We will now move to public comments.

4:53

Give everyone two minutes this morning.

4:57

Uh our first speaker is Mr.

5:00

Walter Brown.

5:01

Second speaker, uh Miss Denise Lomax.

5:05

Third speaker, Miss Betty Lyons.

5:08

Thank you.

5:17

Asking everyone when your time is up, please remove yourself from the microphone so the next speaker can speak.

5:22

Mr.

5:23

Brown, if you can hit that button in front of the mic until it turns green.

5:26

There we go.

5:27

Floor's yours, sir.

5:29

Morning, council.

5:31

Well, uh, just come back to remind uh council and the uh city about uh adding those uh bus benches or the bus riders and and the shelters.

5:44

Uh I have uh some pictures I want to pass on to you.

5:48

Okay, member of my team will receive those from.

5:51

Okay, thank you.

5:53

Um and also uh I talked about before about uh how the grass crews uh cut grass around the city.

6:03

Uh they try.

6:05

Uh maybe they don't have the right training or the right tools to do a better job.

6:11

Uh, if possible, you know, the city can help out in that, or you know, get a private contract to come in and you know train and doing a better job.

6:20

Uh and you know, doing something like that.

6:24

And is it possible that maybe the council and the city get with Stellantis about planting uh more trees on corners where those trucks go up and down corners all day and all night.

6:38

Uh try to turn corners into a a road in the force in a way.

6:45

Uh there's plenty of spaces on all kinds to plant, you know, trees or in Ghana vegetation to uh you know help uh kill down the noise and pollution there.

6:56

Um and also I was said once before about if the grass crews don't have enough people to help them, getting students summer jobs to train them how to the edge of grass, cut the grass.

7:10

Maybe later on they have them uh a future in uh in landscaping, you know, something like that to training because everybody's not going to go to college.

7:18

Plain and simple as that.

7:20

Uh a lot of people go to college and find themselves.

7:24

Uh graduating in debt.

7:27

So you know, anything that can help uh students in the stuff.

7:34

Thank you.

7:35

Thank you.

7:35

And for those who are not familiar with our process, we do allow for all the public commenters to speak before we provide any comments.

7:42

Uh when we say all, we mean all on in person as well as uh online before we provide any comment from this side.

7:51

All right, our next speaker, Mr.

7:53

Denise Lomax, followed by Betty Lyons, followed by Fidel L.

7:59

Ms.

7:59

Lomax.

8:00

Good morning, grand rising to everyone up there on council, James Tate.

8:05

Good morning.

8:06

Taught me what I know today.

8:09

Tony Young, thank you for supporting me and helping me and coming out and helping.

8:13

But at this point, I'm here because I have 3,000 signatures.

8:17

We're coming at the city of Detroit.

8:19

Three kids got molested over in our community, and nothing was done about it.

8:24

I came down to council and I talked about the three kids that got molested.

8:29

Those kids could have got killed.

8:32

The one little boy is two brothers, 13 and 11.

8:35

They got pulled into the bushes right there on Wyoming and Plymouth.

8:39

Tan Asher came out and interviewed me.

8:42

The mom said they left your boy, you couldn't even close the door, the refrigerator door because he was jumping so much.

8:49

I ended up buying the lots, and I took the trees down with my money.

8:55

I did this.

8:57

So now we're doing a takeover.

9:00

I take over is gonna start at Grand River in Plymouth.

9:03

We go under Plymouth to Chicago.

9:05

I got four motorcycle clubs that support me on this.

9:09

We're tired.

9:10

The city has done it nothing for us over there in that community.

9:14

We got a park over there, Phelps Park.

9:17

There was apartment building.

9:18

1004 10028.

9:22

Well, a little girl, they was living, some Mexicans was living up in that building.

9:27

He came out and he uh pulled the little girl over in the bushes.

9:31

The city came out, general services.

9:34

They just now come in out to clean up over there, and it's still not clean.

9:39

I reached out to my MPO Tyler at the second precinct.

9:43

They said they couldn't put them out.

9:45

I called Eric Zabrie.

9:46

He said it wasn't going into foreclosure to this year.

9:49

So I reached out to Betterson.

9:51

I told him you better make it happen.

9:55

We're tired.

9:56

So we didn't purchase 10 punchers.

10:00

We're going around the railroad tracks and all around our community to see if this dead bodies open.

10:05

Everyone helps with that.

10:08

Thank you.

10:08

I'm sure don't leave because I'm sure there's uh someone from a member of Campbell or someone at large, a member of the at large who will be able to assist you.

10:20

Next speaker, Miss Betty Lyons, followed by Fidel L, followed by Michelle George.

10:28

This country founded by the criminally insane.

10:34

That sign out there at the elevator committee of the whole is a lie.

10:40

Council protected that demon, Mike Dugan, while he was in office, who stole and gave away over 600 million dollars in property tax belonging to the Detroit residents.

10:54

And council sat behind him and let him do this.

10:58

That's why the word integrity, that minister last week, apparently it is easily seen that council lacks integrity.

11:10

How the way you treated the Leland tenants, constructive eviction, the law department ought to be checked to see if they're really lawyers, because what they did and helping the slum lords was awful.

11:27

They didn't make them whole, but you made Mexican town whole, giving them appliances, whatever they wanted, businesses.

11:39

They have, but when it gets to the Detroit, the real Detroit residents, you stand back and keep your mouth shut and stand there and sit like stone statues.

11:53

Think who out in Bloomville Hills, you giving millions of dollars, and Anderson seems to know he's doing that.

12:02

He's not speaking up.

12:04

Whitaker's not speaking up, and uh that old Conrad Mallet, he definitely is not speaking up.

12:12

All he does is help slum lords.

12:16

The council seems to have chains on their minds of slavery because you see no freedom.

12:24

All you think about is Mike Dugan.

12:31

Thank you so much.

12:33

Our next speaker, Fidel L, followed by Michelle George, followed by our last speaker, Marshall Silence.

12:43

Yeah, I would like to say, and this just uh this just my opinion.

12:48

This team takeover.

12:51

One way of solving it, y'all.

12:53

Won't y'all open the streets back up to them?

12:56

Well, you gotta open up a park.

12:58

When I was young, we had one in Living Noise and Eastside and police would be right there, and they would tell us, you know, long as there's no fighting, no shooting, enjoy yourself.

13:08

These kids gonna hang out.

13:10

Create something for them.

13:12

Every week you have the same black people come down here with these complaints.

13:15

That lady that just left, won't y'all give her a million dollars?

13:18

Y'all giving out millions of dollars to people that don't even live here after stay.

13:23

It does not make sense.

13:24

Give those kids a million dollars for what?

13:27

Tell them to clean their neighborhood up.

13:29

They parents can manage them, they can buy all the rakes and grass.

13:32

That'd keep them out there for doing stuff.

13:35

And last but not least, the people who y'all do get these contracts to, you don't see their kids acting the fool.

13:41

You know why?

13:41

They got something to look for.

13:43

I'm just giving y'all good advice.

13:46

Hey, uh uh uh Joe Lovey.

13:49

When you have the form, man, you be slapping that matter like you're gonna whoop somebody's behind, and you think that you intelligent, really, you just mentally ill, man.

13:58

You know what I'm saying?

13:59

McCampbell, you will make a comment on your post about getting contact with you.

14:05

Ain't none of these people that you vote on get in contact with you.

14:08

That's why I'm trying to tell you is corrupt, and this is why to the world, to Detroiters, to the state of Michigan, to United States.

14:18

This is the most corrupt ignorance, low life, city council of law.

14:23

Well, most of y'all, some of y'all college educator, y'all call y'all self Christians, but most importantly, Democrats.

14:30

Y'all should feel proud about y'all self, how Detroit is live, and y'all give all this money out to non-detroiters.

14:37

It doesn't make any sense whatsoever.

14:42

All right.

14:44

Next speaker, Michelle George, followed by our last speaker, Michelle, excuse me, Marshall Simons.

14:52

Good morning, Council President Tate, and to this honorable board.

14:56

I'm just coming down because I know I have two minutes.

15:00

I know recently there was a story where 20, there were some outbreaks about Salmonella.

15:06

And so I want the council first, you know, for you all to know that, making sure, because I know we have this ordinance where they have chickens and ducks, but right, but now they're getting what you call spillover.

15:16

They're getting sick.

15:17

And it was reported before the Michigan uh Department of Health and Human Services.

15:21

So making sure they're washing their hands and they're wearing masks and that they need to report that.

15:26

That's one thing.

15:27

Another thing, um, we have to watch uh sometimes I see through the streets where they're having uh pit bulls, uh not on chains, and I know you all have an ordinance.

15:36

I see it on the other side in the hospital where their own pit bulls bite their legs off.

15:40

Okay.

15:41

So we want to make sure that ordinance is being followed because a lot of people don't know pit bulls.

15:45

I know my family had a pit bull, but they have a genetic disposition.

15:49

They don't, you can't trust them.

15:51

They were for bull baiting.

15:52

A lot of people don't know that.

15:53

And so we've seen people on pit bulls take a chunk of their skin off and they went up in surgery.

15:58

That's just what I see.

15:59

So making sure that ordinance is done.

16:01

Also, at the school board meeting, um, uh, I know we have about 50 to 70 marijuana dispensaries in.

16:08

We need to get an ordinance where those little packets say marijuana edibles because the young there are two schools, and I was at the school board meeting where some kids got hold of some edibles and got sick.

16:20

Well, young people don't know you can't have a 60-pound person take care of a of what take an edible of 120 pound person.

16:27

They don't realize once you eat that edible, they're trying to get the high from that weed.

16:31

But when it goes through that liver, it comes with more toxic form.

16:34

So that's something we're trying to get around.

16:36

So tell these dispensaries, and I'm telling these parents and kids come and smell like weed.

16:40

I have something here where we need African Americans to go into medicine and dentistry.

16:45

I went to Maharry Medical College.

16:47

We need black doctors, and they can't smoke weed.

16:49

I'm an advanced practice registered nurse.

16:51

We can't have weed in our system.

16:53

So I just wanted to make that point.

16:55

Thank you.

16:56

And I'm gonna deal with this young lady right here because that's important what she just stated.

16:59

Thank you so much.

17:01

Our next speaker or Marshall Simons.

17:04

Maybe our final speaker in person.

17:07

Good morning, City Council President, members of city council.

17:10

My name is Marshall Simons.

17:11

As a Detroit resident and business owner, I rely on the safe flow of traffic and pedestrians in our downtown core over the last 13 years of seeing our city's infrastructure transform, and I appreciate the work the city council does to keep Detroit moving forward.

17:24

Today I'm speaking to flag a critical oversight that requires immediate correction.

17:28

Following the recent and welcome renovations for spirit pleasure, a traffic signal on the corner of Woodward and Learned was not reinstalled.

17:35

It is simply missing.

17:36

It is not just a standard intersection.

17:38

This is a primary crosswalk in the heart of our city.

17:41

When the festival is let out at our plaza, thousands of pedestrians use this crossing to head north into downtown.

17:47

Removing the signal leaves them stepping into an active roadway without the right-of-way protection and leaves the drivers guessing.

17:53

I've seen firsthand how chaotic and dangerous this specific order becomes when traffic control is absent.

17:58

We cannot wait for a tragedy to fix an infrastructure error.

18:02

I'm asking city council to instruct the Department of Public Works and Traffic Engineering to reinstall the Woodward and Learn it signal before this height of summer.

18:11

Thank you for your time and your commitment to the safety of everyone who walks and drives in Detroit.

18:16

Thank you.

18:16

Thank you.

18:18

We should now transition to our online speakers.

18:22

Good morning, team.

18:23

Who's our first speaker and how many folks do we have?

18:26

Morning, Council President.

18:27

First speaker is going to be Betty A.

18:29

Varner, and we have 13 all on.

18:32

Thank you so much, Miss Betty A.

18:33

Varner.

18:33

The floor is yours.

18:34

You have two minutes, general public comment.

18:38

Good morning to all within the sound of my voice.

18:41

Hopefully, everybody had a nice, pleasant, enjoyable uh holiday.

18:46

I'm Betty A.

18:47

Varner, the president of the Soda Els World Black Association, advocating for my community, asking the council and administration to please work together to find money for our think of corridor.

19:00

We're not asking to be treated any differently or special.

19:05

We just asking to be treated the same as some of the other beautiful corridors that have been revitalized or redeveloped.

19:15

We deserve this in our community.

19:18

We are working together, doing what we can do to improve our community.

19:23

There's new businesses, interest in our community.

19:41

I'm asking when uh Mr.

19:43

Davish comes to the uh council.

19:47

If you will please support his vision so that he can make his vision become a reality, and that is to have a mini market with six gas pumps in our area.

20:02

We are a food desert and are in need of that mini market.

20:07

So please support.

20:08

We're also asking for um the land use hearing fee to be waived.

20:16

We have bought additional property to uh expand our park that we have created in our community, and we would like to have playground equipment for the children, but we must go before BC for a land use hearing, and it's a $1,500 fee that we don't have.

20:37

So please support and waive that fee.

20:40

Thank you for this time.

20:41

God bless you all.

20:42

Thank you.

20:44

Next caller, please.

20:46

Next caller is going to be caller in 669.

20:52

Two minutes.

20:53

General Cover comment.

21:02

Let's put that caller at the end of the day.

21:04

Well, Joe.

21:05

There he is.

21:05

What up, Joe?

21:06

What up, Doug?

21:09

Yes.

21:10

I uh done one over your um holiday was grand.

21:14

Um it's been very difficult lately, and I still need your prayers.

21:22

Um 313, 444-9114, 313-444-9114, 313, 444-9114.

21:31

Someone keeps my car about two weeks ago.

21:35

My tire uh in rim was damaged because of yesterday on the holiday, and I couldn't meet up with family.

21:42

My back, my legs have been hurting.

21:44

And the reason I say these things because sometimes you don't look like what you've been through or what you're going through.

21:51

But I'm still grateful because God is good and it could be worse.

21:57

I ask those to pray for the D Dot drivers and passengers and a praise report.

22:04

The little idea of providing pizza and two 31-day pass bus raffle at the D dot meeting has been packing the house.

22:14

The Holy Spirit never leaves a person wrong.

22:17

And when the powers that be listened to little people like myself, good things happen.

22:22

Great things happen.

22:24

And lastly, for the powers that be, touch not God's anointed, need to his servants, Cunningham.

22:32

No harm.

22:33

And everybody get on those buses.

22:36

Uh, if you want to do a ride along, call me at that number.

22:40

You can look up my Facebook, my Patreon, and Cash App through that phone number 3134, 9114.

22:54

Can I hear me still there?

22:57

Something happened, but yes, I'm still there.

23:00

And I just want to thank you for all everyone's support and continued support.

23:05

And thank you for Mary Sheffield.

23:08

Thank you, Brother Cunningham.

23:10

Next caller, please.

23:12

Next call is going to be 1244.

23:16

Caller ending in one two four four.

23:20

Good morning, yours, two minutes.

23:24

General public comment.

23:25

Yes.

23:28

I'm um concerned about whatever's going to happen with the 375 being um replaced with another park.

23:38

We don't need another park in the city of Detroit.

23:41

And then it is that partial of land is a part of the Black Bottom Paradise Valley.

23:50

We would like to, the people of the city of Detroit would like to know about what you're doing with that land.

23:57

We like our reparations for the use of the land as well.

24:02

We want to know about the meetings.

24:04

We have not had a meeting since October of uh 25.

24:09

That we need to know what you're doing, how you're doing it.

24:14

Chinatown has just been reinstated with their land.

24:18

So it's time for us to get our reparations here in the city of Detroit.

24:23

I am an advocate for us to be able to get our money and our land, the money, and at least have um besides for housing on that land.

24:37

The people's the relatives of the Black Bottom and Paradise Valley should be compensated with funding for the reproduce of the 375 as well as Black Bottom totally.

25:00

We were uprooted, displaced, and now it is time for us to be able to get our money.

25:07

The city of Detroit had promised it to us, told us to have the meetings to have the gatherings, and we want to be informed of what you're gonna do with that land beside build a new dome on it, a new part.

25:18

We don't need another part, we need our money.

25:21

And I thank you.

25:22

Have a great day today.

25:25

Thank you.

25:26

Let's call it please.

25:28

Next caller is going to be Bobby Johnson.

25:31

All right, caller, the floor is yours.

25:32

We have two minutes.

25:33

General public comment.

25:39

Hello, can you hear me?

25:41

Yes.

25:41

Floor is yours.

25:44

Good morning.

25:45

My name is Bobby Johnson, and I'm here to uh today because I'm I'm tired of hearing about our children.

25:51

Like they're the problems.

25:53

Why nobody's talking about what has been taken away from there?

25:57

We keep hearing about teen takeovers, but where are the teens supposed to go?

26:02

Over the years, Detroit built downtown using our tax dollars, our school dollars, and even uh even money that could have gone into our neighborhood.

26:12

Meanwhile, recreation centers are closed, library struggles, parks were neglected, and youth programs disappear.

26:20

Our city is still divided, east side, west side, district versus district.

26:27

Some communities get invested in while others are left behind.

26:32

Our children see that every day.

26:35

And now the response are bans curfew and more policing.

26:39

Yesterday at Peterson Park, while I dropped my son off, and I came back to pick him and his friends up.

26:45

There was a bunch of teens there.

26:47

But I seen two of what people call the jump out boys.

26:52

There were a car full of four, and there were four young white young men driving through our driving through our neighborhoods, policing our kids while they were having this uh teen takeover.

27:04

If one of these children get hurt and these young felt children already felt unheard and disconnected, and you keep treating them like criminals instead of investing in them, the city's going to be faced with even a bigger problem.

27:18

And you cannot ban kids from spaces while giving them nothing in return.

27:24

If Detroit money has been invested in downtown, then Detroit has money to invest in team centers, sports, arts, music programs, mentorships, safe places, and our youth.

27:36

Our children do not feel need to be watched.

27:39

They need to be valued.

27:40

And because young people feel like they have no place in our city, eventually.

27:50

Next caller, please.

27:52

Next caller is going to be owner papa.

27:55

All right, caller, the floor is yours.

27:56

We have two minutes, general public comment.

28:03

Uh, through the chairman, I be heard.

28:05

Yes.

28:06

Yes.

28:07

Uh Bobby, you are absolutely correct.

28:11

And pretty soon you're gonna have adults joining in on this Detroit uh takeover because we're not gonna continue to allow you to uh misappropriate our money and give our money to everyone except for where it needs to go.

28:25

You have a placeholder for the dirty dirt.

28:28

We need you to fix the dirty dirt, not put placeholders in.

28:31

I don't care where it is in the court system.

28:33

You need to proceed with cleaning this up.

28:36

You did it, you are the body that did this, and you are the body that needs to see to it that it's cleaned up.

28:44

Um we're not we're not gonna take anymore.

28:47

We're not gonna have you just misusing our money, misappropriating it for things that um we don't get any advantage out of, like cleaning the freeways uh that is not our job, and uh the the corridors look a mess.

29:02

We have children being raped in areas that need to be uh uh cleaned, it's neglected.

29:10

The entire city is neglected, but you're worried about cleaning freeways.

29:14

Nobody lives on a freeway.

29:16

Okay, we live in neighborhoods and they need to be cleaned up, and that's where we need to focus our money.

29:22

11.8.

29:23

Um, I'm so disappointed in um Mr.

29:26

Um LPD, the entire LPD staff is not working on behalf of the city.

29:35

They're making uh private and confidential memorandums about what you all are doing up there, and this lets us understand and know that you're not you don't have any integrity and you're not operating with integrity.

29:47

You're operating in um secrecy, and what you're doing is allowing people over departments like um LPD to advise you in a way in which is not conducive for good outcomes, it's not good to hide things from the people.

30:04

It's not good to hide things from the people.

30:11

Our next caller is going to be William M.

30:14

Davis.

30:15

William M.

30:15

Davis, the floor is yours.

30:17

Two minutes, general public comment.

30:21

Uh good morning.

30:22

Can I be heard?

30:23

Yes, sir.

30:24

I think it's important for the city of Detroit to have more services for young people, you know, be it more libraries, more recreation center, more playgrounds, more play leaders, uh, a number of things that was available when I was growing up.

30:41

You know, we had the swimming, the bookmobile.

30:43

We had a whole lot of different services to help keep kids out of trouble.

30:48

I know it helped keep me out of trouble.

30:50

You know, it benefited me to be able to go to the recreation center and box and wrestle and do things to cut me out of a lot of trouble because I was borderline.

31:01

I could have easily gotten in trouble, and I could have got I could have gotten in trouble for some of the stuff that actually did too.

31:07

But you know, by the grace of God, you know.

31:09

So we we need to make sure that we have more activities for our young people.

31:14

You know, we used to have this, and we can do better.

31:18

Just like we can do better by the city of Detroit retirees who are still treated like third-class citizens who have been stripped of our cost of living, our 4.5% pay raise, you know, our you know, part of our pitching cut, and a 15.5 percent uh cut for annuity clawback, it was our own savings that should be going to our kids and grandkids that was illegally stolen from us, in my opinion, because of that illegal corrupt bankruptcy.

31:52

I would love to see the city of Detroit more forcefully push for the emergency management law to be repealed.

31:58

I would love to see every emergency management um order that was issued up under Kevin Nora repealed, you know, replaced.

32:07

I would love to see the city of Detroit moving towards being more fair and equitable to all of its people.

32:13

I would love to see attention for when these young girls get attacked, and when these young girls are missing.

32:22

Thank you.

32:23

Thank you.

32:25

Next caller, please.

32:28

Next caller is going to be Tahira Ma.

32:31

Caller, the floor is yours.

32:32

You have two minutes, general public comment.

32:39

Caller, are you there?

32:41

Morning.

32:42

Can you hear me?

32:43

Yes, all right.

32:45

Thank you.

32:46

Thank you.

32:47

Um, I want to wish a heavenly happy birthday to our greatest mayor of Detroit of all times, uh, Alexander.

32:55

Um Coleman Young, Coleman Alexander Young.

32:58

Thank you, Coleman Alexander Young for doing what you've done for us.

33:03

And thank God, the worst man in the world, Mike Duggan is gone.

33:08

We can witches dead.

33:09

Thank God he's gone.

33:11

Don't come back no more.

33:12

We don't need you.

33:14

Uh the uh Pope Leo the 14th, just apologize for slavery.

33:21

The church has an institution, including the religious orders and missionaries, actively enslaved, bought and sold human beings for centuries, using the prophets to build their foundational institutions.

33:38

We don't just want an apology, we demand reparations.

33:42

We have a uh reparations task force that gave this city council recommendation.

33:47

We haven't heard a peak from you.

33:49

We want hearings on those recommendations, and we want uh to institute reparations and uh reciprocity for our people.

34:00

Also, we want to have the uh city council honor your ordinance, the property tax reform ordinance completely.

34:10

Stop dragging your feet, please.

34:12

Give us justice.

34:13

Why do we have to beg for justice?

34:15

And we we are the majority in this city, black people, and we want our reparations, we want a hearing.

34:24

We want the property tax reform ordinance, uh fully instituted, and also we want to have a uh reconciliation for uh the harms that was done under Mike Duggan.

34:38

We want him put in jail, he needs to be in prison because he did the corruption that he is uh institute in this community.

34:50

Thank you.

34:51

Next caller, please.

34:53

Next caller is going to be Steve Goodon.

34:56

All right, caller, the floor is yours.

34:57

You have two minutes, general public comment.

35:10

Let's put that caller at the end of the queue and go to the next, please.

35:14

Our next caller is going to be James Chandler.

35:18

All right, Mr.

35:19

Chandler, the floor is yours.

35:20

You have two minutes, general public comment.

35:24

Good morning, council.

35:25

Can you hear me?

35:26

Yes.

35:28

I wanted to say affordable housing is not affordable.

35:31

Once again, um, we need Detroit as a home rules, home rule state.

35:37

We need reform, we need emancipation.

35:41

I'm asking Detroit to address unfair rental income requirements.

35:45

Many landlords require tenants to earn two or three times the rent, even when applicants have strong history of paying on time.

35:53

Uh we have uh three bedrooms at two thousand and something dollars.

35:59

We need that less than a thousand dollars.

36:02

Uh we need to get rid of the techs, uh the tag law, the car tags, paying for tags, being overcharged.

36:10

Detroit or Detroiters are overcharged with insurance, overcharged with this tag tax, which is unreasonable and it does nothing for us.

36:19

Um, we have a license, we have freedom to travel, you know.

36:24

Uh, we're doing everything outside of what the constitution tells us.

36:28

Um the the city council has a responsibility to um work for each taxpaying individual.

36:38

Um we need programs that allow us to um be lawyers or whatever we want to be outside of so much debt with these schools.

36:51

We need a way out, we need a change.

36:53

We need reform, emancipation.

36:55

I'm telling you, I've been saying this over and over again.

36:58

Uh section eight.

37:00

They uh, if you're on section eight, they need to be able to buy a house.

37:05

Even with section eight, you know, people off section eight should have reasonable housing, um, being treated the same because sometimes section eight has nicer houses than people that's actually paying rent.

37:16

So both ways from on both sides of the boredom.

37:20

We we need changes.

37:22

We need to be treated as human beings, humanity.

37:25

Uh the real ID must be stopped.

37:30

Thank you.

37:31

Next caller, please.

37:33

Our next caller will be black bag.

37:36

All right, caller, the floor is yours.

37:37

Two minutes, general public comment.

37:42

Yeah, I'm here.

37:44

Uh Detroit City Council, and especially you, uh Angela Whitfield Calloway.

37:51

You put me out of council meeting, said I was uh before the meeting started.

37:56

I you know, you all took me through a lot.

37:59

I've been through a lot.

38:01

This whole situation with Kenisha, the cover up or the cover up or the cover up or the cover-up of the attempted cover up of the murder, assassination of Kinesha Come and DPD case 20-112 has taken a lot out of now.

38:20

Y'all been effing with me.

38:22

So now it's my time to F back.

38:25

Uh Coleman Young.

38:29

The second Joe Loving is what you were called earlier, and of course, you Scott Benson.

38:36

Uh Scott Benson, I'm not over in District Three now, but I'm a resident over there.

38:42

I'm about to run uh well, I ain't gonna even announce that.

38:47

Um, what I'm gonna do is I'm gonna turn the city of Detroit upside down, inside out, and all the way around, and I can do it.

38:56

I'm black bag for real, for real, and I'm also young blood and all those other monikers you heard.

39:02

I'm they're not a joke, it's serious.

39:05

So, what I've been doing for the last three or four months is out in the streets with it.

39:10

That's why you're y'all ain't seeing me down there at Con so I ain't got to come down there no more and talk to y'all.

39:15

I can call on the phone and uh do everything that needs to be done from a telephone.

39:22

Now Mike Duggan is gone, but Conrad Malik Jr.

39:28

and Dennis Winfrey and went to the Detroit police department, Dennis Mumphrey, and filed a complaint against me.

39:36

So now I'm getting ready to take legal measures myself.

39:39

And what y'all gonna understand is I am him and him too.

39:47

Next caller, please.

39:49

A final caller before going to our one caller in the queue will be Jadante Smith.

39:54

Caller, the floor is yours.

39:55

You have two minutes, general public comment.

40:00

Good morning, maybe heard.

40:01

Yes.

40:03

So I want to start out by saying I heard a nasty rumor about Scott Benson.

40:06

Uh my president of my block club called me because I'm vice president and said some nasty rumors.

40:11

So uh I to you, Scott Benson.

40:13

If you feel like I'll threaten you in any way, file whatever paperwork you will have.

40:16

Uh when I spoke to Tiambe and um your other staff member Kerwin Wimberly Wimberly Kerwin Hover's name is pronounced.

40:24

I had someone on the phone with me, someone who you may know as well.

40:27

So I have a witness to whatever happened.

40:29

Um also I'm gonna read off a couple things.

40:31

Uh so there's a approximately 116 acre that the Maroon family was transferred in 2019 across uh multiple multiple uh districts in the city of Detroit.

40:41

So there was 10 million dollars evaluation of this property.

40:44

Um, and it's very interesting.

40:46

I also think that uh adults we will start joining in these takeovers.

40:50

So I'm young, I'm 30.

40:51

So uh I'm in between the younger person, older person, and I feel like the way that young people are treated is ridiculous.

40:58

No way that uh a young person, even a young person uh who understands what's going on, comes to these meetings is ignored.

41:04

So I know the young people who you guys feel are not as intelligent or not as affluent, don't get ignored.

41:10

Um, also to Coleman Young Jr.

41:13

To you and your mother.

41:14

It's very interesting how you guys are ignoring a meeting with a constituent.

41:18

Um I didn't come out and protest like I said I would over the weekend.

41:21

I had some some technical difficulties, and I'm your father's birthday was just passed, and I'm glad I didn't because of that.

41:26

But I'll be out there.

41:28

No nobody uh scares me when it comes to anything.

41:31

And when it comes down to it, I know my personal right, my lawyer is really good, even without her.

41:36

I'm almost a paralegal.

41:38

So I understand the law very well.

41:39

I'm gonna be out there.

41:40

If you won't meet with your constituents, I'm gonna be out there.

41:42

Also, Mr.

41:43

Tate, I sent your staff member, uh, your scheduler, all the information that was requested for a meeting with you.

41:48

Look forward to having that meeting.

41:50

Kronos will be down zone.

41:52

I just seen Chronos put concrete downtown um right by uh 7 Eleven.

41:58

So these people are getting major contracts while they're poisoning the community.

42:01

That's evil.

42:02

Also, Detroit right Detroit retirees need to be next caller, please.

42:11

Next up is gonna be Steven Gooden.

42:14

Stephen Gooding, floor is yours.

42:16

Two minutes, General Public Comment.

42:22

There going once.

42:24

Caller, are you there going twice?

42:27

Can I be heard?

42:28

Yes, sir.

42:29

The floor is yours.

42:31

Okay.

42:31

Uh, this is uh brother Malik calling.

42:36

Um yesterday, we were down at the Martin Luther King homes once again.

42:44

Gilling and passing out reward flyers in relation to the 25 unsolved murders.

42:56

Uh that have taken place down there, including the murder of a 17-year-old trivia uh Williams.

43:11

And once again, I'm sorry to say, I have to call the city, the garbage cans, the the the receptacles out there, the the big dumpsters overflow, trash on the ground, the children naturally uh out of school yesterday.

43:34

I mean, they playing right by the garbage, uh the filth, the cameras that never seem to work, cannot catch one murder, can't seem to catch anything that's going on, uh, and the mailboxes, which is like a giant public mailbox, mail just thrown all on the ground.

44:03

I guess somebody looking for checks to steal or something, but something needs to be done.

44:13

Uh is very bad.

44:17

And lastly, to the sister who was talking about children being raped and molested.

44:25

We have helped the city of Detroit to solve over 100.

44:34

Thank you so much.

44:36

I think that takes us to our last call.

44:39

Yes, sir.

44:40

All right, thank you so much.

44:41

And now closes out.

44:42

Um public comment from the public colleagues.

44:45

Any responses you would like to provide.

44:47

Member Pacambo, good morning, sir.

44:49

Thank you, Mr.

44:50

Chair, and thank you to everyone who gave public comment, especially to the D several residents who came down and joined us online.

45:00

I do want to uh give appreciation to Miss Lomax um for her advocacy and work um throughout the community.

45:04

I know my team has been in contact with her on various items and connected her to folks in the administration as well.

45:11

And also uh Pro Tim Young's team has been also very helpful uh in that.

45:16

So thank you for that.

45:17

Um, we'll continue to uh make sure that we're on top of the issues that are happening in that area.

45:23

Um so also, Miss Bobby Johnson call in about the way that we're treating our youth in the city.

45:29

I I definitely share this concern.

45:31

Um, if we're talking about a teen takeover and we're having teens inside of a park, and then that's an issue, then where can our children go?

45:41

Um, if we're saying that parks and recreation centers and and these areas are made for our children and even downtown, and that becomes an issue, that's a wider conversation that we have to talk about of where do Detroit youth go and what would they be treated as such um in the city of Detroit?

46:00

And for me, and I've all I've talked about this, the the criminalization and over policing of our youth sends a message to them um that we don't actually want them to be thriving safe and have fun in the city.

46:15

So we have to find ways that we can embrace our youth.

46:18

Um, and I I just also want folks to keep in mind we're talking about young folks who had to go through a pandemic, um, who had to have virtual school, who had to be outside of the social um environments that we all had uh without a uh a pandemic.

46:34

So we have to keep that in mind as we're thinking about this.

46:36

And I appreciate the administration being for coming and listening to young people and trying to put those things in place.

46:41

And I know that will take time, but I would just urge um folks, especially throughout the city, to think about the things that we had as we were coming up and realize that that is not there right now.

46:52

So, how can we as a community work together to make sure that that's there for our our children will continue to work on that in our office and with colleagues and administration as well?

47:00

So thank you, Mr.

47:01

Chair.

47:02

Thank you so much.

47:03

Colleagues, any further?

47:04

Uh, member Santiago Romero, followed by Pro Tim Young.

47:07

Thank you, Mr.

47:08

President.

47:08

Just briefly want to share there was a comment made regarding the cross streets uh light at Woodward and Long Edge.

47:15

We are looking into this so we can share uh updates bites.

47:19

Um, one idea is that with the Grand Prix, there's a lot of shifts happening downtown, but we're gonna confirm whether or not that's been removed and if it can be replaced.

47:27

Thank you.

47:30

Thank you.

47:30

Uh, Pro Tim Young.

47:33

Thank you.

47:34

Uh, to the administration, um, getting to uh uh Minister Malisha Baz's um inquiries about uh the murders in Martin Luther King Hall.

47:46

We made any progress in terms of suspects in terms of who that is.

47:50

We have an understanding of what that is, is are there investigations that are being had?

47:54

Uh, can we just get a little bit of an update from DPD or someone who's available, talk to that food.

48:01

So, what we can do is uh Mr.

48:03

Washington, that we can have someone available.

48:06

Um if you don't mind pro temp, we can put that at the end of the agenda.

48:09

That's why they weren't ready, I'm sure, prepare for that.

48:11

But we can make sure that they are, Mr.

48:13

Washington, unless you do have someone available right now.

48:16

That's just a lot.

48:18

Through the chair and good morning.

48:22

We do not have a representative available right now.

48:25

I was going to request if we can reply back in writing um to this request because I'm not sure with folks um traveling today as well.

48:34

I look I appreciate writing and I understand why, because the sensitivity of it, you don't want to give it two way because it's ongoing investigation, but I would like somebody here to be able to speak to this personally.

48:44

I think the public needs to know uh what we're doing and how we're addressing.

48:48

That's a lot.

48:49

25 is a lot, particularly in that concentrated area.

48:53

And so I've been in that area, I've campaigned that area.

48:55

I'm not doors in that area.

48:57

That's a real tight community, real tight-knit area.

49:00

So I just think just for public safety concerns, we need people to be able to know what's going on, what's happening, and uh also I ask the questions about the server protect program in terms of expanding that.

49:11

Is Martin Luther King holds one of the places where we should have more police presence there?

49:15

I know we've had a little bit of a agree or disagree issue in terms of um police mini stations.

49:21

I also think that's something that we should talk about in that particular area.

49:24

I mean, that that that is an awful lot of you know, of bodies, you know, and I don't mean to say that um frivolously.

49:33

That that that's that's a lot.

49:34

That's a lot of families mourning.

49:36

And so we definitely need to know that because we care about them.

49:38

We need somebody to be able to show that with police presence.

49:42

And also, and also community service programs as well.

49:44

I mean, we're talking about you know, community services and youth takeovers and things that nature.

49:48

We need to be able to make sure that we connect people with the services that they need to be able to address that, not just the service in terms of the community, but also in terms of um the trauma services that take place for watching people get killed.

50:04

So I just wanted to get an update on all that, not just the um the actual murders themselves, but the the services and the treatment for the people who are living there afterwards who are experiencing that as well as the families who are grieving.

50:18

Pro Tim, would you like to uh put a motion on the floor?

57:50

Pro Tim Young.

57:51

Uh to the administration.

57:52

I think this is a really uh good goal.

57:54

I just want to know does this have any sort of impact on our budget financially?

57:59

Will we have to?

58:00

Oh, sir.

58:01

Okay.

58:02

Will we have to be will we have to make cuts in the future in order for us to be able to afford this at all?

58:08

All right.

58:08

We have a gentleman who's joining us.

58:09

Hit that button on the mic.

58:11

Thank you so much.

58:12

Please introduce yourself for the record and uh you may proceed, sir.

58:15

Hello there.

58:15

Uh Matthew Space, the deputy budget director.

58:18

Um, the compensation schedule change is related to the living wage increase, which is budgeted and accounted for in the four-year financial plan.

58:27

Excellent.

58:27

Excellent.

58:28

Um, I also just want to add, secondly, um, is there an analysis at all in terms of the taxpayer invested versus the productivity that we will receive from the increase in wages?

58:39

We did not perform like an internal um you know, analysis on that, but obviously increasing the wages to city employees will likely have uh local economic benefit.

58:51

That's excellent.

58:52

And I also wanted to ask, um, is there an analysis in terms of the tax leakage?

58:57

Uh, that taxes that we would receive if the if we had residency, so the majority of the employees lived in the city of Detroit, how much money would be spent within the border versus outside of it because they don't.

59:09

Uh we did not perform an analysis like that, but obviously there would be that indirect potential benefit with increasing.

59:14

Would you would you have to contract out to perform that kind of analysis?

59:18

Do we have that the capability doing that in-house, or would that be something you have to like go like to like you know, a university or your academic community or we may need to work with like our university partners that's like our revenue and economic analysis?

59:32

Um that may be something we have to look at, but the one thing we did when we looked at in our office specifically was just the financial um ability to absorb it in our budget and provide those resources um in terms of like any indirect economic benefits.

59:50

Um we would need to speak up a little bit.

59:52

Yep.

59:53

Say that say the last part again.

1:00:00

So when we did the analysis on the living wage, we looked strictly at the impact on the city's finances, whether we could cover the cost of those increases, which we've accounted for and budgeted for in the fiscal 27 budget, they'll take effect July 1.

1:00:11

As far as any indirect economic benefits, you know, whether it impacts the local economy, or if you have you know employees that live in the city, that's something that we did not take into consideration, but could look into or you know um work with our you know partners that help us on our you know economic and uh revenue analysis.

1:00:35

Okay.

1:00:36

That's that's that's that that's no problem.

1:00:38

Okay.

1:00:39

Um I was thinking about that because I was also thinking about in terms of uh tax revenue that we would also lose from from my estimate.

1:00:49

I think it's like between 13, it's I think it's like it's like 13, like seven million, but like this the economic leakage that we have outside is like 225 million in terms of the spending, in terms of employees outside of the city of Detroit.

1:01:06

So I think it's something for us to be able to just the type of take into consideration.

1:01:10

And I was gonna also ask you about the tax dollar that we receive um versus the well, excuse me, the amount of money that we're spending versus the amount of productivity we have in services from this as well.

1:01:22

But obviously, that's something you have to go outside.

1:01:25

That's something you know, HR could definitely provide potential insight on, but our our office OCFO is in agreement with HR that these wage increases will likely uh significantly improve retention and um increase our recruitment, our ability to retain and fill these positions.

1:01:43

Right.

1:01:43

Well, I'm not talking about the term the positions, I'm also talking about the services that you're providing in terms of you know whether the roads or whether it's um oh, sorry, not road, whether it's the lawns getting cut or you know, whether it's the snow getting picked up or things that nature, whether it's the trees getting chopped down or the house being demolished or things in nature because employees are more productive, more productive, not just internally, but also externally in terms of services that we're providing.

1:02:05

And it also allows the residents to see, yeah, we're raising the pay, but this is what you're receiving.

1:02:10

It's a metric you can actually measure in real time.

1:02:12

But thank you for your time.

1:02:13

I I I I appreciate those are all my questions, Mr.

1:02:15

President.

1:02:15

Exactly.

1:02:16

Discussion.

1:02:17

Any further discussion, colleagues?

1:02:19

Discussion.

1:02:20

Member McCamble.

1:02:21

Thank you, Mr.

1:02:22

Chair.

1:02:22

Uh good morning.

1:02:23

I just have a question on definitely in support of the living wage increase.

1:02:27

Does this cover a seasonal employees?

1:02:31

Um, it does not.

1:02:33

Okay.

1:02:33

And understanding that there are some seasonal employees that are um actually they do work year long, but maybe between two departments, would this cover those folks or it will cover year-long um positions, but not yeah, uh you know, specific seasonal.

1:02:51

So gotcha.

1:02:52

So just to clarify, if I'm an employee, I may work seasonally in one department and then work seasonally in a different department, but I'm employed year-long with the city of Detroit.

1:03:01

I would get this living wage increase, or I wouldn't.

1:03:04

Um we'd have to look at the example, but if you're changing job titles, it would not like if you're moving from one temporary seasonal position to another, it would not fall under that.

1:03:16

It would not be part of that compensation schedule that you're saying.

1:03:18

Okay, all right.

1:03:19

Well, I'll definitely follow up on that because I think if we have employees that are working with the city of Detroit, and I'll know this is just to change the um the paper on it, but I think if we have folks that are working on it year long, whether it be with a different department, um, they still should be making a living wage.

1:03:36

So I'll follow up on that.

1:03:37

Uh thank you, Mr.

1:03:37

Chair.

1:03:38

Thank you so much.

1:03:39

Colleagues, any further?

1:03:41

Oh, Tim, is there a motion for line item 18.10?

1:03:46

No.

1:03:50

Uh move to approve line 18.10.

1:03:52

Thank you, sir.

1:03:53

There's a motion to approve line item 18.10, colleagues.

1:03:57

Any objections?

1:03:58

Seeing none, that action shall be taken.

1:04:02

1:04:07

1:04:15

1:04:16

President.

1:04:16

I move to approve line 19.1 through 19.3.

1:04:19

College, there's a motion for approval of line items 19.1 through 19.3.

1:04:26

Discussion.

1:04:27

With discussion, uh member Santiago.

1:04:31

Thank you, Mr.

1:04:31

Chair.

1:04:32

Just briefly, this is a question to the administration.

1:04:34

Not sure if everyone knows over it have updates, but for the Ford fireworks, there was discussion about opening up our parts this year.

1:04:42

Um, not sure if that's something um that we will be doing.

1:04:47

That's something that can be shared with us.

1:04:50

Um I believe we're gonna bring this uh we we're gonna have DPD in front of us anyways.

1:04:54

I think this is part of their might be in their wheelhouse as well.

1:04:58

That's a question to the administration.

1:05:00

Not sure if Mr.

1:05:00

Washington has any idea um what the plans are for the fireworks.

1:05:05

Mr.

1:05:05

Washington, uh, you have anyone available um potentially next week as we discuss fireworks, yes.

1:05:15

Someone available.

1:05:17

Okay, look forward to it.

1:05:19

Thank you so much.

1:05:20

Thank you.

1:05:20

Uh and and Mr.

1:05:22

Washington, I know typically there's an emergency something that comes our way.

1:05:25

Are we anticipating emergency something coming our way as well?

1:05:31

Through the chair, are you referring to the ordinance that usually comes through every year?

1:05:35

Yes, sir.

1:05:36

Yes, I believe that is in the works.

1:05:38

Um, and it should be in its final stages in the law department if I'm not mistaken.

1:05:42

Okay.

1:05:43

Um please send it to us sooner rather than later, especially if it's the same language as an apparent.

1:05:48

We can review.

1:05:49

Absolutely.

1:05:50

Thank you so much.

1:05:53

All right.

1:05:53

Uh colleagues a motion for approval.

1:05:55

Line items 19.1 through 19.3.

1:06:00

Any objections?

1:06:02

See none.

1:06:03

Then action shall be taken.

1:06:05

Uh Mr.

1:06:06

Anderson, you're welcome to the mic.

1:06:08

1:06:14

It is a lot line item 11.7 today.

1:06:17

1:06:18

1:08:06

Discussion with discussion.

1:08:07

Uh member McCamble.

1:08:09

Thank you, Mr.

1:08:09

Chair.

1:08:10

Is there somebody on from the admin to talk about the um summer camp that would be involved in some 19.7?

1:08:20

Mr.

1:08:20

Washington.

1:08:22

Anyone available for 19.7?

1:08:34

Through the chair, we have Alex Weather up online.

1:08:38

We can promote him, please.

1:08:52

Good afternoon, Alex Weatherup, Assistant Director General Services.

1:08:57

Thank you, Member McCambo.

1:08:58

Thank you.

1:08:59

Good morning.

1:09:00

Uh just wanted a question on 19.7 for the I know it's covering various summer camps, but as we're having this conversation about what our young folks can do, one just make sure that information gets out.

1:09:11

But did you just go over the programming and where the locations that will be involved in this?

1:09:18

Through the chair, absolutely.

1:09:20

So these are for the youth development organizations, which are actually the program partners who run the camps um from the day to day.

1:09:27

Um the they are uh fit for life, health and fitness, greater emmanual institutional, uh, Greater Mitchell Temple, Rosedale Park Baptist Church, St.

1:09:37

Suzanne Cody Ridge Community Center, and uh the way out mentoring.

1:09:42

And so um two of these locations are also the host sites themselves.

1:09:47

Um that's the Rosedale Park Baptist and the St.

1:09:50

Suzanne Cody Rouge.

1:09:51

Um, but the other ones are being hosted at other sites, which will also have um contracts coming before the council just for the the hosting itself.

1:10:01

Thank you for that.

1:10:02

And is there a cost for these camps?

1:10:04

And where do we know where folks can find information on them?

1:10:08

Sure.

1:10:08

So the recreation uh website for the the city of Detroit has all the sign up and information itself.

1:10:18

Um I apologize.

1:10:20

I'm trying to pull up my notes here.

1:10:23

Uh, were you looking for the the cost for the city or the cost for campers?

1:10:28

For campers.

1:10:29

Gotcha.

1:10:36

I apologize.

1:10:37

I can get this to you before the the end of the meeting today.

1:10:41

Okay, thank you.

1:10:42

Thank you, Mr.

1:10:43

Chair.

1:10:44

Is there a motion to postpone the vote for line item 19?

1:10:47

Oh, unless you have any additional questions, member Johnson.

1:10:49

Discussion.

1:10:50

Member Johnson further on 19.7.

1:10:52

Thank you, Mr.

1:10:52

Chair.

1:10:53

Um, I was going to ask if we can identify where these um youth organizations are based.

1:11:02

I in my just very quick research, it does not appear that any are on the east side.

1:11:09

Um, and so if you can share where they're located and also if there are additional uh camps that we will host or that we will um support um because I'm always looking for some on the east side.

1:11:24

Um, and I do just want to say that as we've been having conversations about young people, um, I want to be sure that the administration is is hyper focused on young people on the east side.

1:11:36

Um, I will say last year, district four kicked off the summer in a horrible way.

1:11:41

Um, I was saddened by what we saw.

1:11:45

Um, and and I don't see the level of support needed for the young kids on the east side there.

1:11:52

Thank you, Mr.

1:28:49

1:28:49

Just want to share that this was sent out of our committee without recommendation.

1:28:56

Um there were I believe some information that was missing.

1:29:02

I don't remember if my uh colleague received that information.

1:29:05

The information that I was looking for.

1:29:08

Um I was fine with what I received.

1:29:12

Um, but I think the other reason why we moved this out uh without recommendation is because this did not show us um the cost breakdown, which then we did receive.

1:29:29

I believe we we we have that now.

1:29:32

Um, but wanted to just share why this was moved out with that recommendation.

1:29:42

Um, for us, frankly, we're just trying to get a better understanding of better handle on demolitions.

1:29:47

Um, the costs for this one um is higher than what we see register regularly.

1:29:54

Um it was because of the fire uh damage that was done.

1:30:05

President colleagues any further for line item 21.6 discussion uh with further discussion member McCamp.

1:30:14

Thank you, Mr.

1:30:14

Chair, and to um go further uh with Madame Chair for PHS.

1:30:19

Um as noted uh definitely had concerns around the costs, understand that this was uh uh make safe um contract uh with the fire and it was extensive damage, but seeing the 47k for demolition and and such um did bring alarms to myself um and discussion in the committee as well.

1:30:41

I think for me, this was related to the other demolitions also.

1:30:45

Um as Madam Chair indicated that we're just seeing it uh uh and I know every demolition is different, but just the variance and the cost.

1:30:56

Um, and of course, that this is now uh we have to this work has already been done, so we also don't want contractors to be doing the work and then not being paid.

1:31:05

So I'm gonna also echo like the stress thing around um getting a process in place that provides a little bit more not only clarity but transparency and the pricing and the contracts, but also seeing that there's a different way that we can be doing emergency demos, um, that we don't see this such a variance in that.

1:31:24

So I'll just leave that there, but just one to add on to that.

1:31:26

Thank you.

1:31:27

Thank you.

1:31:28

Colleagues, any further for line item 21.6.

1:31:50

I know we have been trying to get this closed session, and it has nothing to do with that particular item, but while we're here, we're talking about property uh remediation.

1:31:59

Uh, do we have that um response ready for us?

1:32:03

That memo response ready for uh us to help trigger that closed session so we can have the conversation regarding the contaminated dirt through the chair graham anderson law department.

1:32:12

1:34:29

See 11.

1:34:30

21.11.

1:34:33

11.

1:34:34

Thank you, Mr.

1:34:34

Chair.

1:34:35

Um, actually, could I move to postpone 21.11 for one week?

1:34:40

Just want to get some votes um here that we'll don't work instrumental in this.

1:34:45

Colleagues, there's a motion to postpone the vote for line item 21.11.

1:34:49

Any objections?

1:34:51

See none, then action shall be taken.

1:34:54

Thank you.

1:34:55

Thank you.

1:34:56

Madam Clerk, uh, request to speak before the Detroit City Council.

1:35:15

That's okay.

1:35:20

Take us to uh 21.

1:35:21

Councilmember Santiago Romero, a resolution, noting that this line item was postponed from last week's formal session agenda.

1:35:28

Councilmember Santiago Romero, a resolution.

1:35:32

Thank you so much.

1:35:32

Line item 21.12, Member Santiago Romero.

1:35:36

Thank you, Mr.

1:35:37

Presidents.

1:35:38

This is a petition for a resident to come before us to speak regarding lowering gas and food prices.

1:35:44

Uh both are things that are beyond control of city council.

1:35:49

I know in the past, what we've done is we've asked LPD or the law department to look what to do.

1:35:53

But frankly, I think they're gonna come back to us and tell us um that this would be best uh put in general public comments.

1:36:01

Um or frankly welcome them to come at any of the other opportunities that we have to speak to council.

1:36:08

Um like a four minutes uh request for an evening community meeting.

1:36:13

I have office hours, coffee hours, so many more opportunities to speak before us.

1:36:18

Um so I'm happy to um make myself available, invite um Derek Murray to join me at our next coffee hour, at our next office hour, or go through the process of asking LPD to come up with the best recommendation.

1:36:33

So if that's the case, um I don't know what the proper motion would it'd just be asking LPD to come up with the reports to let us know.

1:36:44

Yep.

1:36:48

So I would be in I will be in favor of denying this uh to allow for those options to take place.

1:36:55

You just really outline all those different opportunities for the individual to speak before us uh to us, um, even emails, conversations.

1:37:04

Uh so I think Mr.

1:37:05

Witiger, I don't want to steal your thunder, but I think that is what you probably were going to do.

1:37:10

I think uh council member uh Santiago Romero spoke spoke well on it.

1:37:16

We did provide you with a memo to your offices, and it basically stated what the council member has stated here.

1:37:26

So it's up to you.

1:37:27

Um it is beyond the scope of anything that you have the power to control.

1:37:34

And so um, but allowing the person to speak would be a prerogative.

1:37:41

With uh further discussion, uh pro to mean thank you to uh uh member uh Romero or whoever this may uh regard, uh is this this person, this individual just speaking to these issues, or is he also providing potential solutions on how he thinks we can best address this issue?

1:38:03

Yeah, from the request that that came before us, it was literally just speaking of the issues uh of concern.

1:38:10

You usually I you know I would say this is something that being uh maybe best set in public comment.

1:38:16

I think though that because so many people are hurting, and this is such a pressing issue.

1:38:21

I would be opening to listen to what this person would have to say.

1:38:24

I think it should be tight, and I think it should be disciplined in terms of how we approach it and how we do it.

1:38:29

But and usually I would leave it for uh public comment, but there's so many people right now that are hurting for gas prices.

1:38:36

There's so many people right now that are hurting for food prices, so many people that are working two, three jobs and can barely make it me.

1:38:43

That just to allow someone to be able to come up here and speak to that.

1:38:47

I would is it I think I think would be appropriate in this time just for us to unjust for us to get the feel of what's going on out there, and also because a lot of people use city council as a catharsis anyway.

1:38:58

And so I'm not saying that's our job, or I'm not saying that we should do that.

1:39:01

Not to say people vote against it, but I'm just speaking personally, just for myself here.

1:39:06

I'm open to it just because this is just a widespread problem.

1:39:10

And from the way it looks, hopefully, I'm wrong.

1:39:12

But from the way it looks, it looks like this is going to be that's gonna be continuing for quite a bit of time.

1:39:17

So this is the only place that people have to be able to come to be able to speak to these issues and be heard.

1:39:22

So this is something that they again, we should we should have some rules, it should be tight.

1:39:26

You know, this this didn't be something that should go on and on and on.

1:39:29

But I definitely feel that it should be a place that's open as long as what she's saying, he or she is here, is he, excuse me.

1:39:37

Uh, he, him, they or them uh is disciplined in terms of how this is being approached.

1:39:42

So just want to make that clear.

1:39:43

Thank you.

1:39:44

Thank you, Pearl Kipman.

1:39:45

Just to be clear, this even if we were to deny this opportunity for a uh formal outside of public comment discussion for this individual, uh, they would still have the opportunity to speak during public comment.

1:40:00

Um, typically that's two minutes.

1:40:02

Um, I don't even know if this person is even uh attempted to do that at this point.

1:40:08

Uh so they would still have an opportunity to speak, but I I just again me personally, I just believe that I don't know if this is a venue for everyone just to vent and have extra time beyond the two minutes that's provided to everyone.

1:40:19

I feel the stain as well, you know.

1:40:22

Uh gas prices and certainly food prices, you name it prices that are going up, but um, I don't know if we we just want to create an opportunity for vent venting beyond the two minutes if folks want to do that, which is open to everyone.

1:40:37

Um but I would I would be more more open if you would like, even if it's in neighborhood of community services to allow for that discussion to take place.

1:40:46

But I would prefer not to take place here at the formal session.

1:40:49

That would just be my speech.

1:40:51

If if that is if that is something that's desired, um, but that would be me.

1:40:55

Um, member Santa Romero.

1:40:57

Thank you, Mr.

1:40:58

Presidents.

1:40:58

And through to uh to our pro time, I I hear you and I completely agree.

1:41:02

I I welcome public comments, and but frankly, if we're gonna listen to one person, we should have a town hall where we invite everyone to come and speak and let us know how they're feeling and what they want every level of government to do.

1:41:13

For me, it's it's about being intentional about setting that space for everyone to come forward and to our council president's points.

1:41:21

We already have that through public comments generally and every formal and every evening community meeting.

1:41:28

I think just for next steps to help up move us along.

1:41:31

Um, if we move this for approval, if it gets denied, again, it does not mean that they cannot speak before us.

1:41:37

I would be happy to reach out to them to figure out if they want to come to our evening community meeting, if they want to come to one of our office hours, coffee hours.

1:41:46

So we can do that next step to make sure that they are heard.

1:41:49

Um, but that isn't what I could commit to if this is to fail today um to bring them forward.

1:41:55

I I just feel like um we can be intentional in how we structure this and and we already have opportunities to listen to the public, um, is what I offer.

1:42:04

Um, but with that, I would have to motion to approve um and noting that I will be uh a no votes, um, and we'll follow up with the residents to find a space and a time to bring them forward um to be heard.

1:42:18

Um so with that, if there's nothing else, Mr.

1:42:22

President, motion to approve 21 points 12.

1:42:25

Thank you so much.

1:42:26

There's a motion for approval for line item 21.12, colleagues.

1:42:30

Any objections?

1:42:32

Objection, member Santiago Romero.

1:42:34

Objection, Council President Tate.

1:42:39

That motion passes, Mr.

1:42:41

President.

1:42:42

Okay.

1:42:42

So that motion is approved.

1:42:44

So uh with that being said, is there a request for it to go to a particular committee?

1:42:51

Colleagues.

1:42:53

No, I'm just asking.

1:42:55

Mr.

1:42:56

President, there's a request directly to come to Detroit City Council.

1:42:59

Right.

1:42:59

Just ask them now.

1:43:02

So I'll do it.

1:43:04

Okay.

1:43:05

Motion to what's the what's the what's the language for this again?

1:43:09

To refer this motion to what the item.

1:43:13

I just say that everybody knows what I'm talking about.

1:43:15

Okay, motion to move this item to neighborhood community service standing committee.

1:43:20

Um following approval of line item 21.12, Colin says a motion to refer it to uh neighborhood and community services standing committee.

1:43:29

Any objections?

1:43:31

See none, then action shall be taken.

1:43:34

Thank you, colleagues.

1:43:35

All right, madam clerk, we have a number of walk-ons.

1:43:38

I see.

1:43:38

Yes, we do, Mr.

1:43:39

President.

1:43:40

Unfortunately, today it's just but if we if you like, can we go back to uh line item 20.6 before we do the walk-ons?

1:43:48

Yes, thank you.

1:43:49

All right, yes, Mr.

1:44:42

President.

1:44:43

So we originally initially we did move line item 20.5.

1:44:49

So now we will go to line item 20.6 in line item 20.6 will be under unfinished business, rather city planning commission.

1:45:00

Council Member Johnson, in ordinance noting a roll call, line item 20.6.

1:45:06

Thanks so much.

1:45:07

Member Johnson.

1:45:09

Thank you, Mr.

1:45:10

Chair.

1:45:10

1:46:23

Hearing no objections, that action will be taken.

1:46:26

Councilmember Johnson.

1:46:28

I move the ordinance be passed as submitted.

1:46:30

There being a roll call required, Madam Clerk, will you please call the role?

1:46:34

Councilmember McCampbell.

1:46:36

Yes.

1:46:37

Councilmember Johnson.

1:46:38

Yes.

1:46:40

Council Member Santiago Romero.

1:46:42

Yes.

1:46:43

Council President Pearl Tim Young.

1:46:45

Yes.

1:46:46

Council President Tate.

1:46:47

1:46:48

Five years.

1:46:49

The motion passes, Mr.

1:46:50

President.

1:46:50

And Clerk, the ordinance is approved.

1:46:52

Member Johnson.

1:46:53

I move the title to the ordinance be confirmed.

1:46:55

Hearing no objections, that action will be taken.

1:46:59

I believe now, Madam Clerk, we go to 20.3.

1:47:03

Yes, Mr.

1:47:03

President.

1:47:04

That is correct.

1:47:05

All right.

1:47:06

Line item 20.3.

1:47:07

Member Johnson.

1:47:11

Thank you, Mr.

1:47:12

President.

1:47:12

Move for approval.

1:47:14

This is approval of the new Brownfield plan for the Junction McGraw redevelopment.

1:47:21

All right.

1:47:21

There's a motion to approve line item 20.3, colleagues.

1:47:24

Any objection?

1:47:25

Discussion.

1:47:26

With discussion, Member Santiago Romero.

1:47:29

Thank you, Mr.

1:47:30

President.

1:47:30

I just need to uh thank residents in District 6 in the neighborhood here around Midwest Hiremen.

1:47:42

They wanted to make sure that they were included in this process.

1:47:46

And I mentioned this in committee.

1:47:47

Um, when this project came before me, I I was very clear with the developers that I would not be in support if there was not a majority of residents that were in support of this project.

1:47:57

I do believe that we are there.

1:47:59

There have been enough concessions made and changes made to this project that have residents comfortable with it moving forward.

1:48:08

I also get excited of the idea of jobs that are living living wage jobs for residents that they can walk to.

1:48:17

Um almost 400 jobs that can come to the neighborhood that they can walk to to me is is is such is such a need.

1:48:24

Um but I will say that there are things that are not included in uh what's residents hopes to be a voluntary community benefits agreements that did not happen.

1:48:36

Um I do want to encourage residents though to continue to to fight for these benefits to continue to fight for these conversations because we did ask for more time.

1:48:44

Unfortunately, it was not enough time uh for all of that to happen.

1:48:49

Um, but I do believe that we are right now at a place um where a majority of residents are comfortable.

1:48:55

Um, so just wanted to share that for the record um and let my residents know that's uh please let us know as soon as you know, as soon as you you want to begin to have these conversations because we are there with you.

1:49:07

We want to make these things happen.

1:49:09

Um, but unfortunately, I know that there were some things that were left out of this project.

1:49:13

Um, some things that I I really think could have been asked um if this project was to be uh was to come with a mandatory community benefits um proposal that that is needed, but since that is not the case, um uh that we don't have that just just that um but we do have a lot of concessions, um, a lot of commitments that are being made to the community that I'm really grateful for.

1:49:38

So thank you, Mr.

1:49:39

President.

1:49:39

Thank you, Alex.

1:49:41

Any further online item 20.3, member McCampbell.

1:49:44

Thank you, Mr.

1:49:45

Chair.

1:49:45

Um, and it's great to hear that there was robust community engagement in this.

1:49:50

Um, I just had a question for if there's anyone on administration that can speak to this.

1:50:00

Um, I know that this noted that there's still um whoever the tenant will be in this development is still ongoing, but just want to ask do we have an idea of what type of tenant will be here?

1:50:07

And just making sure, you know, we've had a lot of discussion around um data centers at this table.

1:50:13

We did have a moratoriums.

1:50:16

Um, and there's also other communities have been concerned about certain um occupancies around whether it's a detention centers or such.

1:50:23

So I just want to make sure that's not what is going to be happening at this development.

1:50:28

Mr.

1:50:29

Washington, do you have anyone available?

1:50:32

20.3.

1:50:34

Council Chair, can we promote Derek Head, Edwina King, and Brittany Hoskew?

1:50:40

CBC, if you'd like to chime in as well.

1:50:45

We'll promote them director to good morning, sir.

1:50:58

And good morning to you, Mr.

1:50:59

President.

1:51:00

Honorable city council.

1:51:01

If you could also bring in Kimani Jeffrey, unfortunately, we are uh low on staff this morning, as seems to be a bit of a challenge for everyone.

1:51:11

Uh this morning.

1:51:12

It's contagious.

1:51:13

All right, I see Mr.

1:51:14

Jeffrey isn't Mr.

1:51:15

Jeffrey can provide a more detailed understanding uh in in con in compliment to Councilmember Santiago Romero's remarks in terms of the uh public engagement that's taken place and the uh expectations uh per uh Mr.

1:51:29

McCampbell's request.

1:51:30

Thank you so much.

1:51:31

Mr.

1:51:32

Jeffrey, good morning uh good afternoon.

1:51:34

Crossover, uh good afternoon.

1:51:36

Uh the do you need the uh question uh restated or statement?

1:51:41

No, uh Mr.

1:51:43

Chair.

1:51:43

I uh heard the question and uh thank you and uh good afternoon to the council.

1:51:50

Um speaking to the question regarding data centers, uh the developer has stated uh multiple times and even at the public hearing on record that um this facility will not be used as a data center.

1:52:02

Um there were also concerns about this potentially being used as a um ice facility, and the developer also spoke to that that this would not be used for either one of those uses.

1:52:17

All right, if through the chair, if if I could uh also speak to uh the potential users that may be uh viable for this facility.

1:52:30

Um the developer did show a slide in the presentation at the public hearing and and in the community that uh potential users that uh might be uh right for this facility or those such as Ford, uh Dakota, DTE, FedEx, um, GM, Lowe's, and the like.

1:52:51

Those are some of the but those are some of the uh users that they've worked with in the past that could be potential uh users.

1:52:57

Nobody has been selected as of yet, but those are some uh light industrial uh users that could be potential or um comparable users for that site.

1:53:12

Bray Campbell.

1:53:13

Thank you, Mr.

1:53:13

Chair.

1:53:14

Thank you, Mr.

1:53:15

Jeffrey and Director Todd.

1:53:17

Um that I'm glad to hear that, and I just wanted to make sure that those who are listening today also heard that as well as we're talking about.

1:53:24

I know there's a lot going on out there.

1:53:26

So thank you.

1:53:26

Thank you, Mr.

1:53:27

Chair.

1:53:27

Thank you.

1:53:28

I know PDD staff was also uh promoted.

1:53:31

Any need for them at this moment?

1:53:33

Oh no, I'm alright.

1:53:34

Thank you so much.

1:53:35

I think we are done.

1:53:36

Uh colleagues has a motion on the floor for line on the motion for approval for line item 20.3.

1:53:42

Any objections?

1:53:45

Seeing none, that action shall be taken.

1:53:48

Thank you.

1:53:49

Thank you.

1:53:53

And now we can move on to the referrals.

1:53:57

Yes, we do still have the walk online.

1:54:00

However, Mr.

1:54:01

President, 19.7 was also brought back.

1:54:05

19.7.

1:54:18

Gotcha.

1:54:19

Line of 19.7, Madam Clerk.

1:54:23

Consider President Pro Tim Young, a resolution line item 19.7.

1:54:28

Uh Pro Tim Yeah.

1:54:35

Yes, I think it was Member Johnson.

1:54:38

Nope.

1:54:40

Oh, motion to discuss.

1:54:41

There's a motion to discuss line item 19.7.

1:54:44

All right, Mr.

1:54:44

Rutherford.

1:54:45

Yeah, have the information for pro tem at this moment.

1:54:48

Uh, through the chair, thank you uh for the opportunity to to collect the information.

1:54:53

Um, wanted to respond to questions from uh member Johnson and Member McCampbell.

1:55:00

For Member McCampbell, the cost for campers is zero dollars this summer.

1:55:04

These uh these YDO host sites are the kind of the external, not at the rec center ones are always free.

1:55:10

Um and then this year, due to a grant, even our internal campsites at our rec center or camp uh summer camps at our rec centers are all free to campers this year.

1:55:19

And uh to member Johnson's question, and then to member Johnson, I wanted to let you know that um uh I apologize.

1:55:26

Uh I did misspeak earlier.

1:55:28

We actually have two east side host sites um lined up for the summer.

1:55:33

Um they were um the camp restore Detroit and Perfecting Church, which are both in the seven mile and grass area.

1:55:42

Uh in addition to that, uh the city uh hosted sites at our rec centers.

1:55:47

We have uh on the east side, uh Farwell, Laskey, and Heilman in D3, and AB Ford in D4.

1:55:57

Member McCampbell, Member Johnson, any further.

1:56:01

Um member McCampbell.

1:56:02

Thank you, Mr.

1:56:03

Chair.

1:56:03

Uh thank you, Mr.

1:56:04

Wather up.

1:56:05

I that's great to hear.

1:56:07

Um, I will I after we touch base, I got the flyer for St.

1:56:11

Suzanne, so we'll push that out as well.

1:56:13

But um thank you.

1:56:15

Thank you.

1:56:16

Member Johnson.

1:56:17

Thank you, Mr.

1:56:18

Chair.

1:56:18

Um, just want to reiterate that our office is available.

1:56:23

Um, and certainly willing to reach out to those nonprofit organizations that provide support to our young people.

1:56:30

Um, I do appreciate AB Ford Park uh in District 4.

1:56:34

AB Ford Park has some size challenges, I will say.

1:56:41

Um, but certainly uh there are other organizations in the district that do a phenomenal job that I think we are just missing, and I'm not sure why that um disconnect is there, but willing to be the person who helps to bring everyone together.

1:56:58

Thank you.

1:56:58

Thank you, Mr.

1:56:59

Chair.

1:57:00

Thank you.

1:57:00

Pro Tim Young, I know that you moved line of 19.7 for discussion.

1:57:04

Is there a motion to approve?

1:57:06

Move to approve line item 19.7.

1:57:09

There's a motion to approve line item 19.7, colleagues.

1:57:12

Any objection?

1:57:14

See none that action shall be taken.

1:57:18

All right.

1:57:18

Now that takes us to our walk-ons college.

1:57:20

We do have uh four walk-ons before us uh today.

1:57:25

Uh we have uh two of them that were inadvertently left off of the agenda.

1:57:31

One is a postponement, uh actually two postponements from last week.

1:57:36

Um it's resolution authorizing contract number six zero zero seven eight three one, and that is for uh 100% capital bond funding for citywide firehouse renovations.

1:57:50

Uh then we have another that is uh resolution authorization for contract number 6007 807, and that is for construction services for DPD open boulevard renovation.

1:58:05

Um, those two again were inadvertently left off.

1:58:08

We also have a item here looking to change the date for evening community meeting for district six uh for upcoming meeting.

1:58:22

And we also have a resolution recognizing April 25th, 2027 as Jada's promise day for referral to committee.

1:58:33

Is there motion to place these items on to new business?

1:58:37

Motion.

1:58:38

All right, there's motion approval.

1:58:41

Any objections?

1:58:43

See none, then action shall be taken.

1:58:46

Madam Clerk.

1:58:48

Mr.

1:58:49

President, of first we'll I'll do the um the two contracts that were inadvertently missed from last week.

1:58:57

Council member Santiago Romero, two resolutions.

1:59:00

One is contract number six zero zero seven eight three one and contract number six zero zero seven eight zero seven.

1:59:11

Motion to approve both items.

1:59:13

There's a motion to approve both items.

1:59:15

Any objection?

1:59:17

Say none that action shall be taken.

1:59:27

Council member young on behalf of council member Whitfield Callaway, a resolution amending the calendar.

1:59:38

Pro Clem Young, uh this is this item.

1:59:43

Yeah, no, no, uh move to approve.

1:59:46

Motion to approve with discussion.

1:59:48

Colleagues just want to note that uh this item uh the calendar is being adjusted at the request of member Santiago Romero, who uh has a situation that does not allow her to participate on the day that has been set.

2:00:03

Um there was a number of actions that were taken to try to uh swap with colleagues well over a month or so ago, it did not happen.

2:00:14

Um so with that being said, I wanted to provide a uh allow for a provision to allow members of Santiago Romero to participate uh in the evening community meeting in district six.

2:00:26

Uh this is a rare situation that happens, and I'm hoping that it remains rare uh throughout this body.

2:00:33

Uh but what I am requesting that if there is a request that it be of an emergency nature where it cannot be inadverted uh or verted, excuse me, uh, as well as a month out uh in advance it being notified.

2:00:49

Uh, and the council member also secures uh colleagues uh support, which took place with member Santiago Romero in this particular situation.

2:00:59

So we'll provide further information as we move forward, but that is the uh rationale uh behind the move, which again is very rare, which we hope continues to be very rare.

2:01:09

We want to make accommodations for colleagues who uh just could not absolutely make it and uh made attempts to adjust or um to swap with other council colleagues.

2:01:22

There's a motion for approval, colleagues.

2:01:23

Any objections?

2:01:25

Seeing none, that action shall be taken.

2:01:28

Discussion with discussion, member Santiago Romero.

2:01:31

Thank you, Mr.

2:01:31

President.

2:01:32

Thank you, and to my colleagues.

2:01:33

My my staff did reach out to every office, try to find a date that works.

2:01:37

Um, as I and as mentioned, I I want to be at our evening community meeting to listen to residents.

2:01:42

We did try to swap with colleagues, um, and we are able to keep it in the same month, just change the dates.

2:01:48

Um, so thank you all so much.

2:01:49

I really appreciate it.

2:01:50

Um, and happy to support whoever else, but as you mentioned, there's a lot of work that came before us uh before our office to make this work.

2:01:57

Um, so I really appreciate everyone's grace and flexibility.

2:02:01

Thank you.

2:02:01

And thank you for doing the work.

2:02:03

Appreciate it.

2:02:04

Thank you, Madam Clerk.

2:02:08

Council President.

2:02:10

Um, Mr.

2:02:11

President, Council Member Santiago Romero, a resolution to refer on behalf of council president Tate, a resolution to be referred to the public health and safety standard committee.

2:02:23

Member Santiago Romero.

2:02:26

Um motion to refer to PHS.

2:02:29

Thank you.

2:02:29

With discussion, there's a motion to refer this line item to PHS.

2:02:33

So this uh line item is uh this resolution is actually uh in arrears.

2:02:38

So we had agreed to provide this um resolution uh in advance of April 25th, but there were a number of things that took place that did not allow for that to happen.

2:02:49

Uh and we are looking and seeking for the approval uh in advance of uh activities that are taking place during June, which is recognized nationally as gun violence awareness month.

2:03:03

That is why we are looking to get this approved in that time frame.

2:03:07

Uh and it is forward dated uh as opposed to backdated.

2:03:12

Alex, any objection to um referring this item to neighbor excuse me to public health and safety hearing none, that action shall be taken.

2:03:23

Uh colleagues can I also get a motion because we are talking about June being uh gun violence uh awareness month.

2:03:31

I would like to uh motion or get a motion to draft a resolution so that next week we will be able to approve it in advance.

2:03:42

Is there a motion to for that assignment to LPD?

2:03:45

Motion there's a motion on the floor, colleagues.

2:03:48

Any objections?

2:03:50

Seeing none, that action shall be taken, and we will provide a memo, member Santiago Romero with that discussion or with that uh request.

2:04:01

All right, madam clerk, Mr.

2:04:03

President, uh member Santiago Romero.

2:04:05

Sorry, Mr.

2:04:05

President.

2:04:06

Before moving on, I I would like to reconsider my vote for 18.5.

2:04:10

This is the legal representation and identification case for Jason Greed, Jason Green, excuse me.

2:04:17

There's a motion to reconsider the vote for line item 18.5.

2:04:22

Are there any objections?

2:04:24

Seeing none.

2:04:27

We shall reconsider the vote for line item 18.5 shall stand reconsidered.

2:04:33

Is there further motion for line item for line item 18.5 colleagues?

2:04:39

The motion to approve motion to approve 18.5.

2:04:44

There's a motion to approve line item 18.5.

2:04:47

Are there any objections?

2:04:49

Objection member Johnson.

2:04:50

Objection, McCampbell.

2:04:52

Objection, Member Santiago Romero.

2:04:55

Mr.

2:04:55

President, that motion fails.

2:04:57

All right.

2:05:03

Okay.

2:05:05

Madam Court.

2:05:08

Uh under consent agenda.

2:05:10
