Public Comments & Testimony
- The board opened the public comment period twice (once before item one and again before adjournment). No members of the public spoke, either in person or by phone.
Discussion Items
- Item 1 – Approval of Agenda: Approved unanimously by voice vote after a motion by Commissioner Naft and a second by Councilman Stewart.
- Item 2 – Approval of Minutes (December 4, 2025): Commissioner Naft moved approval, seconded by Councilman Stewart. Councilwoman Kelly abstained because she had not yet been sworn in at the prior meeting; however, her vote did not affect the unanimous outcome. The minutes were approved.
- Item 3 – Resolution on General Obligation Bonds for Southern Nevada Water Authority: County Counsel Anna Danchuk presented the resolution, noting it was the third time the board had seen the proposal. The bonds are for refunding purposes issued by the county, with proceeds passed to the Water Authority, which repays the county. Estimated savings are conservatively $5.4 million (3% of principal), with current market conditions potentially yielding $9 million (5%). The bond sale is planned for July 2026, closing in August, with no impact on the tax rate. A commissioner asked whether issuance costs were included (yes). The board requested notification when the bonds go to market. The resolution was approved on a motion by Councilman Churchill, seconded by Commissioner Naft, and carried unanimously.
- Item 4 – Appointment of Chair and Vice Chair: Commissioner Naft moved to reappoint Commissioner Kirkpatrick as chair and Councilman Ann Stewart as vice chair. The motion was seconded by Dan Shaw. No other nominations were made, and the motion carried unanimously.

Meeting Transcript
None. Anyone on the phone? Go ahead and close the public comment and we'll move to item number one. Item number one is the approval of the agenda. I move approval the agenda. I have a motion by Commissioner Naft. A second by Councilman Stewart. Any discussion? All those in favor, please say aye. Aye. Aye. And that motion carries. Second item is item number two, approval of the minutes of the regular meeting that was held on December 4th, 2025. I just want to make a disclosure that Councilwoman Kelly wasn't actually sworn in. So her um her vote on the whatever we did did not uh sway it one way or another because we had unanimous approval, but she will be abstaining from the minutes. Is that good, Lisa? Okay. All right. So uh I would entertain a motion of the minutes. You got it by Commissioner Naft, second by Councilman Stewart. Any further discussion? All those in favor, please say aye. Aye. Aye. Opposed. And that motion carries. Item number three is approve, adopt, and authorized the chair to send a resolution concerning a proposal to issue general obligation bonds for refunding purposes for Southern Nevada Water Authority. And good morning. This is the third time some of us have seen this, so uh you don't have to go too much into detail unless you want to. Yeah, we've got a long agenda, so we'd like to know. Anna Danchuk, I'm the counselor for Clark County, and joining me is Kathy Sislack, who's the financial advisor on this transaction, as well as Paul Johnson, who's the CFO for um Southern Nevada Water Authority. Just like to point out the I don't know, it's been a couple years since we've had a bond bank refunding, so these are a little bit different. So the county issues the the bonds and then gives the proceeds to the Southern Nevada Water Authority, which are pays the county back for the bonds. Um so you've seen it a couple times just to put on the record the estimated savings, very conservative estimate is 5.4 million or 3%, which is the minimum threshold where we would take the debt out. Um but in today's market it's much higher, it'd be about 9 million or 5%. Um the plan is to do the bond sale in July and close in August of this summer. Umcuda in the packet um shows there's sufficient pledged revenue, so there's no impact to the tax rate. So with that, if you have any questions. Okay, is anybody on the phone have any questions first? Councilman Churchill or uh trustees. Well, no, Commissioner I don't. Okay, trustee. No, I'm good. Thanks. Does anybody here have any comments or questions? Yes, information. Do you calculate reassurance cost and the savings? The issuance cost, yes, we do. Okay. Okay.
