So, um, recently under um SPLOS resurfacing, Laredo Drive was resurfaced.

And instead of just putting back the traditional striping that was there previously, um, there was a plan that was um made with the bicycle master plan to do a uh connection or an um interim connection between the Atlanta Stow Mountain Trail and the UmCAP Farmers Market at East Potts in Loreto.

And so this uh agenda item would allow for um permission to use 500,000 dollars of that um of SPLOSS funding to uh to advance the Laredo Drive uh ped bike or bicycle facility plan while it's freshly resurfaced and we have a blank slate to work with.

Recommended award to the highest scoring proposer, KCI Technologies Incorporated, amount not to exceed 636,250 cents, excuse me, 250 dollars and 24 cents.

Yes, so this is more like a maintenance project where we've picked out a hundred, well, it's really 98 signals, um, to get flashing yellow arrow upgrades and uh any kind of detection upgrades.

Um now that Audible PEDs are required on new signals, we're gonna try to sneak that in as well as our budget allows.

Um, however, this is not a full signal upgrade.

I want to make that very clear.

This is slap it in there, knock it out, get it done, upgrade these minor but um impactful improvements.

So if any signal requires ride away or has some kind of significant issue, we will actually drop it from the project to advance the other 98 signals.

The sub has the amount being maybe $50,000 higher.

What's that difference?

out get it done upgrade these minor but um impactful improvements so if any signal requires ride away or has some kind of significant issue we will actually drop it from the project to advance the other you know 98 signals gotcha okay uh commissioner Johnson any questions yeah I did have one question the sub has the amount being maybe fifty thousand dollars higher what's that difference all right so that's a that's a good question so all of this is GDOT funded and when we go through the GDOT process which we are learning um th a new purchasing process it's been a hard labor I would say um the um the forms that they have it says total this amount well that's not the total it's total plus fixed fee so we've had on a multiple agenda items you're gonna see substitutes where we've had to go back in and add the fixed fee um so that's the difference understood thank you uh any other questions no sir uh commissioner terry any questions no questions thank you okay and uh just for clarity again as was stated this is a substitute I think believe everything is gonna be the same except for the dollar amount so recommend award to the highest scoring for prozer KCI technologies incorporated amount not to exceed six hundred ninety-three thousand nine hundred eighty three dollars and eighty cents and I'll open the floor for a motion move to approve the substitute for 0524 second all right uh proper motion proper second all those in favor raise your hand say aye aye aye aye perfect all right commissioners we're gonna uh we are hopping around although not that much so we're gonna go to the top of page two and we're gonna take the first one at the top agenda item 2026 0581 this is for districts one and super seven RFP excuse me RFQ request for qualification number 2025 045 RFQ uh rebid design services for CR 5182 Pleasantdale Road from I 85 to Tucker Norcross Road PI number 0019623 for use by public works transportation to obtain engineering design services for CR 5182 slash Pleasantdale Road recommend award to the highest scoring proposer Atkins Realist USA Incorporated amount not to exceed 2,29096 cents.

Director Keeter this is another one of our GDOT projects where we'll have a substitute to add that fixed um cost I I think that's been it it has been and let me since you just reminded me uh again this is recommend award to the highest scoring proposer Atkins Realis USA incorporated amount not to exceed 2,35314 and nine cents and this is for um full design through the plan development process of GDOT um I would that number is a large number and um it's it's going to be it's not a worse case but it's a higher case because they don't they don't have a concept yet so they don't know you know if there's bridges or walls or what so they had to uh you know assume make some assumptions based on a field visit.

And so I expect that we'll be assigning this by task order instead of just one big um uh assignment so that we can do it um get a concept and narrow that and hone that number in for the next task order so that's how we're we're planning on doing that some of these big design projects but I would as y'all talk about congressional funding and other federal opportunities anything that goes through GDOT has to follow the plan development process which takes multiple years at least three years of design right away and then construction and that's a very small project and the plan development process design costs are are going up to about two million for just an average size project and could go to three or four million for a longer project or a larger project so just keep that in mind as you make applications.

Okay all right thank you and I'll just say for Pleasantale Road uh there are several retaining walls along the area so I suspect there's gonna be some underground water flows that are are uh part of the concern so uh thank you for that information uh commissioner Johnson any questions any concerns no questions commissioner terry any questions any concerns uh no concern just one question is is the goal of this redesign to make it more um like multimodal or is it just um standard infrastructure oh it's absolutely to make it more multimodal um the the the vision I have is to narrow the lanes and shift the lanes to one side and have a multi-use path with um that supplements our existing pedestrian crossings um to uh help the corridor so the the narrower lanes would slow down the speeds and um there's a lot of pedestrians and bikes park school um so uh it to provide that multimodal um facility at least on one side of the street okay wonderful thank you yep and uh commissioner terry uh just for for information at 85 in Pleasantdale is the large uh warehouse distribution of UPS so they have several heavy vehicles that are coming through there

Um and uh I think it's fair to say traffic is a teetotal mess uh around rush hour uh in that interchange near the QT.

So um uh I appreciate staff looking into ways to sort of improve traffic over there.

Yes, so this uh is a straight up construction bid to build to build two traffic signals, one at Alford and Stevenson, one at Hollywood and Valley Brook.

Yes, this is to just uh extend the time.

Um there were some delays in obtaining some traffic signal equipment um to get manufactured, so we wanted to give them some more time to finish.

It's flow monitoring equipment that we must have for a whole host of reasons.

Um and we just need to, it's been um a contract for I think a little over five years, and it's just time to rebuild, even uh rebid and ensure that we're um getting the best we can for the county.

Recommend award to the highest scoring proposer, Arcadis U.S.

Incorporated.

Total amount not to exceed 20 million five hundred eighty-three thousand forty-five dollars and one penny.

And I will note that this came back from Mr.

Campbell's uh audit review uh as supported.

So director, please tell us what you can.

Yes, so uh this item is ultimately to provide the same service as the previous item, but for our additional phases of the project, hence the three A 3C 3D versus the um phase two.

Um it will uh expand further capacity of the plant give us um more reliability and um modernization for the future and this is the um construction management services of that the actual contract um GC services were was presented, I want to say two committees back.

Um so this is actually what this item's for.

I think all three phases is projected through 2030.

So I do believe it's 2030 or 2032 is the final completion.

Um that actually was predicated by emergency failure that that that happened, and we notice additional deterioration when responding to that break and which necessitate uh this particular change order.

Um, just as is stated, um, there's um a need to do um three additional of our um ground storage tanks.

I believe it's inclusive of our station at uh Lathonia.

Um, and then two additional tanks that are actually located at uh the Scott Candler plant.

Um a lot most you see the storage tanks that are outside of the plant, and what you can't see is the outside, you can tell that it needs to be maintained by discoloration of the paint.

However, internally, there's structural condition elements that you must drain and then inspect um preventatively to ensure that you don't allow the tank to go beyond repair, um, and that's what this item allow us to do.

That item is that particular tank is on the contract because of the increase in flow during summer.

And I think there was some additional work that was needed.

We couldn't take the tank out of service for the length of time to do that, so we pushed it to uh the colder months where demand reduced and we can actually normalize the system and take it out of service.

So um I venture to say we'll get back at it um Septemberish, October-ish, once it starts um really get deep into fall.

Um we'll definitely be able to uh create um the um the logo, the the aesthetics that they've been sort of dyingly pressed for.

So that's the most important part.

As we need it to be.
