Present.

0:14

Council Member Denzel and Tom McCampbell.

0:16

Present.

0:16

Councilmember Mary Waters.

0:18

Madam Chair, you have a quorum present.

0:20

Thank you, Madam Clerk.

0:22

Given a quorum, we'll go right into the hearings for today.

0:26

If you are here for a hearing, if you are online and you are calling in for a hearing, we will turn it over to the administration to share with you what you can expect before I turn it over to LPD.

0:41

I just realized I started this meeting without LPD.

0:44

Maybe they'll join us before uh before we get to them.

0:47

But to the administration, if you wouldn't mind sharing with the public what they can expect from these hearings.

1:28

It should be Mr.

1:28

Washington.

1:31

Oh, sorry.

1:32

They are not on yet.

1:33

One second.

1:34

Okay.

1:37

While we wait for the administration and for LPD, I might um briefly pause us because I want to make sure that they're both there.

1:47

Um while we wait for all the players to join us, um, if you are listening in and you're here for a hearing, please raise your hands now.

1:59

We will be conducting these hearings uh virtually.

2:02

Uh so I don't see anybody here in the audience in person for a hearing, so I'm going to assume that we have folks online for today's session.

2:13

Um so again, if you are online and you are here for a hearing, please raise your hand and we'll make sure to add you to our queue.

2:28

If we can please note member waters has joined us.

2:31

So noted, madam chair.

2:32

Thank you.

2:34

All right.

2:35

Do we have anyone from the administration?

2:45

And then once you've been moved over, if you can please state your name and title for the public.

2:55

Who do we have as a participant with us?

2:57

Yeah, madam chair.

2:59

We just have Javon Perry with us up.

3:01

Oh, okay.

3:03

So no one from the administration is on the call with us.

3:06

We will flag this for them.

3:56

As soon as we see Mr.

3:58

Washington, we can make him into a panelist.

4:02

And this does give the public time to raise their hands.

4:06

We're going to create a queue.

4:09

And while we wait for the administration, just to give a brief overview to folks listening in.

4:14

Uh when we conduct these hearings, I try to respect your time and produce these as quickly as possible while helping you in whatever outcome you need.

4:25

Many times people call in uh at this process, they are looking to keep their property.

4:30

If you are, I'm going to be asking you for your plans to address the issues laid out by BC.

4:36

If we uh if if we believe that you have um a plan in place uh that can prevent the property from being dangerous, we will support an extension.

4:46

That's all based on the conversation that we have, or if we believe um that there is no way to save the property, or that we can agree with you to demolish if you're looking to demolish the property as well.

5:00

We're here to support you as well, Mr.

5:02

Washington.

5:07

Good afternoon through the chair, and my apologies for my delay.

5:09

I was wrapping up with one of your colleagues.

5:11

All good.

5:12

Thank you for joining us.

5:13

If you wouldn't mind sharing with the public what they can expect from these hearings, yes, um, for owners of property here today.

5:20

If city council orders the building, your building to be demolished, you have the opportunity to go to the building, safety and environmental engineering department located in room 418 and request a deferral of the demolition order.

5:34

This means that you must do the following.

5:39

Pay all, require inspection fees, secure all openings on your building from trespass and the elements, and remove all exterior debris, abandoned vehicles, overgrowth, etc.

5:51

Pay or make arrangements regarding any delinquent city taxes, obtain the necessary permits to bring your building into compliance with all applicable codes and submit a completed deferral application.

6:03

Thank you, Madam Chair.

6:04

Thank you, Mr.

6:05

Washington.

6:06

I will turn it over now to LPD.

6:08

Thank you, Madam Chair.

6:09

In addition to the important information that the administration's representatives just provided about the uh nature and the consequences of these uh hearings, people should be aware that these are administrative appeal hearings from previous informal hearings between the property owners and the uh representatives of B seed, in which uh the properties at issue here have been placed on the list for demolition of dangerous buildings.

6:34

This is a legally required step that we have to take in order to demo to demolish dangerous buildings in the city.

6:40

In order to do that, um the scope of the discussion is sometimes limited to what's relevant to that, so we can't get into some of the broader policy-oriented discussions that often attend these things, and in order to make sure that people receive due process and the committee is fully informed of the premises and making these decisions.

6:58

Representatives of the department are here with the files and photos so that the information can be known and used in the inform in the decisions.

7:06

Thank you.

7:07

Thank you.

7:08

All right, folks.

7:09

We're gonna go ahead and uh before we turn it over to the public here from B seed.

7:14

Want to hear from um our inspectors and team?

7:18

Thank you, madam chair.

7:19

My name is Dilip Portel.

7:21

I'm assistant to maintain BC.

7:27

Good afternoon, morning, chair.

7:29

My name is Javon Perry, Dangerous Buildings Clerk.

7:34

I'm all that are dangerous buildings clerk.

7:37

Thank you to our clerks and to our chief.

7:40

We can now turn it over to the public for our hearings.

7:43

So what we're going to do is I will turn it over to Ms.

7:47

Connell's gonna help me facilitate the callers.

7:50

I'm going to call we're we will call on two names.

7:54

Um, usually we have anywhere from 10 to 30 people that call in.

7:58

Um to make this efficient, we will call out one name.

8:02

You will be going first for your hearing.

8:04

The second name we call, you are on deck.

8:06

So please be paying attention for your name.

8:08

Um, oftentimes what happens is that people walk away and they're not listening, and then it's hard for us to get you to your hearing.

8:15

So this is our way uh to keep us all aware and and moving forward.

8:20

Uh so with that, how many hands do we have raised?

8:25

We have seven hands raised right now.

8:27

Okay, wonderful.

8:28

And who do we have first?

8:30

So, first we have Kissan Howard, followed by Connor and Enrique.

8:38

Hassan with an H with a K.

8:42

Kassan, if you can hear us, you are first, followed by Connor.

8:46

You are on deck.

8:47

Kassan, if you can hear us, please uh let us know which property you're calling us about.

8:56

Yes, hi, good afternoon.

8:58

I'm here about 4125 Helen.

9:02

Good afternoon.

9:03

You mentioned what was the street name again?

9:05

Helen.

9:06

Helen.

9:06

Yes.

9:07

All right.

9:07

This is 4125 Helen.

9:09

This is the fifth property under the ninth block.

9:11

This property has been withdrawn from the uh from the demolition list.

9:16

So you have addressed the issues.

9:18

Uh, do you have any questions for us?

9:20

No.

9:21

All right.

9:21

Well, thank you so much for doing that work.

9:23

Is there a motion to concur to withdraw Helen?

9:27

Hearing no objections, we agree to withdraw 4125 Helen from the demolition list.

9:32

Thank you, Kasan.

9:33

Hope you have a blessed day.

9:35

Thank you.

9:36

All right.

9:36

We will now hear from Connor, followed by Connor followed by prior investment group.

9:47

Prior investment group, you are on deck.

9:49

Connor, we could hear you.

9:51

Can you hear us?

9:53

Yes, it's in Enrique.

9:54

Connor is my son.

9:56

Oh, Enrique.

9:57

Uh hello, good to hear from you.

10:00

Can you let us know which property you're calling us about?

10:02

Uh 1116 Vinewood.

10:04

1116 Vinewood.

10:07

This property is the 10th property under the 10th block.

10:11

This has also been withdrawn.

10:12

Enrique, you have addressed the issues that no longer deem this uh building dangerous.

10:18

Do you have any questions for us?

10:20

No, just thank you very much.

10:22

Thank you.

10:23

Is there a motion to withdraw?

10:25

Motion to or to concur.

10:29

Hearing no objections, we agree to withdraw 11 16 Vinewood from the demolition list.

10:37

Thank you again, Enrique.

10:40

We will now hear from prior investment group followed by followed by Zoom user.

10:47

Followed by Zoom user, you are on deck.

10:49

Prior investment group, can you hear us?

10:59

Prior investment group, you have been made a panelist.

11:04

You would just have to unmute yourself.

11:10

Oh, if we can't hear from you, we have to add you to the bottom of the queue.

11:14

Another reason that folks should be aware of your name and when you're next, because when you bought added to the bottom of the queue, you have to wait.

11:21

Can you hear us?

11:25

Prior investment group going once.

11:30

If you're having technical difficulties, I recommend that you call back and raise your hand again, and we'll add you to the bottom of the queue.

11:38

But unfortunately, prior investment group, we cannot hear you.

11:42

And I need to move on to the rest of our callers.

11:46

So please call back or attempt again because we cannot hear you.

11:50

Apologies for that.

11:52

But we will come.

11:54

We will now go to excuse me.

11:56

Was that you?

11:57

That would be Zoom user or next.

11:58

That's you.

11:59

Okay, that's Zoom user.

12:00

Zoom user, give us one second.

12:02

After you, we're gonna hear from Roger Forbes from Roger.

12:06

Zoom user, can you hear us?

12:08

Yes.

12:08

Wonderful.

12:09

Which property are you calling us about?

12:11

8797 West Lafayette.

12:15

8797 West Lafayette.

12:18

Okay.

12:19

8797 West Lafayette is the eighth property in the ninth block.

12:24

This property is being ordered demolished.

12:27

Zoom user, what's your first name?

12:29

Richard Lecher.

12:30

Well, Richard.

12:31

Richard.

12:31

Good to hear from you, Richard.

12:33

This property, um, as I mentioned, it is on the on the demolition list.

12:37

Are you looking to keep or demolish?

12:39

Um, I'm looking to keep.

12:40

Okay, wonderful.

12:41

So we're gonna turn it over to B seed to let us know what needs to be addressed.

12:45

Um, and this is 8797, correct?

12:49

That's correct.

12:50

Okay, thank you.

12:51

Uh, give us one second to hear from B seed what issues need to be addressed, and then we'll turn it over to you once we've completed discussions with B seed.

13:01

Yes, two weeks.

13:07

Um BC, whenever you're ready.

13:25

Thank you, madam chair.

13:26

Uh the we had inspected this property on April 29, 2026 for the CD.

13:35

We pound the two-story plane, single permitted dwelling.

13:38

We're gonna open two to space and elements at the doors and window, pardon is throughout the interior uh interior of the dwelling.

13:50

Uh also the the part is penetrated through the exterior wall.

13:55

The yard is not maintained with the burn debris and other solute-based uh people are going in and out from this property, and that's what we are uh recommending for the demolition order.

14:11

Thanks, Chief.

14:12

Appreciate that.

14:13

Richard, um, this property does have extensive damage.

14:16

Can you let us know your plans for repair?

14:19

Yes, so I I have an active insurance claim on it.

14:22

The the people you see going in and out actually live there, they're the ones who caused the fire.

14:28

Um, it wasn't rented.

14:29

I bought the house from the Wayne County Treasury.

14:32

Um, the the people who are there currently, they're not just they're actually the prior prior owner of the of the home.

14:40

So they wouldn't they wouldn't move or vacate.

14:43

I tried to have the police do it, so I I have to have them evicted.

14:47

Um, but they're there, so they're not just regular people going out there actually.

14:52

So they're actually actively repairing the house.

14:55

So I haven't stopped them from doing that.

14:57

Um, that's why you see the cars in the driveway there.

15:00

That's the that's the prior owner who uh it lives there.

15:03

There it's not vacant.

15:05

Um they've been living there the whole time since the fire.

15:08

They've been making repairs since the fire.

15:11

Um but as far as me, like you know, I I don't they're Latino people and good people, but you know, I so there's a language barrier.

15:21

Um so it was very cold um recently, so I didn't want to just evict them during the cold because they didn't have anywhere to to live.

15:31

Umce I get my insurance money, I'm gonna see if I can help them in some way to uh find a place and then um and then begin you know repairing it myself.

15:42

But um a lot has been cleaned up.

15:44

Um that stuff that you see in the front is not there anymore.

15:47

I just drove by there yesterday.

15:50

Um the debris that you see in the front.

15:54

Um so that that's all been cleaned up already.

15:56

Um there the people who live there are still living there at this point.

16:01

Um they haven't left.

16:02

So those people that you see going and out are actually occupants of the home who were there during the fire.

16:08

And they've been just repairing it since they've been there.

16:10

And thanks, Richard.

16:12

Just a quick question.

16:14

Um, so if this is if it's currently occupied, we can't move forward with demolition.

16:19

Um, but not only that, uh just just for clarity.

16:22

Are you renting this to them?

16:25

No, no, I've I've got a eviction, but I I just didn't have the heart to do it during the winter time.

16:30

You know, it was freezing.

16:31

So I appreciate that.

16:33

So let's bring this back so that we can work with you.

16:36

This is in our district.

16:37

Um, and if people are currently in this in this property, um then we need to help.

16:43

Um so That's what I'm trying to do.

16:46

I I I I hear that, thank you.

16:47

I'm going to ask that we bring this back.

16:50

Uh I will have um Richard.

16:54

Can I share our number with you?

16:55

And if you wouldn't mind giving my office a call when we get off of this line so that we have your information.

17:01

Um and for us to be able to to work this out with you.

17:05

Okay, I sure appreciate it.

17:07

I'm gonna try to make it nice again because I bought the house from my wife.

17:10

We just had a newborn baby, so we needed the space, but the people just didn't have anywhere to go.

17:15

And I couldn't get them out of there, and it was freezing winter.

17:19

So I'm trying to find some oh here we go.

17:22

To write your number with.

17:24

Okay.

17:25

Okay, I'm ready.

17:26

The phone number is 313.

17:28

Uh-huh.

17:29

224.

17:30

Two two four.

17:32

Two four five zero.

17:34

Two four five zero.

17:35

Okay.

17:36

Please give us your name, your phone number, an email that might be good for us to reach back out to you.

17:41

And uh we will be working with you.

17:44

We'll probably have to loop in HRD, um, other departments to help with this.

17:48

Um, but for now, um let's bring this back, colleagues, and then Richard, uh, we can begin to to address this issue with you um this week, okay.

17:59

Yes, ma'am.

18:00

So do I call to give them that information or do you need that now?

18:02

Um I wouldn't share your private information publicly on this call.

18:06

So give us a a call, please.

18:09

Gotcha.

18:09

Okay, it makes sense.

18:10

All right, thank you.

18:11

So BC.

18:14

Thank you.

18:15

Um before the so Mr.

18:17

Patel, did you want so I I hear you.

18:22

Just so you know, Richard, for me, my biggest concern in the immediate is making sure that we are supporting the family that's currently there.

18:29

BC is going to want to make sure that we're addressing the issues.

18:33

Um, but I think Mr.

18:34

Patel uh Well, as I said before, a lot of the the debris has been picked up.

18:39

I just drove by yesterday.

18:41

They have to be working on it.

18:42

Richard, one second.

18:42

Um the condition of the property is not lived.

18:49

I understand be in that property.

18:53

Correct.

18:54

That's a fact, right?

18:56

Yeah.

18:56

Uh we also received the complaint from the neighbors and community about this.

19:03

Okay.

19:03

Um definitely this property somebody need to secure so people would not go in and out.

19:15

He won't uh the previous are there, but the when the pirate happened, everybody was out.

19:23

So no, he he never left.

19:25

Richard, sorry, I'm gonna ask that you allow me the opportunity to call your name for discussion.

19:31

Um it's a very annoying thing at at this table.

19:34

We just it's one mic, and it's hard to keep track of discussion if there's interruptions.

19:39

All good.

19:40

Um Mr.

19:40

Patel.

19:41

I I would like to have the honor take the control over this property.

19:46

Otherwise, we have to stick uh, you know, uh yeah.

19:50

Yeah, I know we we have uh just uh contact imposed so the one that should also contact us.

19:59

Okay.

20:00

Uh we we like to have the his contact input so he can email us and uh give us the game plan.

20:06

All right, heard.

20:07

Thank you, Chief.

20:08

So so Richard, there's an email right now on the screen that Chief Patel wants you to also take a screenshot of or or write this down.

20:16

Um, but they want to work with you if you want to save this property.

20:19

They're gonna have to hear your plans.

20:21

Um in the immediate uh do be given the language barrier, and it seems like there just needs to be a communication with with the with the current family.

20:31

Um we have to figure that out so that we can then be able to to take control of the property.

20:37

Um, but if you can jot this down too and let us know once you have this written down, okay.

20:46

And I can read out the email to you, although it's a very hard email to to hear uh because there's a lot of duplicate uh letters, but the the email reads B S E D D E M O.

21:01

So it's B S E D Demo at Detroit Mi.gov, B as in Boy, Essence and Sam, E as an elephants, Diaz and Dog, D as in departments, E as an elephant, M as in mom, O as an octopus.

21:18

That's the email at Detroit Mi.gov.

21:21

Got it.

21:22

Okay, wonderful.

21:23

So Richard, I have to move on to the next caller.

21:26

There was a motion to send 8797 West Lafayette back to BC.

21:32

Hearing no objections, you will send this property back.

21:35

Please give us a call today and we'll begin to work with you.

21:38

Okay.

21:38

Thank you so much.

21:39

I will.

21:40

Thank you.

21:41

Who we will now hear from Roger, followed by followed by phone number ending in 326.

21:52

Three two six.

21:53

Followed by phone number ending in 326.

21:55

You are on deck.

21:56

Roger, can you hear us?

21:58

I can.

21:59

Can you hear me?

22:00

Yes.

22:00

Uh, which property are you calling us about?

22:02

8716 third.

22:05

8716 third Av.

22:07

This is the eighth property under the tenth block.

22:11

This is 8716 third is also on the uh demolition list.

22:20

It's this is going to be ordered to be demolished.

22:23

Uh Roger, are you looking to keep or demolish the property?

22:26

Keep the property.

22:27

Okay.

22:28

We are going to turn it over to BC to let us know what needs to be addressed, okay?

22:33

Okay.

22:34

And then once they've completed their presentation, we'll turn it over to you for any questions.

22:39

Okay.

23:12

Okay.

23:14

I have thought about playing music here while we wait.

23:17

So Chief Patel.

23:26

Thank you, Madam Chair.

23:27

Uh we had inspected this property on April 29, 2026 for this year.

23:35

Uh we found two-story multi-unit apartment brick building.

23:40

We're gonna open to the elements at the upper floor side window, missing large amount of the bricks from uh on the side and rear of the building, exposing the exterior wall framing in it.

23:55

Uh not maintained um no um it had the 2025 building permit, but there is no progress being made on this this permit, and that's what we are recommending uh for this uh demolition order.

24:14

Okay, thank you, Chief.

24:15

Uh Roger, uh you said you would like to keep the property.

24:20

Can you remind us again what you're looking to do with it and if you might be able to address the issues in the immediate.

24:28

Yes, ma'am.

24:30

So we've been making progress.

24:32

If you know that the permit that we have in place is in place for the foundation.

24:38

So the work that's being done is being done on the interior inside the basement.

24:43

We're securing it, we're doing underpinning.

24:46

That's the permit that we have now, is because the foundation permit has been approved and that's what we're working on.

24:52

Okay.

24:53

The outside, we opened up the windows there because we have been demoing the framing that was existing that was installed incorrectly.

25:04

So we left the windows open, so we throw the throw the framing out the window, and then you see the large dumpster there.

25:09

I have my guys take it and they throw it inside the dumpster.

25:12

So we're trying to make progress as we're making progress inside of the basement.

25:17

Now I have a Mishda grant in place of 400,000.

25:22

That's going to help me restore the building.

25:24

Um I can give you that grant number if you want.

25:28

We are also throwing a significant amount of money into it because what we're trying to do is do it for affordable housing.

25:36

So I have all of the plans in place.

25:39

I had just sent an email over to City Clerk Help Desk in lieu of the meeting today.

25:46

I sent over the foundation plans that are already in place.

25:51

I also sent um the MEPS, the mechanical electrical and plumbing plans.

26:07

Okay.

26:08

Uh thank you, Roger.

26:09

Is that information you mentioned to the clerk's office?

26:12

Were you able to send it to this email that's on the screen right now?

26:15

I can.

26:16

Okay.

26:17

Yes, please do.

26:18

We appreciate that.

26:19

Um, so work is being done.

26:22

We just can't see it.

26:23

Um, Mr.

26:24

Patel though, um, and I know we worry about openings on the first floor because of people coming in.

26:32

If it's the second floor and work is already being done, because this isn't the first time that I hear of people doing work, they get ticketed, but they're in the middle of something.

26:43

Is there a notice or something that people can put on their properties that or like what would be helpful rates?

26:48

Uh thank you, madam chat.

26:51

Yeah, the permit is uh button can be posted.

26:54

Yeah, on the property.

26:56

Thank you.

26:56

Okay, that heard.

26:57

Roger, are you able to post that permit on the property?

27:01

Sure.

27:02

What I can do is try and put it in some sort of plastic, I guess, to keep it away from the elements, I guess.

27:07

Yes, please make a copy of it probably.

27:09

And then try and post it outside.

27:10

Yes, because I I'm I'm seeing a lot of community members, even in my neighborhood, because you know, B seeds out here.

27:18

They're they're they're making sure that our properties are getting safer.

27:22

But to your point, Roger, they're also in the middle of work.

27:25

Um, but this is why we're asked the city's asking for permits to see that that work is happening.

27:29

Um, but okay.

27:32

Um Mr.

27:33

Patel, hearing all of this, are you comfortable with us sending this back to you to B seed?

27:38

Yes, okay.

27:39

Is there a motion to send 8716 third back to B seed?

27:45

Hearing no objection, this property will be sent back to B seed.

27:48

Roger, that means that you have to stay in in close communication with BC through this email.

27:54

Um, I would, you know, as I mentioned, forward over the information you shared with the clerk with them, and and you really want to stay in in in close communication with them.

28:02

I would send regular updates because then they know that you're working on the property and you shouldn't see yourself back into this committee, okay?

28:11

Sure.

28:11

So how would I send regular updates in the sense of when I'm showing progress?

28:15

Should I send pictures or just send um documents or either you know, note written, just write out what it is that we are completing?

28:26

Great question.

28:26

Thank you for asking because I failed to mention.

28:29

Whoever gets more time with BC, that's exactly what we ask you to do.

28:33

Take pictures of all four sides of the property and then send those over to that email address that we shared.

28:38

So anyone listening in, if your property also happens to be on the demolition list and you want to prevent it from being demoed, you will need to send over periodic um progress notes to B seed through that email that we shared online.

28:54

Um, and you will just continue to work with them until the issues have been resolved.

28:58

And once they have, they'll remove you from the list.

29:01

You should get a notification, or or you can find out here too.

29:04

Um, but you should not see yourself um in danger of demolition again.

29:12

Was that helpful?

29:14

Very okay.

29:16

All right.

29:16

So we sent this back to B seed.

29:19

Roger, it seems like you have your your marching orders.

29:21

Thank you for the work.

29:22

Do you have any questions for us?

29:24

Uh well, I received confirmation that they received my email because I've also forwarded the email to them already.

29:31

Mr.

29:31

Patel.

29:32

Um through um Madam Tad, yes.

29:37

Uh we will have a communication with this property on the and uh yeah, we can we can uh uh make sure that he he would receive the components.

29:48

Thank you.

29:49

Okay, thank you, Roger.

29:51

Hope you have a blessed day.

29:52

Thank you.

29:53

We will now hear from caller ending in three, two, six, followed by followed by iPhone, followed by iPhone.

30:02

And this brings me down to our last seven.

30:04

How many more hands do we have raised?

30:07

We have through four more hands.

30:10

Okay.

30:10

Again, if you are tuning in and you are here for a hearing, you would have to raise your hand to be added to the queue.

30:18

So we will now hear from caller ending in three two six.

30:23

Can you hear us?

30:30

Caller ending in three, two, six.

30:39

Sorry, caller.

30:40

If you can hear us, we cannot hear you.

30:42

You would have to unmute yourself.

30:47

I believe press star six if you are calling us in to unmute yourself.

30:54

Oh, okay.

30:55

There it is.

30:56

I'm sorry.

30:56

Awesome.

30:57

We can hear you guys.

30:58

I can hear you guys now.

30:59

Okay, great.

30:59

Yeah, thank you, madam chair.

31:01

Here we go.

31:02

Um the property address is 18424 Norwood.

31:08

Norwood Street in Detroit.

31:11

Yes.

31:12

Norwood.

31:13

18424 Norwood.

31:15

102.

31:16

No.

31:19

Let me say this real quick, uh, panel.

31:22

All the information that has been I just got this information, but it's be it was being sent to my brother who uh had passed in 2018.

31:32

Okay.

31:32

But my name is David Hibitt, and I and I have the deed to the property.

31:37

The property taxes are paid up.

31:39

I occupy the residence, and I want to keep it.

31:44

Okay.

31:44

And I've done some things.

31:46

Okay.

31:47

So yeah.

31:48

Thank you, sir.

31:48

No, I appreciate it.

31:49

You you came prepared.

31:50

You're welcome.

31:51

And um you mentioned David.

31:54

Yes, yes, ma'am.

31:56

Okay.

31:56

So, David, thank you for that work.

31:58

Um, and for those updates.

32:00

Uh, just so you know, your property has been withdrawn.

32:03

Uh, so you have uh addressed the issues that were brought up by BC.

32:07

Um, but one eight four two four Norwood has been withdrawn from the demolition list.

32:13

Um so you it's it's not going to be demolished.

32:16

Thank you for addressing the issues.

32:18

Do you have any questions for us?

32:20

Okay, thank you.

32:21

No, but I am working on the property.

32:23

Uh let me say this one quick thing.

32:25

I I actually have insurance on it, just doesn't cover the necessary things that I need, but I have an application in with the city.

32:33

The uh the recent thing, March 9th, I do have an application in.

32:37

I have the case number here, 4796.

32:40

But I do want to keep the property, the inside is still real good, and I also have some offers for people that want to buy the buy it if I you know if I you know if I can't get it together, but I'm gonna get it together, so thank you.

32:55

Okay, no, we we know you well, sir.

32:58

Um member McCampbell.

33:00

I just want to for um Mr.

33:02

David who's calling in.

33:04

I would encourage if you could just check with the city to make sure we have the correct ownership on file here.

33:12

I understand you have in your name, but that's not the name that I'm saying here for ownership.

33:17

So um we just want to double check that okay.

33:23

The ownership shouldn't be anybody else's name.

33:26

And somebody just came through here and said that everything was clear on it.

33:30

Okay, that I had inspecting the soul.

33:32

Uh okay, I'll do that.

33:34

I have I guess I have to go out through the uh yeah, to what ends you again now.

33:39

David, can you can you remind us your last name again?

33:44

Hibbit H I B as in boy E T T as in time.

33:52

Okay, and uh just okay, so just as member McCampbell mentioned, double check.

33:58

Um, because it might be in your brother's name that that we're seeing here.

34:01

Um so if you have the deal.

34:04

Yeah.

34:06

I'm sorry to interrupt you, madam chair.

34:08

I do keep seeing it on you know the property taxes thing I go on and it takes to take it off some years ago.

34:14

So I got the deed, I think in 22 or something.

34:17

And I just you know kept all but the property, like I said, the property taxes are paid, but I will go down there and and check that out.

34:24

Thank you.

34:25

Okay, we just want to make sure yeah, member McCampbell.

34:28

Okay.

34:29

Member Waters.

34:31

Yeah, uh having the deed in your hands doesn't mean much if you have not filed it with the city and the Wayne County Register of Deeds.

34:39

Have you done that?

34:41

Yes, yes, I have.

34:43

That's how I got the deed at the Wayne County Register of Deeds.

34:46

Like I have the paperwork, I have all of that.

34:49

It's a quick claim deed or a warranty deed.

34:54

No, it was um it's uh I don't know what a warranty deed is.

35:00

I'm sorry.

35:00

Okay.

35:01

No worries.

35:01

It wasn't a quick claim, though.

35:04

Yeah.

35:05

All right.

35:05

Well, just make sure.

35:06

I got the deed after my brother passed.

35:08

You know, basically through probate because it's you know his wife.

35:12

You got it through perfect.

35:13

It was me and my brother's house.

35:15

You say I believe it was through probate.

35:18

Okay.

35:19

Well, that's a good thing if you got it through probate.

35:22

Okay.

35:22

Um, but he needs to make sure that it's on file.

35:25

Yes.

35:25

Okay.

35:26

Yes.

35:26

Thank you, Colleagues.

35:28

Okay.

35:28

I'll check that out tomorrow.

35:30

Yes, please do, David.

35:32

We just want to make sure, because we have way too many, we have way too much deed fraud going around in the city of Detroit.

35:38

Not just here, but it seems to be a thing across the country.

35:40

Um, so we just we're looking out for you.

35:43

It sounds like you are doing your due diligence.

35:45

Thank you.

35:45

But just verify, you know, just to make sure that that you're okay.

35:49

Okay.

35:50

Yes.

35:50

And I have had a I have had a contractor over.

35:54

He saw my money.

35:55

So that was a couple years ago.

35:57

So I've tried to you know get this together, but thank you, everybody.

36:01

Thank you so much.

36:02

And now uh I'll get on this tomorrow, tomorrow morning.

36:06

All right, thank you.

36:07

B seed.

36:08

Uh thank you, madam chair.

36:09

Uh definitely we realize that the ground is kept uh really good at this property, but uh the garage on the back has been collapsed.

36:20

That garage need to clean up clean up, remove uh plus also the roop has some issues.

36:27

Okay, so that need to be addressed.

36:30

Okay, thank you.

36:31

Thank you, Chief.

36:32

So David, um, as B seed mentioned, uh, if you can address the garage and the roof um sooner rather than later, so that it doesn't become an issue, then you should be okay, okay.

36:45

Oh, thank you so much.

36:47

Thank you, everybody.

36:48

All right, I appreciate it.

36:49

Okay.

36:50

Well, with that, is there a motion to withdraw 18424 Norwood?

36:56

Hearing no objection, we agree to concur to withdraw Norwood from demolition list, David.

37:02

Uh, there's the email address that you're going to need.

37:05

Um actually, no, you're all sets because you we have removed you from from the list.

37:10

Um, so oh, Mr.

37:12

Patel, do you have anything that you need from them?

37:14

Thank you.

37:14

Um, Madam Terry, we would like to see that uh the garage remove, and they can provide us the photos as soon as they're complete.

37:23

Okay, would be good.

37:25

Okay, so David, I think just here in good faith, because you are not you are being removed from the demolition list, meaning that B seed will no longer be coming back, you know, and bothering you and checking, but unless you address the garage and and the roof, they might come back.

37:42

So this is the email.

37:43

If you can take a screenshot of it, write it down, um, and get ahead of the concerns that they mentioned.

37:49

If you can let them know the plans, show them the pictures once you've addressed those problems, then you should not see them coming back to you asking you to address those, okay.

38:02

I don't see the email.

38:03

Oh, you called in.

38:04

With email that you're talking about.

38:06

Yeah, called in.

38:07

I can whenever you're ready, I can uh share it with you if you're able to jot it down.

38:12

Yeah, I got a pen.

38:13

I got a pen and paper right now.

38:15

Thank you.

38:16

I will I will read it out and then um try to spell it out.

38:20

I'll spell it out and try to read it out.

38:22

Not sure actually which one makes sense, but I hope you understand what I'm trying to say here.

38:26

Um so the email, the email is B S E D.

38:32

E S E D.

38:35

38:39

38:41

38:43

This email is really hard to read out.

38:45

So I'm gonna ask that just do that.

38:49

Just okay.

38:50

Um whenever you're ready, we're gonna try from the beginning.

38:54

Okay, I'm ready.

38:56

All right, B as in boy, essence and Sam, E as an elephant.

39:01

Yes, D as in dogs.

39:03

39:07

39:28

39:31

39:36

39:42

Thank you, Madam Chairman.

39:44

Thank you.

39:44

Okay.

39:45

So I I do believe you you jotted that down correctly.

39:48

Please do send over those updates.

39:50

Um, so that's uh B seed leaves you alone.

39:56

Thank you.

39:57

No, thank you so much.

39:58

No problem.

40:00

Of course, of course.

40:00

40:05

40:05

40:08

We will now hear from iPhone followed by followed by Rafael Brown.

40:14

Followed by Rafael.

40:16

iPhone, can you hear us?

40:21

40:23

We can hear you.

40:24

Uh, if you can share your name with us.

40:30

40:33

Which property are you calling us about?

40:38

East Greendale.

40:40

Okay.

40:41

East Greendale.

40:43

Yes, ma'am.

40:45

I have a West Green Dale here.

40:48

No, I stay at East Greendale.

40:50

And you said the uh is the address 216 Yes, 216 East Greendale.

40:56

Is this a suscription?

40:58

Can we can we put it as an error then?

41:00

Because we read here 216 West screen.

41:06

Yeah, it's supposed to be the two one six East Green.

41:10

Okay, wonderful.

41:11

Thank you.

41:11

41:14

Um, so just so you know, thank you for calling in.

41:16

Uh 216 East Greendale has been withdrawn.

41:21

So thank you for thank you.

41:23

Thank you for addressing the immediate needs.

41:25

41:27

The city came out, people was damping in front of my house.

41:30

They came and took the city took date they portion of the dump and they dumped in my yard and I took all the stuff.

41:37

I paid hundreds of dollars to do that, and I did the house.

41:41

Paid on the property tax.

41:42

I did everything, miss.

41:43

Obviously, I don't know how my house on there.

41:46

41:52

Uh we had inspector this property last week.

41:56

Uh this property has the ramp uh outside of them.

42:01

And by that ramp, the window was open.

42:05

We we noticed that uh window wasn't open.

42:09

We like to secure that window.

42:11

Okay, so now if you're able to just secure it, sounds like there's an opening to the property.

42:17

Um, if you're able to go back and secure that, um, then you should be all set, okay.

42:21

Yes, ma'am.

42:22

It's I replaced six windows.

42:24

They busted all my windows out, ma'am.

42:26

Okay, still the door is a door that was missing.

42:28

That's probably what he he thought it was window, but it was a door that was missing.

42:32

So I'm I'm I'm gonna take care of that, miss.

42:34

What I was doing, I was taking care of the inside of my part.

42:37

First, I had to do the outside because the city put a uh thing, so what once I got got a ticket, I removed all the stuff.

42:45

They took pictures of it, so I got a court date next month to go do it.

42:49

But I understand what he's saying.

42:50

I was just you know, doing the inside of my house first, then I was gonna make my way to the porch.

42:55

It's the inside porch, but I had to secure the inside first.

42:59

Understood, you know, yes, okay.

43:01

Well, thank you.

43:03

Wonderful, appreciate that.

43:05

Um, well then, is there a motion to concur to withdraw Greendale?

43:11

Motion hearing no objections.

43:13

We agree to withdraw 216 East Green Dale from a demolition list.

43:18

Thank you, and good luck.

43:19

43:22

43:49

You are next.

43:50

If you can hear us, you have been made a panelist.

43:52

You just have to unmute yourself.

44:01

And unfortunately, we'll have to add you to the bottom of the queue as well.

44:11

Rafael, going once.

44:13

If you're having technical issues, I also recommend you call back.

44:17

44:29

So we'll come back to you.

44:30

Uh prior investment group.

44:32

Can you hear us?

44:42

You have been made a panelist.

44:44

You just have to unmute yourself.

44:50

If we can read your name, I'm assuming you zoomed in.

44:53

Um, so you just have to press unmute.

45:00

I took over the call for him.

45:49

All good.

45:50

Uh we can hear you, Elisa.

45:51

Which property are you calling us about?

45:54

2467 Etzel Street.

45:59

2467.

46:02

Etzel.

46:03

Okay.

46:03

This is the seventh property under the eighth block.

46:08

This property is on the demolition list to be demolished.

46:11

Elisa, are you looking to keep or demolish the property?

46:15

Keep.

46:15

Okay.

46:16

We're gonna turn it over to B seed to let us know what needs to be addressed.

46:20

Um, so that we are able to save the property while they pull up that information.

46:25

I'm assuming, do you have any idea what those repairs are?

46:29

Um, so we actually purchased the property last month.

46:33

Um, we were unaware of this, and then we got a notice on our door.

46:37

Um last week, I think we saw it.

46:40

It's an investment property.

46:41

So we own um almost 50 houses in Detroit, and we just picked this one up so that we could rehab it um and then rent it out.

46:49

So we are aware that there is a lot of work that needs to be done.

46:53

Um we just were not aware that it was on the demolition list.

46:56

So we are going to be starting this house in the next month to rehab it and get it back into uh living conditions.

47:04

Understood.

47:05

Thank you.

47:05

Appreciate that.

47:06

B seed.

47:07

Uh what would you like to see changed or addressed?

47:10

Uh thank you, madam chair.

47:13

Uh we inspected this property for this particular hearing on April 29, 2026.

47:21

Uh, we found the two-story brick one single family dwelling.

47:27

We're kind of an open to trespass and elements at the doors and ride basement window.

47:33

Uh power damage on interior, the yard not maintained, garage is not maintained, and that's what we are requesting the demolition order.

47:44

Thank you.

47:45

Thank you, Chief.

47:46

Oh, so Elisa, I hear you on you've done this before and you're ready to do it again.

47:52

Um were you able to drop down the email address that that was on the screen that's gonna be on the screen now?

47:58

Yep, I have it.

48:00

So if we send this back to BC to allow you time to begin to do that work, um, I think in the immediate addressing the openings, the overgrowth, the debris around the property uh will be appreciated.

48:12

Any permits that you pull, etc.

48:14

All that information should be emailed to this email address.

48:17

Can you do that?

48:19

Absolutely.

48:19

What is the time frame to get this done?

48:22

Mr.

48:22

Patel.

48:23

Madam Chair, uh, thank you.

48:26

Uh securing the property is immediately the properties wide open, even though you know they had the few property in Detroit.

48:37

Uh, and that's good, but uh after purchasing property, uh property were left wide open, that need to be immediately secured.

48:47

Yeah, so we went there last week to do this, and that's how we saw the oh, I'm so sorry.

48:51

All good.

48:52

I just one mic, please, Mr.

48:53

Patel.

48:55

So that yeah, that's the you know uh and the clean the yard and uh meantime they can do the weapon property registration or the pull the permit to start the repair work, especially the I think this property has the fire damage.

49:12

So okay, thank you, Mr.

49:14

Patel.

49:15

So Elisa, I I heard you start saying that you are beginning to do that work.

49:20

We had sent a crew there last week to begin work, and that's when we saw the notice on the door.

49:24

Okay.

49:25

Um, so we stopped because we didn't want to put money into a property that might be demolished.

49:30

Okay, um, so and this is our first time dealing with this situation, so now that we know um, we will definitely go and secure the property.

49:37

Hopefully, we can send someone over tomorrow, and I will send the pictures over to the email provided.

49:43

Wonderful.

49:44

Okay, that sounds like a plan.

49:46

Uh that will be addressed immediately.

49:48

Thank you for that.

49:49

Um, and then yes, just continue to work with BC as you've heard we say um to to other property owners as well.

50:00

Um, is there a motion to send 2467 South Ed Sill back to B seed?

50:03

Motion hearing no objections discussion?

50:06

Did I hear discussion?

50:07

Just motion to submit.

50:08

So sorry, thank you.

50:10

Hearing no objections, we will send 2467 S Edsel back to B Seed.

50:15

Alifa, do you have any questions for us?

50:18

No, that's it.

50:18

Thank you very much.

50:19

All right, thank you, you two.

50:22

We will now go back to Rafael.

50:27

Raphael, we're gonna go back to you now if you can hear us.

50:30

You have been made a panelist.

50:33

Okay, okay, I can hear you.

50:35

Wonderful, we can hear you too.

50:36

Which property are you calling us about?

50:39

Uh 9422 coil.

50:41

All right, this is the fourth property under the eighth block.

50:45

This property is being ordered demolished.

50:47

We are going to hear from B seed as to why and what needs to be addressed.

50:52

Uh, but Raphael, while we have you on, would you like to keep or demolish the property?

50:58

I would like to keep it.

50:59

All right, and then I'm assuming you understand the issues that need to be addressed to the property.

51:04

Yes.

51:05

Okay.

51:06

And uh we'll turn it over to BC then to let us know what needs to be addressed.

51:11

Um, and then we'll hear from you what your plans are to address it, okay?

51:15

Okay.

51:16

All right, thank you.

51:17

Um we'll turn it over now to B seed.

51:26

And we're gonna give them a second to grab that information.

51:33

Thank you, madam Ted.

51:35

Uh on April 29, 2026, we inspected this property for this particular hearing.

51:45

We found that one and a half story single family prime dwelling.

51:50

We're gonna open two tests and elements, open at the side and rear windows, hole in the front wall, not maintain overgrowth test, debris on the property.

52:03

Uh Ruop has the roof has the problem.

52:09

Um the siding has uh has the issue, and that's what we are here print of this uh committee.

52:18

Okay, thank you, Chief.

52:20

Raphael, you mentioned you want to um uh keep the property.

52:24

Uh, what are your plans to address uh the issues?

52:28

Just the um just start getting it back together.

52:33

It was a um just an aspect of me.

52:39

Um just a rough couple years, so I let it get um too bad per se.

52:46

Just financial and mental issues, which uh I've become better from, so I can just start putting time and energy into getting this property back to where it needs to be because I once occupied it, but start going through things and uh it started eluding me.

53:05

So okay, heard.

53:07

And in the immediate, the issues that would need to be addressed are the openings.

53:12

There's a lot of overgrowth around the property.

53:15

Um, and then beginning to address the other structural things, but the most important thing here is if you want to keep the property to make sure that you address the windows, the doors, any other openings.

53:27

Um and making sure that it's clean, right?

53:29

So that so that it can it it can be nice for our neighbors.

53:32

Could you work on those things in the in the immediate?

53:36

Yes.

53:36

Okay, do you see the email address on the screen?

53:39

Um, yes, I'll screenshot it.

53:42

Wonderful.

53:42

That is the email that you're gonna use once you've boarded up those four sides of the property and cleaned it up, take pictures and send it to this email address, okay?

53:52

Okay, and and you're going to want to you will be working closely with B seed moving forward.

53:58

There are a few issues to the property.

54:00

So until you address all of those, um, you will continue to work with B seed.

54:05

Um, and you're gonna want to.

54:07

So that way they know yes, and that way they know that you're also working on it, and and they will give you more time as well, okay?

54:15

Okay, I appreciate every one of you guys.

54:18

No problem, no problem.

54:20

Um, is there a motion to send this back to BCE?

54:23

Motion hearing no objections, this probably will be sent back to BC.

54:28

Uh Raphael, good luck.

54:30

You got this, okay?

54:31

Thank you very much.

54:32

I appreciate it.

54:33

Of course, have a blessed day.

54:35

You as well.

54:36

We will now go back to prior investment group.

54:39

Can you hear us?

54:46

Ms.

54:47

Khan, do we have any other hands raised?

54:49

Yes, we have two more hands raised.

54:52

All right, prior investment group.

54:53

We still cannot hear you.

55:00

Uh to go after the next two callers who are our next caller is Miss Young, followed by Sassy's sister.

55:08

Okay.

55:09

Miss Young, can you hear us?

55:15

You are you're followed up by Sassy's sister, but Miss Young, can you hear us?

55:20

Yes.

55:21

Can you let us know which property you're calling us about?

55:24

13781 Scarlet Street.

55:30

You said Sparling.

55:32

Yes, Sparling.

55:33

S-P-A-R-L-I-N-G.

55:36

This is the sixth property under the 10th block.

55:39

Um, Miss Young, this property is also on the demolition list.

55:43

So we're gonna turn it over to BC to let us know what needs to be addressed.

55:47

Are you looking to keep or demolish your property?

55:50

I wanted to keep it.

55:52

Okay, and I'm assuming you know what the issues are that need to be addressed.

55:56

Yes, ma'am.

55:57

Okay, we will wait for BC to let us know what those issues are and to share with us.

56:03

Uh, but assuming if you know um that you have a plan in place.

56:09

Yes, uh I was uh in the hospital and then I was in rehabilitation because I fell off the porch.

56:15

It hurt my knee.

56:15

I couldn't walk.

56:16

And I had my grandson was down there, and his girlfriend broke my windows out.

56:21

Okay, well then give us one.

56:23

I'm sorry.

56:24

Well, I haven't had some put some new windows in.

56:29

Okay.

56:30

You said that you have or you haven't had new windows put in.

56:33

I say I'm having uh new ones put in.

56:36

You're going to okay.

56:37

Understood.

56:38

Thank you, Miss Young.

56:39

We're gonna turn it over to BC to share with us what needs to be addressed.

56:44

Okay, thank you.

56:46

Thank you, madam chair.

56:48

Uh, we had inspected this property on uh April 29, 2026 for this year.

56:55

We found the one story, uh single family dwelling.

56:59

Uh the recon and open two elements.

57:03

Uh yard not maintained is excessive debris and uh rubbish on a property, dwelling not maintained, damaged window, missing gutters, down spot, uh deteriorated roof.

57:21

Uh, and that's what we uh print up this committee.

57:24

Understood.

57:25

Thank you, Chief.

57:27

Uh so Miss Young, you mentioned that you're going to secure the windows, correct?

57:32

Yes, ma'am.

57:33

And uh the yard is already cleaned.

57:35

My grandson cleaned that the other day.

57:38

Okay, and have you jotted down the email address that we've been sharing uh on our call?

57:45

Yes, uh like it down.

57:46

Uh wait, okay.

57:50

It's B uh B S E D D E M O Yes.

58:01

We got it.

58:01

Okay, we got it.

58:02

Okay, great.

58:03

So that's the email that you're going to want.

58:05

Um, if you mentioned that your your grandson, correct already cleaned up um the debris.

58:11

Um as you heard throughout this call, just keep up the work, take pictures of the progress, send it over to BC.

58:19

Okay, wait this one.

58:21

Sure, show uh the hands will come out.

58:25

Okay, I'm gonna show you the handsome is some came out.

58:32

Who Miss Young?

58:35

Are you are you looking for us to speak with someone right now?

58:39

Or no, no.

58:42

Okay.

58:43

Okay.

58:44

Oh, you are did you mention someone's on their way right now to to the property?

58:48

No, they're supposed to be out sometime this week to put some windows in.

58:52

Okay, got it.

58:54

Okay.

58:55

Um right.

58:56

So, Miss Young, it sounds like you have a plan.

58:59

Sounds like BC's going to give you the time to address those issues.

59:03

Um, do you have any questions for us?

59:05

No, ma'am.

59:06

All right, so is there a motion to send Sparling back to BC?

59:10

Hearing no objections.

59:11

One three seven eight one sparling will be sent back to B seed.

59:14

Good luck, ma'am.

59:16

Oh, thank you.

59:17

We will now hear from Sassy Sister, followed by followed by our last caller that I see so far, prior investment group.

59:27

Okay, followed by prior investment group.

59:29

Sassy sister, can you hear us?

59:31

Yes, I can.

59:32

Wonderful.

59:34

Oh, yes.

59:35

My actual name is Anita Lowe.

59:37

Anita.

59:38

Yes.

59:39

Thank you for calling in.

59:40

I'm assuming you're a sassy sister.

59:42

Very good.

59:43

Yes, I am.

59:44

It's the name of my book club, actually.

59:47

I love that.

59:48

Well, that's really fun.

59:49

Well, Anita, which property are you calling us about?

59:51

I'm calling about 5823 fields.

59:55

Fields.

59:56

Five, eight, two, three fields.

59:58

This is the second property under the ninth block.

1:00:00

Anita, are you looking to keep or demolish this property?

1:00:03

Is on the on the demolition list?

1:00:06

We're looking to keep the property.

1:00:07

I'm actually speaking on behalf of my husband.

1:00:10

And I am currently currently sitting in the Atlanta airport.

1:00:14

So I'm under a little pressure right now.

1:00:16

Understood.

1:00:17

Okay.

1:00:18

Yeah.

1:00:19

But yes, we're looking to keep the property.

1:00:21

Um we have made attempts to get as much of it boarded up as possible.

1:00:27

Um we have have had two crews out there.

1:00:30

We actually live in Arizona.

1:00:32

Okay.

1:00:32

So we've had two crews out there to do as much work as possible, but we had one one guy that actually took our money and didn't do much of anything.

1:00:43

The second group came out, and as I see, I can see that the front windows have been boarded.

1:00:48

They boarded the side, two sides of the house.

1:00:51

But unfortunately, in the back, uh, it's deteriorated so bad that it wouldn't hold a board.

1:00:57

So what we're hoping to do is get that repaired so it will hold a board.

1:01:02

Um our plans is to in the hopefully in the near future is to start getting the home to a place where we can either well either have to demolish it so that we can rebuild on that land.

1:01:15

Um our intentions is to keep the land because it was uh inherited.

1:01:20

My husband inherited it from his parents, and you know, we just want to keep it in our family.

1:01:25

We don't want to lose it.

1:01:27

But um, and I see that the roof also still needs to be repaired.

1:01:32

So we're working on it.

1:01:34

It's just difficult, you know, being out of state and putting our trust in other people to do excuse me, what we've asked them to do.

1:01:44

Yeah, no, I understand completely.

1:01:46

And it's also hard um when property owners are out of state because then we're left with properties that look like this in our neighborhoods.

1:01:53

Um so, ma'am.

1:01:55

I wonder if um you mentioned that you might even be willing to demolish this property.

1:02:01

Do you have a sense of when that decision will be?

1:02:04

Because I I want to give you more time to fix the property if you want to keep it, but I also want to avoid us keeping it in that state for so long.

1:02:14

Um and then it has to be demolished anyways.

1:02:17

So if you wouldn't mind working with us, um BC put their email on screen, which makes me believe they're gonna allow you the time to continue the work.

1:02:26

But I'm gonna ask you if you can make a decision sooner rather than later.

1:02:31

Um, because these the property that that that even though it looks structurally sound, it is it is damaged, it it looks dangerous, and and and I'm trying to make sure that that we move these from the city, okay?

1:02:42

Yes, and and we understand we are Detroiters by heart.

1:02:46

As a matter of fact, I will be in Detroit tomorrow myself.

1:02:49

Okay, so I hope to be able to um see to getting some of this work done while I'm there.

1:02:56

Or actually, I need to talk to my husband and help us make a decision on if we're gonna keep it or demolish it.

1:03:02

Wonderful.

1:03:03

If we should have to have it demolished, if the city demolished it, how would that work?

1:03:08

So great question.

1:03:09

If you're looking to keep or if you're looking to keep the land and demolish the property, I recommend you demolish it yourself.

1:03:15

If you're looking to demolish, you can eat you can email B seed and ask for recommendations for uh uh demolition companies.

1:03:23

I believe they have some that they that they share with with the public.

1:03:27

Um but that's something that you want to do because if the city does it, your property will have a lien until you pay them back.

1:03:34

Gotcha, understood.

1:03:35

And the cost might be more, so you might save yourself some money if you do it yourself.

1:03:39

Absolutely.

1:03:40

Okay, um, well, we will make that decision and we will be in touch with B seed.

1:03:45

I do have the uh email address, so I can go from there.

1:03:49

Okay, sounds good.

1:03:50

I appreciate that.

1:03:51

Thank you.

1:03:51

Is there a motion to send 5823 field back to B seed?

1:03:56

Hearing no objections, we will send this back.

1:03:58

Anita, have a safe flight.

1:04:00

Thank you.

1:04:01

Thank you.

1:04:02

Who do we?

1:04:03

Oh, next we will hear from we will hear from prior investment group, followed by phone number 033.

1:04:16

I'm gonna turn it over first to call her ending in 033.

1:04:20

Can you hear us?

1:04:25

If you're calling in, you have to press six, uh, excuse me, star six, I believe, to unmute yourself.

1:04:34

Hello, we can hear you.

1:04:37

Okay, thank you.

1:04:37

This is prior investment group too, by the way.

1:04:40

I figured.

1:04:41

Wonderful.

1:04:42

Okay, good to hear from you.

1:04:44

Uh, what is your name?

1:04:46

Eric Prayer.

1:04:48

Eric, thank you for calling in.

1:04:49

I'm glad we can make this work.

1:04:51

Uh, which property are you calling us about?

1:04:54

Uh 309 Seabolt.

1:05:02

C Balt.

1:05:03

4309 C Balt.

1:05:06

Yes.

1:05:07

Wonderful.

1:05:07

Okay.

1:05:08

This is the fourth property under the 10th block.

1:05:10

I'm glad you called in.

1:05:11

Um, are you looking to keep or demolish this property?

1:05:14

Is it is on the demolition list?

1:05:17

I'm looking to keep it.

1:05:18

Okay.

1:05:19

Uh, we will turn it over to BC to let us know what needs to be addressed.

1:05:23

Okay.

1:05:25

Okay.

1:05:25

Okay, thank you.

1:05:26

One second.

1:05:27

You're looking to keep um, we will hear from B seed what needs to be addressed in order for that to happen.

1:05:35

Okay.

1:05:52

Hello.

1:05:53

Oh, sorry, David.

1:05:54

We're still here.

1:05:55

We're waiting for BC to share the notes with us.

1:05:58

They're pulling up that information.

1:05:59

Um, okay.

1:06:01

No, you're okay.

1:06:02

I I have I have considered playing background music so that people know we're still here.

1:06:06

But I I think B seed is ready.

1:06:08

B seed.

1:06:08

Okay.

1:06:09

Thank you, madam.

1:06:10

Tad.

1:06:10

Uh April 29, 2026.

1:06:14

We inspected this property for this year.

1:06:17

We found the two-story brick, two family dwelling.

1:06:21

We're gonna open two elements at the rear door and windows.

1:06:25

The airport is compromised.

1:06:28

The yard is not maintained with the overgrowth, the garage is not maintained, and that's what we have here from this committee.

1:06:38

Thank you, Chief.

1:06:40

Eric, there this property looks beautiful and sounds, but there are a lot of openings, a lot of overgrowth, um, and and issues to address.

1:06:48

So, what are your plans to address those issues?

1:06:52

Um addressing, I have addressed the overgrowth already.

1:06:55

I'm still in the process of cleaning it up and I'm boarding it up in a day or two.

Meeting Transcript

To order our public health and safety standing committee for the purposes of our dangerous buildings hearings for today, Monday, May 4th, 2026. May the clerk please call the roll. Councilmember Gabriela Santiago Romero. Present. Council Member Denzel and Tom McCampbell. Present. Councilmember Mary Waters. Madam Chair, you have a quorum present. Thank you, Madam Clerk. Given a quorum, we'll go right into the hearings for today. If you are here for a hearing, if you are online and you are calling in for a hearing, we will turn it over to the administration to share with you what you can expect before I turn it over to LPD. I just realized I started this meeting without LPD. Maybe they'll join us before uh before we get to them. But to the administration, if you wouldn't mind sharing with the public what they can expect from these hearings. It should be Mr. Washington. Oh, sorry. They are not on yet. One second. Okay. While we wait for the administration and for LPD, I might um briefly pause us because I want to make sure that they're both there. Um while we wait for all the players to join us, um, if you are listening in and you're here for a hearing, please raise your hands now. We will be conducting these hearings uh virtually. Uh so I don't see anybody here in the audience in person for a hearing, so I'm going to assume that we have folks online for today's session. Um so again, if you are online and you are here for a hearing, please raise your hand and we'll make sure to add you to our queue. If we can please note member waters has joined us. So noted, madam chair. Thank you. All right. Do we have anyone from the administration? And then once you've been moved over, if you can please state your name and title for the public. Who do we have as a participant with us? Yeah, madam chair. We just have Javon Perry with us up. Oh, okay. So no one from the administration is on the call with us. We will flag this for them. As soon as we see Mr. Washington, we can make him into a panelist. And this does give the public time to raise their hands. We're going to create a queue. And while we wait for the administration, just to give a brief overview to folks listening in. Uh when we conduct these hearings, I try to respect your time and produce these as quickly as possible while helping you in whatever outcome you need. Many times people call in uh at this process, they are looking to keep their property. If you are, I'm going to be asking you for your plans to address the issues laid out by BC. If we uh if if we believe that you have um a plan in place uh that can prevent the property from being dangerous, we will support an extension. That's all based on the conversation that we have, or if we believe um that there is no way to save the property, or that we can agree with you to demolish if you're looking to demolish the property as well. We're here to support you as well, Mr. Washington. Good afternoon through the chair, and my apologies for my delay.
