But what we will do is see if there's if it's possible to reduce the first year and go out over uh multiple years up to 10 years.

If you know, I know we hopefully never have to use them, but um, just in the case we need them.

And then um, one thing that uh I think is the opportunity with the um, for instance, the solar on Sam Street that we approved is having that solar and battery backup um can also serve as a generator in essence.

And so I think as we move forward, if there are opportunities to integrate more of that battery generator backup, um it you know could be good just for power consumption in general, like you pick the sun during the day, you store it, and then as the sun sets, the battery sort of picks up a couple hours, you know, to into the evening, and then you might have to switch over to the the baseline.

Um but it could be kind of a good emergency management thing, but also a way to lower power bills uh within that the solar context.

So just something for us to you know look at um as we move forward with more generator sites.

We could definitely take a look at it.

Again, all commission districts a resolution to enhance environmental equity and sanitation practices in DeCap County.

Um again, as Commissioner Terry has mentioned, the first item uh 744 uh is to contemplate reducing the tipping fees for tires at the dump uh with the notion that if we reduce it, we may uh make it less likely that tires are being dumped in our neighborhoods.

So that's the that was the first idea.

Um and then the second idea, Commissioner Terry, if you don't mind uh uh just sort of describing that for the public, and then we'll move on.

So that one is related to um a rebate program for individual uh homeowners or property owners really that have sanitation services that live within a half mile, a mile, and two miles, um, like as the crow flies from the uh seminal road landfill, and there would be a uh a staggered discount um on their sanitation um uh fees on their property taxes.

Okay, and again, we'll have these conversations during the town halls that were coming up uh June 10 at 630 here at 178 Sam Street.

Yeah, this is um as we get new developments of apartments that's coming into the CAP County.

Um the most efficient way to service these multi-family units is through compactors, things that things of that sex.

And this is about increasing the fees, increasing the rate, I mean a cost to maintain and repair.

Um, I did want to um bring up something that Commissioner Patrick um had been working on a few years ago.

Um, so just so you're aware of um we did have some issues with apartment complexes, um, you know, like either not having compactors or not getting enough servicing of the existing roll-off containers where there was just trash just all over, and sometimes they would throw it, you know, in the people's yards.

Remember that like the lady we tell us about.

Um, and it was causing rats and rodents and all sorts of things.

And um uh Commissioner Patrick had one point had said, you know, uh one, can we like just like audit to make sure everyone in the multifamily or the other kind of commercial areas are getting like enough servicing?

Like if they only get one pickup a week and it's overflowing, we gotta tell them they probably need two.

Um but I think the other thing in that was like the um the little sensors that some jurisdictions are using where it basically alerts sanitation if a roll um a roll off or maybe a compactor is full.

And it it to me it was like sort of like a thing, and you fill in the gaps, uh, Mr.

Chair, but it was kind of like a smart city kind of thing where you get service based on when it needs to be serviced, and so it's kind of a more dynamic model of making sure that dumpsters are emptied when they need to be emptied.

Um I know that's a whole like other ball of wax of a smart city, but um just wanted to flag that because I don't know if that issue's completely gone away.

Um I get the sense I haven't gotten too many emails about it lately, but just wanted to check in on that.

Yeah, so actually a couple of things I like to address.

So from the aesthetics and was environmentally clean, no patricible waste, I mean the raw garbage should go into an open container.

It shouldn't be into an open container because then that induces that introduces and attracts you know, rodents, right?

So one of the things that we are doing, we're going around and doing some audits to ensure that the contain conditions of the containers are up to par, right?

Um also the frequency of the service, frequency matters.

Um the business was built on three times a week, two times a week, whatever, right?

But smart city technology has introduced the different sensors.

I'm very familiar with what you're talking about.

So basically in the back office, when that compactor or the vertepacker, vertical packer becomes at a certain percentage of full, we'll be alerted.

So you build schedules based on that versus just three times a week or four times a week.

So very familiar, but thank you for that.

We hadn't looked that far into it.

I'm kind of starting at the baseline, what our customer service base is, the condition of our containers, and the frequency of service.

Sometimes we can be over-servicing, sometimes we can be under-servicing.

Commissioner Terry, thank you for bringing that up.

One of the other or two other points that went with that uh ordinance that we passed uh was placement of dumpsters next to the property line.

Um, particularly if it's a single family residential neighborhood that it's butting against.

I just want to be very mindful that there should be some type of a buffer or distance.

I forget what we settled on, but um something to make sure that again that the when the dumpster overflows it's not directing rats into other people's houses.

Um, and then the other thing that ordinance established was a ratio of housing units to the need for dumpster facilities within the within the community.

Um so commissioner, thank you for bringing that up uh again and refreshing everyone's minds on that, and then director, it sounds like you're already sort of on top of those issues to begin with.

So thank you for for acknowledging them.

Well, one of the things internally we're looking at as well as the design criteria.

So when a new business comes in, it has to be a certain standard set by the number of of units and with size container and the frequency.

So all that's kind of built into a model.

Um so again, we start at the ground level to see what we have and you know, improvements will come, you know, here shortly.

Chair, you remind me of something else too, just and related to auditing and the standards of how things are placed, and that they have the um, I guess like the the what do you call this the shielding around it?

Well, the enclosures the enclosures and so like for new development, I think that's baked in all our site plans, you know, you see very clear, like here's the dumpster, and it's it's very methodical.

But we do have like a lot of like old development in the county where like the dumpster is just like in the side of the parking lot, and so to your point about you know uh raw garbage or just sort of random dumping happening in commercial dumpsters where the contamination is happening and they're completely open, you know, to the public, honestly.

Um in the auditing, are y'all do we have any ability whether through sanitation or code compliance as you're going out auditing and you and you just see like a a an orphan dumpster you know in the middle of the parking lot and you're servicing it, but it really needs to be moved or enclosed because I think that's the standard, right?

The code you have to have an enclosure.

Is that right?

As of now, yes, but uh to what you spoke of, you do have some um previous or older communities.

Yeah, we say that before an ordinance came available, right?

They were just on the right-of-way, they're in different areas, right?

There's no control mechanisms.

You know, I want to talk to internal staff a little bit about some ideas that I have to kind of correct that progressively uh to make sure that you don't have if the overflow is happening, it's happening within that enclosure.

Yeah, right, and it's not wind blown and all over the community, and it's not drawing everything else, so yeah, more discussion will happen on that.

Yeah, I think we we should that's uh it's kind of like I mean I know in we got some city folks up here uh who uh like why are you saying like that like that's a good thing.

I'm saying it was a good thing.

Um because the like I noticed in like Clarkston, probably St.

For Dorville and Stone Mountain that you know that was that's that was always a thing that we always like were focused on is you know making sure like the dumpsters were it was easier when there's smaller cities, right?

Yeah, like 10 dumpsters, right?

Yep.

Um but aesthetically and sort of for just having kind of a well-ordered cityscape, streetscape, um you see a lot of emphasis like in those areas of it has to be closed, contained because it just looks nicer and it's it's cleaner.

Um but the when when you talk about the unincorporated county, it's so vast and you have all these strip malls and you know side parking lots, and it really does seem kind of a hodgepodge of just dumpsters kind of out there.

Um so I'm I'm curious, you know, about the ordinance, and maybe this is something that the law department can just look into, attorney Phillips.

You know, i i think is there some sort of I mean it seems like if you if we have a code that says a dumpster should be enclosed, there's no grandfathering on that.

You just have to you know enclose it probably in a reasonable time.

So I'm just curious about like what's the mechanism for a property owner to be told, you know, this dumpster is loose, it's out there, it's open, it needs to be enclosed, so you need to come with uh to us with like a plan, you know, to either move it or enclose it, and just trying to understand if that's something that we can simply enforce via the code, or is there a grandfathering uh situation there?

Commissioner, we'll take a look at that and speak with you offline about how the county addresses those issues.

Umce we get back online on that conversation, it would be I think a good thing just to bring that to people's attention.

And another question I've also had is is within my district there are a few properties that have I think a private sanitation hauler uh versus the required county hallward.

So um if you guys could come up back to us with a exclamation as to how the world is right now, and then do we want to start moving into a particular direction where everything is managed by the county?

Uh I think through our our charter that allows us to do that.

So um anyway, good good uh conversations to bring back to the board.

Yeah, just well, maybe a more of a comment.

We did have a commercial property on Memorial Drive.

They recently mentioned they had their pickup time change because it was like 4 a.m.

and they have but a residential area, and the neighbors were complaining about being woken up by that.

So I appreciate them being able to change their pickup time, but is that something that we bake into the conversation when you know we're when we are having these dumpsters and the plans are coming in for the new developments is a pickup time that is not in the middle of the night, even though that would be easier, but it also is disruptive for residents.

Well, you know, that's that's that's very important.

You have the uh some noise issues, the banging of the can.

So one of the things we can the industry is doing is uh putting rubber maps where the two pieces of metal make contact, that's a rubber to a buffer, right?

Um other things, other things that we've talked about is especially goes back to all the the private cans, we're auditing that as well.

But I like to typically separate uh containers from the residential areas from a different schedule.

Your different schedule, i.e.

in the perfect world, you'll have a commercial route for multifamily where you're going outside apartment complexes, you want to give ample time for the citizens to get up first, right?

Versus the traditional um industrial commercial where you're in a you're in a warehouse district where it doesn't matter.

So all of those things are so important, and that's a great comment.

So we're looking through all of those.

I've received a few complaints since I've been here.

So we want to solve the problem.

Most drivers, most operators, they know their routes very well, so they'll modify them and tweak them so they're not in those communities so early.

So the answer's already here, right?

And some of the employees are taking taking a step to take care of things like that.

Yeah, perfect.

Campbell's office to review these before we can move forward with this and then uh commissioners will have questions so please go ahead.

Correct so it's important to note that it's multiple vendors I want to say it's gonna be um about six or seven rewards awards thereabout um the main reason economy of scale you um create a multiple two a multitude of of uh linear foot quantities um and other quantities it's just economy of scale um which helps with calls um and it also projects um a long term this four or five year award which also um you tend to get better pricing because you're you're you're ultimately looking to allocate work over multiple years um third when you um have a more holistic approach the contractor can get a greater gravity of of what it is you're trying to do
