There are businesses that are uh opening, they are uh working on uh property that I guess they are purchased, so how whatever the process is, and there are businesses that want to open.

Uh Tabit and his sons would like to open up a mini market with uh six gas pumps on Finco and Wyoming, where the uh Mickey D's was located.

This market is needed in our community.

We are a food desert.

We do not have a supermarket in our immediate area.

We have seniors and we have um single parents, don't have transportation, and can't afford uh dash or whatever it's called because I've never used it, but we need a market that that's easy accessible for the uh residents who live in this area.

We're also uh asking for help for our uh property that we have purchased for our uh DEBA community park.

We'd like to expand our park.

We need help uh leveling off the property, uh and also we would like to have that um $1,500 uh land use hearing fee waves so that we can fill out the application.

There was a solar fire in Boyle's Height in LA yesterday.

There was uh uh shelter in place order.

They told people to close their windows, doors, do not use their air conditioning.

Apparently they lifted that, but they told vulnerable people don't go outside, close your doors and windows, uh, use air purifiers if you have, and so very politely, this solar plan is an absolute violation of the Detroit City Charter because you're dismantling neighborhoods.

You're not supposed to do that if you've read the charter.

But so, and hopefully, member Miller, since she knows a lot about the fire department can address this.

Do the solar plan to get away with it, and you still don't even have all the property, but they were cutting down all the trees that do what?

And I feel really sorry for those people if we get Canadian smoke come down again because those people are gonna suffer without having trees that give us oxygen.

But I was told by a construction management specialist that they're supposed to be like um firewalls around like dirt or something around the uh solar firm areas in case there is a fire so that it helps stop it from spreading.

And when this solar stuff catches on fire, it burns.

It's fair, it's hard to put out an electric vehicle fire.

Uh, as far as football in the community, I know that they have made significant improvements to that park, but once we start putting things on paper, what will the community's access to that park be and to what standard will they maintain the park now that we're making this official?

This is a historic agreement.

We're basically um formalizing what has been um an agreement with this organization since 1957, they've been using it.

Um so they will be according to this operation and management agreement, uh uh maintaining the park to the standard as the city does to the parks that we maintain directly, which is most of them.

Um they will be maintaining the um rec track account, which is what we use for all of our parks and recreation centers.

So the community will still be able to uh reserve it at certain times uh and have access to it uh like any other park.

Um they are just the um on paper custodians and are required to maintain the facilities, the grounds, landscaping, uh, just like the city would for anything else.

Okay, and then how will people be able to reserve the use?

I mean with their exclusive rights to the park for a certain period of time.

Uh uh through the chair, uh they will still use the same rec track as our system for all parks and recreation centers for reserving um time at the parks, so they'll still use that same um websites and same app.

Um, the Westside Cubs that will just reserve the the time that their team is using the park and everything else will be open.

The Clark Park Coalition does something similar with Clark Park and the Ice Rink.

And so this is it's not new, but it is not common.

So they have any complaints if residents in District 5 have complaints.

Um, they can bring it to the general services or or Westside Cubs.

Um, and whoever's gonna respond fastest will get to them.

So, why is it beneficial to give this company here?

I mean, I know they've been doing it since you said 1957, but how do we benefit from that?

Is it just that we just want to relinquish authority over it, or we don't have the staff to maintain it, or we don't have the finances to maintain the grounds?

Um, through the chair, I'd say it's it's more that because they have been using it for so long.

Um we are honoring that agreement and we are just putting structure to it and clarifying that they are responsible for maintaining.

Um so we you know, in another universe could have run it directly, um, but now we do not have to invest directly in maintenance.

Uh so there are savings to the city, and we're just really honoring kind of our historic agreement with the with the organization.

Okay, so for the record, when I meet with the Potowski community, if someone wants to have a barbecue over there or they want to have a block situation, do they have to register for this?

They can't just pull up at the park and pull out their picnic tables and their cloths and have their food and uh much like other parks.

And so if people aren't aware of the history here, maybe that would also be very helpful for the residents who are watching.

I mean, this you say 1957, but maybe it's it's lost on the the historic nature of the football, what happened to for a football team to take on that space, and why racism at one time played a role in that.

Through the chair, I I would love to give her history lesson.

I don't know the full history, and I don't want to misspeak, but I can say that they have been a cherished partner of the city for over a half a century, and um we're just happy to to get this formalized and to make sure it's clear in paper what they're responsible for, um, which they have done in the past, but now it's it's in black and white.

The reason why I'm asking because on the east, I'm sorry, chair, uh thank you, third chair.

On the east side at Pingree Park, um they have the East Side Cowboys and East Side Raiders, they were practicing there.

And some residents complain about the youth practicing at Pingree Park to the point the children were moved off the park and could not utilize it anymore.

And being a previous east side raider, east side cowboy mom, and even a cheerleader back in the 70s myself.

And I'll probably have another question about severability of that as well.
