7:55Um, I know, like I said, during the time earlier in my career, especially during the time that Coleman Young Senior was in office, that you know, we used to be able to get four hours of comp time to be off to go shop in the city of Detroit on certain days at certain times.
8:14You know, and all you had to do is bring back a receipt of money that you actually spent shopping in the city of Detroit.
8:20I know y'all may not be doing things like that now.
8:24I also I think that uh it should be greater.
8:28You should get more points, you know, more points were currently being given for businesses in the city of Detroit when they do business with the city of Detroit.
8:36You know, far too often uh some of our suburban friends, businesses, they have built in advantages and that they don't pay property tax, they don't pay uh the insurance in the side of the city of Detroit that we all pay here.
8:50You know, so I think we need to equalize the playing field a little bit more, get more benefits to Detroiters, uh Detroit workers and you know, people who want to expand in the city of Detroit.

9:42I I I'm calling about 9.7 this morning, a surplus property that went for 50,000, that they now want to reduce the price because it was vandalized.
9:51Um that I don't think that even makes a good sense.
9:54So why would we do that?
9:55Um, you guys you want to give these people, people with money breaks.
10:02You want to talk about the big beautiful bill and how it's impacting um corporate America, but the big beautiful bill impacts everybody.
10:11So does that mean we're gonna get a reduction in our taxes because of the big beautiful bill?
10:17Um I I see advantages going to people outside of the city where I think we should be giving the advantage to the residents in the city, the seniors and the and the young people, the youth.
10:32You have five million dollars of fur plus surplus ARPA dollars.
10:36You have not given any money to the citizens who the ARPA dollars came for.
10:41I think it would be a very good gesture to take that five million dollars and divide it between the youth and the seniors in the city.
10:49I think you all have swindled enough of the ARPA money from the people.
10:54We've got nothing but dirty dirt holes, uh, a lot of demolition.
10:57You've turned you've torn down enough houses to fill Flint, and now we have a housing issue.

15:39Well, when my mom was living in 19 that when she passed 98.

15:51I know it's not much, but we're on a fixed income too, but especially when you're on Social Security.
15:56They take 2002 out of your money, you know, for that Medicare and Medicaid insurance and whatnot.

22:25I also wanna know uh if the city council would be willing to vote on land swaps for other people who are having their property taken, just like perfecting church got the sweetheart deal of getting 60 lots in exchange for only giving up about 38 lots.
22:46So given you have a duty to treat people equally under the charter, and uh you can vote to approve this stuff, member Johnson.
22:54Will you and the others uh um uh uh ask the city law department to allow swaps of land like was given to perfecting church?

30:47Thank you very much for this opportunity to speak.
30:50I just like to re-emphasize that the Glewar agreement was done under emergency management and it had no input by the legislative or the mayor of the city of Detroit at that time.
31:04Much of what came out of that uh agreement was not to the benefit of the city of Detroit to have a 40-year lease automatically renewal, and the only way you can terminate it is for someone to violate the terms and agreement or maybe even the bylaws, but that means that it needs to be looked into extremely closely.
31:26We have a multi-billion dollar asset that only the city of Detroit voters could have uh uh decided to uh to go into or to lease it out.
31:36But in fact, it was done by emergency manager.
31:39That lease is totally in it, I mean totally inadequate.
31:43Uh the Hopps Institute did a study that was released in 2018, and it indicated that a water system of our size that uh should have had an assessment prior to any agreement.
31:56You should receive approximately 218 million a year.
32:01If there was going to be a lease agreement, we're receiving 50 million, and it's not 50 because Detroit is a paying 17, and so it's really 33 million.
32:12That is a shame for a NASA.
32:15And those resources could go a long way in supporting retirees.
32:20It could go a long way in supporting the system here within the city.
32:25It could go a long way in supporting affordability program.
32:29Gliwa is paying pennies on an affordability program.
32:33When I made a comment last uh week at the public hearing, one of the GLIWAR reps said that if uh an asset, uh the pumping station uh is uh or the lease agreement is terminated, then it will be restored to the city of Detroit.

33:07My name is Attorney Norrell Hemphill, and I serve as a legal and public policy manager at we, the people of Detroit.
33:12I want to lift what Miss Cecily McClellan was saying about the GLIWA agreement about the fruit pumping station and about water justice and inequity overall in the city of Detroit.
33:24Right now, we do have a water assistance program called Lifeline H2O that is only serving 4,710 households.
33:34We used to have a program called Detroit Lifeline Water Assistance Program that served nearly 30,000 households.
33:43So we see that there's a large gap and a large need.
33:47Um research done and uh information provided by the Detroit Water and Sewage Department says there's about 60,000 households that are low income and in need of a true water assistance program.
33:59So we of course have solutions for these issues that we are seeing in the city of Detroit.
34:06Um number one, we are looking for city council to support us in actually providing funds to DWSD for water assistance, and then also to help us put forward an ordinance that will codify water affordability and um ensure that Detroit residents have access to clean, safe and affordable water.
34:29Um water is the lifeline of any city, is it is the lifelong of the people, and you cannot have any planning or economic development without water.
34:40People need water, water is a human right, water is essential for all life.
34:45So please, city council, if you can help us to codify water affordability in the city of Detroit for Detroit residents and citizens.

35:27For one, the delayed devotion that it seems like we have with this uh project that we're just not getting into it and that we didn't care.
35:35And here we are in this nauseating cycle of doing stuff.
35:39And I see that last year you tried to get ahead of it and tell the other citizens that there'd be more infrastructures coming around.
35:45I'm just hoping that we can do a better job, and everybody else around the city doesn't have to have this problem when it comes to what's coming into their neighborhood.
35:52Um, I still feel like we need to get rid of that um the architect.
35:57If we can find somebody else who's willing to listen to us and do something better about it.
36:01Um, our streets can't be cleaner over here.
36:03The dust and the rocks, and when it rains and when they do block the streets when they're doing stuff over here, they can do better on this project when it comes to this particular corner where it's actually happening.
36:14Um, along Connor, the trash best the Lantis collects alongside their fence line.
36:20The fact that we have no bus stops on that street, not even anything to cover the people, and there are no garbage cans.
36:26Can we do something about that?
36:28Um, there's a project coming up on Connor in 94, and I'm concerned about the traffic flow.
36:34So um, can we do a better job of letting the citizens know when it's coming and what's happening?
36:38And then last but not least, Maharas Park.
36:41I see that you made some tree cut downs over there, and I believe that we can do better.
36:45I've been in touch with the historic department, parks and recreations, GSD, and most of the citizens in this neighborhood.
36:52Um they're interested in us having that building back open.
36:56You know, it takes about 15 minutes to get frostbite, and it's 40 minutes to that new beautiful dome that's down the street.
37:02So um, if we can talk more about getting my hair better, that would be nice.

38:24Transit center, it is extremely filthy with human feces all over the ground.
38:32They are allowing people to ride the bus with stolen wheelchairs from Henry Ford Hospital or DMC when these people can walk.
38:44It's not like they're invalids because they're on drugs.
38:48And when you ask the drivers to pull up the wheelchair so people can go through, they refuse.
38:58There's an individual name, Cody that works in your D DOT customer service, becomes very combative.
39:06She doesn't want to take complaints against drivers.
39:10I'd like for your office, council member Johnson, to show me where that is allowed by federal and state law and without the ducking and dodging that sometimes your staff does.
39:24Um, when I'm asking these questions, because I send pictures.
39:29I'm seeing drugs being sold daily in front of 1055 Washington Boulevard, as well as Myers that's on Grand River.
39:40Why is that allowed?
39:42Working out glass shelter that has not been cleaned up.
39:47And I would also like to know why haven't anything been done to protect uh renters who have to be retaliated against by owners.

42:59May I share my screen?
43:14Um, so the project we are presenting today is the Billinghurst Department's Brownfield Plan.
43:18Um, I'd like to begin with an explanation of uh the Brownfield program and tax agreement financing.
43:24Um, so a Brownfield plan uses tax increment financing or TIFF to reimburse developers for costs they have to pay to redevelop land and properties that would they wouldn't otherwise have to pay um as part of a development on an undeveloped site on the within the suburbs.
43:39Um TIF is used to help level the playing field and encourage the redevelopment of contaminated, blighted, obsolete and historic properties within the city.
43:48At its simplest, TIFF works by freezing taxes at its current undeveloped value.
43:54And um those taxes continue to be paid by the property owner and received by all taxing jurisdictions.
44:00Um the developer captures the increase in property taxes from the renovated property to be paid back over several years for costs they paid related to environmental cleanup, demolition, obsolete utilities, or housing costs.
44:13Once the approved eligible activities under a Brownfield plan are repaid, the Brownfield plan sunsets and the full taxes for the property are received by all taxing jurisdictions.
44:24Billinghurst Apartments LLC is the project developer for this plan, which consists of one parcel located at 69 West Willis, which is bounded by West Willish Street to the northwest and alley to the southeast, and adjacent lots on either side of the property boundary in the midtown neighborhood.
44:41The property is eligible property because it includes um housing.
44:46The developer will redevelop the currently vacant historic property into a mixed-use residential building.
44:53The building on the property, commonly known as the Billinghurst Apartment Hotel, was constructed in 1922 and consists of a four-story hotel apartment building with a basement.
45:04It appears to have been occupied between 1922 and the early 1990s when a fire occurred and has been vacant ever since.
45:12The first floor will feature an approximately 3,348 square foot ground level commercial space.
45:19And the second through fourth floors will consist of 31 apartment units, um, 30 one bedroom units and one studio.
45:27Additionally, a two to three story addition will be added to the building to accommodate for an elevator, which will meet ADA compliance requirements and provide access to the upper floors and hallways that will have been configured to allow for wheelchair access, um, inclusive of turning radius and an exit staircase will be located on the west side of the building.
45:48The addition will be set back slightly from the facade and will include the retail commercial on the ground floor, which will also be fully accessible from the street level.
45:56Two of the apartment units will feature universal design elements and will be in compliance with ADA requirements.
46:03Surface parking will be provided on adjacent parcels owned by the developer, as well as through arrangements with the neighboring parking operators for the 30-year duration of the plan.
46:14No less than 20% of the units or one studio unit and six of the one bedroom units will be reserved for lease by occupants earning no more than 80% AMI.
46:25The total investment for the project is estimated to be 9.5 million.
46:28And the developer is requesting uh TIFF reimbursement of approximately 1,334, 787.
46:36And those eligible activities include housing development activities inclusive of qualified rehabilitation costs, site preparation costs, and infrastructure improvements.
46:45The developer is seeking additional incentives, which includes approval of a payment in lieu of taxes or pilot.
46:53Approximately 40 temporary construction jobs are expected to be created by the project, and two permanent jobs are expected to be created directly by the developer.
47:02Additional permanent jobs are expected to be created by the future commercial tenant.
47:06A DBRA local public hearing was held on Monday, March 9th, and the minutes from that meeting were included in the submission to city council.
47:13This concludes my presentation.
47:15And I will turn it over to the development team to provide more information about the project.
47:28Again, my name is Ann Jameson, and the developer here is Scott Lowell.
47:34We've been working on this project for roughly two years, putting together the uh different pieces to help facilitate the redevelopment.
47:45Um one of our goals and objectives here was to seek historic tax credits.
47:51Um, so we have been we have received an approval of the part one and part two and are working um through that process um and have successfully worked through that process and realized approval.
48:06Um, there are a lot of sustainability um components to this development.
48:11Um, first and foremost, there will be um geothermal that really assists with offsetting the cost of heating and cooling for the residents.
48:23Um with regard to the pilot, the majority of all of the units, all 31 of the units, um, are um basically targeted for uh households that are earning between 60 percent area medium income all the way up to 120 percent.
48:45The majority um average of those um target area medium incomes and target rents are at 98 percent for this development.
48:55Um Scott, if you want to add a few things on the history of the building and so forth, that would be great.
49:05And thank you, everybody.
49:06Um, this this building uh there were maybe uh four of a very similar kind of building.
49:12Uh there was another one at Alexandrian that it that had been demolished by Children's Center.
49:17Um there's one over uh on Woodward, the Normandy.
49:21Uh these were kind of gentlemen's hotels.
49:23Um, one famous resident that we can kind of find uh that his name was uh Biggs Beaterbeck, and he was a musician that played at the Greystone.
49:35Um that's about the uh history of note for that building, a very traditional central bathrooms.
49:41Um, you know, just bedrooms.
49:43Uh I mean, it wasn't like a Romata Inn or anything.
49:46It was, you know, just kind of work traditional kind of workish type housing.
49:53Um we got wind of it uh because there were uh at the time when Michigan had a film credit.
50:06Um which you know certainly isn't any great film, and they were gonna blow up this building and it just didn't seem reasonable.
50:14So we made Sumozi, who was uh you know, tireless advocate for the neighborhood, we got wind of it and were able to convince the director uh to uh to not do that and they did it using computers.
50:26Uh and um so we we've been working at this a long time.
50:29Uh we're very committed to the neighborhood.
50:32Um everything we have is invested in the neighborhood.
50:34We my wife and I grew up in the city, and um you know, we just were looking forward to providing uh housing and trying to pump up those census numbers that I read about in the paper this morning.
50:47So all right, thank you.
51:03Um they're here to here seeking a brown field um for the property located at 6971 West Woolley Street, formerly known as the Billinghurst Hotel, which was construction constructed in 1922 and um operated until sometime in the 1990s.
51:25Um the developer will be seeking other incentives, which includes the payment in lieu of taxes.
51:32The proposed um project consists of a parcel of 0.279 acres.
51:40Um this vacant four-story mixed shoes residential building is 20,000 square feet, um, which consists of a ground ground floor commercial space and with the remaining floors consisting of 31 apartments.
51:54Additionally there will be a two to three-story um addition constructed to accommodate a new elevator to meet ADA compliance and to provide better access to the upper level floors and highways.
52:10Um additionally, the project um the project will be in compliance with ADA requirements and with two units um featuring universal divine design elements.
52:25The total estimated cost for this project is 9.5 million.
52:29Um 20 percent of the is the affordable component of this development, which includes um household incomes of 60 to 80 percent area median income, with one uh unit being a studio, and of the 31 bedroom apartments, six of them will be affordable.
52:50The basis of eligibility for this project is that it includes a housing um property under the ground flow plan.
52:59The DBRA will reimburse the developers for cost of approved eligible activities, but only from tax increment revenues generated and captured by the property.
53:11No advances have been or shall be made by the city or the DBRA for cost eligible activities under this plan.
53:18The eligible activities are estimated to commence with an 18 months of approval of the plan and complete it with within three years.
53:28And that concludes my presentation.
