The Historic Preservation Board is comprised of seven members appointed by City Council to administer the Historic Preservation Code.

Uh so I do have um several items uh for uh the board this afternoon.

Um number one, I would like to let the board know that um the Parkside Historic Preservation Overlayer, the Parkside Historic District is scheduled for a public hearing, will be scheduled for public hearing with City Council on May 27th.

Um it was reviewed um by our plan by planning commission at their April meeting.

Uh Planning Commission did forward the parkside district on to City Council by a unanimous uh vote.

So um that's proceeding along.

Um also on March 27th, we will have a historic uh preservation month.

I mean, May 27th, we will have um uh a resolution recognizing May as um uh historic preservation month.

Uh couple uh things I I thought we should um be including in that recognition would be uh the two national register properties that we we have, the Dootsia State and the Moorhouse.

Um I think we could recognize the parkside uh historic district, um, even though uh it's possibly will be approved on that day.

Um, and also uh recognize that the um the nearing completion of our historic resource survey plan.

Um I would like to have um the HP board there, Christine, um, and possibly have you or one of the board members we appoint to present um that resolution um rather than than myself.

Um I just think that's a it'll it'll work out much better.

Um and then the only thing I would ask is if if the board has any other suggestions um that we might want to include in that um recognition.

Uh and I think the one thing we do have to be um mindful of is that the city council um hasn't always given us a significant amount of time that they liked us to be uh short and sweet.

So um I guess that's just one thing.

So uh anyone the other thing I want to bring up as we are nearing uh completion of the uh historic resource survey plan.

Uh one of the goals that the board had was to at least take uh a next step on future survey work that is included in that plan.

And so just to keep in mind the state SHF grant funds would be due in the fall, so October 1.

So if we do want to do that, one of the things we would have to be really prepared, we'll have to prepare ourselves for what we would like to work on next and give us time to submit that uh grant request.

Uh Lindsay Flewelling, our CLG coordinator from State Historic Fund or History Colorado, she she will be attending our meeting.

Historic Preservation Board Meeting - May 5, 2025

Approval of Minutes

  • February 3, 2025 minutes (HPB 2302): Approved with amendments (clarifying the conference theme as "intangible heritage" and wording on board's educational function). Motion carried 5-0-2 (Board Members Baumgartner and Potter abstained because they did not attend the February meeting).
  • March 3, 2025 minutes (HPB 2304): Approved unanimously (7-0).

Communications & Updates

  • Parkside Historic District: William Gray (Senior Planner) reported that the district is scheduled for a public hearing at City Council on May 27, 2025, after receiving unanimous approval from Planning Commission. It will be on the consent agenda but likely pulled for a shorter presentation.
  • Historic Preservation Month: A resolution recognizing May 2025 as Historic Preservation Month will also be presented at the May 27 City Council meeting. Chair Lowenberg or another board member was asked to present it. Suggestions for inclusions: recognition of the Dozier State and Moorhouse National Register properties, the pending Parkside district, and the nearing completion of the Historic Resource Survey Plan.
  • Navajo Hogan: Owner was contacted about historic tax credits but is not planning renovations at this time.
  • Future Meetings: June and July meetings will be held in Conference Room 701 due to special elections.
  • CLG Coordinator: Lindsay Flewelling from History Colorado will attend the June 2 meeting (rescheduled from May due to illness).
  • Grant Deadline: State SHF grant funds for future survey work are due October 1, 2025; the board was encouraged to begin planning.

Discussion Items: Historic Resource Survey Plan

  • The draft plan was completed at the end of March 2025 and distributed to board members via OneDrive (a hard copy was provided to Board Member Baumgartner).
  • The plan was also sent to the Historic Preservation Alliance, Historic Neighborhood Partnership, and the state of Colorado for review. A public comment webpage will go live during the week of May 5.
  • The grant deadline for the current survey project is the end of June; an extension has been requested.
  • Board members were asked to submit their comments by May 23, 2025 so that feedback can be consolidated before the June meeting.
  • Mr. Gray highlighted key elements of the plan: field reconnaissance organized by resource type, geography, and theme; a recommended volunteer program based on Historic Denver’s model; prioritization of future intensive surveys; and a continued focus on minority communities.
  • The board was reminded of its goal to implement at least one recommended action item in the near term, possibly using the October grant cycle.

Key Outcomes

  • Consent Calendar approved (7-0) for both 1609 N Tejon St and 2020 N Tejon St. Appeals must be filed by May 15, 2025 with a $176 fee.
  • Minutes approved as amended for February and March.
  • Board members and the public were encouraged to attend the May 27 City Council meeting to support the Parkside Historic District and the Historic Preservation Month resolution.
  • Comments on the Historic Resource Survey Plan are due to staff by May 23, 2025; the plan will be discussed further at the June 2, 2025 meeting.
