I'm Commissioner Robert Patrick, Chair of the Public Works and Infrastructure Committee.
I am joined by our newly reconstituted team.
We have, of course, our presiding officer, Commissioner Shakira Johnson, and returning Commissioner Ted Terry.
He's been a longtime guest to the show, friend of the show.
But now he's back with the show as a voting member.
Good to have you here, Ted.
With that said, we're gonna jump around a little bit.
We're gonna begin with our minutes.
So agenda item 2026-0421.

We're gonna skip all the way to the back of the agenda, and we're gonna start off with our discussions today.
Uh today we are joined by two members of the Georgia EPD air quality monitoring um group.
And if I could uh invite you up from here, introduce yourselves, and then sort of give us a rundown of what you guys do.

Hello, I'm Deanna Ozer.
I'm the assistant branch chief of the air protection branch, and with me I have Jamie Gore, who runs our ambient monitoring program.
Perfect.
Um thank you for being here.
Um I guess I see you have a brief presentation, so if you wouldn't mind get started and walk us through.
Sure, I'm gonna let Jamie get started for us.

Uh hit the green button to go for it.

Thank you for having us, guys.
Um uh have you having us to join you today.
Um just a brief overview of what we do.
Um, the environmental protection division protects and restores Georgia's environment.
Can you step a little closer to the mic?
I'm sorry.
Um we take the lead in ensuring clean air, water, and land.
Um, with our partners, we pursue a sustainable environment that provides the foundation for a vibrant economy and healthy communities.
Just as a brief overview of the South DeCab monitoring station, which is the closest monitoring site to where we're located now.
Um we measure over 200 air pollutants.
Um Georgia does meet all of EPA's health-based standards, which are also called the national air quality standards.
Um there are no standards for toxic compounds, so we do collect a lot of samples that there are no standards for.
Those are used for um risk assessments and to monitor trends over time ambient air.
In the ambient air, excuse me, let's clarify that.
Um, and at the South DeCab site, it was established in 1974, and we started monitoring for toxics in 93.
And near Road 285.
Uh, additionally, we do have a second monitoring site close to that South DeCab station.
That is the near road 285 site, and we'll go into a little bit of detail on what we monitor there in a few slides.
Um, this is just a large map of the state that shows all of our monitoring locations.
Um the DeCab County site is zoomed in to give you a better ad a better idea because that center part of Atlanta looks really cluttered.
Um, a lot of these sites monitor for one or two pollutants, but like I said, South DeCab, we monitor for over 200, which is the largest site in the southeast.
Um for the South to Cab site, we monitor for the criteria air pollutants, which includes the carbon monoxide, nitrogen dioxide, ozone particle pollution, which includes PM10 and PM 2.5, and sulfur dioxide.
And as I mentioned, the air toxics are used for risk assessments and to monitor the trends over time.
And near Road 285, we monitor for nitrogen dioxide, air toxics that are also used in those risk assessments.
Um all of our continuous data is sent to our um ambient monitoring website on an hourly basis.
That's the PM and the ozone.
Yes, ma'am.
That's the PM and the ozone for any of the continuous pollutants that we collect.
Um you can see what we monitor, an area of interest if you're just looking for Atlanta.
Um, you can also see the forecast for what the air quality is predicted to be.
Um we also have our air quality surveillance reports, which basically is the report of all the data collected throughout the year, and then we have our annual network plan, which details what pollutant is monitored at each site.
The EPA did develop an air sensor toolbox.
They did a lot of research um on different low-cost sensors that are available to the public.
So a lot of the times if we have citizen concerns where a monitor's not nearby, we send them to the sensor toolbox.
It's geared towards citizen science.
Um it's got a lot of information that's very beneficial.
Um, if you want to understand more about the sensors and their performance and things like that.
And then so you may already know this, but the seminal road landfill that you're discussing monitoring around, they already have an air quality permit.
Their um gases that are emitted from the landfill are collected into a gas collection and control system, and that is sent to two engines.
I think we have it in our permit already to for a third engine, and those engines take the methane and carbon dioxide gas and can um use it to burn and make energy that is sent back to the grid.
We also have a permit we just issued later uh earlier this year for DeCab County Renewable Fuels Facility.
Sorry, that's a mouthful.
Um that will be installing a thermal oxidizer as well as a flare.
Do y'all know what a thermal oxidizer is?
So basically so basically what it will do is it will take the gas, and I I apologize, I don't know the details of where this will be situated as compared to where the engines are.
Um, but it will take the gas coming to it and it literally burns it at a very high temperature and destroys a lot of the organics coming out, and so we measure the concentration coming in and coming out and making and make sure that it meets the our requirements for best practices, and then um any extras will be flared, and when we flare the gas off the landfill, it burns at a very high temperature, and the flare is spent the design specifications of the flare are such that 98% of the volatile organic compounds or toxics that go into the flare are destroyed.
So um, but we just wanted to give you a heads up.
Um now you told me that um in talking to Marcus, we know that you're considering doing monitoring.
There is another county that monitored around a landfill that did quite an extensive study.
They had one site, um, it was for Scythe County around Eagle Eagle Point Landfill, had to think for a second.
They did pretty much uh one site that would do mimic what we would do in a air monitoring study.
They measured the toxics, they um identified 10 compounds, I believe, that were the highest toxicity of what we find most often at landfills.
So I will be happy to provide that list to you if you're interested in that list.
And we collected them in forgive my plain language, a stainless steel soccer ball, and um collected the air in there over the course of a day, and then that was sent out to a lab of California so that it could be analyzed for the 10 compounds.
They also looked at nitrogen, night, yeah, just nitrogen carbon dioxide, um, not carbon monoxide, which is an X, but carbon dioxide, which comes off the landfills, and methane and oxygen, so they could determine exactly what components um we're seeing.
And the methane and the carbon dioxide, um, remembering that from my stack testing days make up a vast majority of the emissions off of the landfill.
So the the organic compounds you're getting, the toxics and the the odorous compounds are very small quantity coming off the landfill in proportion.
So if you got a liter of gas, a very small portion of it would be the organics.
Now they ran this study for about two years.
It cost them about 300,000, give or take.
And what they found is for the 10 uh compounds they measured over the course of the year, our risk assessment program um looked at the data, and none of those compounds were going to have a long-term effect um from the landfill towards the residents.
So I just wanted you to be aware, you can contact Firstyth County if you want the details or let me know.

So that's what we have prepared, and now we can um answer your questions for us.
Right.
Uh Commissioner Terry, if you're this was sort of at your back here.
So please go first.
Yeah, thank you, Mr.
Chair.
Thank you all for being here of course great presentation.
Um maybe just um series talking in the background.
Uh real quick on just this last slide here, Forsyth County.
Um, was that just like a typical municipal landfill that was like all things?
It was.
It was very similar, um, just a municipal solid waste landfill.
Okay, and I guess we could get the details on it.
Um, but um how is the foresight landfill is that is it a large one, a medium.
Eagle Point's fairly large.
They also have a um landfill gas collection system that they ran for a number of years.
Okay.
I don't know if it's continuously operating now, so I apologize um for not having that.
But if you have any questions about that one and how it compares to seminal, please just um we have our information on this slide.
Sorry, we don't have them on uh seminal because there was some I can't remember if it was a couple years ago because the EPA had kind of like the top 10 sort of like highest emissions and seminal was like number eight on there.
But I couldn't remember the context of what emissions it was, but I guess the landfill is our landfill is very large.
It is very large, and formaldehyde um may have been one of the things because it did combust.
Okay.
Um the combustion process may have had the thermal hide.
Um the EPA comes out with a um oh, what do they call it now?
Air toxic screen.
They've changed the name over the course of the years, um, where they look at places where we can look a little closer, and I know formaldehyde is has come up in that area in the past, but nothing of concern.
Gotcha.
Okay, very cool.

Um and then one of the things um uh the slide where you have um go back to the slide where you had like the like the EPA monitors and I think uh one of them we one of them that we researched was purple air monitors, yes, sir.
Okay, because that seemed like kind of like a like a neighborhood sort of solution.
It is um so that's something that y'all do recommend for communities to we can't recommend any brand, let me be clear.
Okay, recommend go to the website and do your I will say in our experience, uh Jamie has a number of scientists that work closely with communities and universities that do studies, and we have seen a lot of the data with the purple air.
The purple air does respond very well.
Um with all these low-cost sensors, what you're gonna find is they're they're gonna give you a good trend, but they may not like if you have the purple air hanging in your neighborhood, you might not be seeing the same thing that would show on our website that Jamie showed because of um the quality assurance procedures and just the siding and what's going on locally, because it's gonna pick up anything happening in your backyard as well.
But we have seen that they can be correlated very well to our instruments, and as a matter of fact, if um DeCab County decided to proceed and get purple layers, we could certainly co-locate them at our site.
The South DeCab site that Jamie talked about is three miles.
Okay.
Um it's if I I mapped it on Google Earth that's like two miles from the edge of Seminole Road from what I could tell on Google Earth to our station.
Okay.
So that would be a good place for you to put up any of your instruments.
We have a um a testing deck there, basically, where people um can co-locate sensors and run them against our regulatory measurements, and we do have, as Jamie said, almost a hundred different toxics we measure there.
Yeah.
So we have a lot of things to compare it with.
Absolutely.
And um, I think one of the proposals, Commissioners, that we were that we had um asked Science Georgia, Science for Georgia, um, back in 2025 was to just sort of look at a map of DeCab and see where the existing government sponsored one.
Well, that one's actually for the landfill.
Okay, that's a little bit different, but it's related.
Um, but there and I'll I'll it's not in this packet, but um the the goal was to sort of fill in all the gaps and try to get enough like basically the county would purchase purple air monitors and put them at like parks or other government facilities and then have them all tied in to one sort of you can go and get and find the one near you.
Yep.
Um so I mean, do you have any opinions on that?
Because I mean we would you know, and I think part of this program is like neighborhoods could get it.
Um, but when we did the science for Georgia, they just sort of said, well, here's kind of where you could place them that would kind of have a radius.
Right.
And I think it was like 20 ish purple air monitors would sort of cover the gamut of the Cap County.
But do you think the purple air monitor is just a good purple air monitor is a very useful instrument, and it's probably one of the better ones that is on the market today.
Now it will only give you particulate matter.
And when we talk about PM 2.5, you can think about uh 20 of them can fit on a piece of a human hair.
And that's what gets down into the capillaries of our lungs.
So that's why we worry about it for respiratory conditions, um or yeah, respiratory issues.
Um the PM2, the purple air can measure smaller than PM 2.5 and it can measure up to PM 10, but we haven't verified that as well.
But the 2.5 does um correlate very well with our instruments.
So yes, and there's and the purple air monitors, when you get those, um they do take a lot of data, so you want to have some sort of wireless connection with them and send them, and you can send them to the purple air website, and they're actually picked up by EPA's website.
Okay.
Um for your so air quality index you see on your um watch on your computer, your phone.
Okay, that could be from our instruments, or it could be from a local purple layer.
Oh because they're all over Atlanta, um, all over the US, and those are picked up and sent to that website.
Well, I mean, I that's honestly like I just pull up my iPhone and look at the weather and they have a little button for the AQI.
Sometimes it comes from our instrument if um, especially if it's something besides particulate matter.
But um a lot of the purple airs, they go to EBA's website, especially they have a fire and smoke map for when you're having wildfires.
Okay, or a lot of prescribed fires like we have here in Georgia.
Yeah.
That's a lot of purple air data.
You know, the other thing that kind of came up in this discussion with Science for Georgia was related to the biolab fire.
And I think at when it was happening in real time, people were reaching out to us and saying, you know, is my area being affected?
And it was like, well, it depends on the wind.
It really does.
So I'm just you know, and God forbid there'd never be another one like that.
Not well, the purple air would tell you about smoke.
Smoke, okay.
So as the um the organics get entrained in the particles, so they won't tell you anything about the concentrations of, say, chlorine, like that was in biolabs.
Um, but they would they would tell you just if the smoke um and I don't remember how well they read against smoke, do you?
Some instruments that are like that don't like smoke very well, I'll be honest.
Okay, including our own.
Um, because they're optical sensors, so they're they're they're looking at they're shining a light and looking through the the air sample and seeing how many and they're counting particles, it's a particle counter, and the smoke just makes it fuzzy and they can't see.
Okay, gotcha, understood.
Um, and then the the last question, which is um a little bit more related to you know the uh agenda item later on agenda commissioners, um, is just about the landfill and then you know, just trying to and figure out like you know, can we have a better measure of odor?
And I think you were saying before we came up here that that's very difficult to assess.
So, what would be your advice on odor monitoring?
So, odor monitoring is very difficult.
Um, and the part of the problem is because the compounds that cause the odors, you can smell them so far below where the threshold is that they will cause a problem with your health.
If you can think of um it is generally speaking, um the most common when we talk about is hydrogen sulfide.
If you've ever been near a paper mill, that rotten egg smell, but you can smell it down at like um one part per billion particles, whereas it's not problematic until you get into the PPM part per million range.
Okay, so what you're saying is it might smell bad, but it's not gonna hurt you.
Yes, sir.
Like in it, unless it's like really highly confident.
For the most part, yes, sir.
And that's one of the reasons um when for site does design their study, they look for the ones that would be the most impactful on the health, and that's the compounds they measured.
Okay.
Um, then actually, one last question.
So the other strategy that we've discussed, and I think the EPA have and their websites talks about this, but diverting food waste from the land bill to like a composting facility, um, maybe elsewhere in the county.
What are y'all's thoughts on how food waste diversion or even recycling diversion from the landfill helps with emissions and odors?
So anything you can divert and recycle and repurpose out of the landfill is going to keep the greenhouse gases down, so it's going to keep the methane and the CO2.
Um, and as things break down, the plastics and everything else, it's going to keep all the other compounds out of the air.
Um, so we're a very big proponent across EPD of recycles recycling and repurposing.
Um, but I don't know, I haven't seen any studies about how much that would be done.
But um we did have a group that did a uh um a greenhouse gas project, and they looked at all the different measures that could be done.
And if you would like, I can get you in contact with the engineer that was in charge of that program.
Okay, yeah, wonderful.
Because she might have had some information in her research, I don't know off the top of my head.
Gotcha.
Okay.

Yeah, uh, for some of the people and organizations you recommended, if you would pass those to Marcus, and then we can have Marcus uh research them and possibly have them come back to the committee for a conversation.
So uh very good questions, Commissioner.
Uh I hope you enjoy this because this is this was for you.
Uh Commissioner Johnson.
Yes, thank you, Mr.
Chair.
I had a question um back on the I guess the Forsyth landfill study on um slide eight.
I think you said they collected a sample over the course of the of one day, but then the study lasted for two years.
The way it oh, yes, ma'am, I wasn't very clear.
I apologize.
Um, the way it works is when we collect our samples, we run a sample from midnight one day and midnight to midnight the next night, so 1159 the next night, so that we capture the whole day, but we do that every six days on a rolling calendar set by EPA.
And with for Scythe did their study, they just followed the same calendar we were using, so the data was comparable.
I think overall it was like over 8,000 samples.
And for for PM, um the particulate matter, that's um the purple airs are about the size this big.
I don't know how to describe, you know, about the size of a grapefruit.
The the high quality um PM2.5 beta attenuation monitor, it um it's quite a box and it requires power.
So the the purple airs can be run on um solar panels, or they can have electricity.
But we have found you really want to have a wireless connection with them instead of trying to dump dump the data to the thumb drive that was problematic.
And that sampler, the steel soccer ball you mentioned, that's what's in that middle picture.
Yes, ma'am.
And the thing on the the stainless steel soccer ball, we call that a suma canister because that's how it's polished, but it's the size of a soccer ball.
Um, and what happens is there's a little cone above it that pulls the air in through a tube, and it it's metered how fast it pulls it in, so it fills up the six liters over the course of the day.
And then once again, you said you sample every six days.
Yes, ma'am, EPA puts out a calendar so everybody in the nation does it on the same day.
And one week they'll sample on Tuesday, the next week it might be uh yeah, the next week on Monday.
And so they get the traffic patterns, they get the work patterns, just our human patterns as we shift and create different um emissions in the air, we capture all that.
Right.
So what happens on a Tuesday versus what might be happening on a Sunday could be vastly different.
Yes, ma'am.
Yes, ma'am.
Okay.
And um, for anything you do, it would be very important to have the anemometer.
I think I'm saying that right, that one always trips me up.
It's the wind and speed direction, they're fairly low cost.
You can get them.
I think ours cost about $8,000 when we bought ours.
Um, and when I say that's low cost, our instruments can cost 20 to 50,000.
Yeah, so um comparatively, but you need to know for any sensor study you do where the wind is blowing, because what we found in a lot of our studies and we saw in the first Scythe County study, it's not always coming from where you think it is.
So there may be a high PM event, there may be something you register on any other low-cost sensor, but you might be very surprised at where it's coming from.
So the wet you wouldn't have to have one at every station, um, but spread throughout the area you're doing would give you a lot of information so you could um give relative information back to the residents.

Um again, thank you uh for being here.
I have several questions.
Yes, sir.
Um I guess my first question, this is on slide three.
Uh it looks like you guys have just the two different monitoring locations that are in South to Cab, uh, one near the interstate, obviously, and then one near uh the the landfill.
Okay.
Uh why just South to Cab?
There's uh a lot of traffic, uh, spaghetti junction is one of the worst intersections in in America.
So yeah, sir.
When we put out the near-road stations, we had to put them in high congested areas, and those are fairly new networks.
We have one at Georgia Tech right on 7585, right on those 14 lanes of traffic, and we had to put out a second one in Atlanta.
And we did look at spaghetti junction, but because with ambient monitors, you have to have an area around the the monitor that's fairly free from interferences, like trees are in interference for our measurements.
So with all the construction going on around spaghetti junction, we talked to EPA and we decided to do it at the intersection of Flat Shoals Parkway and 285 because there's um a hospital there, there's a college, there's a number of residences.
We're right down the street from a middle school, so just the multi-purpose monitoring we could do to figure out how the um interstate impacts were coming.
Um and we can compare that to our South DeCab site and see from a mile at the interstate to our South DeCab site.
Are we getting the same measurements?
And we are okay.
Interesting.
Um just to follow up with a question on that.
Sure.
You said that trees trees do impact us, yes, sir.
Um, number one, trees give off organic compounds.
They actually emit some of the compounds we measure for at South DeCab.
Um in the summertime, there they put off um isoprenes.
Am I saying that right?
Jamie knows that better than I do.
And while they pull in the carbon dioxide and are great for that, they also emit organics.
But the other reason we have to have them away from our um instruments is for to get a clear airflow.
Because if you imagine we were monitoring right here, right?
Um, we wouldn't catch the wind coming from this way, and you want to make sure you have a uh what we call a fetch, a clear view around the monitor.
So we have to make sure the trees are far enough away.
And when we cite regulatory monitors, we have quite a long list of things we have to look for.
The sensor toolbox that Jamie mentioned earlier, they have a guidance on where to put out purple air sensors, especially to make sure that you're not impacting your measurements.
Wow, interesting.
Okay.
Um, the scrubbing of the pollutants, the trees do scrub pollutants as well.
Okay, that uh well, that's really interesting.
I know that I didn't know about that.
Uh let's see, I have another question here.
Um, a question, but I know it was answered, but just to hear I it it stated correctly uh as uh was stated.
So out of a seven day time frame, you only sample one day.
Um for the toxic pollutants for fine particulate matter, we may sample every three days at a lot of places, including South DeCab, and we have continuous monitors at all of our sites that monitor for PM 2.5 24-7.
So every hour they're giving us a new hourly measurement of PM 2.5.
Okay, so it's act it is active at all times.
Yes, sir.
Okay.
Yes, sir.
And during the summertime at South DeCab, you you mentioned South DeCab had a lot of things.
It um EPA calls it a super site because it's a very good location, and so as new networks came to Georgia, it just happened that they all ended up in that site, and because we can correlate a lot of different information, so that y'all are very lucky to have South to CAB so close.
Um most sites have, like Jamie said, one or two, they might do particulate ozone, um, maybe SO2, sulfur dioxide, I'm sorry.
Um, but all this monitoring so close to seminal road landfill, um, South DeCab has really got the best monitoring in the state.
Okay, well.
Um if the county wanted additional monitoring sites, yes, sir.
Can we talk to you guys and say where are the other criteria that fit by your your your standards and can we have you put them there?
So when we have to put out a new site, it has to be approved by EPA.
And I I will be honest, we are stretched very thin.
Um we have 32 sites and it takes about 40 people to run those 32 sites.
Um and they run since they run 247.
I if we had money, we could talk about it.
I'll be honest, isn't that always the question?
Now, what we have talked to some local governments about is if you wanted to put up a site that like for Scythe County did that mimicked our site, we can certainly help you on the technical specifications on what would be a good site, where would it need to be, what would you need to monitor from the technical aspect.
Yes, I don't know that we have the manpower at this time to do any kind of additional monitoring.
But it's all we do put out our ambient monitoring plan every um May, May to mid-May to mid-June for public comment, it's on our website, and you know that's a perfect time to ask for more monitoring.
Um you can always give Jamie or out a call and we can talk about it.
Okay, perfect.
Uh and again, that date that time frame that you guys are open for.
So our ambient monitoring plan is um usually goes out around May 15th, and it'll be posted on that airgeorgia.org that Jamie gave you under our network plan.
It's under the reports tab.
Oh, thank you.
Yeah, the reports tab we'll put a draft monitoring plan.
That's when it's open for public comment.
We accept those, and then I think in July we post the um the final version.
But you're always welcome to give um, like I said, Jamie or a call or an email, and we can let you know if it's even feasible to monitor for what you're asking.
Uh people have asked us that before.
They wanted to monitor for a pollutant, I think it was ammonia.
There is no ambient monitoring for ammonia.
So before they put that comment in the annual plan, they wanted to make sure it was feasible, and we had a nice discussion.
We ended up monitoring for um SO2 sulfur dioxide for about a year for them.
Um getting back to that notion that there are two locations in DeCAB.
Yes, sir.
Uh how can we say, or what is the confidence level for the accuracy of of whatever pollutants are in the air?
Again, um the South to Cab has the two monitoring stations, but uh east to cab, uh north to cab.
Yes, sir.
These monitors, unlike the purple airs, are regional scale monitors.
So the purple air is made to monitor basically what's happening on your podium.
Maybe this room it might pick up.
Whereas our monitors, they cover um we have the scales in our report, so forgive me for not knowing them.
Some of them cover um miles of an area, and a lot of our instruments are um for our PM network are population-based.
So we have them where there's more population or and we also look at the emissions of the industrial facilities as we decide where to put out our our um our network, and we look at it in a very oh, it's about 500 pages.
We we do a huge report analysis every five years to see where our holes are, and we look at emission changes, population changes, and things like that.
But most of our monitors are meant to be regional monitors, so they cover more than just the county they're in.
Gotcha.
Um, and then following up with that, you mentioned that airflow ends up being another consideration.
So wherever you've put it, there's nothing uh I forget the term you had, uh, but nothing obstructs the flow, and that's where you're relatively confident that that has a reach that covers the county and perhaps other counties around us.
Yes, sir, and we can look at what we're monitoring at South to Cab versus what we're we have.
And we can look at the concentrations of the particulate monitors.
Um I'll be honest, sometimes you have a very localized event.
We've noticed with our um you've probably seen our um smog alert days though, because those come out of our office.
So we watch those very closely in the summertime.
But um air pollution is a tricky subject.
There's a lot of chemistry that goes on, but I can say um the instruments that we monitor in ambient monitoring are one of the most quality assured.
I'll be honest, sometimes you have a very localized event we've noticed with our um you've probably seen our um smog alert days though because those come out of our office so we watch those very closely in the summertime but um air pollution is a tricky subject there's a lot of chemistry that goes on but I can say um the instruments that we monitor ambient monitoring are one of the most quality assured um they go through checks multiple checks in the field they go through independent checks in the field and then the data goes through three different reviews before um we post it to EPA so we're very confident wow and every ambient agency does it the same way so it's so therefore it's um any data collected in Georgia is comparable to data in California, Texas, New Jersey.
Okay.
Uh and then final question um I uh and this was regarded to Ted's question about uh food composting that the the smells that uh we can pick up are in parts per billion.
Yes sir and the monitoring equipment is only parts per million?
The monitoring equipment may can go down well it depends.
I'll be honest it depends some monitoring equipment can go down is the part per billion range but where the part um per million threshold is where it becomes a long-term toxic a long-term health impact okay um so EPA has put out a lot of uh data for inhalation risk and those concentrations probably equate usually to the PB parts per million range but you your your nose is much more sensitive and can pick it up sure okay all right yeah and the um no nasal ranger y'all had mentioned in your agenda the um that's not a continuous monitor there is an instrument that you can literally put on your nose and smell and it'll quantify the odor I've never used one I've seen it wow I haven't used it it's not a continuous and you're and with any of these instruments um for the low cost sensors and the odor monitoring you're gonna be measuring the air quality or the concentration or odor at that moment in that spot um so I will say with the nasal ranger it would be very hard to keep it going for a long time okay all right uh commissioners any other questions no well listen uh uh Deanna and Jenny thank you so much for coming down we really appreciate your time um uh Tuesdays so we have an idea where things begin uh and sometimes one committee runs over and we just work together with each other so thank you for your understanding of course no problem appreciate your time and um again if you wouldn't mind uh Marcus if you can follow up with them and some of the questions that the commissioners ask uh for Scythe County and some other instruments let's let's have a follow-up conversation about those as well of course and if you come up with any other questions Marcus Ness uh we'll be happy to answer them after the fact we've got questions I promise you that of course hey thanks so much again I appreciate that um well I'll tell you what since we've had this conversation uh commissioner Terry do you want to look at 1787 right quick or do you want a little more time to sort of digest what was presented here and then we come back and have a conversation I would like to get a little bit more information um because um that was so thank you for that because um they were very helpful so yeah I would like to um get back with Marcus and my team on the foresight study the purple air monitors um we'll probably send y'all a a question about the I forgot to ask about the air filters um but we'll send a couple questions get some clarifying uh answers and then we can if we can just defer this for 30 days.

The last time we really focused on the overall flow of how you develop the CIP, starting with defining the projects, and today we're going to be looking at prioritizing the projects as we go along.
We do have the entire drinking water and wastewater system broken up into various components.
So we've grouped them according to the treatment facilities for drinking water, treatment facilities for our wastewater system.
Then we have our bigger assets, linear assets, our larger pipes.
Today we're going to focus on the smaller size, smaller diameter water pipes, which are within our community.
And for upcoming sessions, we will then switch to our treatment facilities as well as our wastewater or sewer facilities as we go along.
So that's the reason we're saying how we're going to prioritize.
So that's part of our developing the CIP process.
And then we're going to focus on one of the asset categories as we go along.
So let's get started.
So how we build the CIP.
And even though I am here to kick it off, we have our partners at ACOM.
The last time we introduced you to Greg, you also heard from Shane the last time.
He's going to talk to us about how we are prioritizing the projects.
And then we are going to switch it out.
Second, third, the prioritization process.

So I think the the last time I spoke to you, um, I gave you an insight into uh the bigger process that that's the uh program management plan.
Uh so how we deliver the CIP in essence.
And I spoke to you about uh I spoke to you about uh some of the more uh not the more critical, but uh uh uh how we drive the project so how we deliver the projects.
So that was the CIP lifecycle.
Um and uh today, in talking about the uh project prior uh prioritization process, uh I think it's important for us to just take a step back from that and uh sort of um for me to just to give you more insight into the fact that we still go through um a needs analysis and a needs definition phase so we can basically determine the shortcomings in our system and in our infrastructure uh so that we can determine what projects we have and eventually prioritize those.
Um I think uh for this uh the the 2026 refresh, uh another important uh note on the on the topic is that um we presented uh CIP master budget master schedule uh last year, and uh that process is continuously evolving with new information that we have being input to this process, and uh hence eventually, you know, this prioritization process will inform uh the master budget and schedule that you eventually see.
Well, the revised master budget and schedule.
Um the needs identification, uh sorry, uh yeah, the needs identification.
Uh we've uh we've got uh various input uh criteria that we consider from our condition assessment, risk analysis, regulatory requirements, uh technical requirements, uh the uh the needs uh of our stakeholders, and we take all of that information and we put it and we build up uh models, we build up the master plan, and that really informs from from the the detailed sort of information that we have uh that informs the gaps that we have in our system.
For example, on the screen in the middle of our screen, I've shared that with you before.
Uh, that's the break data over the last uh I think eight and a half years in the county.
Uh that break data uh is then used to inform uh Brad Curran's model, uh, you know, where you can see what's happening uh with the with the infrastructure.
Uh on the top right-hand side, uh again, another graphic that we've used previously that is the model uh for the uh sewer pipes, and basically through different uh sort of analyses, we can determine whether there's uh overflows.
So we take uh so we take the the high-level information that we have, and and this is uh Brad Curren, Brad Kleckley, uh team members that then uh from the very high sort of uh viewpoint that we first established, they need to provide more information on those projects so that we have an understanding of the cost, uh, the schedule for that project, uh the um uh the key constraints and delivering those projects, and eventually we use the uh a scoring tool that's the triple bottom line multi-criteria analysis.
Uh Brad can explain a little bit more on that if if you'd like.
Uh, but then to evaluate all those projects and place them on the same sort of datum for uh the prior prioritization process.
All of that information eventually feeds into the CIP master budget and schedule that uh that uh you've seen before.
And again, that what that master budget and schedule uh allows uh uh us to do is have uh a definite plan on what uh the priorities are, uh, how much we need, when we are implementing them, and so forth.
Uh that planning process ultimate ultimately moves us from uh the reactive sort of state that we are in to a proactive state uh where um service delivery uh becomes sort of predictable.
Um I think I introduced you to this last time, but uh we are in the process of uploading documents to uh the site.

Now we're going to shift gears and we're going to focus on a class of assets in our system.
Last PWI session, we looked at our transmission mains for the water system.
Now we're going to focus on the pipes that are within our community.
And Brad, even though he spoke last time, he's gonna give us the again the strategy for how we're addressing it.
One of the reasons we pull on Brad is because he is one of our authors for our master plan.
So he provides a good link into what we assessed under the master plan, what we are experiencing in the field, for example, all of the work orders, any complaints that are coming in, and how we're integrating that into how we need to address the system in the 10-year horizon we have before this.

Um, so let's see.
So basically I'm gonna talk about small diameter this time, small diameter pipes, and I'm defining small diameter 12 inch and smaller.
Okay, uh, just so that we have some clarity on that.
Um it's primarily when we start looking at replacing small diameter pipes, it's primarily a risk-driven process.
Um, you know, we've we've had actually two different uh independent risk assessments done on the pipes 12 inch and smaller.
Um risk is basically defined as consequence of failure and likelihood of failure.
You take those two things, and there's a bunch of different things that feed into those, but ultimately you get a number for each one of those, you multiply them, and that gives you a risk uh score for each pipe.
Um so we take that, and that's that's really our main criteria, but uh there are also a number of other ones that we do that we use.
Um this graphic just shows you you know, sort of the distribution of the the risks, uh the risk on the mains, and and believe it or not, the in the yellow and orange, those are the highest risk mains, but those are mainly transmission or 16-inch and larger type mains.
Um, and then as you get into the green and blue areas, that's where most of the small diameter stuff falls because it's small, and so it just overall impacts fewer people if you have a failure on an eight-inch main or a six-inch main as compared to a 30-inch main or something like that.
So it just you know logically makes sense.
Um now, besides risk, there's several other things that feed into how we score a project.
Uh we also look at you know known problem areas that we get input from operations on.
Uh we look at accelerating break rates in an area.
If an area is just experiencing more and more breaks, then we know that's becoming a hot spot, basically.
Uh so we can look at that.
Um, we also look at local hydraulic improvements, which is another way of saying uh fire flow availability basically at hydrants.
Um then uh road paving, master planning, um hydro coverage, and then you know, we have a lot of basically old substandard pipe materials out there, and so we also can adjust for that as well if we want to focus, say, on asbesto cement pipe or PVC pipe, which is which are pipes we have a lot of problems with in the system, and we have you know nearly 800 miles of those two.
So there's a lot to deal with there.
Um so once we've fed all of this data into the uh process, uh, we're trying to focus on like an objective view of how to score each project rather than a subjective, you know, where somebody complains, oh, I I'm having a bunch of breaks in my area.
Well, let's take a look at that.
How does that area compare to other areas?
And you know, maybe you're not maybe you are having a lot of breaks, but there might be another area that's having way more than you, and so that project will naturally get prioritized because they are the ones that are experiencing far more service interruptions or something like that.
Um if you look at this table, this just provides a snapshot over all the districts of sort of our planned replacements over the next 50 years, and you can see we're we're totaling about 1500 miles of pipe that we're targeting over the next 50 years, which basically is right in line with the rule of thumb for uh typical industry standard, which is basically 1% of the system per year.
You have 3,000 miles of system, so you would look to do 30 miles a year.
So in 50 years, that's about 1500 miles.
Um so that's uh that you can see how the numbers sort of worked out that way.
Um and then it sort of break provides a breakdown by district.
Uh you might say, well, why is you know district five so much lower than district one?
Well, district five has some of the newest pipe in the system, and so that it naturally has fewer brakes and fewer issues, so it is you know lower on the priority scale.
Whereas district one, which is and and really you can think of the cab uh start drawing a circle from the city of Atlanta out, and that's how DeCab developed.
So the oldest stuff is closest to the city, and then as you move further away, you get to newer and newer pipes.
So really that southeastern portion of CAP is one of the furthest parts away from the core of Atlanta development.
Um and this just provides uh a graphic overview of the table I just showed you.
The the map on the right is the full 50-year replacement plan for all the all the pipes we're looking to replace over the next 50 years, and the map on the left is just what's currently in the 10-year CIP.
Um that represents depending on you know the the date, you know, today's funding allotment for small diameter replacement, anywhere from you know 65 to maybe 80 projects or something like that over the next 10 years, something uh is what we're looking at.
And finally, um so once we once we develop all these projects and everything, and we have a budget number provided to us by the CIP, and and there's a lot of other projects, so you know it can actually change, you know, uh on a week-to-week basis, even um, we will feed those numbers into we have a scheduling tool that we feed the budget amounts into, and then the scheduler will literally take our ranked projects and determine when they will actually be done.
We can we can say, okay, based on how based on the available funds, we think this project will hit in 2029, you know, um, because that's where it is in the ranking, and so by you know, we'll spend this much money each year, and by you know, by 2029 we'll get to that project because we will have done all the all the ones ahead of it and and and that kind of thing.
So it's a really neat tool that helps us sort of look to tell exactly within you know, within I'd say plus or minus a year maybe when a project will actually come, you know, and start being implemented.
Um and that's it.

So were you saying that part of the risk assessment is how many people might be impacted?
Like the more people impacted if that pipe were to go out is a higher risk.
Yes.
That is correct.
Which is why the larger diameter pipes have a higher risk than the smaller diameter pipes.
They carry a lot more flow.
That is correct.
Okay.
And then on page 15, looking at the district four risk score is second highest at 13.1.
But we're percent above or below countywide average of replacement, I think that is.
That's correct.
So we're below we're 9% below the average of getting pipes replaced for district four.
Oh am I reading that right?
No, that's uh actually that's the breaks.
You're 9% below the average number of breaks in the county.
So that's a good thing.
It's a good thing.
That's okay.

But if you want to see the last column should is is where you can see the the total percentage of pipes in that district that are planned to be replaced.
So you're you're almost right at 50% about half the pipes in the district.

And then on the next slide with the map.
So it looks like in 2026, district four gets a little bit of pipes replacing um corresponding with super district six, but majority of the district is not getting impacted in 2026, but will be impacted over time.
Yeah.
And actually, district four actually also has some of our ongoing, like right now projects that we're doing on transmission replacement as well, which aren't really included in this, but they're huge projects for for that district because they're the PCCP pipe that we've had a lot of problems with braking and stuff.
So getting those done will really help that area experience fewer major failures.
Um catastrophic type things.

Okay, so this is also factoring in that whole timing of making sure that while the large diameter is getting worked on, basically we're not getting in the way with fixing the smaller diameter.
We're we're phasing that in time for that.

So right, um, for we should have another one up there for the end of last year, then so we do it, um, we try to do it a month after the quarter ends.
So you could see not just the drinking water sign, but the sewer side as well.
It's almost like a one-pager of work that has been done in your district, including what assessment work we've done, so you could share exactly as you mentioned, what's happening.
Well, but that's already what's happened though, right?
But about what we want what will happen as well.

Probably five or well, yeah.
Or really just I mean, just this 10-year map, but just a but more details.

So we just switch into kind of what we've done and more details regarding our forecast, and we have our lead for our um program management team.

Uh, last two slides on the presentation.
So looking backwards to last year, which is the first year of the new CIP as to what we uh accomplished within this program for small diamond or water main uh replacement.
Um so we had 62,400 feet of uh water main replaced.
This is the small diameter we're talking about, typically eight inch, twelve-inch uh lines.
Uh those projects that you see there below is what comprise the projects that were completed last year, Salem Road, Merriam Lane, Claremont Terrace, Harrington Drive, and Catherine Valley.
So amongst those, there was approximately 12 miles worth of water main that was completed last year.
Uh pretty good considering the first quarter of last year was uh slowed down considerably and uh waiting on the rate increase and the um new CIP approval.
But uh of course we are ramping up as we said two weeks ago in the last PWI to um uh increase the delivery on this program as well.
So looking forward to this year, and all these projects are actually underway now at different stages, different phases.
Some of them are 50% complete, and others towards the bottom there are just now starting.
But uh essentially we got 60 million dollars worth of small down or water main uh projects planned through those that you see that will be completed this year um in total, some of those like grant may slip slightly towards uh into the first part of next year, but for the most part, all those projects will be completed this year.
So you're going from essentially 12 miles in 2025 up to around 27 miles of uh water main replacement uh plan just for this year, which is pretty good.
Um most of this work is done through the county's uh annual water and sewer uh on call contracts.
Uh so all this from last year and this year is under the current contracts, existing four contractors that uh watershed has so that'll go through the end of this year.
We've also bid out uh the new annual water sewer contractor, which will take over once these go away at the end of this year, pick right back up and continue on.
So those bids have been taken, but they've not been recommended and come to the PWR board yet.

So when we were at our legislative conference in DC the other week, we had just gotten the PWI presentation from two weeks ago, and when we met with some of our legislators and the departments, we were able to I was able to provide some of that data of how much money we were investing in the projects in the pipeline.
So just appreciate having that timely information.
Um if there's no other questions, let me throw something at you.
So um one of the projects that you had listed here was in Shambley.
Um, and I noticed that when the project was complete, you guys paved an entire lane, not the whole road, but the lane.
Uh but there have been other projects where you've just simply gone back and paved that strip.
Jurisdiction by jurisdiction.
So different jurisdictions have various um requirements for us in um you know, outside of unincorporated decap.
So as we go through different cities, we follow their parameters because we also have to engage with them regarding permitting and things that are happening in their area.
Of course, it's a hot it's the highest cost for us to do that.
So it's a good reward for the residents because they're not complaining after that.
Um perhaps Marcus, if we could have you look into some of the cities, whatever ordinances they have in place, and we can maybe have a conversation here at the BOC about that because um I can think of Embry Hills in particular that that lets me know frequently about that line that goes through the neighborhood.

I uh this is like like it says uh this is uh a contract extension with the Letham Home Sanitation Company for picking up our tires that are that come to the landfill and picked up by beautification units.

They take it to I think Liberty Liberty to the recycling, okay.

But do you expect I guess Zach and like later when that operation is running that we won't need to take tires to Liberty or we still need to have that option?

And at this point, we want to just ensure that we keep this uh safeguard in place.
Um once we stand up uh those other uh avenues that we're pursuing, we will evaluate if it's necessary, redundant, or quite frankly, ineffective to do this.

Uh in order for them to have form the necessary uh funding to upgrade the source system for to facilitate their development.
They're proposing a multifamily community of about 290 um housing units in the city of Chambley off North East Expressway.
Actually, it's unincorporated district one.
Ambry Hills.
Uh no, that was this is just north of that property.
Um sorry.
I'm very proud that we got this in district one.
So absolutely.

So um the um in order to facilitate that agreement, um, this agreement, we'll ultimately need you guys approval.
The um the portion that they'll be required to fund is uh just shy of uh uh a little more than 800,000.
Uh the county portion is uh about 260,000.
Um and again, it's just to um sure that the necessary upgrades are done to the sewer system for adequate capacity to serve that development.

So ultimately the the simplest way to explain would be the developer is responsible for all um costs as it relates to infrastructure upgrades.
Um where we get in to where we'll call share when there are benefits that exist too uh um that are that could be realized for the county, and that could be um affordable housing, could just be um we were planning to to upgrade to a eight-inch, however, the development requires a 10-inch, so the delta yeah, so at no time do we use county funds to fund a development, however, if it's in the best interest of the county, um we we will do a call sharing.

And I had to do a little digging for uh reminder on this, but Director Wells, can you tell us what this is for?
Yes, ultimately, this is to seek approval for for uh watershed or the county to be able to enter an agreement with the ARC Atlanta Regional Commission.
Um, because our drinking water, our raw water source is the Chatahoochee, which is um basically water coming from the uh Buford Dam, which is controlled by the uh U.S.
government.
So us along with other our regional partners within this area, ultimately uh call share and and funding initiatives to help get information also to better manage the raw water resource that we all are are benefiting from, and this is uh just a portion of one of those initiatives uh per that agreement.
Um and ultimately the responsibility, the cost is is about roughly 30,000 um a year.
Um the first year is usually a little cheaper, 29, and it usually increased about a thousand um annually, um, but ultimately it allow us to get the uh necessary information on the uh uh Chattahooche Railwood levels and and what's being released from the dam in real time so we can adjust all the operations at the plant um to ensure we don't uh suck in seal.
Uh a question I had for you is is do we pay this all at once or is that are these going to be annual payments and then that's just later.
Yeah, usually annual payments.
Okay.
But um, because the agreements are typically multi-year, we have to come and get uh approval understood all in advance in order to honor our uh obligation to the agreement.

So understanding you know that we're seeing the total the three different years um and it's ARC.
So for the entities that are involved, like is this is the cost that we're paying based on our population?

Well, we actually propose the original amount of 2.9 million.
Yeah, of course, we'll accept what the board uh agrees upon if it's the 2.5, but the reason for the 2.9 was that we're doing a lot of additional work.
Uh we actually on this contract, we maintain 22,500 catch basins and 2.7 million linear feet of pipe.
So the CCTV contract is a um a tool that we use to assess this infrastructure.
We're doing a lot of additional work in-house, but in addition to that, we're also doing uh work we have a um project management team assisting us with some of our backlog projects.
So we're using this contract to assist those as well.
And one of the reasons that we want the additional funding is because we started the the change order early because we're running out of funds now, and so this project, I mean this contract, we're extending it to December 2027, but we don't have enough funds now to um to get there.
So that's another reason why we really needed to add it at that 2.9, but we're willing to do the best job we can with whatever funds we're given.

So I just want to make sure I'm understanding audit came back at 2.5, but you're asking for that additional to help a gap, basically in the funding.

Um I guess I see you have a brief presentation, so if you wouldn't mind get started and walk us through. Sure, I'm gonna let Jamie get started for us. That's the clicker. Um, the environmental protection division protects and restores Georgia's environment. Can you step a little closer to the mic? I'm sorry. Um we take the lead in ensuring clean air, water, and land. Um, with our partners, we pursue a sustainable environment that provides the foundation for a vibrant economy and healthy communities. Just as a brief overview of the South DeCab monitoring station, which is the closest monitoring site to where we're located now. Um we measure over 200 air pollutants. Um Georgia does meet all of EPA's health-based standards, which are also called the national air quality standards. Um there are no standards for toxic compounds, so we do collect a lot of samples that there are no standards for. Those are used for um risk assessments and to monitor trends over time ambient air. In the ambient air, excuse me, let's clarify that. Um, and at the South DeCab site, it was established in 1974, and we started monitoring for toxics in 93. And near Road 285. Uh, additionally, we do have a second monitoring site close to that South DeCab station.
