The meeting began with a technical issue: microphones were not connected to the Zoom system, preventing virtual participants from hearing. Council President Mary Waters explained that in-person public comment would proceed, followed by recess to allow IT to fix the system. Public Comments & Testimony
- Stephen Hashu (also representing Detroit Advocates of the Blind) spoke strongly against funding ShotSpotter or other mechanized law enforcement tools, arguing for human law enforcement and expressing disappointment that police technology is funded while DDOT service levels remain below pre-COVID levels.
- Brandon (representing Lovely Vibes Barn Grill) requested assistance with the Green Light program to improve safety outside the establishment. He described efforts such as outside security and walking customers to cars, and sought a meeting with Council President Tate to establish a better relationship with DPD and community leaders. He noted the business provides 30 jobs.

We're Mary Waters. President. Mr. Chair, you have a quorum. Thank you, Madam Clerk. So what so just to let folks know what's going on? Um for the folks who are joining us on Zoom. We're having issues with the mics here being connected to the Zoom system. Um so folks can't hear us. Uh and uh it leaves that aspect out, not only for the folks who are joining us for public comment, but also any department uh representatives or folks on the administration to join us virtually. So what we're gonna do um to be respectful of the folks' time that uh residents that came down for public comment in person, we're gonna move forward with public comment in person, and then once we wrap that up, we're gonna go back on recess. Uh because hopefully by that time um someone from IT would be here in person to fix the entire the system. So just want to give folks that um information. But with that, uh if Dr. Powers, if you could just chime in for the folks who may be listening on just what our rules are when it comes to um broadcast and and virtual uh folks joining virtually as well. Of course, sir. Um, under the charter, it's necessary for all of the council meetings to be recorded. And at this point, the the meeting is being recorded, it's being broadcast also on channel 10. So the public does have access, um, live access, if you will, to the meeting, and of course, um they can always access it afterward. Zoom, being able to zoom in is an accommodation, not a requirement to have the meeting. Um thank you. So and if you needed a legal opinion, we have uh attorney. Um thank you. Uh LPD, uh I concur. All right, thank you for that. So uh just wanted to make sure that folks knew and understood what our rules and laws were we're covering. So um we are fine there, but again, because we do offer Zoom as an accommodation and folks to join by public comment and also our representatives for an administration. Um we're just trying to make sure we can get to online as quickly as possible. But so with that, we'll move into our public comment in person. Um, folks who have joined us in person, you will have two minutes. Um let's I think we have let me just make sure I have the list here. So uh first we have Mr. Stephen Hashu. If you want to come up to give public comment, you have two minutes, and then followed by Brian. And is there anyone else here for public comment? All right, and then we'll have you next, sir. Good morning. Good morning, council members, and uh good morning to uh those who uh have come to uh your hearing. Um I'm normally here representing uh either uh tenants council or um Detroit advocates of the blind today. I'm here as just as well. If you can speak right a little bit longer, and I'm here to speak. I'm here to speak as forcefully as I can against any more funds to shot spider or other mechanized law enforcement uh tools. I think we need to have human law enforcement. Um we know that chat spider doesn't work. Uh we know it's just a toy that allows more policemen to stay off the streets and play with machines. And um it's really tiresome to see that the D Dot is not yet back to the levels of service that it had before COVID. But every toy the police department requests winds up being funded. And I think the citizens of Detroit uh made several council changes that we're very happy about uh in order to put people in the council who would understand that.
