But I think it just kind of brought it flipped.

2:15

When you're asking you probably can't have it off to someone.

2:20

Yeah, well, yeah, so for ten minutes of but also the library.

2:29

Oh, yes.

2:30

Instrumental.

3:48

I'm going to be roll call.

3:49

Cleveland absent.

3:53

McDaniel's here.

3:54

Williams.

3:55

Here.

3:55

Richard's here.

3:56

We have a forum.

4:01

The notice of meeting was properly posted on August 4th.

4:06

We're going to do a number one, which is approval of minutes, discussion of possible action on the approval of the minutes of the meeting.

4:26

Yes.

4:26

Richards, yes, notion hearing.

4:53

So I don't have any new numbers.

5:06

Uh that's already been amended in the contract, and talked to Laura about it.

5:10

Uh she has not implemented that yet, but it will go up uh a total of ten dollars.

5:15

The county's gonna pick up five, and the individual will pick up five.

5:19

So that'll that probably will come to be in September would be my guess.

5:31

Board member statements and announcements.

5:33

Does anybody have a statement or announcement to make?

5:36

No, no.

5:38

What about our apps for the help?

5:40

Is that our be part of this?

5:44

Well, that would we've actually been doing that under the wellness committee, okay.

5:49

Which, although to be honest, we should not have an employee benefit committee and a wellness committee.

5:55

We should probably only have a we were just thinking about it combined, yes, yeah.

5:59

But uh the app is not yet ready, okay.

6:03

And uh my guess is it's not going to be ready in time because we have a time crunch.

6:09

Right.

6:10

So um, we have to start this on the 15th of this month, and so what Elise and I have been discussing is uh an alternate way to do that, and so basically come up with the idea of uh creating a spreadsheet where they can each individually track it.

6:29

The downside with that is that not everybody has computer access, not everybody is familiar with Excel, and so we'll have to come up with a pen and paper solution for some people, and uh it's going to be have a whole lot of trust because there's no real good way to verify it, which is going to tell them what they say, but we will have uh a declaration page that they'll have to sign saying this is true and correct to the best of my knowledge, and then they'll get their 250 bucks.

6:58

It's also only going to be 60 days, not 90 days.

7:01

Okay, again, because this is ARPA money that has to be spent this year, deadline and we uh we can't go you can't go to November, we have to right.

7:14

Will we get that $8,000 back for the app?

7:17

Uh probably not.

7:18

I uh I discussed that with Rob and I pulled the initial contract, and it said uh it would be uh two to three months uh from the time they got all the stuff that they needed, and that was approved on May 4th, but uh they didn't get all the stuff that they needed until July 13th.

7:41

Um yeah, well, actually we knew we knew nothing about this.

7:49

We don't know about creating apps, and one of the things that they needed that they didn't get until July was uh a license from Apple.

7:57

Well, we did have a license from Apple, so we had to do uh some legal stuff to allow them to do it, and that is what happened on July 13th.

8:07

So I don't see that we're gonna get any money back.

8:10

Um I don't see that we're going to have any use for this app can that be used next year in some kind of incentive.

8:19

But we the county would have to fund that right, right.

8:21

But in but I mean, so if the county could fund something, if if we wanted to fund it with with our money rather than the NARPA money, then yeah, we we could do that.

8:30

Okay, uh, but then although the app is only good for two years at that cost, then you'd have to pay another two thousand dollars.

8:37

Okay, a racket.

8:40

Anybody else have anything else?

8:42

Uh so we've got a new IT director that hadn't came into office yet, but uh he might be able to help us with those kind of issues.

8:55

Can we move that money to a different bucket and use it somewhere else?

9:01

No, no, no, we're pretty much locked in now.

9:04

I I could put that money into good use.

9:07

Yeah, we can okay.

9:10

Um motion for adjournment.

9:14

We'll make motion, okay.

9:18

Motion and second, roll call collar, yes, McDaniel, yes, Williams, yes, Richard, yes, motion carry.

9:25

We are adjourned.

9:30

Thanks.

9:31

How are you doing, Linda?

Summary of Proceedings

Cleveland County Board Meeting – August 6, 2026

Board members present included McDaniels, Williams, and Richards; Cleveland was absent. The meeting was properly noticed on August 4, 2026. The board approved the previous meeting's minutes via unanimous roll call, and discussed matters related to a contract amendment and an employee wellness incentive program.

Consent Calendar

  • Unanimously approved the minutes of the prior meeting (motion by Richards, seconded; roll call: all present voted yes).

Discussion Items

  • Contract Amendment: The board discussed an amendment to an existing contract. The total cost will increase by $10 per participant, with the county paying $5 and the individual paying $5. Implementation is expected in September, though the contract has not yet been updated by Laura.
  • Employee Wellness Program: The wellness committee is developing a wellness app, but it is not ready in time for a required start on August 15, 2026, due to ARPA funding deadlines (must be spent this year, cannot extend to November). An alternative plan involves a spreadsheet-based tracking system, with a pen-and-paper option for those without computer access. Participants will receive $250 after completing a 60-day program (reduced from 90 days) and must sign a declaration page. The board noted that the $8,000 paid for the app may not be recoverable; the app developer received necessary materials (including an Apple license) on July 13, 2026, after a May 4, 2026 approval, and the contract specified a 2–3 month timeline after receipt of materials. The app might be used next year with county funding (at an additional cost of $2,000 for another two-year license), but funding cannot be moved to other uses because it is locked into ARPA.

Key Outcomes

  • Approved the minutes unanimously.
  • Agreed to proceed with the spreadsheet-based wellness incentive for the current cycle, with a declaration page and $250 payment for 60 days of participation.
  • Confirmed that the $8,000 app cost is unlikely to be refunded; further use of the app would require separate county funding.
  • Adjourned unanimously by roll call (all present voted yes).
