I just did have a couple questions about uh it's on page two.

Some of the items on consent for June 9th.

Um, there's a zone change consisting of 203 acres.

It's a portion of Ute Valley Park, and it would go uh from multiple types of uh zoning to uh just public park.

Who who owns it now?

Is it and I'm not sure if we can uh if Kevin is comfortable answering this, but is it city all city owned property right now, even though it's zoned for uh residential and other stuff?

Kevin Walker uh uh planning director, yeah.

Uh I'm 95%.

So, it's not working.

Oh, yeah, it's working.

I'm 95% certain that that is all owned by the city of Colorado Springs, but I will get that clarified for you.

Okay, it's just being cleaned up and all zoned as part.

Some of that was gifted and and uh and it was gifted with the existing zoning in place.

Okay, and then my uh another question just the very next item number three on the consent calendar on the ninth is uh five and five and a quarter acres.

Uh it's near UCCS at 4625 Stanton Road, and uh public facilities.

If something is zoned PF, that is that essentially utilities, in most cases it is utilities, yes.

Okay, and this is gonna go from residential estate and public facilities to just uh looks like public facilities.

Is it do you know is that all owned by the city already?

I will again I believe so, and uh the uh it was an additional piece that was purchased, uh, but purchased with the existing zoning in it, which was residential.

Okay, and then I think this is my final question.

Um there's a uh annexing to the city of Colorado Springs.

This is not until July 14th.

Uh the area known as PTAA edition number one, 14 acres.

Where is that?

The thought on Mark Shuffle Road already been heard once by um by city council and gone through the process.

It's just being uh the there was a modification in the ownership in between readings, and so there's a mistake to be cleaned up.

An ordinance amending multiple parts of Article 8, stormwater quality management, discharge control code of chapter 3, public property and public works.

The code of the city of Colorado Street 2001 is amended pertaining to stormwater quality management discharge control code and providing penalties for the violation thereof.

Good morning, City Council and President Crow Iverson.

My name is Aaron Powers and the Stormwater Enterprise Manager for the City.

Uh today I am presenting an ordinance to amend parts of Article 8, Chapter 3 of City Code.

So this is code related related to our illicit discharge program.

So the City of Color Springs MS4 permit, that's our permit with the state and the EPA.

Uh requires the city to maintain an enforcement program to detect and eliminate these illicit discharges, where illicit discharges are essentially anything that is not stormwater going into our storm system.

So the recommended code changes to strength our strengthen our enforcement options, and then they also change the exclusions that are listed in code to line up with our MS4 permit.

So things that are excluded like um firefighting um waters and and other things that just common sense should be allowed to enter our storm sewer when when needed.

So I did want to mention that there is a supposed to be a second administrative or second ordinance that was presented today regarding enforcement for permanent control measures, and this would have been a change to chapter seven.

Um that was kind of a companion ordinance.

Um but due to administrative and administrative issue that didn't end up making it on today's agenda.

Um so I will plan to to bring that back on June 8th, and hopefully we can get that resynced up for a first reading on June 9th, if possible.

Um so I with that I'd be happy to answer any questions on the illicit discharge code or anything else.

Are those two ordinances then really kind of intended to be paired?

Are they um supporting one another?

They're not directly supporting one another, so permanent control measures sometimes use illicit discharge enforcement to get to to where they need in certain circumstances.

Um so they do kind of support one another, though they're not directly referencing each other, I will say.

But it's the enforcement side is the side that you're making changes to that will come back.

Correct.

Uh yeah, well, thanks, madam president.

Um, this is Councilman Donaldson, and I would like to participate in the uh chamber of commerce is having a trip down to Huntsville, Alabama to meet with uh and learn from business and uh military um programs and decisions that they have made there.

I'd like to uh be part of that uh group.

Can I get a show of thumbs up if you're in support of this travel?

Looks like you're good to go.
