6:40We are in need of money, so the process can move forward in redeveloping a fink a corridor.
6:49There are businesses that are interested in the corridor.
6:53There are businesses that are uh opening, they are uh working on uh property that I guess they are purchased, so how whatever the process is, and there are businesses that want to open.
7:10Uh Tabit and his sons would like to open up a mini market with uh six gas pumps on Finco and Wyoming, where the uh Mickey D's was located.
7:25This market is needed in our community.
7:28We are a food desert.
7:31We do not have a supermarket in our immediate area.
7:35We have seniors and we have um single parents, don't have transportation, and can't afford uh dash or whatever it's called because I've never used it, but we need a market that that's easy accessible for the uh residents who live in this area.
7:57We're also uh asking for help for our uh property that we have purchased for our uh DEBA community park.
8:06We'd like to expand our park.
8:08We need help uh leveling off the property, uh and also we would like to have that um $1,500 uh land use hearing fee waves so that we can fill out the application.

9:08There was a solar fire in Boyle's Height in LA yesterday.
9:16Uh the fire is still smoldering.
9:19There was uh uh shelter in place order.
9:22They told people to close their windows, doors, do not use their air conditioning.
9:28Apparently they lifted that, but they told vulnerable people don't go outside, close your doors and windows, uh, use air purifiers if you have, and so very politely, this solar plan is an absolute violation of the Detroit City Charter because you're dismantling neighborhoods.
9:45You're not supposed to do that if you've read the charter.
9:49But so, and hopefully, member Miller, since she knows a lot about the fire department can address this.
9:56Do the solar plan to get away with it, and you still don't even have all the property, but they were cutting down all the trees that do what?
10:03Carbon capture, carbon capture.
10:06And I feel really sorry for those people if we get Canadian smoke come down again because those people are gonna suffer without having trees that give us oxygen.
10:14But I was told by a construction management specialist that they're supposed to be like um firewalls around like dirt or something around the uh solar firm areas in case there is a fire so that it helps stop it from spreading.
10:32And when this solar stuff catches on fire, it burns.
10:35It's fair, it's hard to put out an electric vehicle fire.
10:38So you really haven't done your due diligence.

17:18So seeing the agreement, what are we getting here?
17:21How is this going to improve the use of the park?
17:24Will residents be able to use it?
17:26What standard will they maintain the park to?
17:28Just what are we getting here for this agreement?
17:32And I understand this historic space.
17:34Uh, as far as football in the community, I know that they have made significant improvements to that park, but once we start putting things on paper, what will the community's access to that park be and to what standard will they maintain the park now that we're making this official?
17:50Uh through the chair to member Benson, um, you are correct.
17:53This is a historic agreement.
17:55We're basically um formalizing what has been um an agreement with this organization since 1957, they've been using it.
18:03Um so they will be according to this operation and management agreement, uh uh maintaining the park to the standard as the city does to the parks that we maintain directly, which is most of them.
18:13Um they will be maintaining the um rec track account, which is what we use for all of our parks and recreation centers.
18:20So the community will still be able to uh reserve it at certain times uh and have access to it uh like any other park.
18:28Um they are just the um on paper custodians and are required to maintain the facilities, the grounds, landscaping, uh, just like the city would for anything else.
18:38Okay, and then how will people be able to reserve the use?
18:41I mean with their exclusive rights to the park for a certain period of time.
18:46Uh uh through the chair, uh they will still use the same rec track as our system for all parks and recreation centers for reserving um time at the parks, so they'll still use that same um websites and same app.
18:59Um, the Westside Cubs that will just reserve the the time that their team is using the park and everything else will be open.

19:19Uh through the chair, uh, this is not our only park that is um stewarded by a third party.
19:25The Clark Park Coalition does something similar with Clark Park and the Ice Rink.
19:29And so this is it's not new, but it is not common.
19:32So they have any complaints if residents in District 5 have complaints.
19:35Who do they complain to?
19:38Um, they can bring it to the general services or or Westside Cubs.
19:42Um, and whoever's gonna respond fastest will get to them.
19:45We'll make sure that they get um the answers they need.
19:47So, why is it beneficial to give this company here?
19:50I mean, I know they've been doing it since you said 1957, but how do we benefit from that?
19:55Is it just that we just want to relinquish authority over it, or we don't have the staff to maintain it, or we don't have the finances to maintain the grounds?
20:05Um, through the chair, I'd say it's it's more that because they have been using it for so long.
20:10Um we are honoring that agreement and we are just putting structure to it and clarifying that they are responsible for maintaining.
20:16Um so we you know, in another universe could have run it directly, um, but now we do not have to invest directly in maintenance.
20:25Uh so there are savings to the city, and we're just really honoring kind of our historic agreement with the with the organization.
20:30Okay, so for the record, when I meet with the Potowski community, if someone wants to have a barbecue over there or they want to have a block situation, do they have to register for this?
20:41They can't just pull up at the park and pull out their picnic tables and their cloths and have their food and uh much like other parks.
20:50Uh, if if the space is reservable, they need to reserve it.
20:53But if it's open lawn and it's not being used, they can use it.

27:39This formalizes what's been happening already.
27:43Weather, can you go into more detail on that?
27:44And so if people aren't aware of the history here, maybe that would also be very helpful for the residents who are watching.
27:52I mean, this you say 1957, but maybe it's it's lost on the the historic nature of the football, what happened to for a football team to take on that space, and why racism at one time played a role in that.
28:10Through the chair, I I would love to give her history lesson.
28:13I don't know the full history, and I don't want to misspeak, but I can say that they have been a cherished partner of the city for over a half a century, and um we're just happy to to get this formalized and to make sure it's clear in paper what they're responsible for, um, which they have done in the past, but now it's it's in black and white.
28:33Okay, uh one last thing.
28:35The reason why I'm asking because on the east, I'm sorry, chair, uh thank you, third chair.
28:39On the east side at Pingree Park, um they have the East Side Cowboys and East Side Raiders, they were practicing there.
28:46And some residents complain about the youth practicing at Pingree Park to the point the children were moved off the park and could not utilize it anymore.
28:56And being a previous east side raider, east side cowboy mom, and even a cheerleader back in the 70s myself.
29:03We went to residential parks, and this is what we did, but to I can understand why they're doing this because residents are complaining, but I just wanted to make sure when you're taking on a whole park that they were not charging our residents who pay taxes to use the parks at will.
29:19Through the chair, that that is correct.
29:20This is um there won't be any change to to folks in the neighborhood who regularly use the park or reserve space at the park.
29:26Um we are just now, you know, crystallizing it in agreement form.

29:38Uh that's why it's important we have informational specialists.

30:16Ray Museum for African American History.
30:19Hoping to see everybody there.
30:20It is a free family friendly and fun bike ride.
30:23We will have treats and nutrition sponsored by the Joe Lewis Greenway.
30:28Black Leaders Detroit will be part of our ride.
30:30The Detroit Greenway Coalition.
30:33We will also have um Black Leader Detroit as well.
30:38So please come on out.

30:42We will have numerous events throughout the day at the museum.
30:45And our ride starts at 10 a.m.

30:50It's a great slow-paced ride for the family.
30:52We'll be stopping at the Mount Elliott Cemetery as well as stopping along the going along the uh Mayor Archer Greenway and going along the riverfront uh riverfront uh greenway as well, and stopping at Mount Elliott Park along the way.
31:10And we'll have a great uh presentation at the cemetery to talk about circa 1860, 1868 Detroit uh civil rights pioneers and activists at the time who are interned at the cemetery.
31:27So a great educational opportunity.
31:28It's gonna be great weather tomorrow, and it's a great way to start your day.
