20:00We did competitively bid this service, and I do not believe priority waste responded to the solicitation.

20:18We know we use them, of course, for uh traditional waste pickup for residential and some commercial service, but I don't know if they do um this kind of um waste the oil removal or not.
20:27Okay, if possible, could you let our office know if they do this type of removal services?
20:33Because I would be wondering why they wouldn't actually do it for discount.
20:38They've gotten a great contract from us and had it amended.
20:41So I think sometimes with the pull back on our contractors to maybe give uh a discounted additional service sometimes, we should seek those.

21:19We received a number um five total uh responses um from various vendors that could provide this particular type of service, and um priority did not reach out to us, but just for clarification, we did do a um a best and final offer with the vendor that was awarded, and they did reduce their pricing in order to um meet and partner with the city of Detroit.
21:51Okay, well, last question.
21:52Is this the same GFL that did our uh uh uh waste and trash prior to the contract with priority?
22:02I wasn't around at that time, so I would have to dig a little deeper to find out that information, but I was not aware of the uh prior um contract with the city of Detroit.

22:17Next time if the contract's bidded out, can we add that into it?
22:20And if priority can't do it, then we just don't need to use their services.
22:24Um I am not happy with priority, uh, especially when they got the contract, and they always bid low and come back with an amendment, which I don't necessarily agree.

22:34Um, so if they can't handle the full package, then we need to look for someone that can do everything because now we're sub contracting a portion of what we need, and they did not they're they're not able to handle it.

25:26Uh this particular amendment is for services that we awarded uh the last previous year for um rotating uh shelter.
25:36The services usually begin around October of October of every year.
25:40Um this year we needed to add you are we lost you for I'm sorry I didn't hear you.

25:52If you just repeat that let me try it again, thank you.
25:54We had to ask the provider to extend services for us because of a weather um emergency.
26:01We've had over 30 days of severely bad weather, and we asked them to stay open for two additional months, which they agreed to do.
26:10So they are already awarded with ESG and C DBG funding.
26:14We um are just um append asking for an amendment for the additional amount to cover their two months.
26:20So this these two months were from 2026, but we're looking to pay for them now.
26:29They are for 2026, but the service is over, the services end in the end of March.
26:35So Cass Community So Social Services extended us to courtesy to stay open without having a contract, yes, sir.
26:43So they basically banked the city during this time frame.
26:48What they did, what they did was work with us in order to continue to provide the services under the um guise that we would bring this to city council for their consideration.
26:59So they essentially banked the city prior to getting commitment on a contract, so they took it on good faith that we would pay that, correct?
27:09This is uh um I'm I would hate to say common, but sometimes when we get situations like this, we do work with providers and ask them to um help us uh meet a directive or a need.
27:20Okay, and then ESG stands for emergency solutions grant.
27:25Okay, and then the situation where we're asking our contractors, especially our wraparound services to extend credit to the city of Detroit.
27:35I mean, are we giving them any type of commitment that we're going to pay beyond a handshake in our previous relationship?
27:41I mean, they were really going out on a limb if they're extending us for $54,000 worth of services prior to getting paid or even approved for this, and now being July, and this indicated this extended back during March and February.
27:54I mean, that's it's a long period of time to go without getting paid for wraparound services.
28:00How are we helping them to keep the lights on when they're extending us a line of credit, basically?
28:08Cask community services is not unique in that they do receive other grants from the city of Detroit to provide uh like services.
28:16Um they have a a year-round family shelter with us where they receive funding.
28:22Uh they receive funding um for other activities that they run.
28:26So they were able to, in their own um estimation, uh keep this uh particular service running for those additional two months.

28:41Uh yeah, my question is um if you don't if you're not paying people for a long period of time, isn't it a violation of the prompt payment ordinance?
28:51Um through the chair, I'm not sure of that answer, but I can find that out for you.

32:24I'm not sure when they submitted the invoice, but just my concern would be if you're if we're having our social service organizations and our human wraparound services provide credit to the city of Detroit, that really puts them in a disadvantage.
32:38We are the ones with deep pockets.
32:39They typically are not and have other cash flow challenges.
32:42I just really would hate to see a day when they're extending us a level of credit, and we at this body have a challenge with that and do not want to approve services already provided prior to having city council approve that that's an inversion of the process, and one day it may not work out as well.
33:00Have we had a conversation about how to better protect our social service providers?
33:08Uh through the chair to council uh member Benson.
33:11Um I believe that there have been several conversations.
33:14Um some of our programming or providers who provide services like this.
33:19Um this is not the first time that we've had to ask for an amendment.
33:23So there are in-depth conversations with them pertaining to their ability their availability to pay for the services, and um usually we use that conversation to prepare documentation to bring to council.
33:39Um we had a lot of um NOFAs and RFPs out the last two months, and I believe this particular amendment just yet kind of in the fray a little differently than what we would have liked it to have been.
33:52Okay, and I'm hoping if I would see this as an opportunity for emergency contract.
33:58I think this will fall in line with ordinance in the rules.
34:02So my my concern is just not having the social service organizations placed at risk versus the city in a situation which has a deep pockets.
34:13If they're prepared to extend the credit, I appreciate that.
34:16I really think there should be something that protects them.
34:18I believe an emergency contract would do that in this situation.
34:22I also believe that's what the ordinance is for in spirit and in the letter of the law.
34:27So I'm hoping that we can do better to prove to protect our social service organizations.
34:33I appreciate them being prepared to extend credit to the city of Detroit, but I just think we're really putting them in a place of risk when it really should not be.
