0:00Neighborhood community service standing committee will now come into order with the clerk please call the roll.
0:06Council President Pro Tim Goldman Young.
0:09Councilmember Scott Benson.
0:11Councilmember Renata Miller.
0:14Chair, we have quorum.
0:17Um is there a motion to approve the minutes?
0:22Motions made are any objections.
0:24Here none of the bits will be approved.
0:27We have negative chairmarks.
0:28We'll now move to public comment.
0:29Do we have any in-person public comment?
0:35All right, we will now go to virtual public comment.
0:39How many people do we have with the queue, Mr.
0:46We currently have five individuals with their hand raised for public comment.
0:49All right, five individuals.
0:51Public comment is now closed.
0:54Public comment is now closed.
1:03Who here first in Q, Mr.
1:08Chair, the first caller.
1:11All right, two minutes.
1:16And through the chair, may I be heard?
1:20Um you you should at least leave it open for five minutes.
1:24You know, people don't you don't start on time, and so people should have a chance to to log in.
1:29Um your last meeting was very, very disturbing to me because many of the houses that I saw on that purchase agreement uh were houses that were also on a list of houses that were bought for the solar.
1:41I'm not sure what's going on here, but it's a little hanky panky going on here.
1:46And I'm wondering why the memorandum or the request for the framework for the city's nuisance abatement property is not with you.
1:54The the it's in the neighborhoods, and it seems that everybody else is driving this except for you, who are supposed to represent the neighborhoods.
2:03I think that you and Mr.
2:05Benson should put your heads together and think about how you're going to clean up the dirty dirt that you guys caused in the city.
2:12Why you're now in secrecy talking about the nuisance abasement pro abatement property seizure and condemnation process.
2:21I have asked for a copy of the current one.
2:24I sure you have a current one.
2:26Um councilman Young, may I have a copy?
2:29Or can you tell me where I can find the current uh condemnation process?
2:35Um I'm not sure what's going on, but I can't see spending a million dollars for some houses and then selling those back plus more for a hundred and eighty thousand.
2:47I'm pretty sure the government um wasting to fraud and abuse.
2:52I'm pretty sure they'll be interested in this particular one because this is definitely waste and fraud and abuse.
2:59Um the solar project for the neighborhoods is not good.
3:03Go to O'Shea, do your own work.
3:06What's the property values?
3:11Go and find out what it looks like and what the neighborhood is look like, and then do a health study on those people the way you did for Gordy Howe.
3:20Um, you could call my office or you can email me at Coleman.yo at Detroit MI.gov, or you can call my office at 313-224-4248.
3:30Who's next in the queue?
3:34Chair, the next caller.
3:46The floor is yours, 534.
3:53You really need to look into this hand lowering stuff that's going on repeatedly.
3:58Um the secrecy about the nuisance abatement program, that's because the city and the land bank are getting sued.
4:08Uh Scott Benson, Mary Sheffield, uh Tate, and everybody on the council back then voted for it.
4:16But just because council voted for it doesn't make it legal.
4:21Your LPD is flipping on you guys big time, because if they had read the law, if they had read the intergovernmental agreement with the land bank, it would have been quick crystal clear.
4:31You can't do condemnation.
4:33Uh land banks can't do condemnation or eminent domain, and that's what they're doing, just putting a different lipstick on the peg and calling it a chicken.
4:40Now, uh member uh Johnson, very uh uh resident disrespectful, cut me in public comment, even though my comments were relevant.
4:49And she, although I give her credit for trying to talk about that solar warehouse fire that they finally got the flames out in LA.
4:58It's been burning since last Wednesday, but guess what?
5:00It's still smoldering.
5:02That basically means it's still on fire.
5:04And so, and so Miss Johnson wasn't even fully informed about it, said maybe it's because they were installing panels.
5:12No, the panels were already there.
5:14And so all of you, all of you, I think could be sued for your lack of due diligence, your violations of city charter, aggressive action to me means due diligence.
5:24It doesn't mean don't do an environmental study and we'll just suck up the DTE.
5:29With which uh I spoke with a gentleman today.
5:32He's been begging DTE to cut trees that are about to knock their power lines out.
5:37So what makes you think after everybody excuse me, not everybody, a lot of you were saying GT bad, DT bad, but then you vote for it anyway.
5:45And we know they don't their sub contractors are slipping and stuff.
5:49You need to do your due diligence and make sure that they know.
5:53Who's next to the queue?
5:57Chair, the next caller, please stop violating Detroit City Charter.
6:01Two minutes, floor is yours.
6:09Two minutes, floor is yours.
6:19Go once, go twice, go three times.
6:22All right, go on, send your information.
6:26Uh to uh you can send your information to us, and we'll look through it.
6:29Who do you next the queue, Mr.
6:32Chair's next caller is legendary Detroiter.
6:34All right, legendary Detroit, floor is yours.
6:492026 for the third district.
6:57Precinct delegate as a Republican.
7:00Now, the reason I joined the Republican Party is because I found out that the Democrats in Detroit were cheating in elections.
7:15And international Astral T ballot fraud.
7:17Janice Winfrey has been cheating in Detroit elections since 2020.
7:24She cheated on Donald Trump now president of the United States of America.
7:32Now you and Scott Benson, the scoundrel over there.
7:37Gotta pay close attention to this.
7:40Oh elected Detroit City Council members have been cheated in.
7:49I got the proof, I got the evidence.
7:52And now I'm getting ready to demonstrate.
7:56Thinking I was joking.
7:57And I was telling the truth.
8:05You hear that, Scott?
8:07Now I'm over in the third district.
8:09And I'm about to make the announcement of my intent to run for Michigan Senator.
8:18Over in a new third district for the state of Michigan.
8:28You cheated in public Detroit officials is over with.
8:35Nini got to get what she won't.
8:36And I'm going all the way up top to get the lady what she deserves.
8:42All right, thank you.
8:44Who you have next to the queue, Mr.
8:47The last caller before you close public comment ends in 960.
9:12How you doing, Honorable Pro Tim?
9:14I have a constituent who having technical difficulties and they would like to have two minutes behind mine.
9:27Okay, you can piggyback.
9:40That number was made so you can remember it.
9:43I'm sitting on the porch here in this nice breeze.
9:47Um whining down the pen.
9:50And I'm encouraging everyone to vote yes on the Wayne County Millage.
9:54Again, everybody, vote on the Wayne County.
10:00Yes, I don't work for nobody.
10:01Uh I'm not on public streams, so I'm free to say yes, yes, yes, yes, on the Wayne County Transit Millage.
10:11And those racist white or money cities who opt out of bus service now.
10:19They're gonna have an issue with all the black folks coming through there, getting money, getting those good jobs, but some folks are so racist they don't want to see poor black people coming through their area.
10:31Well, God loves all of us.
10:36Yes, yes, on the Wayne County Millage.
10:41Uh, if you want any um literature, text me at 313-444-9114, and I'll personally deliver it.
10:50Hello, this is Rochella Stewart.
10:54And my uh my question is uh what is gonna happen to these demolition sites that has the contaminated soil in it?
11:04Uh how fast are we gonna be resoling those demolition lots?
11:09Uh, and what is the time limit for getting all those fields because I know you're still testing some.
11:17And also, yes, make sure you're aware that Wayne County Mill is for transit.
11:23And please vote for those schools.
11:26Then both our proposals on our ballot, and please make sure you turn the ballot over and vote on these two issues.
11:35But again, I would like some answers on that contaminated soil because it's a lot next to me that I've been trying to get for the last four or five years, and none of the lots in my neighborhood is up for sale because of contaminated store, which I brought to Mayor Douglas's attention back in 2024, August at Chapel Hills uh mandated uh mayor meeting, and I brought three bags of sin from three different sites here.
11:57And the next thing I knew about a month and a half, it was a man next door in front of my it next door to the lot in front of me, testing the soil.
12:04And I told him, make sure he get it from where the demolition site was and take it in.
12:08And then I found out it's cancer agents and stuff in that store.
12:11Well, I told him it was steel, rocks, all types of stuff in that soil from these lots that I brought that sand.
12:18So if you can give me some kind of update on how fast uh how long it's gonna take to resolve these demolition sites, please.
12:33I've been trying for five years for the lot.
12:58All right, thank you.
13:00We got anybody else in the queue, Mr.
13:04That was the last caller before you closed public comment.
13:10That was the last caller with the hand raised before you closed public comment.
13:13All right, thank you, Mr.
13:15We're gonna move on to line item 5.1 for the municipal departing department.
13:20Uh business resolution to set a public hearing for a residential parking permit area.
13:26The municipal parking department is submitted a proposed resolution to schedule a public hearing for the establishment uh the residential parking zones on 2nd Street at Peterborough Street as required pursuit to chapter 46 traffic in vehicles article second article 2 enforcement division two residential parking permits of the 2019 Detroit City Code, the municipal parking department respectfully requests that the statutorially require public parking be scheduled at your earliest convenience.
14:00Is there a motion to discuss LIDA 5.1?
14:04Our discussion, okay, motion be made.
14:07Uh we have with us Keach Hutch Keith Hutchins from the municipal parking department.
14:18Good afternoon, Brianna Sullivan, City Government Affairs.
14:21We have Sean Nelson online.
14:54Miss Nilson needs to accept the promotion to be promoted as a panelist.
15:06Nelson needs to accept the promotion to be accepted as a panelist.
15:10All right, Miss Nelson, accept the promotion and be accepted as a panelist.
15:14So we can promote you.
15:38Motion to bring this item back to the end of the agenda.
15:42Chair recognizes Vice Chair Benson.
15:44Motion to bring back line of 5.1 in one week.
15:46So there's a lot of information.
15:47I'd like to have an opportunity to meet with the actual department director prior to uh having discussion.
15:53Second meet me be with him and have questions for him.
15:56And you would like to have that before we move forward on this.
16:01Motion to bring back line of 5.1 in one week.
16:05Is there a motion to bring motion?
16:12Uh vote on a new business.
16:17Uh petition of Greektown Neighborhood Partnership to request the Monroe Street weekends on July 10th, 2026 from 6 p.m.
16:26on October 3rd, 2026 at Greentown Monroe between Bobian and St.
16:33Set up will begin at 6 p.m.
16:35on July 10th, 2026 and completed by 7 p.m.
16:39Teardow begin at 6 p.m.
16:41on October 3rd, 2026 to be completed by 11 p.m.
16:45Is there a motion to discuss lineup 6.1?
16:48Discussion motion made our objections.
16:50And then we'll discuss lineup 6.1.
17:17Fife is having some technical difficulties.
17:19Can we please bring this item back as well?
17:22We don't need to bring it back.
17:23I just had some questions about construction and things that nature, that area, what's going on, and would this be impact or not, but we don't need to bring this back.
17:30We can we we can move this forward.
17:31She can just tell it to me with where it gets.
17:33Oh, hold on, we got another discussion.
17:34Um chair recognized Member Benson.
17:37I'm excuse me, Member Miller and then Vice Chair Benson.
17:40I have a con uh uh concern.
17:42It's called Monroe Street Weekends.
17:44Is Monroe Street in Greek town goes from Randolph to uh San Antoine, but it's only one one block, and I was just wondering.
17:53Um, I know we're in the construction.
17:55Are they having a festival and they're excluding the other blocks, or is Greek town really only this one block?
18:02I mean, we are in partnership with them with the city, and I was wondering.
18:07I mean, it's kind of it's kind of bold that they can't be included in the in the Monroe Street festival where everyone's celebrating.
18:17So they're celebrating here.
18:19The other blocks are not celebrating because they're closed, or there's no traffic is congested, is the streets are torn up.
18:26And I realize this is uh a couple phases.
18:28So I just have some questions.
18:29I mean, I guess we can move it forward, but I do want to have this online discussion because our residents are calling regarding these businesses that was supposed to be opened up last year, and now we're looking at uh due to cost some additional cosmetics who might be to 2027 or even later on in the winter, we're gonna miss an entire season of walkable traffic, but they're proceeding with the festival, and I I know the first thing everyone says is when they signed off on it, but I'm just wondering where the accountability comes in on the city's part.
19:02Through the chair, can we bring this item back to the end of the agenda, Miss Fight's joining on motion bring back line at 6.1 to the end of the agenda?
19:12Motion oh six point, yeah.
19:14Motion made on the objections.
19:24Request to accept a donation for the construction of an elevated walkway with a brewer park.
19:29The Cannes Field Consortium has awarded the city of Detroit Dereal Services Department with the construction of a new elevated walkway, various trees, and an outdoor classroom located in Brewer Park valued at 300,000.
19:43There's no match requirement for this donation.
19:45This is a non-cash donation.
19:47Is there a motion to say line of 6.2 to formal session with recognition for approval be put on to do business?
19:53Discussion chair recognized Vice Chairman Benson.
20:00I'm looking at the window of this of the elevated walkway.
20:05Is there anybody who can get some additional light on those?
20:13Good to see you, sir.
20:15Good to see you as well.
20:16Alex Weatherup, Assistant Director General Services.
20:19And through the chair to member Benson, I could not hear the question.
20:22If you could repeat it or turn on your microphone.
20:26The looking at the rendering on the elevated walkway.
20:33So this is more like a rope bridge.
20:38So through the chair, I have the same question myself.
20:40I think this is gonna be a really cool addition to Brewer Park.
20:43So the it's an elevated walkway.
20:44It's 10 feet high at its highest.
20:56They can do performing arts or open air classroom.
20:59Um it's just to get people up kind of higher into the tree canopy, uh, just enjoy nature in a different way.
21:06Right, and then how long will it be?
21:12So the it's just a small part of the area on Brewer Park.
21:16Um I can get the the exact dimensions, but it you know, it won't be too long.
21:22There's already an existing kind of path loop there where Lamay that ends into the south end of the park.
21:28Okay, um, and so it'll it shouldn't be too large, but I can get that measurement.
21:32And then who's going to ensure the safety?
21:36Once we have people 10 feet up, they fall.
21:38That's a that's a liability, and then where's liability gonna fall on once we have this donation?
21:45So through the chair, um, we don't anticipate it being uh, you know, it's not gonna be any higher than say the top of a jungle gym, uh a lot of our other parks, and it's gonna have that guardrail on it.
21:56Um, so it it'll be the same as any other installation at any other city park.
22:01So the liability safety, just making sure that it's safe after 10 years.
22:05You know, we checking on this.
22:07Is somebody want to make sure that the ropes are not frayed, you can hold the weight.
22:12So there's no ropes, it's just a a wooden, a full uh solid wooden walkway that just goes up to get up closer to the trees.
22:19Uh, but our park development unit will treat it like any other installation at other parks um with uh inspections and and consideration for anywhere and tear.
22:31All right, and we have the expertise in house to do the inspections and safety checks.
22:40All right, clear motion to sit line a 6.2 to formal session with recommendations for approval, we put on to do business.
22:48Motion made our objections.
22:50Here to line a 6.2, we move the formal session with recognition for approval, we pronounce a new business.
22:54We will now go back to line item 6.1.
23:08Through the chair, we have uh speak up a little bit.
23:14Through the chair, we have Miss Fife online.
23:22Good afternoon, honorable body.
23:27I had uh connection issues.
23:29Could you please restate the question?
23:33Good morning, Miss Fife.
23:37Thanks for joining us.
23:38I was um as we begin to approve the petition for the Greek town neighborhood partnership.
23:43It's going to be held on our July 10th through October, going into the fall season.
23:49I noticed it was only between Monroe on Monroe between Bobian and San Antoine.
23:54While we know that Greek town is essentially three blocks, I was wondering first, why would they proceed without the other businesses being open, or is this only this one block only considered Greek town?
24:08Um I was there on Monday, my staff and I we toured it and we walked it and we realized they were in two or three phases.
24:15And I guess someone made that decision to do it in three phases and make that one block the most important.
24:23The other ones have been uh down, they've lost revenue, they're not even included in the festival.
24:28And I was just wondering because my constituents, my residents are asking me about this, and the ones that patronize a couple of those businesses, they're just disappointed in the city's uh part in this being delayed when it was supposed to be open in the 20s 2027.
24:46Now it's 2026, and for cosmetic reasons, I guess we're gonna go into 2027.
24:52So we're having a festival.
24:53Everybody's happy they're making money.
24:54We're gonna be in the street on this brand new streetscape, but it's not complete.
25:00Through the chair, I hear all of the concerns, and I don't have um an exact answer for you right now.
25:08I do not believe Greek town is one block.
25:10The construction schedule and why the other blocks are not included.
25:15I do not have those answers.
25:16I can reach out to the Greek town association and get those answers and get precise answers for you.
25:23I don't want to speculate anything here as far as what's considered Greek town why the other blocks are not included in a festival, and when the actual opening will be, I can get those for you and get them back to your team.
25:37I would like to have a meeting if possible.
25:39So my staff will contact you to meet.
25:40I like to meet with the Greek town partnership and DGC at the same time.
25:44I just know that this is a festival, and we have festivals, is it's a great time.
25:49We're spending money and we're celebrating, and it's beautiful there.
25:53I've seen it one uh firsthand on Monday.
25:56And I just was wondering um, with in good conscience, we're proceeding with the festival, and there is two additional blocks that's not included.
26:02It's kind of like a slap in the face to two of them who keep their businesses in the city.
26:07We want them to remain in the city, and I was just concerned.
26:13Okay, through the through the chair, I will reach out to uh through uh myself and uh Malik's team, we will reach out to the association.
26:20You said you want to meet with the Greek town association and did you say DEGC?
26:24This is it's a partnership.
26:25So if we're partnering with them, I mean, are we as a city saying this is okay?
26:31Because to me it is not, and this is before my time, but I would like to know like why would they proceed with a festival and the other blocks aren't ready?
26:40And a lot of times we have the people in positions that make the decisions and they're phased out, and we know a lot of times decisions are made because of money, and that's just what it is.
26:50So we need to just put some eyes and ears on the timing of these other blocks because it apparently whoever made the decision to phase it out to push these other businesses back to the end of the year.
27:04It's just not right.
27:06Not when we're trying to keep businesses in Detroit.
27:09And we have a DEGC, and I've I've already asked about funds to help them, but we're now we're celebrating.
27:14We're celebrating, and there's people that's closing their businesses in Greek town right now as we speak, they're struggling to pay their rent, but we're proceeding with a festival, and we should be should be celebrating, and there's not a you should be celebrating with everyone as a city.
27:31Fife for coming on today.
27:33I know um you're over the events, but our department uh JBN, would you please get Ms.
27:39Feist information so we can uh get the further answers that I can be?
27:43I can uh I have a big meeting tomorrow right there on Jefferson.
27:46I'm gonna be bombarded about this, but no one seems to care when we're taking these punches up here online, we're taking hits online in person because of decisions that's being made by people other than us.
27:57And I ref and I refuse to take it alone.
27:59I want to share it with everyone in this building when people are coming for us for the decisions that's being made, and we're being held accountable.
28:05They should all have a piece of that.
28:09Fife, through the chair.
28:12Uh I I just want to say I know these festivals also have economic impact in terms of people that go and shop and these type of areas and communities.
28:21Uh, member Miller, did you want to bring this back in one week so you can have those conversations and have the information you need to be better ready to make a decision about this?
28:31This is scheduled to take place July 10th through the chair.
28:34Um, and it's going on the entire summer.
28:36So I um move forward discussion.
28:40Chair recognizes vice chairman, Bedson.
28:43Still have an additional week where you have another bite at the apple.
28:47Yeah, you can still get this out by the 10th and have the conversation because I I'm interested in the security plan for this, just based on its location.
28:57And the uh experiences we've been having this past year.
29:03So you want to read this back in a week.
29:09Uh motion to bring back line item 6.1 in one week.
29:14Are there any objections?
29:17No, we're bringing back line out 6.1 or one week.
29:19Oh, I also just wanted to say just FYI, the Greek Town Neighborhood Partnership has their own voting board as well.
29:30We will now move on to member reports.
29:36Chair recognizes vice chair report.
29:40Chair recognize Member Miller.
29:45Tomorrow's coffee with the councilwoman at Creek Cafe on Jefferson, 9 to 11 a.m.
29:52at Cree Cafe at the intersection of Mon L.
29:55I look forward to seeing those out who would like to have a conversation.
30:00Once again, that's tomorrow, Friday, 9 to 11 a.m.
30:05All right, excellent.
30:06Yeah, I just wanted to say I just spent today at the 36th District 26th specialty court graduation ceremony.
30:17Absolutely phenomenal.
30:18We're talking about young ladies that have been through sexual assault, have been raped, been beaten, have overcome incredible odds to be able to uh overcome drugs, overcome alcoholism to be able to overcome all that, as well as young men and get their lives back on the right path.
30:34I just want to give a very special shout out to uh Chief Judge McConaco as well as Special Court Judge Shannon Holmes for all the incredible work and the honor and opportunity for me to participate uh with that program.
30:45Was able to shake their hands and give out gifts and rewards to them.
30:49So that was a really good thing that I did today.
30:52Uh and I look forward to, if I can get around to it, which I'm sure I will, look forward to attending the groundbreaking event for the Brennan Center in Rouge Park for Detroit Pistons and Councilman McCampbell for opening up a recreation center over there.
31:09So congratulations to them.
31:10And with that being said, without objection, neighborhood community service standard committee will now stand adjourned.
