- Human Rights Commission Report: Penny Kuhn Snarr, the board's Human Rights Commission representative, reported no updates.
- FY26 Budget and Board/Commission Funding: Staff reported that the proposed FY26 city budget (beginning October 1, 2026) would reduce most board and commission budgets to the prior year's actual usage, approximately $7,400. This funding typically covers printing, brochures, and possible attendance at the NACOLE conference. Members noted that the board has not incurred such costs recently. The NACOLE conference is scheduled for November 8–12 in Louisville, Kentucky.

All right, it's six o'clock. Let us convene the 12 August 2026 Citizens Police Review Board and meeting. Welcome all. Welcome new board members, all three. So normally we give you 10 minutes to provide an introductory speech. I don't know if anyone told you about that. I did not hear that part. I heard it was 20 minutes. I think you're not bad. 20 minutes. Oh. Okay. Well, it doesn't have to be 10 minutes, it could be five minutes or something. No, welcome. Um kidding aside. Uh do I let's call this meeting to order, shall we? Yes. Okay. Introductions. We normally start one of the sides, Stephanie. Which who wants to go first? I can go first. Okay, go for it. I'm Stephanie Brown, City Staff Liaison. And I'm Earl Krause. I'm with the City Law Department, and I'm assigned to this board to provide legal advice. I'm Shanna Smith. I'm Zach Cartwright. This is my first meeting as well as Shanna's. Can we take a little time for them to tell us about themselves a little bit? Yeah, Shanna. Ladies first. Not 10 minutes, but you know, thumbnail. Yeah. Just how you got interested in this. Okay, so I just participated in um the Chamber of Commerce leadership program, and it just totally opened my eyes to all the things that are going around in our community. And it's phenomenal. And I wanted to be a part of something important. And I think this is important. Good. That's great. Welcome. Thank you. I went to college and law school at Mizzou. Moved away in 197. Came back in 1988 and uh lived here with my wife, raised our kids until 2009 when both of us took early retirement, moved to Kansas City for 15 years, and then we moved decided that Columbia were is where we wanted to live.
