5:23

Thank you.

5:23

Tyler.

5:25

Well, good morning.

5:26

Pleasure to be with you all again.

5:27

Uh really excited to provide an update today on both the community benefits uh progress that we've made on the ballpark as well as the construction progress update itself.

5:38

Um right now we're averaging around uh 775 craft on site each day.

5:43

So our badging, we have over 800 people that are badging through the project, you know, including office staff, but our our uh craft number is around 775.

5:52

Um so I'm excited today.

5:54

The agenda that I'm gonna walk through is gonna start with again the uh construction update.

5:58

I'll provide a community update, and then we will uh close off the um presentation with a lovely video from the athletics that they had assembled.

6:06

Uh I like to just start these conversations with the progress since last meeting.

6:11

Uh and there's a video that'll play after this slide, but just side by side, I think this really shows the amount of work that's gone in place by the tremendous uh workforce that's here in Las Vegas between last month and or excuse me, last meeting and this meeting.

6:24

Um so you can see the amount of work that's happened, you know, specifically within the bowl, the steel, the slab on metal decks, the pre-cast, the trusses, and uh a lot of the shoring towers.

6:34

And uh, I'm gonna narrate some of that month by month in this next video.

6:39

Uh I forget if I have to click.

6:41

Here it goes.

6:42

So going back to May 4th, um, and uh just around when we met last.

6:47

Uh we had not set a single truss on the project.

6:50

Um we hadn't put any finished coats of uh plaster stucco on that exterior bottom section, and we were really still working on uh on steel, you know, still behind home plate and working our way both east and west.

7:03

Um this next video uh when it switches over, we still had um uh the outer bowl that hadn't started either.

7:12

Uh here in June, we start to see the steel continuing to progress around.

7:16

We're starting to get the finish or some of the um additional coats for uh the exterior um structure enclosure wall uh moving along, and then you can actually see the first truss that we had set there.

7:29

Um continuing to work our way around, slab on metal decks, structural decks, and uh and then you see those shoring towers continuing to uh to to fly up into the air.

7:39

Uh exciting shot here showing the completion of that first truss all the way across.

7:44

Um majority of the shoring towers at this point are up in the air.

7:47

You can see the finish coat actually going up on that exterior wall.

7:50

Uh escalators had been set, slab on metal deck is progressing all the way around.

7:55

Uh still on this 600 level, we still have a little bit remaining, and then steel is continuing to get decked out, you know, up until that opening that you see, which is the uh where that cable net wall will eventually be installed.

8:08

Uh this video just happened to be set, uh shot last Tuesday.

8:12

So if you look, you can actually see the truss in that far section that is on the hook, as we would say.

8:18

So uh that steel is up in the air.

8:20

We had set the lower portion on that bottom right, that truss had been set earlier that morning, and uh that upper section had been set by uh by midday.

8:29

Uh you can see the um concourse on the outer bowl being set as well with steel, and uh that uh work is set to finish up here in um in the next month or so.

8:41

Uh as we continue to progress around, uh you can see we've got a lot of uh equipment that is that's uh been delivered to site.

8:48

Um when you go and walk on the interiors, you can I think a lot of this group would be really impressed just to see the progress that's happened there as well uh with interior framing, MEP Ruffin, drywall, um, really getting prepared for uh finishes to kick off um later this year.

Discussion Items

Construction Update (Tyler Bannicott, Mortenson McCarthy)

  • Progress: An average of 775 craft workers on site daily; over 800 people badged. Construction spending to date: approximately $360 million (hard construction only). Soft costs (estimated 35-40% additional) will be addressed at a separate meeting.
  • Visuals: A video showed progress from May 4 to August 11, including steel erection, truss setting, slab on metal deck, pre-cast, and shoring towers. The first truss was set in June; cable net wall installation begins March 2027.
  • Workforce: 75.8% targeted workers (above the 51% requirement). Demographics shared: male/female, veteran, and targeted worker breakdowns.
  • SLB Participation: Currently at 16.19% of total commitments (threshold 15%). Tyler Bannicott noted fluctuations are normal due to change orders. 80 Nevada-based contractors awarded; 166 total small local, women-owned, and minority-owned businesses (114 small local, 21 minority, 31 women-owned). Paid to date: $26.5 million through June 2026; an additional $6 million in July.
  • Small Business Mentorship Program: Cohort of 12 businesses; two sessions completed (responding to RFPs, contracts management). The program aims to help businesses grow from tiered to prime contractors, improve scheduling and capacity. Feedback collected via problem statements. Committee members encouraged making the program more official with a certificate or plaque.
  • Community Engagement: Four events completed in 2026; three more planned (Goody Two Shoes, Choice for Tots, Race Across America). Jobsite lunches scheduled for the remainder of the year.

Athletics Organization Video and Remarks

  • A video highlighted community investments (e.g., Book Bus, Classroom in a Box, Day of Surprises). The A's community engagement team (Stephanie and Shannon) were recognized. The team recently played a six-game series in Summerlin and participated in local events.
  • Committee members praised the A's for their community presence, noting 76 nonprofits engaged. A committee member expressed concern about the lack of planned ancillary development (hotel, casino) near the stadium and its potential impact on the fan experience. The A's representative acknowledged the concern but noted it is beyond their control.

Verification Report (Don Burnette, Committee Director)

  • Workforce Verification: Reviewed 100% of payroll records through June 30, 2026 (over 20,000 entries). Total hours: 728,000 (54% increase from Q1). Validated targeted workforce hours: 552,145. Reconciliation with Mortenson McCarthy completed.
  • SLB Verification: Reviewed 100% of payments through June 30. Total payments to all contractors: $334 million. Payments to SLBs: $26 million to 38 entities. Report validated after reconciliation.
  • Burnette committed to 100% review for quarterly reports going forward.

Framework Reminder (Ed Finger, Stadium Authority)

  • Ed Finger reminded the committee of the five pillars of the CBA during construction: 51% workforce requirement, 15% SLB requirement, SLB mentorship program, living wage (covered by union contracts), and reporting/verification/enforcement.

Key Outcomes

  • No formal votes were taken beyond the consent calendar.
  • The committee received and discussed the construction and community benefits updates.
  • The committee expressed appreciation for the 100% verification effort and the small business mentorship program.
  • The Athletics organization will share the community video with committee members.
  • Presentations will be distributed to committee members via the Stadium Authority's office.
  • The meeting was adjourned without further action.
