Let folks know in District 2 that we are aware of um huge power outages.
And I'm going to ask one of my interns to please go and get the um wait a minute.
I got it.
So during my cheer remarks, um the Office of Councilmember Callaway has notified this morning, has been notified this morning of a power outage associated with a DTE substation in District 2.
Impacted communities across District 2.
Um, and there's several of them.
According to DTE, the outage is suspected to be the result of an underground cable failure.
DTE has established an internal incident command to manage the response.
DTE plans to deploy 14 large diesel generators to eight locations, which are currently being identified.
The generators will be used to restore power to affected households and businesses while crews investigate the cause of the outage.
DTE has not provided an estimated repair time for the re for the underlying issue, but anticipates restoring power through the generators by tonight.
Today has been designated as an extreme heat day.
DTE has identified customers considered most vulnerable and plans to contact them directly.
The company also plans to provide individual generators for customers receiving hospice care.
In addition, DTE will have community vans available for residents at Adams Butzel Recreation Center, which is located at 1050 Linden Street 48238.
And I'm also going to call DTE or have my staff to call DTE and ask them to make that service also available at the Northwest Activity Center, which is more um convenient for a lot of folks versus Adams Butzel on Linden.
So Ms.
JC, if you can make that phone call to DTE and ask him to set up the same services at Northwest Activity Center.
The Office of Councilmember Callaway will provide additional information as we receive it.

Um, I had with the court owed this girl, well, from the building that I used to say in it um 1730, Southfield.
And I say that 1003 there.
But what it was though, a lot of the girls that they're getting up in these buildings, you know, that girl is young enough to be my daughter, my daughter pass.
But what I was getting at is that she said that I called her her name, right?
But I didn't.
I said, which you know, uh everybody there calling her out of her name anyway.
But I said, which she said, she told Hood that I called her a B, but I didn't.
So I went to court for it.
The judge was Dave Judge Sabree.
He was wrong because I'm trying to get this eviction off of me because I didn't have no eviction.
I didn't.
So how in the daylights when the judge told me to move out on the 16th of March.
This was in 2004.
He told me to move out.
He even had a lawyer call me and verified, and I told the lawyer that I'd be out of here.
Just like that, you know.
Do you know that ain't no way in the world?
How did the judge write that in for me to be out?
And I was already out because I got out on the 14th.
She went down and put eviction on me on the 15th.

I don't know if we'll be able to resolve that here.
But what we'll do is um I don't know whose district you're in.

Uh respectfully asking the council when uh Mr.
Dabitch and his sons come to the council in regards to the mini market that he he wants to open up on uh Finkel in Wyoming.
Uh we're hoping uh my members and myself and also uh residents in this area was hoping that the council will uh support and let him get through the process with approval so that the mini market that he wants to open can become a reality uh as soon as possible.
We are a food desert, and it is needed in our area.
Also, we are uh having our annual event.
Uh our rise Detroit event, August 1st.
We're still in need of volunteers.
Uh it is gonna be free to the Metro Detroit area.
We're gonna be giving away school supplies, hygiene products, free haircuts, free hair braiding, bouncy house.
It's gonna be all type of family fun games.
It's also gonna be uh big with so we have some big wisp players, uh spades, checkers, dominoes, and just a day full of fun.
There's gonna be snow cones and it's gonna be popcorn and food.
We're still in need of volunteers to help us set up and break down our tents.
It's gonna be at 6451 Ellsworth.
That is at our Diva Community Park that we have created for our area.
So if you are able to volunteer, there are people on council, their council members who have my number that know how to contact me.

And it's funny you saying good morning to me, Niger Wolf Kawa.
You called me pretty much a liar not so long ago, and I'm still not over it.
So around November 9th, 2025, I made a post about a house in District 4 that needed to be torn down.
I was talking about the land bank, the house is very badly fire burned.
Um, and it's open to trespass.
So you said I'm reporting this now to demolition in the land bank.
I said thank you.
I appreciate it.
Keep me updated.
Right.
So that is an idea that you did not have on your own.
That's an idea about boarding up and uh getting rid of blighted blighted abandoned homes, and it's right down the street from Night Precinct.
And I came up with in my live video, I believe.
I said that the Fred Police Department should be riding around.
It's right down the street from the police department.
They should be riding around reporting these issues to B seed, uh, the the demolition department and just to the city in general.
So that is an idea.
You definitely will steal ideas from me.
That's why you have a law degree, and you're not a lawyer because you couldn't pass that bar.
So also I like to say I I stand to sit, I'll stand behind the sentiments of Brian Walker, Bobby uh Johnson, and anybody else who's called in about um Arvin Walker.
I believe he should be arrested.
And if he is not arrested expeditiously, you're not going to hear the end of Martin Walker for me on this uh platform of city council.
Also, I have a pothole, a sinkhole into my street.
And I, as a black black club vice president, president, whatever, can't get anything done about this.
Uh houses that are unboarded on my block, and I've been around the city getting aboard up, can't get anything done about that.
Very disappointed to see that.
Also, to Scott Benson, to give credit to the police when citizens are risking their lives to make the district that you represent that you get paid 105,000 for the last 12 years.
It wasn't 105,000.
That's what you get now, but you don't do anything about is preposterous.
How about that, Scott Benson?
The police wouldn't have known that there was a gunman if there was not civilians to babysit this person in this building, make sure he didn't leave and point them out and a woman with her children to have the courage to come forward.
Scott Benson, you are a sad excuse for a human being, let alone a politician.

Uh also, Member Miller, I would like to meet with you regarding the master plan update.
Uh someone from my black club told me he's been requesting repeatedly to meet with the master plan update people in our black club, and he doesn't get a response.
I also requested after I uh Miss Conarkey told city council they've been meeting with stakeholders.
I'm like, well, wow, that's interesting.
And then I asked, I wrote her and asked her who the stakeholders were.
She wouldn't tell me.
And then she said, Well, do you want to suggest some stakeholders like youth or senior citizens?
Which I am a senior citizen pretty much at this point.
And I said, How about the residents in the neighborhoods where they live?
We're the stakeholders.
And so there's very unequal treatment in this master plan update.
The people on the master plan advisory group for district five don't reach out to anybody to let them know what's going on.
And I just find this to be an extremely unfair process.
It's supposed to be inclusive and meaningfully inclusive.
The few couple meetings we got, sometimes they come out with short notice.
I missed one in December.
They don't even discuss what the current master plan is and whether we've achieved it.
And so, member Miller, would you please help us get the uh master plan uh people to meet with our block club?
So because uh they've been apparently meeting with other block clubs.
I also wanted to talk to you about a situation I discussed with Jerome Reed, and there hasn't been follow-up, and they also need clarity about whether people can have boards on their buildings or not, because there's a lot of people that have thank you, Miss Warwick.
And your hand was not lowered, but you're calling from multiple accounts.
The other account that you called from is you matter, and that hand is still raised.

Um, thank you, Joanne Warwick, for your insight on many issues.
And today I would like to thank you, uh, councilwoman for your courage.
And uh now you see how you pay.
Um righteousness does not come without some heaviness.
Um if we had more righteous people on the board, the committee, the um council, we we would have different results because much of what you identified yesterday in 8.10 is existent in a lot of what they do, and I have pointed it out to the council in that the 18 houses that they want to sell for a hundred and eighty thousand dollars to write were involved in the solar initiative.
They were also bought and paid for by the city who says that uh Starlight or Starcast or whoever they are bought it, and I don't believe that.
And I would need an investigation into DTE the day after you uh identify that Conrad Mallet is not up to the task.
Conrad Mallet should not be holding the position that he holds, nor should Mr.
Whitaker who comes with Mr.
Graham.
All of these people need to be identified and removed.
We had a a cause, a target to help ensure the people in the city of Detroit.
And it turns out that we don't benefit from it at all.
The people who don't even live in the city benefit from it.
That's why they smash up cars and um drive drunk and do all kinds of things because why not?
It's on the city, it's on the people's tab.
So yes, I'm I'm very disgruntled with how our tax dollars are being spent, but especially how our federal dollars are being spent.

Carol Hughes, that was an excellent point you made about the federal dollars.
Now what we got here in Detroit is uh city clerk and chairperson at the Detroit Election Commission that's on Zoom lying about the findings on the allegations of voter fraud by anonymous citizen report on April 25th, 2024 at the uh Detroit Election Commission meeting.
Uh Mary didn't show up.
Mary Sheffield, uh new mayor of the city of Detroit, she didn't show up, but Conrad Mallet was right there sitting right beside her when she said she sent the findings on the allegations of voter fraud by anonymous citizen report to every member of council.
That would include you, Andrew Winfield Callaway.
You didn't get it, but you ain't said nothing.
And then to the mayor's office.
Michael Edward Duggan was the mayor.
He didn't get it either.
His office told me that they didn't know anything about the report.
On the 20th of May, 2024.
And then the law department and Conrad was sitting right beside her.
The law department said they didn't know what I was talking about.
The findings on the allegations of voter fraud by anonymous citizen report.
And Conrad was right there sitting beside Janice when she lied.
Baldface, blue face lied.
And she's an independent.
Now that brings me to this.
I'm uh 93rd precinct delegate.
Soon to be the third precinct Republican delegate for the state of Michigan.
And um, y'all TDN, y'all gotta go all y'all that's T D and gotta get their phone out of Nini's way.
Uh that's my word.
And today, I'm gonna do whatever it takes.

Uh, through the chair.
A couple of things.
First, uh very happy to see some improvements, Mark.
I have advocated this is some sidewalks, and uh some new uh neighbors were nice and doing good things.
There's always room for approving.
I didn't want to take the time to acknowledge that.
Secondly, if you look at the word obituary, obituary is defined by people that speak about the good of someone, right?
As long as you are alive, you have to be able to accept criticism, feel pain, and all of the other things that make one alive.
So I think that's important.
Um I understand.
Thirdly, I'm not here to come down to destroy things or to mess people over.
Come to try to have perspective and inclusive perspective to open the minds and eyes up to the powers that be so that more people can have the results of these days.
And then lastly, when it comes out at DTE.
Oh my children, we enjoy going to Lavonia, right?
Who benefits most from DTE around the light sessions and everything else?
And so to continue to have our citizens losing power having other issues.
Where they um other jurisdictions are benefiting from these things and don't have the same issues.
I think that's a real issue there.
But uh, like a lot of the changes in the city improvements.
Um, you guys should keep those things up, continue listening to the community and um I have a blessed day.

Okay, I like to start off by wishing my grandson a happy birthday today.
Also to wish my brother happy birthday today.
Um to my sister.
My sister lives in your district, not far from a church I was at yesterday.
She's she lives on Harlow, and she's lost power three times in the last month.
This is crazy.
Um, I'm older than her.
In fact, I used to uh have investments in Detroit Edison way back when in the 1980s, back in the 1980s, Edison before they became DTE and what have you was talking about improving the infrastructures that about the need in the city of Detroit, you know.
Since that time, we've given them billions of dollars, billions of dollars, you know, continuously, and they have done a very poor job.
You know, perhaps we need to be looking at some type of way that we could sanction them for continuing to do deliver poor services.
I also, as always, I like to uh encourage everyone to listen to my sound of my voice to vote.
We need to make sure our voting numbers come up.
You know, we used to have uh have control, we used to have a lot of influence of who was you know who won the Michigan primary for president, you know, who won Michigan for presidential election, governor direct elections, US Senator election, you know.
Detroit used to have a lot of influence.
Detroit could regain some of that influence if we got more of our people to vote.
I'm sure both of you young ladies will encourage more people to vote.

I am a servant, and it gives me great honor to be able to serve the citizens of the city of Detroit.
And it I was truly blessed when councilwoman approached me about the position, because prior to being on the board, I assisted others outside of the uh privately at the board of review, so it allows me to expand on my experience outside of the board of review and to utilize my experience inside with the residents of the city of Detroit.
So it's great honor to be able to help people not only at the annual board of review with their assessments, but blessing people with the ability to be able to receive the tax exemptions.

We have monthly meetings, our monthly meetings, and we have our uh community outreach meetings.

What does that look like?
We'll go to maybe high open or to a center on the east side, but so on the west side, and we will have uh community fairs where there'll be other vendors.
Umne metro will be there assisting, they'll be actually taking applications, and then there will be a number of other vendors.
So we're there answering questions.
The assessors office will be there as well.
Do you all have a set schedule of those meetings and those outreach initiatives that you can share with the council on a regular basis?
I did not bring the schedule.
The meetings are the monthly meetings are on Thursdays at 11 a.m.
And they're via Zoom.

I encourage them to do both, but you have a passion for people.
Um not only do you know the process, you are thorough with the process, and you uh have empathy.
When our residents come before this panel, they're bringing their photos, they're bringing their receipts for everything they've paid for, and they just want to be properly dealt with.
And sometimes they're not heard.
So I just want to say thank you for the work you've already done, and I look forward to seeing you continue your service on the property assessment.

Line item 7.2 status of council member Renata Miller's memorandum relative to questions regarding the community advisory council.

I did receive uh documentation from LPD regarding my question, which was really simple.
Um, the CAC members authorized to pursue grant funding.
And I just wanted to say for the record that um I just wanted to quote into the record that the city charter, the community councils are shall receive no appropriations from the city funds, but may accept donations or grants in accordance with state and federal law.
It also states that any grants received should comply with chapter 17 article uh article nine of the city code, which requires approval of both city council and the director of the office of grants management prior to filing the application for a federal state or other grants.
And once the funding is received, it would be held in a separate fund managed by the city and every expenditure for goods and services purchased by the city in its agencies must be made in accordance with the city code and subject to thorough review processes established by the office office of the chief financial officer.
Lastly, CACs are required to keep a record and account for all monies received and paid that the CAC is subject to an audit by the attorney general, is in the best interest to aid the CAC in navigating the procurement process for any donated fund to ensure compliance with our applicable laws and regulations as the CACs are acting on behalf of the city.
So basically, prior to soliciting a grant, you should be uh meeting with the Department of Grants.
And once you receive, if you do, the city will have jurisdiction over it, and it must be approved by the council moving forward.

Um, it's with the same contractor.
My name is Robert Millennium, director of public safety IT.
Um, these contracts before you today represent what we call the digital evidence management system for body worn cameras and in-car video.
Body warrant cameras today are used by four of the city departments.
Our public safety police department, of course, uses both the NCAR and body warrant cameras.
D dot uses it for their security team.
Um, general service security uses it as well, and animal control.
So, what we did is the reason why we did it, we originally this contract before you day is just an extension, it represents a continuation of contract 60403, which was the original conference contract that covered body war and cameras for the city of Detroit.
These two contracts cover the materials and the services provided under that contract.
We separated out the contract, so we have one contract to 60607969, which covers the purchase only of hardware related to body warrant cameras and all that, and 607968 is for the actual services provided for body warrant cameras.
So that's what we have before you today.

This company is a Detroit-based company, and we have seen an increase in network equipment required for, like when DPD took over, when DPD transition of the DDC to DPD control from Wayne County, I'm sorry, from the state of Michigan.
They removed all of the equipment there, all the network equipment, all the communications equipment, and all the stuff from the building.
We had to subsequently go in there and reinstall and build the network for the prisoner intake side of it.
So that's what this contract helped cover, as well as is used by multiple city agencies.
When new rec centers come online, we buy network equipment for that and voice equipment for that.
So that's what this contract is before you today.
It's what it was quiet for and it was being used for.

The original contract was competitively bid out, and this company won by being a Detroit based company and providing excess service.
I think they've been a Detroit-based company for over 10-15 years.

Contract Verizon Wireless out of Basking Ridge, New Jersey upon contract uh contract period upon city council approval for a period of five years.
17 million dollars.

I just want to make sure one thing we have clearly understand about this contract.
That's not $17 million being spent over five years just for cell phones.
That's $17 million is being spent for data communications within public safety vehicles, DTE vehicle, missable, municipal parking vehicles, DD vehicles, and all that.
That's what this contract encompassed today.
It allows us to provide communications to all these type of vehicles over Verizon's LTE network.
And what happened with this contract is just so you know, is that through negotiation with OCP, we receive one signature of this contract, we'll see we receive $759,000 of immediate credits towards our Verizon bill.
And we're gonna receive a savings of 1.18 million over three years.
I mean, over three years and 1.9 million over five years.
The city plan was reduced by 37%.
It was originally from the original conception of our first contract verizon.
I mean, I'm sorry, the actual voice plan was 4599 originally.
It has been reduced down to 2885, which is a 37 percent savings.
The actual voice plans reduced from 3599 at the original contract inception to today to $30, and which is a 17% savings.
So that's what we're seeing today with this.
And it's not the same, it's a needed service.
As you know, communications for all the stuff that we have to do and provide high-speed communications.
It also serves as a means for all what we do today when the police cars.

It's basically it's a cellular-based network.
It's the actual communications media that is allowed that the LT network is just a cellular network, it's just a way of putting it in there.
It's actually an acronym specific name, and I will get the actual Pacific of that name to you.
But LT network is just a cellular network.
It's the actual what they call the communications over that network.
The communications media over that network.
So for 17 million over five years, and so we're like 3.4 a year, whatever that number is.
Why not just buy cell phones for everybody?
Why do we use it this way?
It's not just cell phones.
Remember, the LTE, the LTE is the communications that cell phones use as well as our data plans use.
So all this right there is going across to so in order for your cell phone to work.

So that the public understands.

I need them to understand why we're paying 17 million dollars over five-year period for what sounds like cell phones.

What's about 3.4 million a year?
Well, the value added is in whether it provides an application base.
When you're on a D dot bus today, eventually I don't think they're there, but eventually they're gonna have the ability for you to have Wi-Fi services on that DOP bus.
It provides you high-speed communication, so police when they pull you over, they're using that network to run the information about your license place to run the stop you there.
That may not be a value add for our but it's important.
So they so that they can get you on your way faster, they can get you on your way faster.
So the fire get to arrive at a location faster, is they have better community.
So let's talk about it in that.

So it helps you get it helps them get to you faster from an EMS standpoint.
When someone on your loved ones may be having heart issues and all those type of things, that network provides you the means to get that information back to the hospital.
So when you arrive at that hospital, they're providing the information to help your loved ones say get saved.
That's what this network does today.
It provides it.
You're not waiting.
So I have to run this information to you about someone about that from an EMS and a fire standpoint.
It allows me not to have to go call and hope you get the right information to a fire a fire vehicle to get there.
So that's what this network is providing us today and provides us with that.
Does this become our own proprietary network?
It's not our own proprietary network.
We share it.
You share in it, but we do, we get proprietary rights over that network.
We share with every other cell phone on there, but what they allow us to do, being a public safety entity, is public safety only, they give you proprietary service over that network.
So they say that when it's congested, this cell phone, this data network, this data service that's being provided, has the right priority over anything else on this network.
We use the same towers as any other cell phone does today.

Um they really didn't go to um the heart of the matters regarding the city um ability um and interest in recovering the cost.
Um I'm not satisfied with the answers that we received, so we're gonna send some follow-up questions to um the law department, but there needs to be member Benson to your point, larger conversations around this topic.
So then here's my suggestion.
Is a conversation with the law department to see if they have an issue with removing privilege?
If they don't, then we can have the conversation.
We can remove privilege, make the recommendation for a college removal privilege, and then have a conversation in this committee around that.
If they do have a an objection to removing privilege, then we can have something in closed session to discuss the opinion.
But I also I believe that this deserves a larger conversation.
This is we're really I'm gonna leave that up to my colleagues who have voiced their concerns, but I'm interested in finding out more as well.

I hope it passes through the House, and I'm hoping um that those folks who have been convicted of a felony um will have an opportunity to have all the DNA testing related to the investigation fully um identified and hopefully um um render favorable uh results for the defendant.
So that's why I support this bill and hope my colleagues will support it as well.

Um, so this is the reason why we're bringing it in front of the council uh for your approval as well to get eyes on all legal representation contracts from the law department.
Uh regardless of the amount.
So that's why this $15,000 contract is in front of you guys right now.

This is at the rates identified, $425 an hour for the attorney.

So we only think this will be less than one week's worth of work for this law firm.

I would defer it to the law department on a utilization of the firm.
And I'll often utilize them for the work that need to be done.
Um but it is a smaller, small contract for uh the representation of the bankruptcy issue, uh matters that's connected to the public nuisance cases that they have.
And so that's the information that I can provide at the time without the law department giving you more in-depth information on how they're gonna utilize the contract.
Okay, so I'm okay with letting this one go, madam chair, and I'll contact corporation counsel myself.
But I mean, just a contract this small, just it raises a red flag for me.

Um there will be 14 again large diesel generators to eight locations.
Um, those exact locations are being determined right now.
Um folks are expected to be to be brought back to power first by these generators while they investigate the failure, and this is coming from our um state representative Regina Weiss from District 5.

Um we want to thank everyone for coming out to the city's construction and demolition department meeting at the Palmer Park community building regarding the historic mural fountain restoration project.
We are moving closer to having the fountain um restored and relocated toward the pump station, which is right there at six right around six mile Covington and Woodward.
We're hoping that when you're driving down Woodward from the suburbs, that you'll be able to see the fountain up and running.
Um, and that is the goal to make sure that that mural fountain um is up and running.
We've been talking about it since 2022.
We have some funding and seeking additional funding to make sure that um we have one fountain in the community.
Um Kansas City has over a hundred and something fountains throughout the city, and most of our fountains are located downtown.
So we want folks in the neighborhoods to have a destination fountain in the neighborhood at Palmer Park where they can come and have prom send-offs, and they can have wedding destinations and other celebrations at a fountain in the community.

The Internal Operations Standing Committee of the Detroit City Council met on Wednesday, July 15, 2026, at 10:04 AM. The meeting covered a wide range of items including contract approvals, settlement authorizations, a reappointment interview, and updates on a major power outage in District 2. The committee also received public comments on various community issues.
Public Comments & Testimony
- Charlene Brawless (in-person) raised concerns about an eviction and court proceedings; Councilmember Miller’s staff spoke with her afterward.

Councilmembers questioned why a Detroit-based firm wasn’t used. Item 8.5 ($450,000, Robert Gross vs. City) was held for one week at Councilmember Benson’s request due to questions about bus camera video. Item 8.22 (cost recovery questions) was received and filed, but Councilmember Callaway indicated dissatisfaction with answers and planned follow-up.
- Workforce Quarterly Reports (Item 8.24): Requested by Councilmember Waters. The item was brought back after recess due to timing.

Impacted communities across District 2. Um, and there's several of them. According to DTE, the outage is suspected to be the result of an underground cable failure. DTE has established an internal incident command to manage the response. DTE plans to deploy 14 large diesel generators to eight locations, which are currently being identified. The generators will be used to restore power to affected households and businesses while crews investigate the cause of the outage. DTE has not provided an estimated repair time for the re for the underlying issue, but anticipates restoring power through the generators by tonight. Today has been designated as an extreme heat day. DTE has identified customers considered most vulnerable and plans to contact them directly. The company also plans to provide individual generators for customers receiving hospice care. In addition, DTE will have community vans available for residents at Adams Butzel Recreation Center, which is located at 1050 Linden Street 48238. And I'm also going to call DTE or have my staff to call DTE and ask them to make that service also available at the Northwest Activity Center, which is more um convenient for a lot of folks versus Adams Butzel on Linden. So Ms. JC, if you can make that phone call to DTE and ask him to set up the same services at Northwest Activity Center.
