Uh, with regards to the ADA compliant door system, we are uh doing uh what we have done is uh the ADA assessment of the building to ensure compliance, and so we have been able to uh acquire funding uh to be able to support this endeavor.

Uh one a part of making sure that uh we are um really in compliance with um all city ordinances, but two also for our accreditation process.

We have to make sure that our um it's our main state headquarter building is compliant.

So this is for the front doors for the 100 Mac area uh to be able to have those compliant doors for our residents.

6.9 is for our McKesson uh medical supplies.

We use McKessen for um medications as well as all of our clinical services uh supplies through the health department and so that various things regarding reproductive health, uh immunizations, uh, and so we um provide that for not just at our location, but also uh if we have neighborhood wellness centers that also need clinical supplies as well in any of our satellite clinics, and so this is a two-year contract that we are using them.

Uh and we like I said have used them in the past, and they've been able to provide uh sustainable uh medical equipment uh for the department uh whenever we need it, especially in emergency services.

Six point six point one four uh with regards to uh the ride sharing uh that is for our uh Uber Health.

It allows us uh with this increase in funding, will allow us to get to the end of the fiscal year FY26 uh as we are looking at other modes of being able to support with uh the uh rides um with our ex kids as well as other programs that are now in place.

Uh and we also know that Medicare does allow for uh transportation mode, so that is what we are looking to utilize uh moving forward.

And last but not least, 6.26 uh with regards to donations for our uh Black HIV AIDS awareness day summit.

Uh that is to allow us to be able to um accept donations uh that benefited the uh event.

Uh this was uh last month we normally have it in February, but this is uh an annual event that we have done for the past three years.

And yeah, if if I'll turn the floor over to you all, just give an overview of this service and yeah, the need for that increase.

I'll give a brief overview and turn it over to DPD.

Well, so I'll tell you, we call it I believe DPD probably refers to the software as Leeds Online.

These online is the software that currently is used by DPD to research stolen articles that happen in the city that happened across Leeds Online has a nationwide database that pawn shops, resellers, and other reasons and other resellers provide upload their information into.

So what you use it for is they upload the information as a requirement.

Thanks, the city requirement that says you have to not use Leeds Online but report the items that you get back to theirs.

So pawn shops love this software because it allows them to electronically upload the software, upload the items that they're receiving from the different vendors and stuff like that.

So that's what the main version of the software is used for.

And some of the questions I believe were asked is about how it's restored.

The data is not owned by the city of Detroit or DPD.

All data is blown owned by the vendors itself.

These online is responsible for the electronic transmission and storage of that data.

What DPD uses for is to do electronic searches of that data for different stolen articles, and it's not just in the city of Detroit, it's across the United States.

And we did look at other vendors, do it, help DPD to look at under vendors who could provide that software.

And right now, there's not really anyone in that space that has the breadth and the database of all of them because it's used across the country.

So that's what we know this, and that's why we're asking you to renew this.

That's why it's being asked to renew this software for just one additional year.

And then as and as in renewal goes place, we'll relook and see what's going on in the industry at that time.

Uh no, this tool is a valuable tool for our agency.

It's used throughout our agency.

Uh major crimes, our organized crime division, uh is used to track stolen items.

Uh this platform allows the Detroit Police Department to look for items that were ponded anywhere nationally.

If we have an item that's stolen from a victim within the city of Detroit, we have uh key fields that we can look for to help identify serial numbers or anything of that nature, and it's a very valuable tool to our agency and our investigators.

Is it on that goes in there that you all can see or just overall what data is captured there?

I mean, I can't go in specifically.

I believe what's captured is the item itself, the serial number of the item, who actually actually put the item up for pond, and those are the things that's captured right now.

I can get it more detailed then, but I know for sure those are the items that are in there when it does the search.

Do you uh also it gives us a location where the item was pinned or was purchased, so we're able to look at the history of the item that was pinned uh as well as each individual who goes to a pawn shop um should be providing their license and as well as a fingerprint identification.

So it allows us to assist in burglary patterns as well as uh violent crime investigations.

And uh I know this was on pawn shops.

Um we've we've heard some accounts of um you know homes being broken into and you and you know, uh like hot water tanks and and hardware uh being stolen but also popping up in uh some businesses.

Does this cover this at all, or has there been thought about how do we capture those type of items that may be resold at certain entities that may come from a home that was burglarized or such?

Uh yes, it is a very a very valuable tool um for burglars because we're able to, if we have a serial number, we can input that serial number into leads online and it can tell us if a person did pond that individual item, or it also allows us to look at uh scrap metal yards as well for additional uh items that may be scrapped.

Is it just pawn shops and scrap motor yards or are there any other businesses that are in this?

It also will assist us with kiosks.

So if you have a Walmart, if you go to a kiosk and you want to purchase a cell phone or some other um kiosk machines across the nation that also uh requires an individual to input their identification before they make a purchase.

And I believe through the chair and also helps with some internet sales as well.

And it's one correction I wanted to make.

Um just if you could uh just give an update on how the basement backup protection program is going and the need for this um amendment.

Yes, absolutely.

Through the chair, happy to provide uh a high-level overview.

Um the program launched in 2021, and most of the funding we have received has been ARPA funding to service nearly a thousand homes through the basement backup protection program, which includes cleaning and televising the private sewer line that services those houses, and if needed, making repairs to the private sewer line as well as installing backwater valves to help harden those basements and reduce flooding.

Um this contract extension, the amendment specifically is to use up the remaining ARPA funds that have been left on previous um ARPA contracts for basement backup protection programs.

So we're able to basically scrap together the nearly 210,000 dollars remaining and extend the Moore Brothers contract so we can service about 15 additional homes with these funds.

And with this um with this program, knowing that it's ARPRA funded, has is there any opportunity?

Yes, it we've mainly been relying on federal and state grants um due to the inability to use rate payer dollars on the private repairs because all of this work is making repairs to the private homeowners plumbing.

Um so the ARPA funds, we've received some FEMA funding.

Um there's another allocation of FEMA funding.

We are anticipating to put out for bid this summer to assist about an additional 75 houses.

Um any additional funding we can get for this work to complete the first 11 neighborhoods that we started with.

Um EMS personnel are already collaborating with this program.

They participate in trainings, but um we want to uh provide a more collaborative um cross-discipline coordinated comprehensive person-centered response to uh people experiencing any behavioral health crises in the city.

So uh we applied for funding to uh fund uh two uh specialized personnel within EMS as well as to um peer recovery coaches uh for particularly because this is a more overdose focused grant.

We wanted to start it with a pilot focusing on uh the paramedics doing a more um overdose response um but also comprehensive uh behavioral health, but we want uh them to um co-respond, provide uh transportation to alternative destinations, um, and then also continue increasing the this uh training we're providing to public service.

Um so uh yeah, we can provide a really nice comprehensive response to people experiencing these crises in the city.

Um so we are very excited about um expanding a lot of the behavioral health programming that we have in the city.

So that will take us on to uh want to make it to make sure that I do not give Madam Clerk and Madam Parliamentarian a headache.
