2:47Obviously, a swarms of them get on the bus and go downtown to go do it.

2:52Well, I am to say some of them might cause some problems.
2:54Maybe it should be restrictions like Monday through Friday, um, until a certain time, not on the weekends or some type of restrictions because uh I'm reluctant to deal with the Yns and whatever, whatever, whatever, because they I've gotten advice with them, etc.
3:11And I do nothing to bother anyone.
3:12So maybe there should be some type of new stipulation on that pilot program for K through 12 free bus fare.

3:54Um I know Councilmember Waters have uh a memorandum about dealing with that.
4:03I think it should also include some language about have the landlord or property owner had previous blight violations and had the city have to tear down their structures.
4:15If they had they should, you know, city should be reimbursed.
4:21I know uh years ago in Southwest Church down the street from the wastewater treatment fund, it was a large composting uh place where they used to turn it over regular.
4:31Uh hopefully we're gonna encourage more people to compost and you know just help the environment a little bit better.

5:03I want to start off by stating my community, my members, and myself.
5:10We are very, very appreciative of the support that we're receiving from Honorable Council Member Waters.
5:17We appreciate you and the support that you are providing vocally in regards to the challenges with the land use hearing, application fee, and for the uh work and the monies that we need for our uh Finkel Corridor.
5:41I also want to take the time to remind everyone that the health fair is April 18th.
5:48It's free for all communities.

6:13Um, I just wanted to leave a comment to talk about the public safety regarding our youth.
6:18Um, I do understand that there are there are some concerns about their presence on the buses and their presence downtown.
6:26But uh I have a comment regarding public safety, and for those who I believe really care about the public safety of our youth, we would know that public safety is not improved due to and in due to an increased police presence.
6:41Um, I would like to see what else is being done to ensure that we have public safety, not only for the youth, but for the folks that they will encounter while being out in the public.
6:51What types of services are the are they being provided with?
6:54Um, what types of help are they getting to ensure that they are even welcomed into these places?
7:00Some things that I saw over the weekend really troubled me to like just see how the police treated them as if they were grown adult criminals.
7:08So just wanting to ask for more increased safety regarding their presence.

7:28I second what the last gentleman just said.
7:30What are we gonna do with our youth?
7:32We can't pull you can't police your way out of everything.
7:35And that seems to be the only um uh only the the only option that you give our children is to have them policed.
7:44We'd like to see some programming around our youth so that we embrace them, especially during the seven summer months.
7:52And we know in just district seven, we're gonna have to do even more.
7:55And I ask again, I need to I need to know how many of the uh violations are being given in the 7th district.
8:04I also want to know if you have ordered a better um roping off or fencing off of those areas where the dirty dirt is, and we need an update regularly on this dirty dirt and how you're handling it.
8:19This is a health issue for the entire city.

9:16My name is Jennifer Owenu.
9:17I'm a resident in District 2 of Detroit.
9:19My concerns again are over the um handling of the youth in downtown Detroit this weekend.
9:26It was very disappointing to see um drunk adults welcomed into downtown Detroit with the address by the city of Detroit and DPD and no address to Detroit youth.
9:36We do not want to create a downtown that is exclusionary to Detroit youth, especially with the Grow Detroit Youth Talent Program upcoming.
9:43I felt like there was an opportunity to engage youth and let them know the positive things that they could do downtown Detroit or in Detroit in general.
9:50And unfortunately, this weekend was they were met with being shunned, arrested, and disrespected.
10:00I feel like there are a lot of opportunities to be able to engage them and find positive activities for them to do, but those opportunities have not been done.
10:05Please find a way to engage youth in a way that is not um predatory on them in a way that puts them in line at being attacked by police.

10:51When you're, you know, the point of these memos is to kind of get a matter resolved, and there's supposed to be a clear sort of paper trail that the public can follow when reviewing records.
11:02Um, and I mean, you know, obviously I've been kind of hyperfixated on the BZA stuff, and there's there's been so many memos put out that just sort of die, and then you have to go back and you gotta like watch the hearings, and then it just people just sort of like receive and file without ever getting any kind of explanation.
11:22And I think if we want to have more accountable, transparent government, we should work on that.

13:36Um definitely uh share concerns around um youth engagements over the weekends and how they um were over policed um downtown.
13:50Um, this is something that my team and I have been talking about.
13:54I know that with the administration's um youth outreach coordinator or or with the specific um youth staffer, um, something that we would like to talk with them about.
14:06Uh, because let's be honest, downtown does become a place for adults to come and drink, and we need to make sure that we have a welcoming place and inviting space for young people as well.
14:18Um, so thank you all for calling in.
14:20Um, things that we are thinking around is de-escalation.
14:24There's been discussion around more de-escalation training, not just for our young people, but I think for for all of us.
14:31Um, we mentioned this often for our neighbors when they they they often um also find conflicts within each other um with within our our neighborhoods.
14:43Um I know that there was discussion around, but this is more policing, but having um either more police or more people on the bus.
14:55Um, but this was something that was discussed uh during the school day.
15:00Um and then but but really what it sounds like is is we need people that are able to provide wraparound services and just also care and support for young people and be with them and take care of them.
15:13Quite frankly, I think this is gonna be another cultural shift that we all need to to do and embracing our young people downtown.
15:22Um so thank you everyone for calling in.
15:24I I think what we can do is after budget is invite um the the administration's um dedicated person um to our our youth to maybe share with us some plans that they have for the summer because we know that during the summer um people are outside and we want to make sure that everybody is safe.

15:51Um echoing your words, my chair around uh engaging our youth.
15:56I think this is something that we talk about often about not only needing a place for young people together and and have fun and such.
16:03Uh I know we have we don't have uh a lot of malls anymore, we don't have a lot of arcade skate parks, whatever it may be that we have enjoyed as we were young, um younger.
16:16Uh and I I I think that's one element, right?
16:20Because also downtown is a place where folks are coming to get those items or those things in life, and young people are seeing that as also a place that they want to gather as well because that is the place to gather in the city.
16:32And so I think that's one aspect is that we need to um increase more opportunities for young people.
16:38Um the other aspect is to how we react to young people that they are gathering.
16:42And and I I think this is also opportunity to um to have uh a non-police response as we're talking about CVI, as we're talking about appeareducators and such um to be in those spaces.
16:54I did see uh folks from ceasefire down um town, but I think more of those folks to say, hey, um, do you need anything?
17:04How do you approach it in that way?
17:06Uh the other thing I would say is that you're right, as we are talking about coming up on the summer and more programming.
17:11I know the administration has indicated that they will have more programming, but I know there are things that exist right now in our communities.
17:18Um, talking with folks in District 7 at St.
17:20Suzanne's um Court Rouge uh Resource Center, they have after school programs of uh basketball, they have Steam and such.
17:27So I say that to say if there are parents and and um and young people in District 7 that want to be connected to that, they can reach out to our office.
17:36Um but I I agree, I look forward to the conversation with the administration on what more can we do, um not only to give our young people more things to do, but also to make sure that we're not um penalizing them for also wanting to be a part of what we all have taken part in here in downtown.
17:55Um wholeheartedly agree.
17:58I wonder what it would look like to activate her plaza.
18:01Uh, that usually is not a space that is as active as I believe it could be, um, the way that we focus in campus Marshus.
18:08But I I've been down there.
18:09It's it's roped off if you're if you're under 21.
18:12We need a space where you're not roped off for being young and you can still be a young person and have fun.
18:17And we have a lot of space and we have a lot of downtown.
18:20Uh so I I I think we can do this.

18:26I just want to echo what you all said, and I certainly hope that we are not giving tickets out to the young people for what happened over the weekend.
18:36I I gotta tell you, I I tried to leave my house and and go downtown.
18:44And it was just absolutely electric.
18:47I love seeing all the young people, they were out everywhere.
18:51It the city felt alive.
18:54So I I am not anti-having young people be out downtown like that.
19:01So um, so I I hope that this is something that we can we can figure out how we work it out so that they feel as though they are part of this of this downtown and this Detroit, because we've got to make it happen for them, you know, otherwise they leave and go to other cities.

19:26So I'm thinking about ours and our hot plaza and what if we activate those paces with putt putt the way that I've seen them there, right?
19:33Just something for all of us to do, um, thinking about not just us as adults that want to enjoy the city, but us as a family um and everyone, from young people to to to our elders being here, being welcomed and enjoying the city.

33:18We have two of them.
33:20If you wouldn't mind letting us know what the difference between the two are.
33:25Uh these two contracts are for the same items.
33:28We use two vendors to provide specialty uniforms, which are examples are for mounted traffic enforcement, uh color guard, uh, the other contracts for uniforms are for the basic uniforms that go to every member.
33:43These are for specialty items that not every vendor stocks or provides.
33:48Okay, and then just to confirm, would the Alley Brothers be the specialty items?
33:54And the Enterprise be the regular uniforms.
34:01Uh both are for specialty uniforms to the chair.
34:04For specialty uniforms.
34:06Um, and then would you happen to know which ones those are for the the special uniforms?
34:14Uh it would be for mounted for the members that ride horses, uh, traffic enforcement.
34:21They have uh specialty pants and leather jackets, uh colour guard, which are the ceremonial uniforms.
34:32And I guess just to be clear, two different companies are you're saying they're both doing the same thing, or do they both have different orders and and they're specializing in those orders that that they both have?
34:46My understanding is they're both providing the same items.
34:50And uh, my experience with the uniforms, uh, we need them on short notice, and it can be burdensome, burdensome for a single vendor to try to provide all these items, and uh it's better to have multiple vendors to be able to supply the need for the department.
