We also feel like it's really important in our stakeholder involvement as well as the staff that's working on it to have that natural resources perspective.

I mean, you know, typically like more detailed environmental studies have a high level of stakeholder involvement and want to know what that looks like in in this project.

Um we as we kick off the the process, we will start to understand more of what that looks like.

Um we are very dedicated to having um a very robust um public involvement process um with stakeholders.

Um one thing we did put in the proposal just to make it clear for everybody that um that was putting in bids is that we will have um a steering committee just that will uh represent a broad array of diverse interests.

And that that is really a group of stakeholders that's not intended to make any final decisions, but to help guide the process of that public input to help us reach people and to help us really understand the site and the project in depth.

And then as I said, um as the contract as we get the contract executed and move forward into actual project planning, we will know more what that will look like after we start to work with Bolton and Mink.

Bolton & Mink Land Use Study RFP (Items 2–3)

Staff from planning, economic development, natural resources, parks, and engineering independently scored proposals. The selection committee comprised six or seven people. Bolton & Mink will subcontract a marketing firm (LoSai) for commercial/residential analysis. Councillors asked about:

  • The environmental review process. Staff responded that an EIS might be triggered later, depending on development size and type.
  • The formation and purpose of a steering/stakeholder committee. Staff clarified the committee is the same entity, intended to guide public input, not make decisions. Composition and size are pending.
  • Plans for a technical advisory committee. Staff indicated it is likely, including recreation specialists.
  • Communication with the council. Staff will provide updates via email and at council meetings.

LexisNexis Risk Solutions Amendment (Item 11 – pulled from consent)

Police Chief Sanoa began with a statement on a drug enforcement operation the previous day (24 arrests, 10 search warrants), emphasizing it was not an ICE operation and that Duluth police enforce only state and local laws. He then addressed the contract amendment, which consolidates two existing subscriptions (Accurant Virtual Crime Center and Tracks) into one agreement. Councillors raised concerns about:

  • Potential for data misuse, ICE access, and racial/socioeconomic bias. The chief stated that only four personnel (civilian intel analyst and records manager) can access the system, data is stored locally, usage is audited, and officers do not have direct login. He declined a suggestion to allow ACLU review of contracts, citing existing transparency through council and the Civilian Review Board.
  • The tools are used to link suspects, locate witnesses, and support investigations of violent crime, drug trafficking, and child pornography. Data is corroborated before use.
