So I thought fantastic for our so are you talking about north, you talk about just the we're gonna paint both sides green, and so what will happen is before we dish out the placards, we'll go back through, we'll paint uh certain areas uh the different colors to match out with the packards for the employees.

4:22

The green will have a big side.

Cleveland County Infrastructure Committee Regular Meeting - June 25, 2026

The Cleveland County Infrastructure Committee met on June 25, 2026, at 10:37 AM (agenda listed 10:30 AM) in Norman, Oklahoma. The meeting was called to order by Chairman Warr, with a quorum present. The committee reviewed and approved the minutes of the May 28, 2026 meeting, received an infrastructure report from Facilities Manager Brian Wint, and discussed several ongoing projects including parking lot improvements, building maintenance, and future plans.

Approval of Minutes

  • Item 1: The committee unanimously approved the minutes of the regular meeting held on May 28, 2026. (Motion and second; no opposition noted.)

Public Comments

  • No members of the public signed up to speak.

Discussion Items – Infrastructure Report

Brian Wint provided a comprehensive update on county facilities:

  • Elevators: No new developments.
  • Lighting Controls: Approved funding to be moved; parts ordered next week.
  • Air Handler: Parts arriving; installation postponed to fall 2026 to minimize disruption. The work will take 7–8 days and affect the first floor of the new courthouse.
  • Parking Lot Painting: All county-owned lots (except Thompson lot) painted green. Total 388 parking spaces (140–150 added with the new lot). Green spaces designated for public/juror parking. A color-coded permit system (green, orange, blue, yellow, purple) will be implemented with numbered assigned spots. Placards will be issued to departments. Signage expected within 30 days.
  • Election Board Glass: Installation underway, replacing all glass with high-insulation (R30) panels, funded by ARPA.
  • Couch Center: East Drive to be repaved in concrete by end of July; front parking lot to be converted to concrete with ADA-compliant sidewalk.
  • Sixth Floor, Vista: Clearing out old sheriff’s office furniture and equipment over the next 30–60 days. Items (desks, chairs, bookcases) available for transfer to county offices. Computers and monitors to be wiped.
  • RVS Bank Building: County now owns the main building; some items inside. No immediate need for additional staff.
  • Jury Chairs: Many chairs deteriorating; new style being explored for future replacement. Budget constraints noted ($11,000 remaining in furniture account).

Discussion Items – Other Business

  • Window Leak: A board member reported water leaking through a single window on the west side during a recent storm. Brian Wint will have the glass company inspect the weep holes. The leak was isolated to one window.
  • Handicap Parking: A board member raised concern about insufficient handicap parking, noting elderly and disabled visitors struggling. Wint agreed and suggested waiting 4–6 months for a long-term plan (possible parking garage or north lot development) before making permanent changes. The committee discussed asking the city for additional handicap spaces in the interim. Wint noted that the city currently does not ticket vehicles with handicap placards parked in regular spots around the courthouse.

Key Outcomes

  • Minutes approved unanimously.
  • Parking permit system to be implemented within 30 days, with green public parking and color-coded assignments for employees. Two unassigned spots per lot will be available as overflow.
  • Handicap parking issue to be revisited after the city parking plan is clarified (4–6 months). No immediate action taken.
  • Window leak to be inspected by glass company.
  • Meeting adjourned without further business.
