0:00Denzel Anton McCampbell.
0:02Councilmember Letitia Johnson.
0:04Councilmember May Waters.
0:07Chair, you have a corn president.
0:08Thank you, Madam Clerk.
0:09And that'll move us on to approval of the minutes.
0:12Members of the community should have received the July 1st, 2026 minutes.
0:17And with that is their motion to approve.
0:20It's been a motion to approve sin.
0:22No objections that action shall be taken.
0:24For chair remarks, I would just say I know that there are still folks who are unfortunately still experiencing power outages throughout District 7 and throughout the city.
0:36If you are experiencing power out there and you do want a status update or need resources, please do reach out to my office.
0:49But want to make sure that folks are safe and have what they need.
0:53With that, we'll move on to public comment.
0:56Public requests for public comment will close at 15.
1:03If you are joining us virtually, please do use the raise hand function.
1:08You'll be called in order.
1:09We'll start with folks in the room and then move on to those who are joining us virtually.
1:14Seeing no folks in the room, um, we'll move on to Zoom.
1:17How many folks do we have so far?
1:20Currently, we have five hands raised.
1:23Let's start with our first speaker.
1:24Our first speaker is Black Bag.
1:27Crowley, good afternoon.
1:28You have two minutes.
1:34Councilmember McCampbell.
1:41Angela Whitfield Callaway, District 2 representative.
1:46I feel has abridged my rights to freedom of speech.
1:52So I'm going to take the necessary uh actions and measures to address that situation.
2:01Now I want to focus the attention on the midterm elections.
2:07There's no way that Janice Winfrey should be allowed to oversee Detroit, Michigan elections ever again.
2:16She has been caught cheating, busted, busted, busted.
2:21She's on Zoom lying about the sending you and the other members of uh no, I don't think you were there.
2:30You and um the other council member from District 5 were not there when she lied in 2024 on Zoom at the Detroit Election Commission members.
2:44She said she sent the findings on the allegations of voter fraud by anonymous citizen report to every member of council, uh mayor's office, Michael Edward Duggan was the mayor, and the law department with General Corporation Council, former Michigan Supreme Court Justice, Comrade Mallet Jr.
3:06sitting right beside her.
3:08He is also a member of the Detroit Election Commission.
3:12And what I found out is that absentee ballot fraud was committed in the years of 2020, years of 2020, 2022, and 2024.
3:27Umso in 2021, when your colleagues were re-elected.
3:40Thank you, next speaker.
3:43Our next speaker is William M.
3:46Commissioner Davis, good afternoon.
3:48You have two minutes.
3:55Okay, I'd like to remind everyone that the Rudy Malcolm's uh service is going to be this Saturday at St.
4:00Joseph Episcopal Church.
4:02Uh hopefully uh y'all could attend or send a representation or uh a resolution.
4:12Um I did call your office, and someone indicated they'd get back to me in three business days.
4:19Um Monday, when I did call, I know you have a speaker that came on and said that uh that they would be picking up a little bit more than normal for the um yard debris.
4:33Uh, but that hasn't happened either over here, at least not on my street on Apple between Joey and Oakman.
4:39Uh and also I think more needs to be done as it relates to doing more to help people.
4:46Because I know myself being a senior, I have big branches that failed that you know, I was hard on one side of my yard to even get in it because the branches are huge.
4:56Uh so any assistance I can get would be helpful.
5:00Uh also I think uh a greater effort should be made made to help the city of Detroit retirees.
5:06I think regular that y'all make changes and stuff to benefit Detroit fire uh the police and fire, their retirees and keep people up to date.
5:18Uh more should be done to help City Detroit retirees general fund employees.
5:23Uh I I am also in favor of uh entertainment tax or downtown tax or what whatever to help do more with our resources and to defer some of our costs to some of our many visitors we have because when I go downtown to open the day for the tigers, it looks pretty bright down there.
5:43And uh frequently I see they'd be drinking and doing a whole bunch of stuff in our city.
5:49So hopefully y'all have a good day and hopefully some assistance can come to more people.
5:55Thank you, thank you, Commissioner Davis.
6:00Washington is with us.
6:02Um, if there is a if there is any possible way that we can just get an update by the end of the meeting just on for DPW pickup.
6:13I know there's quite a bit out there to pick up, but just um some expectations there.
6:26I just want to note our next speaker has already spoken, Legendary Detroiter.
6:29So we'll move on to D DOT Mobility Access Ambassador Unpaid Cunningham.
6:35Brother Cunningham, good afternoon.
6:37You have two minutes.
7:00That number was made so you can remember it.
7:06Uh let me read off a little thing here.
7:12That is the book of wisdom.
7:14Proverbs 1816, a man's gift maketh room for him, and bringeth him before great people.
7:24Please note that you ride along with me and us, we provide the free bus tickets on board.
7:38We provide F R E free paper, low-income housing lists.
7:45And we chat with the people.
7:48All these council, we appreciate for doing bus ride-alongs.
7:55If you need a low-income housing list, and you want it mailed to your crib, again, you want it this low-income housing list mailed to your grandma, your auntie, your church, your organization, any address, attention, your name, you will call this number that I'm about to give you 855-646-7432.
8:23Again, that's area code 855-646-7432.
8:36They will mail you the list.
8:38Please pray for us as we pray for you.
8:44And everybody who hates hate without schism.
8:48Everybody who loves thank you, Brother Cunningham, and thank you for the information for all you do.
8:57Um, before we move on to the next speaker, please.
9:07Phone number in there, one two four.
9:09You have two minutes.
9:14Good afternoon, may I be heard?
9:19Um, I've called in a number of times now, and I keep asking the same question.
9:26And but I have not received an answer.
9:29And since we Detroit taxpayers are paying for some of this program, I think we deserve an answer.
9:40But why is it that some people were getting housing upgrades as part of this solar initiative when there was no community benefits ordinance process?
9:50There were no, there was no community benefits agreement.
9:55You have a duty under the charter to provide equality of opportunity and to treat people equally under the Michigan and U.S.
10:02So how is this possible?
10:05May I please get an answer to that?
10:08We all deserve an answer to that Detroit.
10:12Taxpayers and residents.
10:26But uh I thought I read a news report that it was signed off on uh in 2025.
10:34And I can't seem to find it by searching East Gride.
10:38Member Waters, can you help me with that?
10:40And Member Waters, since you're at large member, can you please get us an answer about why some people getting housing upgrades and the rest of us in the city are not when there is not a community benefits agreement in place for that?
10:56I would uh really appreciate an answer.
10:58I think people are due.
11:00It's not fair to address some people's questions and concerns with public comment and ignore others.
11:06So please don't ignore me because I've asked this question multiple times, and I think that uh we the people of Detroit deserve answers to that.
11:23I know you have called our office with a few questions, still working on that, but um we will try to get back to you as soon as possible.
11:36Our next speaker is Owner Papa.
11:39Hughes, good afternoon.
11:40You have two minutes.
12:01Uh yes, I had a troubles unmuting myself.
12:06Thank you for taking my call.
12:09And good afternoon, council member.
12:11I um I I like the person you've chosen for um to to represent the 7th district.
12:18He seems to be knowledgeable, but I'm wondering why they're trying to hold it up, Mr.
12:22Benson in particular.
12:25I think it predates him.
12:27And there's also a board that also needs to be filled, and it's called the Citizens Review Board, which consists of members from the community, of which I find we're lacking in representation.
12:41Warwick asks a great question.
12:44We seem to spend our tax dollars, our property tax dollars for things that seem to be improper.
12:50Um, like uh, and this is the committee to see in see into that um our property tax is going to a corporate income tax fund.
12:59I'm not sure how my tax dollars are can be considered income for someone else when um 42 million dollars of that money can be spent in our districts.
13:14Another question was uh posed by your um representation of district seven was our quarters, and I've asked this question multiple times.
13:27I'm wondering why or under what authority can we spend money cleaning up freeways when it's unconstitutional and against the charter, I would say if it's unconstitutional, it's illegal, and have our quarters and our children living in squalor.
13:45We have dirty dirt holes all over the city, and we have Mr.
13:50Benson on the rules committee talking about chaos.
13:53I've never seen this city in this kind of chaos.
13:57We have CVI members giving people diapers and money.
14:01Don't we have an agency for that?
14:03Um, I'm not sure what's going on here in the city, but I would say this is about the the most chaotic us.
14:11Thank you, Miss Hughes.
14:13I'll check in the freeway aspect as well.
14:22Our last and final caller is please answer my questions.
14:27Ward, we will we will get back to you for sure.
14:32All right, I'll attempt to answer her question.
14:35Uh first of all, um Ms.
14:37Warwick, if if you could call my office and give us the names and a contact number or email address for the people who are not receiving what they're supposed to receive as it relates to the solar projects.
14:51I would really appreciate it.
14:53Um I can't fight for them if I don't know who they are.
15:05And the other piece of it, community benefits um agreement, City Council, we did not do a uh community benefits agreement for the solar project.
15:16All right, then thank you, Mr.
15:19Thank you, Member Waters.
15:20And that'll bring us on to the end of public comment, but before we move forward in the agenda, we have been joined by Director Brunditch to answer the question around the tree uh debris removal.
15:34If we can around routing it now, Mr.
15:57Good afternoon, director.
15:58If you can just state your name for the record.
16:03Thank you so much, and thank you for joining us on short notice.
16:06I just want to I know folks are working hard to get as much as possible up, but just if you can just give uh residents an expectation on when they may see uh their the tree debris picked up, is it that their next pickup or as um as soon as possible?
16:26Uh I'll try to give a real honest uh response there.
16:31Uh DPW in conjunction with the General Services Department, uh we have crews out uh that are working day and afternoon uh picking up the tree debris that uh been out there since the storm on uh on July 3rd.
16:46Uh and and uh DPW and GSD kind of work hand in hand uh on the removal.
16:50Uh when a tree uh falls, whether it's into the right-of-way or falls onto property, uh GSD's forestry division has to first come out and cut that tree into more manageable size, smaller, uh smaller pieces.
17:05Uh and then at that point, DPW is notified.
17:08We go out to the various locations to remove the debris uh that's been set at curb side.
17:14Uh at last count, it's my understanding that GSD had received over a thousand uh costs uh related to uh potential tree damage uh from the July 3rd storm.
17:25Uh we're out working every day.
17:27I I can't tell you right now as to when all of the locations will be cleared, but I can assure you that we're gonna be committed along with GSD to being out there on a daily basis as well as on week in the debris.
17:43I can also uh assure residents that uh no one needs to be concerned about uh about uh being ticketed for having uh any brush or debris in front of your curbside.
17:54If the amount of debris is less than what our trash contractors are required to pick up on the normal schedule day, they'll pick it up.
18:02But most of this debris tree debris is uh much a much greater volume uh than what our contractors are required to pick up, so it's ultimately gonna be picked up by either uh DPW general services crews.
18:13Uh, I am just gonna ask for folks to be patient.
18:16Uh, this is probably one of the biggest uh storms that we've had uh in several years, and it's it's gonna take us a little while uh to get everything up, but we're gonna keep working diligently until all of the debris is removed.
18:28And I also just uh take the opportunity to let residents know that obviously all of the trees that fell weren't uh at weren't at um street trees.
18:37Uh, we do recognize that some of the trees that fell were in people's backyards, and people and residents are going to be putting uh tree debris out at curb site.
18:47Again, no one needs to be concerned about getting ticketed.
18:50We are gonna pick everything up uh irrespective of whether the tree debris came uh from a tree that was located in the right-of-way or whether it was located uh in the rear on private property.
19:02Thank you, Director.
19:03Um appreciate that information and the transparency.
19:06I know that is quite a bit of uh there's a lot of trees and folks are working hard on that.
19:13Uh just the one more question for myself.
19:18I know improved the choice the best way to report.
19:22Is there a phone number that folks could call as well?
19:26There is a phone number.
19:28It's actually being uh it's actually being tracked through the general services uh department forestry division, and uh unfortunately I don't have that number.
19:37I can get it to you uh before this uh before this meeting ends.
19:41But all of all of the tree related costs, because uh, you know, there may still be costs coming in related to uh trees that are uh blocking portions of the street that may need to be cut.
19:52Uh so it's not just a matter of contacting DPW to come out always and just have brush removed.
20:00So I think it would be preferred that we just route folks to that one number uh that the city has put out uh for any tree related issues.
20:05And I'll get that to you before uh before this meeting is over.
20:09Okay, thank you so much.
20:11Thank you, Director Uh Collis.
20:13Any other questions?
20:18Good afternoon, uh Director Brundage.
20:22I am just wondering if um there are just small limbs.
20:26So I've seen you know, a lot of berm trees that lost a lot of limbs.
20:32My tree in my front yard lost a lot of limbs that of course we picked up, but for berm trees, if there are a lot of small limbs that are in the street or if residents have put in the street now, will those be picked up by um priority waste, or is DPW helping to assist with just kind of cleaning the street?
20:52Because I've had some people reach out to ask if the streets would be cleaned as a result of all of the um the tree limbs that are have fallen.
21:03Uh so member Johnson, if if I understand understand you, I think you may be asking uh two different questions.
21:09Uh and and if I if I miss uh understood your question, uh please correct me.
21:14But relative to smaller amounts of uh tree debris or tree brush uh that might be set out at curb site, as long as it's within the parameters of what our contractors are required to pick up, uh as long as it's bundled and not less than uh not more than four feet in length, uh then that should be picked up by our trash hauling contractors, priority waste on the east side and uh waste management on the west side.
21:38That should be picked up uh on the normal collection day.
21:41Uh but as I mentioned earlier, if the amount is is greater than that, which is what we're seeing uh in a lot of cases, uh, then that's going to remain there until either DPW or GSD crews are able to get to those locations and get those removed.
21:55Uh the the other point that I I believe that you were referring to, and I'm seeing this uh on my block, uh, is that a lot of uh a lot of pieces of of tree of brush or pieces of tree actually fell into the middle of the street.
22:10Uh and I was out uh uh I think on the 4th of July, sweeping everything up in front of my street uh and getting it up.
22:19Now we I and I I guess I'm gonna have to encourage uh residents uh uh to to take that particular approach.
22:26DPW will be eventually back out, uh, do a second cycle of street sweeping.
22:32Uh, but when we come through and do our street sweeping, for the most part, we're focused on removing debris uh that's closer to the curve.
22:40That's where the sweeper brushes are.
22:42So a lot of what I'm seeing is tree small pieces of tree debris that's actually in the center of the road in some cases, or actually spread out through the entire width of the road.
22:52I I think the the the best approach in some cases over time, rainwater is gonna push that to the curb so it can be removed through a sweeping process.
23:01But I I think the easiest and the the fastest way uh would be for residents to uh if they're able to to sweep that up or get it to the curb and then uh then it's at a point where it can be picked up by either DPW or our contractors.
23:17So um I think I've experienced the same thing that you have on your block.
23:23Um, but what I've seen is a fair amount of limbs that are at the curb, and I'm not sure if residents have pulled them to the curb.
23:32Um so my question to you is are we asking residents to bundle them?
23:38Because that is the the request or requirement for priority waste in order for them to be picked up, because I'm seeing small limbs um, but a fair amount of them that I think it would be helpful for an entity to come pick up as opposed to residents putting them in a yard waste bag or or if the request is to have them bundled, I just want to make sure we're communicating properly to residents.
24:08So thanks for that that clarification and allow me to clarify.
24:12Uh what I was trying to convey uh is that uh again we have two different levels uh of service as it relates to removing tree debris uh from curbside.
24:22The contractors, if you want to uh potentially speed up the process and be assured that it's picked up on your weekly collection day, uh if it's if the quantity and the size is small enough whereby it can be easily bundled or even potentially put in the yard waste bags, you can do that and it'll be picked up uh by the contractor.
24:42But if the volume is such or it's just too inconvenient to to bundle it, it can remain there and it'll eventually get picked up uh by DPW crews.
24:52It's just that it may not occur uh on that weekly schedule on that next weekly schedule collection day.
24:59All right, thank you.
25:04Yeah, just a quick question.
25:06Are there any uh designated situations or area that are receiving priorities uh with uh cleanups?
25:17Uh I'm sorry, do the chair the member water can you repeat that question?
25:20Are there any designated uh priority areas that are receiving uh pickup cleanup?
25:29Uh designated situations, you know, there might be some situations where there has to be a priority.
25:37What areas would that be?
25:39Uh through the chair member waters, we're really not seeing uh uh any one specific area of the city where we we saw uh really uh much larger, you know, uh occurrence of trees falling.
25:53Uh you know, this the wind hit throughout the entire city, uh west, uh, east, north, and south areas of the city.
26:01You know, we've seen areas uh throughout all all neighborhoods throughout throughout the city where tree damage occurred.
26:07So uh I'm not aware uh of any area that appeared to receive a higher volume of damage compared to other neighborhoods throughout the city, if that's the question.
26:18All right, thank you.
26:21Thank you, Member Waters.
26:22Thank you, Director.
26:24Appreciate the information and all that the uh uh that you're doing and the workers are doing to ensure that this gets cleaned up.
26:34We'll get that phone number to you.
26:36That would be great.
26:40That'll move us on into the agenda for unfinished business.
26:44Um for 5.1 and 5.2, these are budget memos from my office.
26:50We have been in contact with the administration.
26:53Um, this should begin to us fairly soon.
26:56So for 5.1, is there a motion to bring back 5.1 in two weeks?
27:01It's been a motion to bring back 5.1 in two weeks, then no objections.
27:06The action shall be taken.
27:07And for 5.2, is there a motion to bring this back in one week?
27:13Motion.2 in one week.
27:17See no objections that action shall be taken.
27:20Moving us on to new business from the Office of Auditor General.
27:26Uh this is a report relative to the performance audit of the Detroit Board of Police Commissioners.
27:32Uh, we are working to get the best date that works for both the OIG, the OAG, the OCFO, and the uh Board of Police Commissioners.
27:42So is there a motion to bring back 6.1 in three weeks?
27:47It's been a motion to bring back 6.1 in three weeks.
27:50Seeing no objections, that action shall be taken.
27:56Moving us on to 6.2, uh under miscellaneous.
28:02This is from Russia Johnson's office.
28:05Summit uh memorandum relative to the request for fiscal analysis of the proposed resolution concerning property tax reductions.
28:14Um there a motion to discuss.
28:19Um defer to you on LPD.
28:25Good afternoon, uh city council.
28:27Um, please bring this back in two weeks, and we will be working with um the office of treasury and the OCFO's office to do this, but please bring it back in two weeks.
28:38Uh motion to bring line item six point two back in two weeks.
28:46See no objections, the action shall be taken.
28:52Now we'll move us on to member reports.
28:55Are there any member reports?
29:02Just want to let District 4 residents know that Occupy the Summer is coming to District 4 on Friday.

29:56And with that, uh seeing no further business before this committee, is there a motion to adjourn?
30:04This is Bill Bush to adjourn.
30:07This committee stands adjourned.
