5:01Um, even though it came to my attention during the convention that there was some uh Jewish friends that was uh pushed and sped on, which I didn't see that because if I had seen it, I would have called the police or what have you.
5:17Uh, we need to make sure our people are more tolerant, you know.
5:20Um course I'm a black man and I advocate for black people and seniors and retirees, but we need to make sure we're more welcoming and don't discriminate against anyone.

5:38Like um, I remember when the CD trait completely owned and operated what was Cobo Arena, you know, Cobo Hall.

5:57City Detroit should get at least part of that.
6:00Uh and we should be getting looking at all the other authorities to try to increase some revenues from that to help the city of Trade residents, especially for stuff that we built.

7:42But I I have a problem with your neighborhood's committee.
7:44You have a lot of things on here about heavy-duty maintenance trucks.
7:48Do you realize that you are the um the council member at large?
7:54Um, which means on your agenda should be some discussion of the dirty dirt and the holes that are all around the city.
8:03Um, that is a neighborhood issue.
8:06I'm not sure how heavy maintenance trucks and repair um are relevant to me and my neighborhood.
8:14Um, you have lots of things about you know, um, and parties and and things of that nature when we have so many uh serious things going on in our neighborhoods that are not being addressed properly, and I think one of the reasons they're not being addressed properly is because the neighborhoods committee is not doing its job as the neighborhood committee.
8:39Um written analysis proposed development at Butzell Family Recreation Center.
8:47Um that's that's all well and good, but how about District 7 and their recreation center?
8:52Are you concerned about those young people who are approaching summer with no recreation center and no resolution to them having any access to a recreation center?
9:06As the neighborhood committee, I believe that that is something that you uh councilman Young and you as well, councilwoman waters, should make a priority, especially the dirty dirt and holes that are all over the city that are in some ways your responsibility.
9:32I just want to say one, it's involving the contaminated dirt.
9:36I think it'd be more appropriate if we have a committee of the whole, which we had last time we had this conversation with the inspector general.
9:42I think they're doing it.
9:43There was an investigation on the particular um contractor, but I think we should have a committee of the whole as a whole, so we can deliver it as a body in terms of what to do.
9:52I agree with you, that's an important issue.
9:54I just don't think you should just go through a committee process.
9:55I think they should go through the actual body discussion and process of how we address that, how we go about doing that.
10:01And I also think that ordinances, if they can apply, should be uh passed to address how we go about doing that.
10:08I also just want to let you know that um if you look further on the agenda, line on 6.12 talks about rec recreation center membership author uh affordability.

13:18Also, to my councilwoman, uh Miss Miller, I know you're uh in and otherwise uh indisposed or whatnot, but I love for your team to work on uh 451 East Grand Boulevard owned by a millionaire Nicole Curtis.
13:31She has a net worth of I believe eight million dollars, and it's right in District 5, situated right at Curseville and East Grand Boulevard in Island View.
13:38I just seen a story where David Bell went out to a house in uh East English village where it was a white homeowner who owned three houses on the block complaining about this home that looks much better than this house, and it does need to be uh worked on, but it looks much better than 451 East Grand Boulevard.
13:52It has windows, it has doors, it has shingles on the roof.
13:56So my thing is uh do I have to be white?
13:58Do I have to own three houses?
13:59Do I have to uh be affluent?
14:01Uh does my neighborhood have to look any better for me to get a millionaire to uh administer, well not administer, but to uh adhere to a court order that was served to her five years ago.

15:30Why do the North Ending developers get to have uh uh properties open to blight, boarded, uh peeling paint, debris, no vacant building certificate.
15:41Yet you let the land bank go and take people's property uh without paying them just compensation.
15:48Uh like the last caller said, you know, there's there's there's different treatment for different folks and like the favored developers, even the illiches have two vacant buildings across this on the block where Cindy Darius no vacant building certificate for them.
16:04And I highly suggest you ask all of your staff to read the city charter.
16:08That should be a day one assignment because I can tell a lot of them, they may mean well, but I can tell they haven't read the charter.
16:15Now let me explain to you why the nuisance abatement program is illegal and you should have shut it down a long time ago, and now because of the class action lawsuit, you've negligently possibly incurred millions of dollars of liability on it for for us taxpayers.
16:30But the second amended and restated intergovernmental agreement signed in 2013 by Kevin Orr, that uh the last council's let continue without an MOU.
16:41Specifically states with the creation of this land bank that they're they can exercise all the powers under the land bank.
16:49The land bank law that allowed to that that that member waters was there for it.
16:53She's been telling you they don't allow for the nuisance abatement program.
16:57But specifically in this agreement, if you could get your staff to read it on page nine, section five point zero five, condemnation prohibited prohibited pursuant to section four eight of the land bank act.
17:09The city authority is prohibited from exercising the power of eminent domain or condemning property, and that's exactly what they're doing, except they're just putting a different color lipstick on the pig and calling it a chicken, and you have been letting this go on for years, and you, Mr.
17:25Benson, voted for it years ago, and and all right, thank you.

31:33What's the ultimate goal here?
31:35From my understanding, the ultimate goal is that he wanted to show how we can improve, he wanted to have a video that he wanted to present to us to show how he approved public parts, and he wanted to add an area for the arts.
31:45It's also my understanding he wanted to do something involving addressing the drag racing issue that we're having in the city of Detroit because I know that's something that he did previously.
31:53And so I just wanted to see what it was.
31:55I wanted him to present it.
31:56I want to see what the idea was.
31:58I wanted to see the video first to just to see what it is he's talking about.
32:03This is something that will reach this.
32:05I like to be able to give if people are coming forward, this body that are giving solutions that are willing to do the work to actually provide what those solutions are.
32:14I like to hear what they have to say.
32:16And I feel that as an elected official, it is my responsibility to be able to give that person a platform if it's serious, if it's something that's fleshed out.
32:24You know, and so I would like I would like to hear it, I would like to listen to it.
32:28If the if the body feels differently, I understand that.
32:31But I at least want to be able to give him an opportunity to be able to present that.
32:35But he has not ready, obviously, he's not here, he's not ready to present this yet.
32:39I want to get we talked this Tuesday about him being able to put those things together, and so I still think he's in the process of doing that.
32:48So I want to at least give him two weeks to be able to do that.
32:51If he doesn't do that at that time, I will probably either TVD this or I'll probably remove it from the agenda.

33:01I I would strongly suggest that if you really do want to listen and give this person an opportunity, that you should vet this one yourself and then bring it to this body with a recommendation.
33:11In addition, this body does not have the ability nor authority to green light any projects.
33:18He should also be speaking with the administration if this is a serious proposal.
33:23And if not, I would strongly recommend it to be vetted prior to coming to city council.

33:31Well, I did plan on looking at it beforehand.
33:33I like to be transparent, though, in terms of things that I'm doing and the way in which I operate and process.
33:38So I I think we could do two things at the same time.
33:40I definitely think it's something that we could vet.
33:42If we look at and I will definitely vet and look at this, but I also want to provide him the opportunity to be able to come before uh the body and be able to do this.
33:50Again, we're not greenlighting anything.
33:52You know, we're just doing this, and as a chair, I have the right, and I'm exercising the right as chair to be able to listen to what he has to say.
33:58Uh so, but I understand what you're saying.
34:00I definitely think that we should vet this.
34:02We also should make it clear that we do not have the right to be able to go in like this, so people don't have any um preconceived notions in terms of what we actually do with this project or what we don't.
34:13So I think that what you're saying, vice chair, makes total sense, and I will be very judicious and responsible of how I approach this and address this.
34:20But I wanted to give this man opportunity to be able to provide that.
34:24And I think some of the best ideas that I've listened to in my time comes from constituents, and so I wanted to have him have that opportunity.

34:36It seemed like this was this seemed like this was a two-part endeavor with the bringing art to the parks.
34:42Um, but then there's a spin on it with also providing a place for drag racing.

34:50I think we were also discussing that as well.
34:52That's that's we discussed when we talk.
34:54Yeah, I I I agree to a certain extent, especially regarding the drag racing.
35:00That's something that needs to be coordinated with the police department.
35:02I don't know if our residents really want to do that.
35:05I mean, because ultimately most times it revolts in illegal gambling and death.
35:11So I'm not sure if this is something that we want to do publicly.
35:14We might have to do it behind closed doors and vet out the information first before bringing it before body.
35:20I think it's something to consider.
35:22I appreciate you for even taking the time because those are issues that we deal with.
35:26I recently am dealing with that um in my personal life.

39:48Uh, this item has been on our radar for the last three months.
39:52There has been a community appeal that was denied.
40:00There's been a variance um appeal through BZA that was also denied, and I am looking for further direction to be transparent with my constituents.
40:06This project was rolled out as new development, but it was found to be really back from 2018.
40:14And uh it does not line up for me consciously that's something that is um appropriate for this area.
40:23That's just my opinion.
40:24But at the listen to my residence, I have been charged with uh supporting the residents in district five in that particular area.
40:33Um, I will say that I've never seen a for sale sign up, usually something of that magnitude.
40:38There will be a big sign that says for sale, City Detroit.
40:42No one had any knowledge of it, and me living in that area, I've never seen and or her, nor anything about this project until January of this year when I was invited to a community engagement meeting.
40:54I will say that um it's a lot of questions that are on the following page regarding who owns what how are we selling city property, historical property to me because I know it was gutted out in 1975 from residential to bring this uh historic architectural building here for the purpose of it.
41:14So, not quite understanding why the parking lot would be for sale.
41:20Um, or and no one knows about it.
41:22There's so much land in Detroit that we can find somewhere for a four-story bit on the go when the residents do not support.
41:28Um, I've received emails, some that do uh agree, but majority of the ones that I received, they do not.
41:36And once the community appeal went forward, um, it let me know choice.
41:41So I just want to hear from the LPD and from the law department regarding this product, this project I reached out to BCA.
41:50BCA, I know they're waiting for I guess some some written uh uh dialogue to come through.
41:58It seemed like it's a long process when you look at the website and communication.
42:03So no, this project here.
42:05Um I support the residents, I stand by them in this, and so this is pretty much why I'm just asking for the written clarification breakdown next steps.

42:17It seems as though there's not the funding for it, and more importantly, it is not in my opinion affordable.
42:25There's 48 units, only 15 are considered uh worthy of even mentioning the AMI.
42:31So therefore, I'm asking who was the property for?
42:34A lot of people developers say it's affordable, but it really isn't for Detroiters.
42:39So um, as we seek to dissect the area of a known recreation center that everyone seems to say is has a parking lot that's not being used.
42:51I find it very offensive to me being a resident off that street.
42:55Why is the parking lot not being used?
42:57Um considering looking at programming.
42:59I'm looking, I've having multiple conversations.
43:02Like, how do you take a parking lot from a building and just sell a portion of it in the first place?
43:07And then you want to infringe on the residential property and change the zoning.
43:11So it just seems like there's some questions that needs to be answered.
43:13I'm willing to answer the hard questions and get to the bottom of this and frankly see about maybe accommodating this special person someplace else within another district or district five.

44:09And and mainly, I I I need to, I don't need a tour of it.

44:16And there's some things like making it where you have to enter the back of the building.
44:21We're beyond entering the back of a building by the trash can and the dumpsters and the rodents.
44:25This is it's project to me, just it's so much.
