Uh, just for the per for the audiences watching today's uh meeting is primarily to um complete the pre-certification meeting that is required.

Um so with that, I will ask the director, Dr.

Smith, for the pre-certification report.

And uh, madam chair.

So in accordance with state election board rule 183-12-point twelve, which requires the board of registration and elections to hold this meeting for the limited purpose of conducting a review of precinct returns, where for each precinct, the board shall compare the total number of ballots cast to the total number of unique voter ID numbers, the total number of ballots cast by each vote method shall be determined for each precinct and include all one absentee ballots received by the close of the polls, including those cast at um those cast by advanced voting, two ballots cast in person on election day, and three all validated provisional ballots that have been tabulated to determine the total number of unique voter ID numbers, the department shall compile a list of all voters who voted in the election, including by method of voting and examine said list for duplicates.

The list shall then be sorted by precinct, and the number of unique voter IDs from each precinct precinct shall be counted.

The total number of unique voters who voted by each method shall be reported for each precinct.

And so what you have uh this the report that you have in front of you today um is for your review and it meets the uh specifications as outlined in that ruling, and so what we're asking is for the pre-certification review for the March 10th special election, which was the House District 94 race that was covered by um both DeCab County and Gwinnett, and so of course what you have before you today are the DeCab County numbers.

Um have all the provisionals or have there been any provisionals uh to be resolved?

No, we did not receive provisional ballots.

Um were there any equipment issues that would have uh affected the totals?

We were not uh made aware of any equipment issues.

Um is this report before the adjustments were made for errors or after?

There were no there weren't any errors.

And um how is it that I can't get a report of the voters who cast to bail it?

It's provided in that uh rule of the SEB that you read what exactly are you requesting?

The voters, the list of the voters who cast to bail it in the election.

The names of the names of the voters, yes.

Okay, is that something that can be provided?

I'm not sure that is that not what you read there.

No, we don't ever provide, just so I'm clear.

We don't provide a list of voters, right?

This is comparing the number of people who voted and the number of credits, the ballots versus the credits.

Um yeah, that's one part of it, but the first requirement is the list of voters who cast the ballot.

There's that does there's nothing in the ruling that or the SEB rule that I read that states that the names of the voters who cast the ballots are required for this.

I'm just kind of curious.

Um in general, would you say that we have not seen an uptick in provisional votes in the past couple of years?

Like it seems to me the overall trend is that they've always been sort of rare, but have we seen them go up in elections?

Obviously, not on this one, but I mean, like in general, have you seen them go up?

I wouldn't say that we've seen an uptick.

Of course, the the percentages depend on the total number of voters.

So I I don't think since I've been here, I've I've noticed an uptick in provisional.

Yeah, just curious about that, because I you know, obviously it's it's a little bit of uhration when it happens anyway.

I know that it's not ideal when they when they go forward.

I just trying to familiarize myself with it, but just since we're not seeing it, I just was curious about that.

Um I actually don't have any questions.

I well, I guess a comment on the provisional.

I think with the change in law, um, which means one of the changes was that if you vote in your precinct after you you have to vote in in your precinct up until what 5 p.m.

or six five p.m.

So usually you you would have more you would have provisionals all day on voting election on the day because you could vote provisionally and it could get cured, but now you may have more like we will see what happens, but there could be more provisionals as people may go to the wrong precinct earlier in the day on election day and be turned and be told that they can't they have to wait until 5 p.m.

And uh in order to to vote provisionally.

So I think we won't we won't really know how it impacts until we see it over the next few elections because we'll have lar you know the the next to this year's elections are gonna be more competitive until we will have more people voting.

So I just want to flag that.

No, and I get that, I get that, and that and that's kind of why I was asking, because I know that you know sometimes people do go to the wrong precinct, and I know that sometimes there's an issue with curing, and I know that sometimes that you know correct.

I just was trying to just just for my own better understanding.

Yeah, no, no, I'm just flagging that point that general because of that change, we don't know yet um how that will impact people's ability to vote.

So okay, I don't have any other questions with that.

Um so for the public, um today's meeting is required by the SB rule that uh director Smith um referred to.

There is no vote that we need to take.

We will have a certification meeting on next Monday at noon if anyone wants to join us.

Um there were only six precincts uh for the special election.

Uh so don't expect that meeting to be very long either, but thank you.

Is that a and that oh I'm sorry, and that will also be our regular business meeting.

So it will be a little longer because it will be our regular business meeting plus our certification of the special election.
