3:42

All right, floor is yours.

4:43

Mr.

4:44

Chair, the next caller is William M.

4:45

Davis.

4:46

All right, Ms.

4:46

Davis, floor is yours.

4:48

Two minutes.

4:49

Good afternoon, young people.

4:50

Can I be heard?

4:53

Okay, I'd like to say that uh I was at um Huntington Place the last two weekends, and I have an outstanding time.

5:01

Um, even though it came to my attention during the convention that there was some uh Jewish friends that was uh pushed and sped on, which I didn't see that because if I had seen it, I would have called the police or what have you.

5:17

Uh, we need to make sure our people are more tolerant, you know.

5:20

Um course I'm a black man and I advocate for black people and seniors and retirees, but we need to make sure we're more welcoming and don't discriminate against anyone.

5:32

Uh I also, you know, we need to make sure that we look at some of these authorities.

5:38

Like um, I remember when the CD trait completely owned and operated what was Cobo Arena, you know, Cobo Hall.

5:46

And um, you know, we have these authorities.

5:48

We need to be looking at some of these authorities.

5:50

And because I know when I was down at, you know, for both weekends at uh Huntington Place, I know the parking is very expensive.

5:57

City Detroit should get at least part of that.

6:00

Uh and we should be getting looking at all the other authorities to try to increase some revenues from that to help the city of Trade residents, especially for stuff that we built.

6:11

Also, we need to be encouraging more people to be more politically active.

6:15

You know, we don't need to tell people how to vote.

6:18

But we need to vote.

6:21

Hold on for a minute.

6:21

Uh pause the clock.

6:22

Hold on, hold on, hold on for a minute.

6:24

Uh what's going on?

6:26

We want to make sure we just got my main man, Mr.

6:32

Davis on uh add uh add uh three more seconds to his time.

6:42

All right, go ahead, Ms.

6:43

Davis.

6:43

I'm sorry about that.

6:44

Yeah, we need to be encouraged and making sure more people vote, and we need to make sure our voting numbers jump in the state of Detroit because we used to control who how who was elected statewide.

6:55

We need to go back to that time, and if we had a greater voter turnout, we we could do that again.

7:00

And you wouldn't have people you know saying that there's cheating and what have you going on if we got our numbers up.

7:06

Y'all have a good day.

7:07

Oh god.

7:10

All right.

7:12

Thank you, sir.

7:13

We appreciate you.

7:14

Who we are next in the queue.

7:21

Uh owner Papa is available again.

7:25

All right, two minutes.

7:27

Floor is yours.

7:30

Good afternoon, and through the chair, may I be heard?

7:33

Yes, ma'am.

7:33

Two minutes.

7:34

Yes, I I agree.

7:36

Um with the the last caller.

7:39

Um too much of our funding goes outside of the city.

7:42

But I I have a problem with your neighborhood's committee.

7:44

You have a lot of things on here about heavy-duty maintenance trucks.

7:48

Do you realize that you are the um the council member at large?

7:54

Um, which means on your agenda should be some discussion of the dirty dirt and the holes that are all around the city.

8:03

Um, that is a neighborhood issue.

8:06

I'm not sure how heavy maintenance trucks and repair um are relevant to me and my neighborhood.

8:14

Um, you have lots of things about you know, um, and parties and and things of that nature when we have so many uh serious things going on in our neighborhoods that are not being addressed properly, and I think one of the reasons they're not being addressed properly is because the neighborhoods committee is not doing its job as the neighborhood committee.

8:39

Um written analysis proposed development at Butzell Family Recreation Center.

8:47

Um that's that's all well and good, but how about District 7 and their recreation center?

8:52

Are you concerned about those young people who are approaching summer with no recreation center and no resolution to them having any access to a recreation center?

9:06

As the neighborhood committee, I believe that that is something that you uh councilman Young and you as well, councilwoman waters, should make a priority, especially the dirty dirt and holes that are all over the city that are in some ways your responsibility.

9:30

Thank you.

9:32

Thank you.

9:32

I just want to say one, it's involving the contaminated dirt.

9:36

I think it'd be more appropriate if we have a committee of the whole, which we had last time we had this conversation with the inspector general.

9:42

I think they're doing it.

9:43

There was an investigation on the particular um contractor, but I think we should have a committee of the whole as a whole, so we can deliver it as a body in terms of what to do.

9:52

I agree with you, that's an important issue.

9:54

I just don't think you should just go through a committee process.

9:55

I think they should go through the actual body discussion and process of how we address that, how we go about doing that.

10:01

And I also think that ordinances, if they can apply, should be uh passed to address how we go about doing that.

10:08

I also just want to let you know that um if you look further on the agenda, line on 6.12 talks about rec recreation center membership author uh affordability.

10:18

Uh that's by offered by uh Denzel and to McCampbell.

10:21

So I'm sure that you know proposed recreation centers will also be included in that as well.

10:26

So I just want to kind of give you that heads up.

10:28

So with that being said, who do you have next in the queue, Mr.

10:31

Bow?

10:34

Mr.

10:34

Chair next caller is legendary Detroiter.

10:38

All right, two minutes.

10:44

What's up, Coleman?

10:47

It's a legendary Detroit, legendary Detroiter, Ruben James Crowley Jr.

10:54

AKA Black Bag, aka Mr.

10:59

Rue.

11:00

Kinesha Coleman didn't shoot herself.

11:02

I already told y'all what I found out.

11:05

That tag of suicide is still on there, so I ain't gonna play no games with none of y'all no more.

11:11

Now, Letitia Johnson, uh chairperson on the planning, economic, and development committee.

11:18

I'm over at my house in District 4.

11:22

You know, Coleman, it's almost done.

11:25

They ain't came and looked at it.

11:27

Letitia ain't never laid eyes on what I did.

11:31

They stripped this house.

11:33

The city of Detroit did it.

11:35

Through some company that we Lucas McGraw was behind the whole thing.

11:46

They didn't have no order to strip this house.

11:49

They stripped it, they did 20 29,200 worth of damage.

11:56

It's all been repaired, replaced, and everything.

11:59

And it's time for me to turn up on all yard.

12:04

Y'all cheated in.

12:06

Janice's been cheating in elections, Detroit elections.

12:09

Janice M.

12:10

Winfrey, chairperson of the Detroit Election Commission, and Detroit City Clerk for I believe 15 years.

12:17

But I can prove since 2020, uh, 2021, 2022, and 2024.

12:25

And I gave the information to number 47.

12:30

President, United States President Donald J.

12:33

Trump.

12:34

And y'all busted.

12:36

Cheating.

12:38

Vote no millions, hundreds of millions, and billions of dollars worth of contracts.

12:43

That's you and James Tate and Scott Benson.

12:48

All right, thank you.

12:48

Who do we have next to the queue, Mr.

12:50

Bo?

12:53

Mr.

12:54

Chair, the next caller is Dr.

12:56

Smith.

12:57

All right, two minutes.

13:01

Good afternoon, neighbor.

13:02

Can you hear me?

13:03

Yes, sir.

13:04

Two minutes.

13:05

I'm gonna start referring to you as neighbor, uh President Pro Tum, because we live down the street from each other.

13:10

Uh I missed uh Nicole Curtis at the charter mandated meeting recently, but 451 East Grand Boulevard has not received a ticket since January 2024.

13:18

Also, to my councilwoman, uh Miss Miller, I know you're uh in and otherwise uh indisposed or whatnot, but I love for your team to work on uh 451 East Grand Boulevard owned by a millionaire Nicole Curtis.

13:31

She has a net worth of I believe eight million dollars, and it's right in District 5, situated right at Curseville and East Grand Boulevard in Island View.

13:38

I just seen a story where David Bell went out to a house in uh East English village where it was a white homeowner who owned three houses on the block complaining about this home that looks much better than this house, and it does need to be uh worked on, but it looks much better than 451 East Grand Boulevard.

13:52

It has windows, it has doors, it has shingles on the roof.

13:56

So my thing is uh do I have to be white?

13:58

Do I have to own three houses?

13:59

Do I have to uh be affluent?

14:01

Uh does my neighborhood have to look any better for me to get a millionaire to uh administer, well not administer, but to uh adhere to a court order that was served to her five years ago.

14:11

Also, uh Cronos Concrete, located at 3405 Gay Lord.

14:16

We love to have a meeting with uh I requested a meeting with uh my councilwoman uh Ron Miller and also yourself as well, President Pro Tim.

14:25

Very disappointed that I have not gotten a response about having that meeting.

14:29

You sent me as many documents as you can find on the world wide web, but there's nothing like having face-to-face conversations with residents who are experiencing things.

14:38

I don't care what an air monitor says that the David Bill can go out and uh and and say it's doing one thing, but it's not doing the right thing uh when it comes to this this amount of dust that's coming out.

14:50

Also, I don't think our elections are uh the most secure.

14:53

I think we've had a lot of issues in our elections and things like that.

14:56

And I think a hundred thousand dollars is a lot of money to have these same concerns come week after week after week after week and not get addressed.

15:03

Please do your job for the 100,000 dollars that we pay you per year.

15:06

Thank you.

15:08

All right, thank you.

15:09

Who do we have next?

15:11

Mr.

15:12

Trevor next caller is please listen to member waters.

15:15

All right, two minutes, floor is yours.

15:22

Good afternoon, man.

15:23

Be heard.

15:25

Okay.

15:26

Yeah, hey, um uh chair Young.

15:30

Why do the North Ending developers get to have uh uh properties open to blight, boarded, uh peeling paint, debris, no vacant building certificate.

15:41

Yet you let the land bank go and take people's property uh without paying them just compensation.

15:48

Uh like the last caller said, you know, there's there's there's different treatment for different folks and like the favored developers, even the illiches have two vacant buildings across this on the block where Cindy Darius no vacant building certificate for them.

16:04

And I highly suggest you ask all of your staff to read the city charter.

16:08

That should be a day one assignment because I can tell a lot of them, they may mean well, but I can tell they haven't read the charter.

16:15

Now let me explain to you why the nuisance abatement program is illegal and you should have shut it down a long time ago, and now because of the class action lawsuit, you've negligently possibly incurred millions of dollars of liability on it for for us taxpayers.

16:30

But the second amended and restated intergovernmental agreement signed in 2013 by Kevin Orr, that uh the last council's let continue without an MOU.

16:41

Specifically states with the creation of this land bank that they're they can exercise all the powers under the land bank.

16:49

The land bank law that allowed to that that that member waters was there for it.

16:53

She's been telling you they don't allow for the nuisance abatement program.

16:57

But specifically in this agreement, if you could get your staff to read it on page nine, section five point zero five, condemnation prohibited prohibited pursuant to section four eight of the land bank act.

17:09

The city authority is prohibited from exercising the power of eminent domain or condemning property, and that's exactly what they're doing, except they're just putting a different color lipstick on the pig and calling it a chicken, and you have been letting this go on for years, and you, Mr.

17:25

Benson, voted for it years ago, and and all right, thank you.

17:30

We appreciate that.

17:30

Who do you have next in the queue?

17:35

Mr.

17:35

Chair, the last caller is in 669.

17:38

All right, 669, floor is yours.

17:41

Two minutes.

17:50

What up, Doge?

17:51

Can you hear me?

17:52

Yes, sir.

17:54

Hello, honorable council people.

17:57

313 444, 9114, 3134, 9114, 313, 44, 911.

18:07

That number was amazed.

18:09

You can remember it.

18:10

Um, in spite of my haters, uh, I give out that number because folks donate through that number.

18:16

They invite me to events to talk about the things we do in the community.

18:20

Uh, it's very beneficial to me.

18:22

And in fact, social media is beneficial.

18:25

A young lady took advantage of me, cleaning my apartment.

18:27

I've heard any disc.

18:28

I can't lean over and lift.

18:30

Um, lifting is like prohibited because of the injury.

18:35

And she took advantage, and I prayed in the Holy Spirit.

18:38

I prayed about situation, and something told me to go to Facebook and ask for help.

18:43

And folks came to help and assist with laundry and things of that nature.

18:48

We work together.

18:49

So social media is good to me.

18:54

Um we're doing D Dot and Smart Bus Ride Alongs.

19:00

If you're a candidate of any kind, please reach out to B1344 9114.

19:07

We've done folks like Doug in.

19:09

We've done folks like Yano Mayor Sheffield.

19:13

Uh she was the council president at the time.

19:15

So uh we want to get you familiar with the people and what's going on with D Dot.

19:21

It's still not on time, they still don't come sometime.

19:26

Uh, and I want to thank you again, Councilman Young and your honorable chief of staff for those gloves, hats over the winter, all the things that you provided that we gave to the people.

19:37

It could not have been done without your help and support.

19:41

And remember, I give out these bus tickets.

19:44

I spend about three or four hundred dollars a month on bus tickets, bus tickets, and more bus tickets east side, west side, north side, south side at the bus stop.

19:54

And so your prayers are appreciated, and your support is even more so.

20:00

Thank you.

20:00

We appreciate that.

20:02

Who you in next in the queue?

20:04

Like if y'all got questions, say so.

24:35

Somebody say something.

25:42

Motion discussion.

25:44

Motion has been made.

25:45

Discussion chair recognizes Vice Chair Benson.

25:49

Yourself, Mr.

25:50

Chair to the administration.

25:51

Why the six month extension?

25:54

What's the plan for these services?

25:57

Uh in the new year.

25:59

I think we got Mr.

26:04

Weather up.

26:08

Or Mr.

26:09

Edwards.

26:10

I think it's going to be Mr.

26:11

Weather to address that.

26:13

Mr.

26:14

Washington.

26:20

Good afternoon, Alex Weatherup, Assistant Director General Services.

26:24

Oh, okay, excellent.

26:25

Go ahead, Mr.

26:25

Weatherart.

26:26

Through the chair to Member Benson.

26:28

Um, so this is one of our standard fleet repair contracts.

26:32

Um, I love bringing time only extensions for repair contracts.

26:36

That means we are breaking things less often than we expect.

26:39

Um, so this is our projection um to use the dollars and this authority uh to stretch them another six months.

26:46

Um, and then when we get to that term, we'll we'll rebid the services.

26:49

All right, thank you.

26:52

All right, motion made or any objections.

26:57

Hearing none, line on six point six, we move to formal session with record data for approval.

27:38

Is there a motion to move line item 6.7 to formal session with recommendation for approval be put onto new business?

27:50

Is there a motion?

27:52

Discussion.

27:53

Discussion.

27:55

Uh chair recognized member Miller.

27:57

Uh, what is driving the 210,000 increase?

28:01

And why is a waiver being requested and said it's reporting.

28:05

Okay, I think that will go to Mr.

28:07

Weatherup.

28:08

But we also have Angie Sanders here as well.

28:12

Mr.

28:12

Weatherup, go ahead, sir.

28:15

Sir, through the chair to member Miller.

28:17

Um we are seeking uh an increase on these on this contract.

28:21

Um, we originally, when we bid out our heavy-duty repair services, we had multiple contracts like we like to do to have capacity.

28:28

This one got uh uh finalized first, and we leaned on it heavier than expected in the early days.

28:34

Um, so we'd want to make sure we have enough on it to maintain our capacity uh to get through the end of the term.

28:42

Okay, thank you.

28:46

Thank you, Peter Chair.

28:47

No more, no more questions.

28:48

Okay.

28:50

Do I have a motion to send line on six point seven to formal session with recognition for approval?

28:55

We put on to new business.

28:58

Motion motion has been made, or any objections.

29:01

Hearing line 6.7 be moved to formal session with recognition for approval, we put on to new business.

29:07

29:40

Oh there are no batch requirements for these non-cash donations.

29:45

The resolution was approved on September 22nd, 2020.

29:49

Approved resolution only applies to the non-cash assets that were valued under $25,000.

30:00

Do I have a motion to send line on 6.8 the formal session with a recommendation to approval to be approved to be put onto new business?

30:05

Motion.

30:06

Motion made or any objections here in the line of 6.8, we move the formal session with a recommendation for approval to be put on to new business.

30:16

Lionel request to speak before council.

30:19

Lionel 6.9 petition of Josh Mann request to speak before the Detroit City Council and present a video in regards to how to show how we can improve public parts and adding an area for the arts.

30:54

Okay.

30:55

So we want to bring can we bring this, maybe we should just bring this back in a week first, see see if he's SU reset, and then if not, we can TVD it.

31:03

Uh yes, would you like us to reach out and actually get a copy of the video before?

31:07

Okay, so so can we just can we just postpone this for two weeks?

31:11

Yeah, is that okay?

31:13

To the chair, yes.

31:14

Thank you so much.

31:15

All right.

31:16

Uh the discussion.

31:17

Chair recognized Miner Benson.

31:19

Vice Chair Benson, sorry.

31:20

So the the ultimate goal here is in this person hasn't been before city council.

31:25

We haven't seen anything.

31:27

This line item has been in now committee and informal for well over a month.

31:33

What's the ultimate goal here?

31:35

From my understanding, the ultimate goal is that he wanted to show how we can improve, he wanted to have a video that he wanted to present to us to show how he approved public parts, and he wanted to add an area for the arts.

31:45

It's also my understanding he wanted to do something involving addressing the drag racing issue that we're having in the city of Detroit because I know that's something that he did previously.

31:53

And so I just wanted to see what it was.

31:55

I wanted him to present it.

31:56

I want to see what the idea was.

31:58

I wanted to see the video first to just to see what it is he's talking about.

32:03

This is something that will reach this.

32:05

I like to be able to give if people are coming forward, this body that are giving solutions that are willing to do the work to actually provide what those solutions are.

32:14

I like to hear what they have to say.

32:16

And I feel that as an elected official, it is my responsibility to be able to give that person a platform if it's serious, if it's something that's fleshed out.

32:24

You know, and so I would like I would like to hear it, I would like to listen to it.

32:28

If the if the body feels differently, I understand that.

32:31

But I at least want to be able to give him an opportunity to be able to present that.

32:35

But he has not ready, obviously, he's not here, he's not ready to present this yet.

32:39

I want to get we talked this Tuesday about him being able to put those things together, and so I still think he's in the process of doing that.

32:48

So I want to at least give him two weeks to be able to do that.

32:51

If he doesn't do that at that time, I will probably either TVD this or I'll probably remove it from the agenda.

32:57

Discussion.

32:58

Chair Nightman Benson.

32:59

Vice Chair.

33:01

I I would strongly suggest that if you really do want to listen and give this person an opportunity, that you should vet this one yourself and then bring it to this body with a recommendation.

33:11

In addition, this body does not have the ability nor authority to green light any projects.

33:18

He should also be speaking with the administration if this is a serious proposal.

33:23

And if not, I would strongly recommend it to be vetted prior to coming to city council.

33:28

Discussion.

33:29

No, um, no, absolutely.

33:31

Well, I did plan on looking at it beforehand.

33:33

I like to be transparent, though, in terms of things that I'm doing and the way in which I operate and process.

33:38

So I I think we could do two things at the same time.

33:40

I definitely think it's something that we could vet.

33:42

If we look at and I will definitely vet and look at this, but I also want to provide him the opportunity to be able to come before uh the body and be able to do this.

33:50

Again, we're not greenlighting anything.

33:52

You know, we're just doing this, and as a chair, I have the right, and I'm exercising the right as chair to be able to listen to what he has to say.

33:58

Uh so, but I understand what you're saying.

34:00

I definitely think that we should vet this.

34:02

We also should make it clear that we do not have the right to be able to go in like this, so people don't have any um preconceived notions in terms of what we actually do with this project or what we don't.

34:13

So I think that what you're saying, vice chair, makes total sense, and I will be very judicious and responsible of how I approach this and address this.

34:20

But I wanted to give this man opportunity to be able to provide that.

34:24

And I think some of the best ideas that I've listened to in my time comes from constituents, and so I wanted to have him have that opportunity.

34:31

Uh member Miller, did you have something you want to say?

34:35

Sure, I just had a question.

34:36

It seemed like this was this seemed like this was a two-part endeavor with the bringing art to the parks.

34:42

Um, but then there's a spin on it with also providing a place for drag racing.

34:48

Is that is that what we're discussing here?

34:50

I think we were also discussing that as well.

34:52

That's that's we discussed when we talk.

34:54

Yeah, I I I agree to a certain extent, especially regarding the drag racing.

35:00

That's something that needs to be coordinated with the police department.

35:02

I don't know if our residents really want to do that.

35:05

I mean, because ultimately most times it revolts in illegal gambling and death.

35:11

So I'm not sure if this is something that we want to do publicly.

35:14

We might have to do it behind closed doors and vet out the information first before bringing it before body.

35:19

I would agree.

35:20

I think it's something to consider.

35:22

I appreciate you for even taking the time because those are issues that we deal with.

35:26

I recently am dealing with that um in my personal life.

35:30

So yes, please.

35:31

Um, I would like to see the video prior to because the callers that because the callers that call in, they are they are um I won't say gracious to us.

35:44

Last thing I want to do is hear uh 100 people calling in about us trying to do drag racing in the city of Detroit on a public level with um without vetting it first.

35:55

No, uh no man again.

35:57

I mean, um, you know, Vice Chair Benson and uh member Miller, you're absolutely right.

36:01

I mean, that that was my plan.

36:02

I want to at least see what it was first to see was viable, and then if it wasn't, I'd probably just either remove from the agenda.

36:08

But um, but I definitely wanted to at least do all I can if it was something that was legitimate, it's something that was serious to allow him to be able to have that opportunity because like you said, I mean, this is a serious issue.

36:20

And I think like Member Benson said, if this is a serious proposal, he should go through the administration and preser and present that to them as well uh through general services department to be able to provide these services.

36:32

So I think you I think you're absolutely right.

36:34

I I just wanted to be able to give him an opportunity to be able to see this if this is serious.

36:39

So uh, but I like I said, I I haven't even seen the video yet, so I will be vetting it before we do that.

36:45

I'll at least see it before we present it before uh council.

36:49

But if he presents it before the two weeks, you know then I can look at it.

36:53

I'll send it to everyone, I'll send it to everybody on the committee so you can look at it as well, and then I'll call back to confirm this something you want to do or not, and then we'll have a committee and then I'll make the decision accordingly.

37:03

But I'll give you all the information.

37:04

I'll give you all the information I have that I receive, I will share with everybody on this body, and then we can we could we could go from there.

37:13

So but but yeah, but I just want to let you know that I I agree.

37:19

So and and and and those are excellent points too that you're making.

37:22

I'm not I'm not trying to be dismissive of them at all.

37:25

Um so with that being said, um, is there a motion to bring back line on six point nine in two weeks?

37:34

Is there a motion?

37:36

Because I can't read a motion.

37:39

Okay, I don't think there's a motion.

37:41

Uh is there a motion to uh put line on 6.9 TBD?

37:50

Is there a motion to bring line on 6.9 TVD?

37:54

Jesus, you guys are killing me, smalls.

37:56

All right.

37:57

Uh I run out of options here.

38:03

Make a motion to bring back TBD once you review the video.

38:06

All right, excellent.

38:06

Thank you, Member Miller.

38:08

All right.

38:08

Motion to bring back line of 6.9 TVD once you see the video.

38:13

Are any objections?

38:14

Discussion?

38:15

Discussion.

38:15

Vice Chair Benson.

38:17

I believe the motion was once you see the video.

38:19

Once I see the video or once we see the video, sure.

38:22

Once I see the video, okay, cool.

38:24

That's fine.

38:24

Thank you.

38:25

Okay.

38:26

I'll try to try to be magnanimous here.

38:28

All right.

38:30

Motion to uh bring back TBD Lionel 6.9 after I see the video.

38:36

Are there any objections?

38:41

Hearing none, Lion 6.9 be brought back after I see the video.

38:45

All right.

38:46

We are now moving on to line item 6.10.

38:53

Council member Denzel and Tom McCampbell submitting memorand memorandum relative to the tree city service, city tree service requests.

39:02

Follow up.

39:03

My office has been in communication.

39:05

Member McCambo's office and mayor, okay, receiving file lion 6.10.

39:09

Do I have a motion to receive a file line on 6.10?

39:13

Motion.

39:15

Are any objections here and we will receive and file line on 6.10.

39:20

Lion 6.11, submitted memorandum relative to request for written analysis, proposed development at Butzel Family Center.

39:30

Um Member Miller.

39:34

Yes, sir.

39:35

Is there a motion to oh, sorry, is there a motion to discuss line 6.11?

39:39

Discussion has been made or any objections.

39:41

Okay, hearing none.

39:42

Uh member Miller.

39:44

Good evening.

39:45

Uh, thank you again, Pro Tim Chair.

39:48

Uh, this item has been on our radar for the last three months.

39:52

There has been a community appeal that was denied.

40:00

There's been a variance um appeal through BZA that was also denied, and I am looking for further direction to be transparent with my constituents.

40:06

This project was rolled out as new development, but it was found to be really back from 2018.

40:14

And uh it does not line up for me consciously that's something that is um appropriate for this area.

40:23

That's just my opinion.

40:24

But at the listen to my residence, I have been charged with uh supporting the residents in district five in that particular area.

40:33

Um, I will say that I've never seen a for sale sign up, usually something of that magnitude.

40:38

There will be a big sign that says for sale, City Detroit.

40:42

No one had any knowledge of it, and me living in that area, I've never seen and or her, nor anything about this project until January of this year when I was invited to a community engagement meeting.

40:54

I will say that um it's a lot of questions that are on the following page regarding who owns what how are we selling city property, historical property to me because I know it was gutted out in 1975 from residential to bring this uh historic architectural building here for the purpose of it.

41:14

So, not quite understanding why the parking lot would be for sale.

41:20

Um, or and no one knows about it.

41:22

There's so much land in Detroit that we can find somewhere for a four-story bit on the go when the residents do not support.

41:28

Um, I've received emails, some that do uh agree, but majority of the ones that I received, they do not.

41:36

And once the community appeal went forward, um, it let me know choice.

41:41

So I just want to hear from the LPD and from the law department regarding this product, this project I reached out to BCA.

41:50

BCA, I know they're waiting for I guess some some written uh uh dialogue to come through.

41:57

I just cannot wait.

41:58

It seemed like it's a long process when you look at the website and communication.

42:03

So no, this project here.

42:05

Um I support the residents, I stand by them in this, and so this is pretty much why I'm just asking for the written clarification breakdown next steps.

42:15

Um are we talking or not?

42:17

It seems as though there's not the funding for it, and more importantly, it is not in my opinion affordable.

42:25

There's 48 units, only 15 are considered uh worthy of even mentioning the AMI.

42:31

So therefore, I'm asking who was the property for?

42:34

A lot of people developers say it's affordable, but it really isn't for Detroiters.

42:39

So um, as we seek to dissect the area of a known recreation center that everyone seems to say is has a parking lot that's not being used.

42:51

I find it very offensive to me being a resident off that street.

42:55

Why is the parking lot not being used?

42:57

Um considering looking at programming.

42:59

I'm looking, I've having multiple conversations.

43:02

Like, how do you take a parking lot from a building and just sell a portion of it in the first place?

43:07

And then you want to infringe on the residential property and change the zoning.

43:11

So it just seems like there's some questions that needs to be answered.

43:13

I'm willing to answer the hard questions and get to the bottom of this and frankly see about maybe accommodating this special person someplace else within another district or district five.

43:26

Attorney Keller, anything you want to comment on this?

43:29

Uh, yes, to the chair.

43:31

Uh, we are making this priority.

43:33

We will ask for uh one week bring back on this, and uh we're putting together a comprehensive report.

43:39

Excellent.

43:40

Any any other questions, member Benson?

43:43

Member Miller, anything else you want to contribute?

43:46

No, I look forward to seeing the report and analyzing it as well and being transparent as possible with the residents that live within this area.

43:54

There's three block clubs who I have to answer to, and they come first.

44:01

How they feel, what they want in their area comes first.

44:05

And there is a school, the Marcus Garvey Academy is right next door to this.

44:09

And and mainly, I I I need to, I don't need a tour of it.

44:13

I've lived by it for 20 years.

44:16

And there's some things like making it where you have to enter the back of the building.

44:21

We're beyond entering the back of a building by the trash can and the dumpsters and the rodents.

44:25

This is it's project to me, just it's so much.

44:28

Um, I could go on for details, but I'm sure I get emails behind it.

44:31

I look forward to them.

44:32

Feel free, contact me if you have questions or uh things that I could further uh get evaluated so we can make the right conscious decision.

44:41

And because I am new, I had to go this route because I was not getting the proper answers.

44:47

Thank you.

44:48

All right, you corporation counsel.

44:51

You got anything you want to comment on this at all through the chair nodded this time.

45:00

Okay.

45:01

When you do let me know.

45:05

Uh was it do we speak to anybody um from the administrative department on this at all?

45:12

No?

45:12

Okay.

45:13

All right.

45:15

All right.

45:15

Motion's been the Britney's back in one week, right?

45:20

Attorney Keller, it was one week, right?

45:22

We were asking for a week, but no motion's been made.

45:24

All right, I'll just make sure I just want to make sure the time was right.

45:26

Okay.

45:26

I'm a minute.

45:27

Y'all about to make it right now.

45:28

Okay.

45:30

Uh is there a motion to bring back line items 6.11 in one week.

45:37

Motion.

45:38

Motion made or any objections.

45:42

Hearing uh 6.11 be brought back in one week.

45:48

Line 6.12 is council member uh Denzel Anton McCampbell submitting memorandum relative to recreation center membership affordability.

45:58

Uh we are talk to their team and no, excuse me, the administration is requesting that we bring back line items 6.12 in two weeks.

46:05

Do I have a motion to bring back line or 6.12 in two weeks?

46:09

Motion.

46:10

Motion made or any objections.

46:13

Hearing uh line 6.2 be brought back in two weeks.

46:17

We will now go to member reports.

46:19

Chair recognizes vice chair Benson.

46:21

No report.

46:22

Okay, chair recognizes Member Miller.

46:25

No report.

46:27

Okay.

46:27

Um I just wanted to just say really just say really quickly.

46:32

Um, one, I wanted to ask a question to uh Mr.

46:36

Washington.

46:38

Um is there anything?

46:40

Is there anybody else that you have that's available that wants to comment on uh the request for written analysis for the proposed Butzel Family Recreation Center?

46:49

Do we have anybody from General Services that wants to comment on this at all?

46:56

Mr.

46:56

Washington.

47:04

Yes, good afternoon.

47:05

My apologies to the chair.

47:07

Could you restate the question?

47:08

Yeah, the question was do we have anybody that wants to comment on the proposed development at Bustle Family Center?

47:14

Does administration of anybody or should we bring or should we just like come back and have a more thorough discussion?

47:20

It kind of seems like we probably should just do something to committee where we just have a thorough discussion or we just hash out what this is.

47:28

Through the chair, no, we don't have anyone um available to respond right now, but have to respond right into the questions that were presented.

47:35

Yeah, memo.

47:36

Yeah, that's what I thought.

47:37

All right, thank you, sir.

47:38

Appreciate that.

47:39

So uh member Miller, yeah, we'll probably have somebody just we'll probably just have somebody come up for the the body, and we'll just like have a real thorough discussion, you know, just kind of knock down drag out discussion of what this is and how it works and what we're gonna do and all that and the other.

47:54

So I I'll let you know.

47:55

I'll I'll request it and then I'll let you know what date and and when we're doing that and how that go down.

48:01

So um, excuse me, now that you brought it back up after no member reports, yeah.

48:07

Uh we need to have a discussion as well.

48:09

Um, this is right in our backyard.

48:11

Yeah.

48:11

And and this is um important to the residents that that surround us, and I would like you to also evaluate because you are the um citywide uh pro tem chair, this honorable body.

48:25

And some things we have to wait on the hard things.

48:28

Yeah, well, I I I have my concerns too.

48:31

And and I have pro and I have feeding programs that I do like every other month out of there.

48:36

So, yeah, so I understand and I understand those community meetings.

48:40

You getting it because I don't because I don't get any too.

48:42

Well, I don't know if you getting it, but I know I'm getting it every other day.

48:45

You know, you don't, you know, air everywhere, the store, the gas station, you know, the the cleaners everywhere.

48:51

So I appreciate I appreciate the dialogue.

48:55

I really do the extended dialogue because for people who do not live in this area and for developers to tell me that this parking lot is vacant and there's no activity, then let's find out why there's no activity.

49:06

Let's find out why the buttons isn't thriving like other rec centers.

49:10

Because I just need to understand the property, go with the property.

49:15

We just I'll hate the solution my property to accommodate someone.

49:18

I I don't know.

49:19

Just I look forward to talking with you about it further, and thank you for uh re in uh reinstating it for conversation.

49:26

49:27

49:28

Uh negative report.

49:29

That being said, without um objection, neighborhood community service standing committee will now stand adjourned.

Public Comments & Testimony

Six individuals spoke during public comment:

  • Betty A. Varner (President, Soda Elseway Block Association): Promoted free eye exams, eye screenings, and free dental services at 10301 Woodward Avenue. Provided phone number and appointment details.
  • William M. Davis: Expressed enjoyment of recent events at Huntington Place, but noted an incident where Jewish attendees were pushed and spat on, urging tolerance. Argued that the city should receive a share of parking revenue from Huntington Place and other authorities. Called for higher voter turnout in Detroit to regain political influence.
  • Owner Papa: Criticized the Neighborhood Committee for not addressing citywide issues such as contaminated dirt and potholes. Questioned why the committee's agenda included heavy‑duty maintenance trucks rather than neighborhood priorities. Expressed concern that District 7 lacks a recreation center for youth approaching summer. Also asked why the Butzel Family Recreation Center development was on the agenda while other districts' rec centers remain unresolved. In response, Councilmember Young stated that contaminated dirt is better addressed at a Committee of the Whole, and noted that line 6.12 addresses recreation center membership affordability.
  • Legendary Detroiter (Ruben James Crowley Jr.): Claimed a woman (Kinesha Coleman) did not shoot herself and called for reopening the case. Alleged that the city stripped his home causing $29,200 in damage, and said Letitia Johnson (council member) has not inspected his property. Accused Detroit City Clerk Janice Winfrey and others of election cheating in 2020, 2021, 2022, and 2024, claiming he provided information to President Donald Trump. Implied Councilmembers Young, Tate, and Benson were involved in contract corruption.
  • Dr. Smith: Complained that a millionaire, Nicole Curtis, owns 451 East Grand Boulevard in District 5 and has not received a ticket since January 2024, while a similarly deteriorated house owned by a white homeowner received attention. Requested a meeting with Councilmember Miller and Councilmember Young regarding Cronos Concrete, a concrete plant at 3405 Gaylord, citing dust issues despite air monitors. Expressed dissatisfaction with election security and said councilmembers are not doing their jobs for $100,000 salaries.
  • Member waters: Criticized the City Land Bank for taking property without just compensation while favored developers own blighted buildings. Argued that the nuisance abatement program is illegal because the 2013 intergovernmental agreement prohibits condemnation under the land bank law, and that the city now faces a class action lawsuit from this negligence. Urged council to read the city charter.
  • Caller 669: Promoted his phone number (313-444-9114) for community donations and assistance. Announced D‑Dot and SMART bus ride‑alongs for candidates. Thanked Councilmember Young for gloves and hats provided during winter. Stated he spends $300–400 per month on bus tickets for residents.

Discussion Items

  • Line 6.6 – Contract amendment with Michigan Cat (McAllister Machinery Co. Inc.): Six‑month time‑only extension for diesel engine repairs. Alex Weatherup (Assistant Director, General Services) explained the extension is needed because repairs are happening less frequently than expected, allowing the department to rebid services later. Moved to formal session without objection.
  • Line 6.7 – Contract amendment with Carry Brothers Truck Repair: $210,000 increase (total $535,000) for heavy‑duty maintenance and repair. Mr. Weatherup said the contract was leaned on more heavily than anticipated after bidding. Moved to formal session without objection.
  • Line 6.9 – Request of Josh Mann to speak and present a video: The petition sought to present a video on improving public parks and adding an area for the arts, and also addressed drag racing. Councilmember Renata Miller expressed concern about promoting drag racing (which involves illegal gambling and deaths). Councilmember Scott Benson suggested the idea should be vetted and directed to the administration rather than presented at a public meeting. Councilmember Young agreed to review the video first, then bring the item back as to be determined (TBD). The motion passed to bring line 6.9 back after Councilmember Young reviews the video.
  • Line 6.11 – Butzel Family Recreation Center development: Councilmember Miller described the proposed development as a 48‑unit building (only 15 units designated as affordable) on a portion of the recreation center parking lot. She stated the project was originally brought forward as new development but dates back to 2018; a community appeal and a BZA variance appeal were both denied. Miller expressed opposition, citing lack of community knowledge (no “For Sale” sign), concerns about zoning changes, parking loss, and adjacency to Marcus Garvey Academy. She said the majority of emails she received oppose the project. Corporation Counsel Keller committed to providing a comprehensive report and requested a one‑week return. Councilmember Young also expressed concerns, noting feeding programs held at the rec center. The item was moved to be brought back in one week.
  • Line 6.12 – Recreation center membership affordability: Council memorandum by Denzel and McCampbell. The administration requested a two‑week return. Moved to be brought back in two weeks.
