0:05

Good afternoon.

0:06

Council President Pro Tim Goldman Young.

0:08

Here.

0:09

Councilmember Scott Benson.

0:11

Councilmember Renata Miller.

0:14

Mr.

0:14

Chair, we have quorum.

0:15

Excellent.

0:16

All right.

0:17

Um is there a motion to approve the minutes?

0:22

Motions made are any objections.

0:24

Here none of the bits will be approved.

0:27

We have negative chairmarks.

0:28

We'll now move to public comment.

0:29

Do we have any in-person public comment?

0:33

All right.

0:34

Seeing none.

0:35

All right, we will now go to virtual public comment.

0:39

How many people do we have with the queue, Mr.

0:41

Bo.

0:44

Good afternoon, Mr.

0:45

Chair.

0:46

We currently have five individuals with their hand raised for public comment.

0:49

All right, five individuals.

0:50

Okay.

0:51

Public comment is now closed.

0:54

Public comment is now closed.

0:57

Public comment.

1:01

Is now closed.

1:02

All right.

1:03

Who here first in Q, Mr.

1:05

Bo.

1:08

Mr.

1:08

Chair, the first caller.

1:11

All right, two minutes.

1:15

Good afternoon.

1:16

And through the chair, may I be heard?

1:18

Yes, you may.

1:19

Oh, thank you.

1:20

Um you you should at least leave it open for five minutes.

1:24

You know, people don't you don't start on time, and so people should have a chance to to log in.

1:29

Um your last meeting was very, very disturbing to me because many of the houses that I saw on that purchase agreement uh were houses that were also on a list of houses that were bought for the solar.

1:41

I'm not sure what's going on here, but it's a little hanky panky going on here.

1:46

And I'm wondering why the memorandum or the request for the framework for the city's nuisance abatement property is not with you.

1:54

The the it's in the neighborhoods, and it seems that everybody else is driving this except for you, who are supposed to represent the neighborhoods.

2:03

I think that you and Mr.

2:05

Benson should put your heads together and think about how you're going to clean up the dirty dirt that you guys caused in the city.

2:12

Why you're now in secrecy talking about the nuisance abasement pro abatement property seizure and condemnation process.

2:21

I have asked for a copy of the current one.

2:24

I sure you have a current one.

2:26

Um councilman Young, may I have a copy?

2:29

Or can you tell me where I can find the current uh condemnation process?

2:35

Um I'm not sure what's going on, but I can't see spending a million dollars for some houses and then selling those back plus more for a hundred and eighty thousand.

2:47

I'm pretty sure the government um wasting to fraud and abuse.

2:52

I'm pretty sure they'll be interested in this particular one because this is definitely waste and fraud and abuse.

2:59

Um the solar project for the neighborhoods is not good.

3:03

Go to O'Shea, do your own work.

3:06

What's the property values?

3:07

Uh, Mr.

3:08

Benson, uh, Mr.

3:09

Brightman.

3:11

Go and find out what it looks like and what the neighborhood is look like, and then do a health study on those people the way you did for Gordy Howe.

3:18

Thank you.

3:20

Um, you could call my office or you can email me at Coleman.yo at Detroit MI.gov, or you can call my office at 313-224-4248.

3:30

Who's next in the queue?

3:32

Mr.

3:33

Bo.

3:34

Mr.

3:34

Chair, the next caller.

3:36

Engine 534.

3:38

All right, 534.

3:39

Go ahead.

3:44

Two minutes, 534.

3:46

The floor is yours, 534.

3:49

May I be heard?

3:50

Yep.

3:50

Two minutes.

3:52

Okay, thank you.

3:53

You really need to look into this hand lowering stuff that's going on repeatedly.

3:58

Um the secrecy about the nuisance abatement program, that's because the city and the land bank are getting sued.

4:07

It's illegal.

4:08

Uh Scott Benson, Mary Sheffield, uh Tate, and everybody on the council back then voted for it.

4:16

But just because council voted for it doesn't make it legal.

4:19

Okay.

4:21

Your LPD is flipping on you guys big time, because if they had read the law, if they had read the intergovernmental agreement with the land bank, it would have been quick crystal clear.

4:31

You can't do condemnation.

4:33

Uh land banks can't do condemnation or eminent domain, and that's what they're doing, just putting a different lipstick on the peg and calling it a chicken.

4:40

Now, uh member uh Johnson, very uh uh resident disrespectful, cut me in public comment, even though my comments were relevant.

4:49

And she, although I give her credit for trying to talk about that solar warehouse fire that they finally got the flames out in LA.

4:58

It's been burning since last Wednesday, but guess what?

5:00

It's still smoldering.

5:02

That basically means it's still on fire.

5:04

And so, and so Miss Johnson wasn't even fully informed about it, said maybe it's because they were installing panels.

5:12

No, the panels were already there.

5:14

And so all of you, all of you, I think could be sued for your lack of due diligence, your violations of city charter, aggressive action to me means due diligence.

5:24

It doesn't mean don't do an environmental study and we'll just suck up the DTE.

5:29

With which uh I spoke with a gentleman today.

5:32

He's been begging DTE to cut trees that are about to knock their power lines out.

5:37

So what makes you think after everybody excuse me, not everybody, a lot of you were saying GT bad, DT bad, but then you vote for it anyway.

5:45

And we know they don't their sub contractors are slipping and stuff.

5:49

You need to do your due diligence and make sure that they know.

5:53

Who's next to the queue?

5:55

Mr.

5:55

Bo.

5:56

Mr.

5:57

Chair, the next caller, please stop violating Detroit City Charter.

6:01

Two minutes, floor is yours.

6:09

Two minutes, floor is yours.

6:16

Hello.

6:19

Go once, go twice, go three times.

6:22

All right, go on, send your information.

6:26

Uh to uh you can send your information to us, and we'll look through it.

6:29

Who do you next the queue, Mr.

6:30

Bow?

6:32

Mr.

6:32

Chair's next caller is legendary Detroiter.

6:34

All right, legendary Detroit, floor is yours.

6:36

Two minutes.

6:40

Hey, call me.

6:42

Listen up clearly.

6:44

I'm on the ballot.

6:47

August 4th.

6:49

2026 for the third district.

6:57

Precinct delegate as a Republican.

7:00

Now, the reason I joined the Republican Party is because I found out that the Democrats in Detroit were cheating in elections.

7:15

And international Astral T ballot fraud.

7:17

Janice Winfrey has been cheating in Detroit elections since 2020.

7:24

She cheated on Donald Trump now president of the United States of America.

7:30

Number 47.

7:32

Now you and Scott Benson, the scoundrel over there.

7:37

Gotta pay close attention to this.

7:40

Oh elected Detroit City Council members have been cheated in.

7:49

I got the proof, I got the evidence.

7:52

And now I'm getting ready to demonstrate.

7:54

Y'all was laughing.

7:56

Thinking I was joking.

7:57

And I was telling the truth.

8:01

The T R U T H.

8:05

You hear that, Scott?

8:07

Now I'm over in the third district.

8:09

And I'm about to make the announcement of my intent to run for Michigan Senator.

8:18

Over in a new third district for the state of Michigan.

8:22

And I'm gonna win.

8:25

Hands down.

8:27

Barna.

8:28

You cheated in public Detroit officials is over with.

8:33

And I'm Mr.

8:33

Over with.

8:35

Nini got to get what she won't.

8:36

And I'm going all the way up top to get the lady what she deserves.

8:42

All right, thank you.

8:43

We appreciate that.

8:44

Who you have next to the queue, Mr.

8:45

Bo.

8:46

Mr.

8:47

The last caller before you close public comment ends in 960.

8:52

All right, 960.

8:54

Floor is yours.

8:54

Two babies 960.

9:04

9601.

9:06

Honorable.

9:07

Can you hear me?

9:08

Yep, go ahead, 960.

9:10

This is Cunningham.

9:12

How you doing, Honorable Pro Tim?

9:14

I have a constituent who having technical difficulties and they would like to have two minutes behind mine.

9:21

Is that possible?

9:25

Yeah, go ahead.

9:27

Okay, you can piggyback.

9:29

All right.

9:30

313 444-9114.

9:33

313 444 9114.

9:37

313, 444.

9:39

911.

9:40

That number was made so you can remember it.

9:43

I'm sitting on the porch here in this nice breeze.

9:47

Um whining down the pen.

9:50

And I'm encouraging everyone to vote yes on the Wayne County Millage.

9:54

Again, everybody, vote on the Wayne County.

9:59

Vote yes.

10:00

Yes, I don't work for nobody.

10:01

Uh I'm not on public streams, so I'm free to say yes, yes, yes, yes, on the Wayne County Transit Millage.

10:09

Yes.

10:11

And those racist white or money cities who opt out of bus service now.

10:19

They're gonna have an issue with all the black folks coming through there, getting money, getting those good jobs, but some folks are so racist they don't want to see poor black people coming through their area.

10:31

Well, God loves all of us.

10:34

So again, vote yes.

10:36

Yes, yes, on the Wayne County Millage.

10:41

Uh, if you want any um literature, text me at 313-444-9114, and I'll personally deliver it.

10:50

Hello, this is Rochella Stewart.

10:54

And my uh my question is uh what is gonna happen to these demolition sites that has the contaminated soil in it?

11:04

Uh how fast are we gonna be resoling those demolition lots?

11:09

Uh, and what is the time limit for getting all those fields because I know you're still testing some.

11:17

And also, yes, make sure you're aware that Wayne County Mill is for transit.

11:23

And please vote for those schools.

11:26

Then both our proposals on our ballot, and please make sure you turn the ballot over and vote on these two issues.

11:35

But again, I would like some answers on that contaminated soil because it's a lot next to me that I've been trying to get for the last four or five years, and none of the lots in my neighborhood is up for sale because of contaminated store, which I brought to Mayor Douglas's attention back in 2024, August at Chapel Hills uh mandated uh mayor meeting, and I brought three bags of sin from three different sites here.

11:57

And the next thing I knew about a month and a half, it was a man next door in front of my it next door to the lot in front of me, testing the soil.

12:04

And I told him, make sure he get it from where the demolition site was and take it in.

12:08

And then I found out it's cancer agents and stuff in that store.

12:11

Well, I told him it was steel, rocks, all types of stuff in that soil from these lots that I brought that sand.

12:18

So if you can give me some kind of update on how fast uh how long it's gonna take to resolve these demolition sites, please.

12:31

Probably will.

12:32

I'm 68 now.

12:33

I've been trying for five years for the lot.

12:58

All right, thank you.

12:59

We appreciate that.

13:00

We got anybody else in the queue, Mr.

13:01

Bo.

13:04

That was the last caller before you closed public comment.

13:07

Huh?

13:10

That was the last caller with the hand raised before you closed public comment.

13:13

All right, thank you, Mr.

13:14

Bo.

13:14

We appreciate that.

13:15

We're gonna move on to line item 5.1 for the municipal departing department.

13:20

Uh business resolution to set a public hearing for a residential parking permit area.

13:26

The municipal parking department is submitted a proposed resolution to schedule a public hearing for the establishment uh the residential parking zones on 2nd Street at Peterborough Street as required pursuit to chapter 46 traffic in vehicles article second article 2 enforcement division two residential parking permits of the 2019 Detroit City Code, the municipal parking department respectfully requests that the statutorially require public parking be scheduled at your earliest convenience.

14:00

Is there a motion to discuss LIDA 5.1?

14:03

This question.

14:04

Our discussion, okay, motion be made.

14:07

Uh we have with us Keach Hutch Keith Hutchins from the municipal parking department.

14:18

Good afternoon, Brianna Sullivan, City Government Affairs.

14:21

We have Sean Nelson online.

14:23

I said correct it.

14:24

Ms.

14:24

Nilson, go ahead.

14:54

Miss Nilson needs to accept the promotion to be promoted as a panelist.

15:00

Say it louder.

15:06

Ms.

15:06

Nelson needs to accept the promotion to be accepted as a panelist.

15:10

All right, Miss Nelson, accept the promotion and be accepted as a panelist.

15:14

So we can promote you.

15:38

Motion to bring this item back to the end of the agenda.

15:41

Discussion.

15:42

Chair recognizes Vice Chair Benson.

15:44

Motion to bring back line of 5.1 in one week.

15:46

So there's a lot of information.

15:47

I'd like to have an opportunity to meet with the actual department director prior to uh having discussion.

15:53

Second meet me be with him and have questions for him.

15:56

And you would like to have that before we move forward on this.

15:59

Okay.

15:59

The same.

16:01

Motion to bring back line of 5.1 in one week.

16:05

Is there a motion to bring motion?

16:12

Uh vote on a new business.

16:16

Mayor's office.

16:17

Uh petition of Greektown Neighborhood Partnership to request the Monroe Street weekends on July 10th, 2026 from 6 p.m.

16:24

until 11 p.m.

16:26

on October 3rd, 2026 at Greentown Monroe between Bobian and St.

16:32

Antoine.

16:33

Set up will begin at 6 p.m.

16:35

on July 10th, 2026 and completed by 7 p.m.

16:38

the same day.

16:39

Teardow begin at 6 p.m.

16:41

on October 3rd, 2026 to be completed by 11 p.m.

16:43

the same day.

16:45

Is there a motion to discuss lineup 6.1?

16:47

Discussion.

16:48

Discussion motion made our objections.

16:50

And then we'll discuss lineup 6.1.

16:53

Ms.

16:53

Fife.

17:17

Ms.

17:17

Fife is having some technical difficulties.

17:19

Can we please bring this item back as well?

17:22

We don't need to bring it back.

17:23

I just had some questions about construction and things that nature, that area, what's going on, and would this be impact or not, but we don't need to bring this back.

17:30

We can we we can move this forward.

17:31

She can just tell it to me with where it gets.

17:33

Oh, hold on, we got another discussion.

17:34

Um chair recognized Member Benson.

17:37

I'm excuse me, Member Miller and then Vice Chair Benson.

17:39

Go ahead, Mr.

17:40

Miller.

17:40

I have a con uh uh concern.

17:42

It's called Monroe Street Weekends.

17:44

Is Monroe Street in Greek town goes from Randolph to uh San Antoine, but it's only one one block, and I was just wondering.

17:53

Um, I know we're in the construction.

17:55

Are they having a festival and they're excluding the other blocks, or is Greek town really only this one block?

18:02

I mean, we are in partnership with them with the city, and I was wondering.

18:07

I mean, it's kind of it's kind of bold that they can't be included in the in the Monroe Street festival where everyone's celebrating.

18:17

So they're celebrating here.

18:19

The other blocks are not celebrating because they're closed, or there's no traffic is congested, is the streets are torn up.

18:26

And I realize this is uh a couple phases.

18:28

So I just have some questions.

18:29

I mean, I guess we can move it forward, but I do want to have this online discussion because our residents are calling regarding these businesses that was supposed to be opened up last year, and now we're looking at uh due to cost some additional cosmetics who might be to 2027 or even later on in the winter, we're gonna miss an entire season of walkable traffic, but they're proceeding with the festival, and I I know the first thing everyone says is when they signed off on it, but I'm just wondering where the accountability comes in on the city's part.

19:02

Through the chair, can we bring this item back to the end of the agenda, Miss Fight's joining on motion bring back line at 6.1 to the end of the agenda?

19:12

Motion oh six point, yeah.

19:14

Motion made on the objections.

19:24

Request to accept a donation for the construction of an elevated walkway with a brewer park.

19:29

The Cannes Field Consortium has awarded the city of Detroit Dereal Services Department with the construction of a new elevated walkway, various trees, and an outdoor classroom located in Brewer Park valued at 300,000.

19:43

There's no match requirement for this donation.

19:45

This is a non-cash donation.

19:47

Is there a motion to say line of 6.2 to formal session with recognition for approval be put on to do business?

19:52

Discussion.

19:53

Discussion chair recognized Vice Chairman Benson.

20:00

I'm looking at the window of this of the elevated walkway.

20:05

Is there anybody who can get some additional light on those?

20:11

Mr.

20:12

Weather up.

20:13

Good to see you, sir.

20:14

Go ahead.

20:15

Good to see you as well.

20:16

Alex Weatherup, Assistant Director General Services.

20:19

And through the chair to member Benson, I could not hear the question.

20:22

If you could repeat it or turn on your microphone.

20:26

The looking at the rendering on the elevated walkway.

20:33

So this is more like a rope bridge.

20:38

So through the chair, I have the same question myself.

20:40

I think this is gonna be a really cool addition to Brewer Park.

20:43

So the it's an elevated walkway.

20:44

It's 10 feet high at its highest.

20:56

They can do performing arts or open air classroom.

20:59

Um it's just to get people up kind of higher into the tree canopy, uh, just enjoy nature in a different way.

21:06

Right, and then how long will it be?

21:09

Um good question.

21:12

So the it's just a small part of the area on Brewer Park.

21:16

Um I can get the the exact dimensions, but it you know, it won't be too long.

21:22

There's already an existing kind of path loop there where Lamay that ends into the south end of the park.

21:28

Okay, um, and so it'll it shouldn't be too large, but I can get that measurement.

21:32

And then who's going to ensure the safety?

21:36

Once we have people 10 feet up, they fall.

21:38

That's a that's a liability, and then where's liability gonna fall on once we have this donation?

21:45

So through the chair, um, we don't anticipate it being uh, you know, it's not gonna be any higher than say the top of a jungle gym, uh a lot of our other parks, and it's gonna have that guardrail on it.

21:56

Um, so it it'll be the same as any other installation at any other city park.

22:00

Okay.

22:01

So the liability safety, just making sure that it's safe after 10 years.

22:05

You know, we checking on this.

22:07

Is somebody want to make sure that the ropes are not frayed, you can hold the weight.

22:11

Oh, absolutely.

22:12

So there's no ropes, it's just a a wooden, a full uh solid wooden walkway that just goes up to get up closer to the trees.

22:19

Uh, but our park development unit will treat it like any other installation at other parks um with uh inspections and and consideration for anywhere and tear.

22:28

Okay.

22:31

All right, and we have the expertise in house to do the inspections and safety checks.

22:36

Absolutely.

22:37

Okay.

22:39

Thank you.

22:40

All right, clear motion to sit line a 6.2 to formal session with recommendations for approval, we put on to do business.

22:47

Motion.

22:48

Motion made our objections.

22:50

Here to line a 6.2, we move the formal session with recognition for approval, we pronounce a new business.

22:54

We will now go back to line item 6.1.

23:00

Miss Sullivan.

23:08

Through the chair, we have uh speak up a little bit.

23:11

I can't hear you.

23:14

Through the chair, we have Miss Fife online.

23:17

Excellent.

23:18

Miss Fife.

23:22

Good afternoon, honorable body.

23:25

Um I apologize.

23:27

I had uh connection issues.

23:29

Could you please restate the question?

23:33

Good morning, Miss Fife.

23:34

How are you today?

23:36

How are you doing?

23:37

Good.

23:37

Thanks for joining us.

23:38

I was um as we begin to approve the petition for the Greek town neighborhood partnership.

23:43

It's going to be held on our July 10th through October, going into the fall season.

23:49

I noticed it was only between Monroe on Monroe between Bobian and San Antoine.

23:54

While we know that Greek town is essentially three blocks, I was wondering first, why would they proceed without the other businesses being open, or is this only this one block only considered Greek town?

24:08

Um I was there on Monday, my staff and I we toured it and we walked it and we realized they were in two or three phases.

24:15

And I guess someone made that decision to do it in three phases and make that one block the most important.

24:23

The other ones have been uh down, they've lost revenue, they're not even included in the festival.

24:28

And I was just wondering because my constituents, my residents are asking me about this, and the ones that patronize a couple of those businesses, they're just disappointed in the city's uh part in this being delayed when it was supposed to be open in the 20s 2027.

24:45

I mean 2025.

24:46

Now it's 2026, and for cosmetic reasons, I guess we're gonna go into 2027.

24:52

So we're having a festival.

24:53

Everybody's happy they're making money.

24:54

We're gonna be in the street on this brand new streetscape, but it's not complete.

25:00

Through the chair, I hear all of the concerns, and I don't have um an exact answer for you right now.

25:08

I do not believe Greek town is one block.

25:10

The construction schedule and why the other blocks are not included.

25:15

I do not have those answers.

25:16

I can reach out to the Greek town association and get those answers and get precise answers for you.

25:23

I don't want to speculate anything here as far as what's considered Greek town why the other blocks are not included in a festival, and when the actual opening will be, I can get those for you and get them back to your team.

25:37

I would like to have a meeting if possible.

25:39

So my staff will contact you to meet.

25:40

I like to meet with the Greek town partnership and DGC at the same time.

25:44

I just know that this is a festival, and we have festivals, is it's a great time.

25:49

We're spending money and we're celebrating, and it's beautiful there.

25:53

I've seen it one uh firsthand on Monday.

25:56

And I just was wondering um, with in good conscience, we're proceeding with the festival, and there is two additional blocks that's not included.

26:02

It's kind of like a slap in the face to two of them who keep their businesses in the city.

26:07

We want them to remain in the city, and I was just concerned.

26:13

Okay, through the through the chair, I will reach out to uh through uh myself and uh Malik's team, we will reach out to the association.

26:20

You said you want to meet with the Greek town association and did you say DEGC?

26:24

This is it's a partnership.

26:25

So if we're partnering with them, I mean, are we as a city saying this is okay?

26:31

Because to me it is not, and this is before my time, but I would like to know like why would they proceed with a festival and the other blocks aren't ready?

26:40

And a lot of times we have the people in positions that make the decisions and they're phased out, and we know a lot of times decisions are made because of money, and that's just what it is.

26:50

So we need to just put some eyes and ears on the timing of these other blocks because it apparently whoever made the decision to phase it out to push these other businesses back to the end of the year.

27:04

It's just not right.

27:06

Not when we're trying to keep businesses in Detroit.

27:09

And we have a DEGC, and I've I've already asked about funds to help them, but we're now we're celebrating.

27:14

We're celebrating, and there's people that's closing their businesses in Greek town right now as we speak, they're struggling to pay their rent, but we're proceeding with a festival, and we should be should be celebrating, and there's not a you should be celebrating with everyone as a city.

27:31

But thank you, Ms.

27:31

Fife for coming on today.

27:33

I know um you're over the events, but our department uh JBN, would you please get Ms.

27:39

Feist information so we can uh get the further answers that I can be?

27:43

I can uh I have a big meeting tomorrow right there on Jefferson.

27:46

I'm gonna be bombarded about this, but no one seems to care when we're taking these punches up here online, we're taking hits online in person because of decisions that's being made by people other than us.

27:57

And I ref and I refuse to take it alone.

27:59

I want to share it with everyone in this building when people are coming for us for the decisions that's being made, and we're being held accountable.

28:05

They should all have a piece of that.

28:09

Thank you, Ms.

28:09

Fife, through the chair.

28:10

That's all I have.

28:11

Thank you.

28:12

Uh I I just want to say I know these festivals also have economic impact in terms of people that go and shop and these type of areas and communities.

28:21

Uh, member Miller, did you want to bring this back in one week so you can have those conversations and have the information you need to be better ready to make a decision about this?

28:31

This is scheduled to take place July 10th through the chair.

28:34

Okay.

28:34

Um, and it's going on the entire summer.

28:36

So I um move forward discussion.

28:40

Chair recognizes vice chairman, Bedson.

28:43

Still have an additional week where you have another bite at the apple.

28:47

Yeah, you can still get this out by the 10th and have the conversation because I I'm interested in the security plan for this, just based on its location.

28:56

Okay.

28:57

And the uh experiences we've been having this past year.

29:03

So you want to read this back in a week.

29:08

All right.

29:09

Uh motion to bring back line item 6.1 in one week.

29:14

Are there any objections?

29:17

No, we're bringing back line out 6.1 or one week.

29:19

Oh, I also just wanted to say just FYI, the Greek Town Neighborhood Partnership has their own voting board as well.

29:28

All right.

29:30

We will now move on to member reports.

29:36

Chair recognizes vice chair report.

29:40

Chair recognize Member Miller.

29:43

Good evening.

29:43

Good morning.

29:45

Tomorrow's coffee with the councilwoman at Creek Cafe on Jefferson, 9 to 11 a.m.

29:51

That's 9 to 11 a.m.

29:52

at Cree Cafe at the intersection of Mon L.

29:55

I look forward to seeing those out who would like to have a conversation.

30:00

Once again, that's tomorrow, Friday, 9 to 11 a.m.

30:05

All right, excellent.

30:06

Yeah, I just wanted to say I just spent today at the 36th District 26th specialty court graduation ceremony.

30:17

Absolutely phenomenal.

30:18

We're talking about young ladies that have been through sexual assault, have been raped, been beaten, have overcome incredible odds to be able to uh overcome drugs, overcome alcoholism to be able to overcome all that, as well as young men and get their lives back on the right path.

30:34

I just want to give a very special shout out to uh Chief Judge McConaco as well as Special Court Judge Shannon Holmes for all the incredible work and the honor and opportunity for me to participate uh with that program.

30:45

Was able to shake their hands and give out gifts and rewards to them.

30:49

So that was a really good thing that I did today.

30:52

Uh and I look forward to, if I can get around to it, which I'm sure I will, look forward to attending the groundbreaking event for the Brennan Center in Rouge Park for Detroit Pistons and Councilman McCampbell for opening up a recreation center over there.

31:09

So congratulations to them.

31:10

And with that being said, without objection, neighborhood community service standard committee will now stand adjourned.

31:18

Very good.

Neighborhood Community Service Standing Committee Meeting - June 25, 2026

The Neighborhood Community Service Standing Committee met on June 25, 2026, with Council President Pro Tem Goldman Young, Councilmember Scott Benson, and Councilmember Renata Miller present, achieving a quorum. The meeting included public comment, approval of minutes, and discussion of several agenda items, including a residential parking permit area, a street festival petition, and a park donation.

Consent Calendar

  • Minutes Approval: A motion to approve the minutes was made and passed without objection.

Public Comments & Testimony

Five callers provided public comment. Key points included:

  • Caller 1: Expressed frustration that public comment was not left open for five minutes, referenced disturbing prior meeting involving houses purchased for solar, questioned the framework for the city's nuisance abatement property process, requested a copy of the current condemnation process, alleged waste, fraud, and abuse, and called for a health study in neighborhoods affected by solar projects. Provided contact information.
  • Caller 2 (Engine 534): Complained about secrecy in the nuisance abatement program, claimed the city and land bank are being sued for illegal condemnation, criticized council members for voting for it, accused the administration of lack of due diligence, violations of the city charter, and environmental neglect, and criticized DTE and solar projects.
  • Caller 3: Simply stated, "Please stop violating Detroit City Charter," then disconnected.
  • Caller 4 (Legendary Detroiter): Announced his candidacy for precinct delegate as a Republican, alleged election fraud by Janice Winfrey since 2020, claimed city council members were cheated in, and declared his intent to run for Michigan Senator.
  • Caller 5 (960): The caller identified as Cunningham, then a constituent (Rochella Stewart) asked about contaminated soil at demolition sites, the timeline for remediation, and the inability to purchase lots due to contamination. Also advocated for voting "yes" on the Wayne County Transit Millage and school proposals.

Discussion Items

  • Line Item 5.1 – Residential Parking Permit Area: The Municipal Parking Department presented a resolution to set a public hearing for a residential parking permit zone on 2nd Street at Peterborough Street. Councilmember Benson motioned to bring the item back in one week to allow further discussion with the department director. The motion was seconded and approved.
  • Line Item 6.1 – Greektown Neighborhood Partnership Monroe Street Weekends: The petition requested weekend closures on Monroe Street between Bobien and St. Antoine from July 10, 2026, through October 3, 2026. Councilmember Miller expressed concerns about why only one block of Greektown was included, while other blocks remained under construction and businesses were struggling. Councilmember Fife (online) echoed these concerns, noting delays in street construction and the exclusion of two other blocks. The committee initially motioned to bring the item back in one week, then after hearing from Ms. Fife, confirmed the motion to bring it back in one week for further information.
  • Line Item 6.2 – Donation for Elevated Walkway in Brewer Park: The Kresge Foundation (cited as "Cannes Field Consortium" in transcript) donated an elevated walkway, trees, and an outdoor classroom valued at $300,000. Councilmember Benson questioned the structure's safety and liability. Alex Weatherup from General Services clarified it is a solid wooden walkway, not a rope bridge, with guardrails, and will be inspected like other park installations. The committee voted to send this item to formal session with a recommendation for approval.

Key Outcomes

  • Minutes: Approved without objection.
  • Line Item 5.1: Brought back one week for further discussion.
  • Line Item 6.1: Brought back one week for additional information and a meeting with the Greektown partnership and DEGC.
  • Line Item 6.2: Sent to formal session with recommendation for approval.
  • Member Reports: Councilmember Miller announced a coffee event on June 26, 2026, at Cree Cafe. The vice chair reported attending a specialty court graduation ceremony.

Meeting Transcript

Neighborhood community service standing committee will now come into order with the clerk please call the roll. Good afternoon. Council President Pro Tim Goldman Young. Here. Councilmember Scott Benson. Councilmember Renata Miller. Mr. Chair, we have quorum. Excellent. All right. Um is there a motion to approve the minutes? Motions made are any objections. Here none of the bits will be approved. We have negative chairmarks. We'll now move to public comment. Do we have any in-person public comment? All right. Seeing none. All right, we will now go to virtual public comment. How many people do we have with the queue, Mr. Bo. Good afternoon, Mr. Chair. We currently have five individuals with their hand raised for public comment. All right, five individuals. Okay. Public comment is now closed. Public comment is now closed. Public comment. Is now closed. All right. Who here first in Q, Mr. Bo. Mr. Chair, the first caller. All right, two minutes. Good afternoon. And through the chair, may I be heard? Yes, you may. Oh, thank you. Um you you should at least leave it open for five minutes. You know, people don't you don't start on time, and so people should have a chance to to log in. Um your last meeting was very, very disturbing to me because many of the houses that I saw on that purchase agreement uh were houses that were also on a list of houses that were bought for the solar. I'm not sure what's going on here, but it's a little hanky panky going on here. And I'm wondering why the memorandum or the request for the framework for the city's nuisance abatement property is not with you. The the it's in the neighborhoods, and it seems that everybody else is driving this except for you, who are supposed to represent the neighborhoods. I think that you and Mr. Benson should put your heads together and think about how you're going to clean up the dirty dirt that you guys caused in the city. Why you're now in secrecy talking about the nuisance abasement pro abatement property seizure and condemnation process. I have asked for a copy of the current one.
