Consent Calendar
- Approval of Minutes: The committee voted unanimously to approve the minutes of the March 5, 2026 regular meeting. Motion by Howlett, second by McDaniel, carried with all four members voting yes.
Public Comments & Testimony
- Terry Davis (Liberty National Global Life): Mr. Davis presented the company's supplemental benefits, emphasizing their life insurance and cancer policies. He highlighted a group life policy that locks premiums until age 65 and covers to age 100, a cancer benefit with no cap and $3,500 initial payout, and a cash cancer policy paying $10,000–$50,000 tax-free. He described the company's 125-year history and partnerships with major sports teams. No formal action was taken on his presentation, but he was asked to leave business cards.
Discussion Items
- Status Update from Classen Family Medicine (Wellness Exams): Emergency Manager George Mauldin deferred to Hussain and Channel from Classen Family Medicine. They proposed a wellness exam program for county employees, including blood tests (lipids, A1C, CBC, CMP, thyroid, and optional hormone levels) at a cost of $75 per employee, with the county paying and results provided directly to employees. The program would be offered at the 2000 site clinic, the jail (once the sheriff's office moves in April), and possibly at department locations. The committee discussed logistics, scheduling, and the need for fasting. No vote was taken, but the committee indicated general approval and asked for a timeline.
- Wellness Initiative (May/July Timeline): Bailey, a staff member, presented a wellness challenge planned to start in May, but app development may push it to July. The 90-day challenge requires 180 points from activities (physical, preventative, mental, nutrition, community, etc.) to earn a $250 incentive. The committee discussed making the program inclusive for employees with mobility issues. No formal action was taken; the initiative was noted for future implementation.
- Additional Services at Classen Facilities: The representatives noted that the Moore clinic has added pediatric and ENT (ear, nose, throat) specialties, and orthopedics and cardiology are available at the Norman clinic. These are part of the county's contract but not specifically for employee benefits. They encouraged committee members to ask employees for feedback on why some may not be using the family medicine services.

This committee. Um for Thursday, April second, twenty twenty-six at nine AM. I'm going to do roll call. Cleveland absent war absent. How it here? McDaniel here. Williams here. Richards. We have a quorum. Um first step is the approval of minutes. I'll make a motion to approve second. Motion to approve in a second. Roll call. How it yes? McDaniel, yes. Williams? Yes. Richard, yes. Motion carry. Terry Davis. Yes. You would like to stand up and speak. That would be at the phone. Do you have two minutes? Okay. We are I'm with Liberty National Global Life. We do supplemental benefits and give you a excuse me. I'll be okay for that. Thank you so much. So uh what we were asked to come explain our benefits of uh to you all. Um we we were here, I think uh speaking with Rod last month. Uh he said we told everything on paper looks the same when it comes to supplemental benefits. But the difference is how the structure. We've been around for 125 years. No, yes, sir. Okay, outstanding. And so uh we've been around twenty-five years. And so if you know you've never seen any advertising on TV, radio, any things that nature. But when it comes to life insurance, we have more policy holders than any other life insurance company in the country. And so that says something about our company that we have a good product. And secondly, we have uh several uh major league partnerships. Uh the Texas Rangers Baseball Stadium is called Globe Like Stadium, as well as we are the official life insurance providers of the Texas Rangers, Dallas Cowboys, LA Lakers, and we have a relationship with the Atlanta Braves, which is my team, being from the East Coast. Also, um, okay. Um, I get to what we what we do offer. Our um, our most popular benefit is our life insurance. We do have uh several types of life insurance. The most popular ones would call group 65. The reason that one is so popular is because those at 55 and younger, you only have to pay your premiums until you're 65. Once you turn 65, that's it, you pay nothing else. But that's still that particular policy still covers you to age 100.
