Um, just for clarification, we did solicit this and invite priority as well as other waste management companies.

We received a number um five total uh responses um from various vendors that could provide this particular type of service, and um priority did not reach out to us, but just for clarification, we did do a um a best and final offer with the vendor that was awarded, and they did reduce their pricing in order to um meet and partner with the city of Detroit.

Is this the same GFL that did our uh uh uh waste and trash prior to the contract with priority?

I wasn't around at that time, so I would have to dig a little deeper to find out that information, but I was not aware of the uh prior um contract with the city of Detroit.

Then looking at the two funding sources, ESG as well as C D BG.

Uh this particular amendment is for services that we awarded uh the last previous year for um rotating uh shelter.

The services usually begin around October of October of every year.

Um this year we needed to add you are we lost you for I'm sorry I didn't hear you.

We had to ask the provider to extend services for us because of a weather um emergency.

We've had over 30 days of severely bad weather, and we asked them to stay open for two additional months, which they agreed to do.

So they are already awarded with ESG and C DBG funding.

We um are just um append asking for an amendment for the additional amount to cover their two months.

So this these two months were from 2026, but we're looking to pay for them now.

They are for 2026, but the service is over, the services end in the end of March.

So Cass Community So Social Services extended us to courtesy to stay open without having a contract, yes, sir.

So they basically banked the city during this time frame.

What they did, what they did was work with us in order to continue to provide the services under the um guise that we would bring this to city council for their consideration.

So they essentially banked the city prior to getting commitment on a contract, so they took it on good faith that we would pay that, correct?

This is uh um I'm I would hate to say common, but sometimes when we get situations like this, we do work with providers and ask them to um help us uh meet a directive or a need.

Okay, and then ESG stands for emergency solutions grant.

Okay, and then the situation where we're asking our contractors, especially our wraparound services to extend credit to the city of Detroit.

I mean, are we giving them any type of commitment that we're going to pay beyond a handshake in our previous relationship?

I mean, they were really going out on a limb if they're extending us for $54,000 worth of services prior to getting paid or even approved for this, and now being July, and this indicated this extended back during March and February.

I mean, that's it's a long period of time to go without getting paid for wraparound services.

How are we helping them to keep the lights on when they're extending us a line of credit, basically?

Cask community services is not unique in that they do receive other grants from the city of Detroit to provide uh like services.

Um they have a a year-round family shelter with us where they receive funding.

Uh they receive funding um for other activities that they run.

So they were able to, in their own um estimation, uh keep this uh particular service running for those additional two months.

I'm not sure when they submitted the invoice, but just my concern would be if you're if we're having our social service organizations and our human wraparound services provide credit to the city of Detroit, that really puts them in a disadvantage.
