Carson City Airport Authority Meeting - August 19, 2026

The Carson City Airport Authority met on Wednesday, August 19, 2026, at 5:30 p.m. at the Carson City Community Center (Robert Crowell Board Room). The board took action on an FAA grant contract, an FBO permit, and a lease assignment, and discussed proposed updates to airport driving and access control rules. All votes were unanimous.

Consent Calendar

  • No consent agenda items were presented.

Public Comments & Testimony

  • Loretta Hamilton expressed concern about tailgating through gates and the proposed progressive discipline, suggesting stronger penalties, including a six-month suspension for a first offense and twelve months for a second offense.
  • Paul Hamilton, representing Support Aviation Center, spoke in favor of increased penalties and fees for driving rule violations, stating that a financial consequence would be more effective than written warnings. He also raised concerns about unauthorized individuals following key holders through access gates.
  • Kirk Allen, a neighbor of the airport, suggested quarterly hangar inspections with a random sampling ratio and reinspection of previously identified offenders.
  • Fred Austin asked for action on a tax-related document regarding the Cactus Airforce/AADF Legacy Airbase transition; the document was handed to legal counsel.

Discussion Items

Airport Engineer's Report (Non-Action)

  • Airport Engineer Brian reported that the main apron rehab and 2025 pavement preservation work was completed in the weeks of July 27 and August 3, with final striping scheduled after Labor Day. Upcoming projects include Taxiway Bravo reconstruction and North Apron pavement preservation, both with FAA grants awarded.

H1: AIP Grant 49 (originally identified as 51) – Runway Safety Area Drainage and Improvements

  • Airport Manager Corey Jenkins explained the project history, including a rebid process, FAA funding adjustments, and the decision to split the project into two grants to fund the full base bid with paved shoulders. The grant offer was received as AIP Grant 49.
  • A motion carried unanimously to award the base bid contract to Pave-Tech in the amount of $2,491,680, pending an AIP grant award of one million seven hundred eighty-seven thousand ninety-two dollars, with the remaining project costs to be funded by a second AIP grant in fiscal year 2027. The project will proceed under two notices to proceed.
  • Board discussion covered pavement design for the critical aircraft (60,000-pound dual wheel), the width of paved shoulders, and why an alternate bid for new runway lights was not selected.

H2: FBO Permit – Nunez Extreme Mobile Detailing LLC

  • Staff recommended approval of a Class V FBO permit for aircraft cleaning services; the applicant met all requirements. Board members praised the applicant for following proper procedures.
  • A motion carried unanimously to approve the Class V FBO permit for Nunez Extreme Mobile Detailing LLC.

H3: Lease Assignment – Cactus Airforce, LLC to AADF Legacy Airbase, Inc.

  • Staff summarized that Legacy Airbase purchased the Cactus Airforce hangar and partners with Dream Flights to provide flights for veterans. The lease assignment is contingent on board approval and includes a safe access plan.
  • A motion carried unanimously to approve the lease assignment from Cactus Airforce, LLC to AADF Legacy Airbase, Inc.

H4: Updated Airport Driving and Access Control Rules and Regulations

  • Staff presented two drafts of revised rules, expanding scope from vehicles to all airport access, implementing gate access control regulations, clarifying movement and non-movement areas, adding educational components, and giving enforcement authority to the airport manager's designee. The two drafts differ on whether fees are included.
  • Board members discussed due process, enforcement, and the role of fees as an intermediate penalty. Some supported fees as a deterrent; one member voiced caution about additional fees. No formal action was taken.
  • The board directed that an agenda item be prepared for the next meeting to appoint a committee (Chair Pulitz, Treasurer Sutton, and Member Stewart) to refine the drafts, with publicly noticed committee meetings open to the public.

Airport Manager's Report (Non-Action)

  • Corey Jenkins reported substantial completion of the SRE building, a letter to the FAA requesting expedited nighttime instrument approach approval, and ongoing hangar use compliance efforts, including 100- or 180-day extensions for some tenants.
  • The annual Aviation Festival and Open House was canceled due to security vulnerabilities at the proposed north-side location; alternative sites are being considered for next year.
  • Airfield incidents included a small mowing fire extinguished on-site, a gear-up landing response, and a sign damaged by an aircraft that was recovered. Legacy Airbase and Dream Flights conducted flights for 10 veterans in a North American T6 Texan on June 28.

Legal Counsel's Report (Non-Action)

  • Steve Takis reported on hangar inspection requirements if compliance is not demonstrated, the status of a serial trespasser, and ongoing litigation regarding a collision of two aircraft on the airport.

Treasurer's Report (Non-Action)

  • Treasurer Sutton reported that financial statements were provided in the board pack and that the airport is preparing for its annual audit.

Report from Authority Members

  • Vice Chair Norville asked about a possible airport generator; the manager noted cost/benefit considerations and that it is in the ACIP but unlikely to be FAA-funded.
  • The board agreed to include an agenda item for the next meeting to formally appoint the driving rules committee.

Key Outcomes

  • Minutes of the previous meeting were approved unanimously.
  • AIP Grant 49 contract awarded to Pave-Tech for $2,491,680, conditioned on the grant award and second-year funding, unanimously approved.
  • Class V FBO permit approved for Nunez Extreme Mobile Detailing LLC unanimously.
  • Lease assignment from Cactus Airforce, LLC to AADF Legacy Airbase, Inc. approved unanimously.
  • No vote on the driving rules drafts; the board directed staff to agendize formation of a committee to continue the review.
