I just uh came back in so for your meeting, and there are a lot of streets over here flooded.

Um the streets didn't used to flood as much before the bankruptcy.

Yeah, I think y'all uh should have a closer look at what's going on and how they are operating the system because if the system was running efficiently, we wouldn't have so many streets flooding.

But of course, also that depends on the catch basins, uh also depends on whether or not people are cleaning up in front of their uh house.

You know, like I say the street, I sweep the area in front of my house.

Uh we need to encourage more people to do that.

Uh we should not be having so many streets flooding every time it rains, even though we did get a lot of rain.

And I know I got woke up early this morning with that tornado alert, which was ooh, a little scary.

But hopefully, I have a nice day, and hopefully y'all could have to generate more money and help to improve what's going on in the city and help to keep more of our dollars, more of our dollars in our city, because far too many of our dollars leave our city, and our surrounding communities don't have their dollars coming to us, so we should reduce the amount of dollars that's going on.

I know sometimes you can't help it, but I think more could be done, and I think more jobs could be permanent jobs in the city instead of her and contractors so much.

I would like to go over, you know, this revenue estimating.

It's more to it than just revenue.

They talk about unemployment and how the unemployment level across the state is rising.

Also in the city of Detroit, but the problem with the city of Detroit is it they they have too many laborers.

They they they and not enough jobs.

So this is where we've come in all of that.

The general fund is losing money because we are giving all of these tax abatements to one particular area.

So although these people are having their taxes abated for years and years while we're paying a hundred percent plus the over taxation that's been occurring in Michigan.

So I'm wondering if this is could this this is the committee that is supposed to take a good look at these reports.

We you know that's why we that's why they're done, right?

Is to look at them and evaluate them and take something from them.

But what I'm finding is is that we have all of these reports that say all of these things and they're always ignored, especially by how you are giving out all of these contracts and adding more people.

If you're contracting all of the work, what is the purpose for all of the employees?

If if you're gonna contract everything out and all the labor is going to go to the contractors, and we have more laborers than we have jobs now after this huge economic bump boom, and we also have less less money in our general fund.

We're rising, but the people are falling.

It's incumbent upon this committee to review the information that you get and act accordingly.

I mean, don't come back and tell us that you didn't know because you have enough information and you have enough staff to know.

I'm actually calling as a resident, um, not so much in my uh professional capacity.

Uh, just wanted to oh District Six, Renard Moshewski.

And I just wanted to inquire as this body, especially this committee.

Um, we gotta get really concerned about the fact that I think um money is gonna start drawing up over the next couple of years in terms of um the budget position for the city.

And I wonder if the city has the power to sell micro bonds or bonds to folks that you know have a little bit more money that live in our city and wouldn't mind investing, or those could be added to some sort of like my kids portfolio or some sort of thing that people are saving money into with the help of the state of Michigan.

Um, the reason being is that the city can if it can do micro bonds or raise funds.

I'm not sure how the law will work in that regard with the state.

Um, the city can have some self-funding and residents of higher means of higher wealth could effectively be lending to the city as a favorable interest rates as well, which will allow us to continue some of these programs that the administration has set forth.

I am concerned though that a lot is being promised kind of up front right now.

And I think it bears to see, especially from the administration, on and like in whoever runs their fiscal body, the office of um not even gonna um whoever wants our treasury in the city of Detroit.

I think they need to demonstrate to us that can we do all these things?

And if we can, what will it cost?

What is the benefit analysis?

Which leads me to my final point in terms of district by district budgeting.

The way that the budget is written, the documents are very anachronistic, hard to read.

And if we have participatory budgeting that goes district by district and have plain language, that could work better for us.

Um Commissioner Davis, I agree with you on the flooding streets.

I actually um took a call from a resident in D7 this morning who has had constant flooding.

And um, we do need to have a long-term solution to this.

As you mentioned, as you mentioned, um, in PHS, we did have this conversation with DWSD on the flooding.

Um, we'll continue to press them on, but uh you are right, and as much as we can to keep those catch basins clean um and and prevent um litter from getting around, that will help.

But yeah, we do need a system wide approach to make sure there's not as much flooding.

Um, but Commissioner Davis, I know you are do diligent and letting us know if there are some streets that you notice are flooded, um, please uh send it over to us and we'll flag for the water department as well.

Hughes, on the revenue estimate conference and uh abatements and which you touched on, uh I agree on you know, we do need to take a look at our general fund and where that is going.

Um as you know, uh we had this conversation when we went over the revenue estimating conference um during the budget season.

We will have an additional conversation as well.

And we brought up the conversation around needing to decrease the number of abatements um and in the areas that they are in and making sure that the taxes are equitable across the city.

Um and you you've heard me speak quite about a bit about the contracting services and the need to bring that in house.

Um, so just want to let you know or hear you on that.

And then Renard, on the micro bonds, we can just follow up with us and we can check into get some questions around that.

But you uh as for participatory budget, I know the administration um will begin that process of finding that uh I believe it's a request for information um instead of participatory budget across the city um this summer, and then we will go into a full system as we go into the next budget of fiscal year.

Um, as you know, I am a proponent of participatory budgeting as well.

So um, through you to Miss Sullivan, can you explain a little bit more in detail why it is difficult to respond to upload the response in eScribe since the memo is there?

So the way that council receives or the way that the budget memos are received, some are received through e-scribe and some are not.

Majority are received through the smart sheet link and then responded back to through here.

Um so when you look on the website, and actually, if I can share my public can uh view what it looks like as well.

So what the public will see when they sh go to the budget hearing website, it is separated out by each one of the budget hearings, and they will also be able to view the budget hearing itself if they would like to see that, and then when they click over on the paper clip, it will show all of the memos that have been responded to on the side so they can see all of the questions asked by council broken up into hearing.

Um for the ones that were submitted via the smart sheet link, they would not be an e-scribe, so you would not be able to see those questions.

Um, so it would be a retroactive of having council have to resubmit all of those and then go through the ones that are on there, so this kind of congregates them all in one place, but we could create a better process for that for next year so that it is seamless um with e-scribe so it could be public that way as well.

Um and I believe it's our newer colleagues who primarily used e-scribe, and perhaps they their teams were not familiar with the smart sheet or utilizing the smart sheet as most of us were.

We have as of right now, four hands raised. Our first caller is William M. Davis. Commissioner Davis, good afternoon. You have two minutes. Uh good afternoon. Could have been heard. Yes, you may. Well, this probably doesn't really have a whole lot to do with your committee, but I'm over here in District 7. I just uh came back in so for your meeting, and there are a lot of streets over here flooded. Um the streets didn't used to flood as much before the bankruptcy. Yeah, I think y'all uh should have a closer look at what's going on and how they are operating the system because if the system was running efficiently, we wouldn't have so many streets flooding. But of course, also that depends on the catch basins, uh also depends on whether or not people are cleaning up in front of their uh house. You know, like I say the street, I sweep the area in front of my house. Uh we need to encourage more people to do that. Uh we should not be having so many streets flooding every time it rains, even though we did get a lot of rain. And I know I got woke up early this morning with that tornado alert, which was ooh, a little scary. But hopefully, I have a nice day, and hopefully y'all could have to generate more money and help to improve what's going on in the city and help to keep more of our dollars, more of our dollars in our city, because far too many of our dollars leave our city, and our surrounding communities don't have their dollars coming to us, so we should reduce the amount of dollars that's going on. I know sometimes you can't help it, but I think more could be done, and I think more jobs could be permanent jobs in the city instead of her and contractors so much.
