Outdoor campaigns delivered 1.3 million (Mother’s Day) and 1.56 million (general session) impressions. Television ran 299 spots; KTVN delivered 76 spots for $1 each. Radio delivered 630 spots across nine stations. Melissa presented the next fiscal year media plan (budget $65,680), noting increased social media investment through Regina. She stated that running ads in July–August avoids the general election political window. Commissioner Hicks praised paid search performance (24.66% click-through rate vs. 13% industry average).
  • Track Maintenance Update (Chair Mitchell): Reported conversation with Chris about a parcel adjacent to Eastgate Depot. A claimant said he owned rights; research (via Commissioner Hicks) confirmed it is a BLM parcel where the commission stores items. BLM noted no permit on file and requested one. Chair will reach out to BLM to formalize usage. Chris has been working with neighbors on fencing at lot lines.
  • Operations & Training Report (Candy Duncan, V&T Railroad): Reported Father’s Day event was not sold out, but participants were very positive. She suggested the 72-hour cancellation policy may deter advance bookings and recommended reconsidering a 24-hour window. Noted strong walk-up traffic and increased one-way ticket sales. Also noted the railroad is focusing on the 50th anniversary of the rebirth of the V&T Railroad over the July 4th weekend, with steam engine #18 running.
  • Wood Rogers Slope Stabilization Report (Jason Dale, Senior Engineer): Presented findings from site characterization, test pits, lab testing, and slope stability analysis. Key conclusion: the landslide is shallow (2–3 feet of clay gravel over weathered rock) and water-driven, not deep-seated. Under average dry conditions, the slope is stable; risk increases with heavy rain or seismic events. Mitigation options range from monitoring and annual debris removal (~$0 cost) to a French drain (~$100,000) to major grading/walls (~$1 million). Dale stated the landslide does not pose a significant threat to the rail line and does not require immediate action.

Key Outcomes

  • All contract amendments approved unanimously.
  • Commission took no action on slope stabilization; will continue monitoring per Dale’s recommendation.
  • Upcoming meeting date: Commissioners Hicks and Peterson are unavailable July 22–31. Chair Mitchell available on July 15 or 23; July 15 conflicts with RFP turnaround deadline. Staff will check availability and confirm a date.
  • Commissioner announcement: Painting of the Eastgate Depot has begun; photos and drone footage will be shared.

Um we will limit public comment to three minutes per person. Is there anyone here that has public comment? All right, seeing none, we will move on to item number five, which is approval of the minutes of our May 27th, 2026 meeting. Does anyone on the commission have uh questions or comments about those minutes? Yeah, I just want to note that there's a numbering issue on the minutes. It goes to like 10 and then 12 and then back to eleven or something, but that's it. Nothing in the actual verbiage, just the numbers. Keep scrolling. Keep going. Oh, repeat a repeat of repeat. Yeah, repeating this. Alright. I think it's after item 11 and then yeah, well, we're trying a new numbering system where 12 is the max. You just you just repeat. I mean, it's about time. We've been doing it the other way for so long. Yeah. Trying to remember everything above that is just too much work. Very good. Thank you for pointing that out.
