Now I want to focus the attention on the midterm elections.

There's no way that Janice Winfrey should be allowed to oversee Detroit, Michigan elections ever again.

She has been caught cheating, busted, busted, busted.

She's on Zoom lying about the sending you and the other members of uh no, I don't think you were there.

You and um the other council member from District 5 were not there when she lied in 2024 on Zoom at the Detroit Election Commission members.

She said she sent the findings on the allegations of voter fraud by anonymous citizen report to every member of council, uh mayor's office, Michael Edward Duggan was the mayor, and the law department with General Corporation Council, former Michigan Supreme Court Justice, Comrade Mallet Jr.

He is also a member of the Detroit Election Commission.

And what I found out is that absentee ballot fraud was committed in the years of 2020, years of 2020, 2022, and 2024.

Uh, but that hasn't happened either over here, at least not on my street on Apple between Joey and Oakman.

Uh and also I think more needs to be done as it relates to doing more to help people.

Because I know myself being a senior, I have big branches that failed that you know, I was hard on one side of my yard to even get in it because the branches are huge.

Uh so any assistance I can get would be helpful.

Uh also I think uh a greater effort should be made made to help the city of Detroit retirees.

I think regular that y'all make changes and stuff to benefit Detroit fire uh the police and fire, their retirees and keep people up to date.

Uh more should be done to help City Detroit retirees general fund employees.

Uh I I am also in favor of uh entertainment tax or downtown tax or what whatever to help do more with our resources and to defer some of our costs to some of our many visitors we have because when I go downtown to open the day for the tigers, it looks pretty bright down there.

And uh frequently I see they'd be drinking and doing a whole bunch of stuff in our city.

But why is it that some people were getting housing upgrades as part of this solar initiative when there was no community benefits ordinance process?

You have a duty under the charter to provide equality of opportunity and to treat people equally under the Michigan and U.S.

But uh I thought I read a news report that it was signed off on uh in 2025.

And Member Waters, since you're at large member, can you please get us an answer about why some people getting housing upgrades and the rest of us in the city are not when there is not a community benefits agreement in place for that?

I um I I like the person you've chosen for um to to represent the 7th district.

He seems to be knowledgeable, but I'm wondering why they're trying to hold it up, Mr.

I think it predates him.

And there's also a board that also needs to be filled, and it's called the Citizens Review Board, which consists of members from the community, of which I find we're lacking in representation.

Warwick asks a great question.

We seem to spend our tax dollars, our property tax dollars for things that seem to be improper.

Um, like uh, and this is the committee to see in see into that um our property tax is going to a corporate income tax fund.

I'm not sure how my tax dollars are can be considered income for someone else when um 42 million dollars of that money can be spent in our districts.

Another question was uh posed by your um representation of district seven was our quarters, and I've asked this question multiple times.

I'm wondering why or under what authority can we spend money cleaning up freeways when it's unconstitutional and against the charter, I would say if it's unconstitutional, it's illegal, and have our quarters and our children living in squalor.

We have dirty dirt holes all over the city, and we have Mr.

Benson on the rules committee talking about chaos.

I've never seen this city in this kind of chaos.

We have CVI members giving people diapers and money.

Don't we have an agency for that?

Um, I'm not sure what's going on here in the city, but I would say this is about the the most chaotic us.

Thank you so much, and thank you for joining us on short notice.

I just want to I know folks are working hard to get as much as possible up, but just if you can just give uh residents an expectation on when they may see uh their the tree debris picked up, is it that their next pickup or as um as soon as possible?

Uh I'll try to give a real honest uh response there.

16:31

Uh DPW in conjunction with the General Services Department, uh we have crews out uh that are working day and afternoon uh picking up the tree debris that uh been out there since the storm on uh on July 3rd.

Uh and and uh DPW and GSD kind of work hand in hand uh on the removal.

16:50

Uh when a tree uh falls, whether it's into the right-of-way or falls onto property, uh GSD's forestry division has to first come out and cut that tree into more manageable size, smaller, uh smaller pieces.

Uh and then at that point, DPW is notified.

17:08

We go out to the various locations to remove the debris uh that's been set at curb side.

17:14

Uh at last count, it's my understanding that GSD had received over a thousand uh costs uh related to uh potential tree damage uh from the July 3rd storm.

Uh we're out working every day.

17:27

I I can't tell you right now as to when all of the locations will be cleared, but I can assure you that we're gonna be committed along with GSD to being out there on a daily basis as well as on week in the debris.

I can also uh assure residents that uh no one needs to be concerned about uh about uh being ticketed for having uh any brush or debris in front of your curbside.

If the amount of debris is less than what our trash contractors are required to pick up on the normal schedule day, they'll pick it up.

But most of this debris tree debris is uh much a much greater volume uh than what our contractors are required to pick up, so it's ultimately gonna be picked up by either uh DPW general services crews.

Uh, I am just gonna ask for folks to be patient.

Uh, this is probably one of the biggest uh storms that we've had uh in several years, and it's it's gonna take us a little while uh to get everything up, but we're gonna keep working diligently until all of the debris is removed.

And I also just uh take the opportunity to let residents know that obviously all of the trees that fell weren't uh at weren't at um street trees.

Uh, we do recognize that some of the trees that fell were in people's backyards, and people and residents are going to be putting uh tree debris out at curb site.

Again, no one needs to be concerned about getting ticketed.

We are gonna pick everything up uh irrespective of whether the tree debris came uh from a tree that was located in the right-of-way or whether it was located uh in the rear on private property.

Um appreciate that information and the transparency.

I know that is quite a bit of uh there's a lot of trees and folks are working hard on that.

Uh just the one more question for myself.

Uh is the best way.

I know improved the choice the best way to report.

It's actually being uh it's actually being tracked through the general services uh department forestry division, and uh unfortunately I don't have that number.

But all of all of the tree related costs, because uh, you know, there may still be costs coming in related to uh trees that are uh blocking portions of the street that may need to be cut.

Uh so it's not just a matter of contacting DPW to come out always and just have brush removed.

So I think it would be preferred that we just route folks to that one number uh that the city has put out uh for any tree related issues.

I am just wondering if um there are just small limbs.

So I've seen you know, a lot of berm trees that lost a lot of limbs.

My tree in my front yard lost a lot of limbs that of course we picked up, but for berm trees, if there are a lot of small limbs that are in the street or if residents have put in the street now, will those be picked up by um priority waste, or is DPW helping to assist with just kind of cleaning the street?

Because I've had some people reach out to ask if the streets would be cleaned as a result of all of the um the tree limbs that are have fallen.

Uh so member Johnson, if if I understand understand you, I think you may be asking uh two different questions.

Uh and and if I if I miss uh understood your question, uh please correct me.

But relative to smaller amounts of uh tree debris or tree brush uh that might be set out at curb site, as long as it's within the parameters of what our contractors are required to pick up, uh as long as it's bundled and not less than uh not more than four feet in length, uh then that should be picked up by our trash hauling contractors, priority waste on the east side and uh waste management on the west side.

That should be picked up uh on the normal collection day.

Uh but as I mentioned earlier, if the amount is is greater than that, which is what we're seeing uh in a lot of cases, uh, then that's going to remain there until either DPW or GSD crews are able to get to those locations and get those removed.

Uh the the other point that I I believe that you were referring to, and I'm seeing this uh on my block, uh, is that a lot of uh a lot of pieces of of tree of brush or pieces of tree actually fell into the middle of the street.

Uh and I was out uh uh I think on the 4th of July, sweeping everything up in front of my street uh and getting it up.

Now we I and I I guess I'm gonna have to encourage uh residents uh uh to to take that particular approach.

DPW will be eventually back out, uh, do a second cycle of street sweeping.

Uh, but when we come through and do our street sweeping, for the most part, we're focused on removing debris uh that's closer to the curve.

That's where the sweeper brushes are.

22:42

So a lot of what I'm seeing is tree small pieces of tree debris that's actually in the center of the road in some cases, or actually spread out through the entire width of the road.

I I think the the the best approach in some cases over time, rainwater is gonna push that to the curb so it can be removed through a sweeping process.

But I I think the easiest and the the fastest way uh would be for residents to uh if they're able to to sweep that up or get it to the curb and then uh then it's at a point where it can be picked up by either DPW or our contractors.

So um I think I've experienced the same thing that you have on your block.

Um, but what I've seen is a fair amount of limbs that are at the curb, and I'm not sure if residents have pulled them to the curb.

Um so my question to you is are we asking residents to bundle them?

Because that is the the request or requirement for priority waste in order for them to be picked up, because I'm seeing small limbs um, but a fair amount of them that I think it would be helpful for an entity to come pick up as opposed to residents putting them in a yard waste bag or or if the request is to have them bundled, I just want to make sure we're communicating properly to residents.

So thanks for that that clarification and allow me to clarify.

Uh what I was trying to convey uh is that uh again we have two different levels uh of service as it relates to removing tree debris uh from curbside.

The contractors, if you want to uh potentially speed up the process and be assured that it's picked up on your weekly collection day, uh if it's if the quantity and the size is small enough whereby it can be easily bundled or even potentially put in the yard waste bags, you can do that and it'll be picked up uh by the contractor.

But if the volume is such or it's just too inconvenient to to bundle it, it can remain there and it'll eventually get picked up uh by DPW crews.

It's just that it may not occur uh on that weekly schedule on that next weekly schedule collection day.

Uh designated situations, you know, there might be some situations where there has to be a priority.

What areas would that be?

Uh through the chair member waters, we're really not seeing uh uh any one specific area of the city where we we saw uh really uh much larger, you know, uh occurrence of trees falling.

Uh you know, this the wind hit throughout the entire city, uh west, uh, east, north, and south areas of the city.

You know, we've seen areas uh throughout all all neighborhoods throughout throughout the city where tree damage occurred.

So uh I'm not aware uh of any area that appeared to receive a higher volume of damage compared to other neighborhoods throughout the city, if that's the question.

So I'm going to take the necessary uh actions and measures to address that situation. Now I want to focus the attention on the midterm elections. There's no way that Janice Winfrey should be allowed to oversee Detroit, Michigan elections ever again. She has been caught cheating, busted, busted, busted. She's on Zoom lying about the sending you and the other members of uh no, I don't think you were there. You and um the other council member from District 5 were not there when she lied in 2024 on Zoom at the Detroit Election Commission members. She said she sent the findings on the allegations of voter fraud by anonymous citizen report to every member of council, uh mayor's office, Michael Edward Duggan was the mayor, and the law department with General Corporation Council, former Michigan Supreme Court Justice, Comrade Mallet Jr. sitting right beside her. He is also a member of the Detroit Election Commission. And what I found out is that absentee ballot fraud was committed in the years of 2020, years of 2020, 2022, and 2024.
