Duluth City Council Agenda Session and HRA Personnel Committee Interview

- Mariah McKechney: A local business owner and downtown redeveloper, expressed passion for housing and a balanced vision of practicality and dreaming. She has a high risk tolerance and is interested in redevelopment opportunities.
- Michelle Reeves: An economic development consultant with 20+ years of experience in land use, real estate, and adaptive reuse. She emphasized Duluth's potential to become a leader in addressing housing affordability before the problem becomes intractable. She noted her work in Portland and South Lake Tahoe.
- Both candidates were asked about their backgrounds, potential conflicts of interest, and scheduling availability. McKechney noted occasional travel conflicts. Reeves acknowledged she sometimes travels for work.
- Councilor Nephew (an HRA member) asked about their comfort with risk in redevelopment. Both expressed support for taking calculated risks to bring new housing types and funding tools. McKechney said she is not afraid to ask hard questions and make big moves. Reeves highlighted the need for diverse typologies and creative financing.

Resolution 991 – Proposed Changes to Council Standing Rules (7:00 PM – 8:30 PM)
- Vice President Nephew introduced a resolution to amend council standing rules, aiming to eliminate Thursday agenda sessions, move all questions and discussion to Monday regular meetings, establish study sessions (open and recorded) for in-depth topics, and modify public comment provisions.
- Vice President Nephew’s rationale: To increase transparency by having all substantive debate occur at the public Monday meeting, and to allow for longer study sessions on complex topics (e.g., DTA, skywalk study). He noted that new councilors were consulted and supportive.
- Administrator Staling committed to having directors present at Monday meetings to answer questions and make presentations on pulled consent items. He supported study sessions as a tool for deeper dives.
- Councilor Awall expressed concerns about losing the deliberative space of agenda sessions, especially for neurodivergent members needing time to process information. She suggested a possible alternative: moving agenda session to the Monday one week before the vote.
- Councilor Forsman asked about the logistics of study sessions and whether a firm deadline for agenda items could be established to ensure adequate preparation time.
- Councilor Randor raised questions about how late-added items would be handled (e.g., the resolution itself was added at 11:00 AM on Thursday). He also noted that the proposed rules removed the ability for councilors to communicate via the clerk’s office for non-discussion announcements; Administrator Staling said he would review open meeting laws and amend the proposal.
- Councilor Durwachter questioned the timing of the change, suggesting it should be deferred to January so the three new councilors could vote on it. Vice President Nephew argued that implementing the new format for the new year would provide consistency. Councilor Durwachter also worried about an increase in late pulls from the consent agenda.
- Councilor Kennedy asked whether staff would also be subject to the same deadlines for submitting late items; Administrator Staling agreed that would be appropriate.

- Councilor Awall revisited the history of public comment, noting that previously comments were allowed before each agenda item; she suggested that format might be more effective than the proposed split.

Library Relocation Inquiry
- Councilor Randor asked about reports of a potential library move. Administrator Staling confirmed that the administration had looked at one property as part of preliminary exploration of options for the downtown library, which has aging facilities and behavioral concerns. He emphasized that it is extremely preliminary, with no plans or studies yet. He committed to bringing the council and community partners (e.g., library foundation, board) into the process if the idea progresses.

Nobody knows. Now it's like a dirty moment. Yeah, but you drove by, and I was like, that's Roger. I have to tell her tonight that we argued over whether it was green or yellow. Oh, that's so funny. Nobody knows yet. Hello, folks. Sorry, we're gonna start the personnel committee interview in 30 seconds. We did the last minute. I think we didn't know what I'm saying. All residents and of the community, the HRA will work uh to achieve excellence in property we own and manage and in programs and services we provide through the efforts of the board staff clients, the Duluth HRA will take pride in being amongst the best and highest performing housing agencies in the nation. Um thank you so much, both of you, for coming here to do um interviews with us. This is really um more informal just for the council to be able to get to know you and ask questions. I have a set of pre-listed questions that I will go through first and then we'll open it up for counselor questions. And of course, my name is Ezra Nowell, I serve as an at-large city counselor for the city of Duluth. Um, and I'm honored that on potentially my last council cycle, I get to interview uh both of you. Um okay, so before we begin, if you wanted to introduce yourselves and how you would like me to address you, um, that would be great. Sure. Well, you can call me Mariah. Um pronouns. Um I'm a local business owner, and I uh own uh multiple businesses, all located in downtown Duluth, just a couple of blocks away. Uh I have lived in Duluth for going on 13 years. Uh but I have had a long time love affair with the city, and I'm so happy to call it home. And uh I'm very involved in several city or several boards and local community organizations, and I I just have a strong passion for giving back to the places that I love. Thank you so much, Miss McKechney. Yeah, or you or Mariah. Thank you, Mariah. Uh I'm Michelle Reeves, and I'm an economic development consultant. I'm new to Duluth in terms of living here, so I'm having the joy of renovating it. And I have found an amazing floor guy if anybody needs a recommendation. Um but I have worked in Duluth since 2014, and I started in the craft district. I've done projects in Spirit Valley and downtown. Uh, but I I worked quite a bit off and on in the the craft district. So I'm pretty familiar with the city to the point where uh I was like, yeah, I wanna I want to move here. Uh and a lot of the reasons I want to move here are actually tied to some of the questions you're probably gonna have about housing. But I do economic development work around the country, predominantly in mixed-use districts and districts that have commercial infrastructure, although housing is an economic development issue in every single city in this country, some more than others for different reasons. So I get pulled into that all the time in all kinds of different ways. Thank you so much, Miss Reeves. Um before I start my list of questions, since we have two interviews today with about 10, maybe we can go a little over, but we're gonna keep it pretty concise.
