Think of it as a uh it's a structure of interconnected steel boxes, two-story that are built specifically for direct fire contact, and it'll allow us to do some things we can't currently do.

Edmond City Council Meeting – December 8, 2025

The Edmond City Council met on December 8, 2025, to conduct routine business, receive reports, and consider a development proposal. The meeting included appointments, consent items, public hearings on a budget amendment, a Community Development Block Grant (CDBG) annual report, and a proposed assisted living facility (Arisewell Residences) requiring multiple variances. All votes were 5-0 unless noted.

Consent Calendar

  • Appointment: George Derry Myers appointed to the Kickingbird Golf Advisory Board for a term expiring June 30, 2027 (unexpired term of Rick Lashley).
  • Public Works Authority Consent Items: Four items approved unanimously.
  • City Council General Consent Items: Items 7A–L approved, with item I (Live Fire Training Center) pulled for individual consideration. (Item I discussed under Discussion Items.)

Public Comments & Testimony

  • Cody Boyd (230 East 7th, Edmond), Vice Chair of the Citizen Participation Committee, commended CDBG staff for financial management and empathy, emphasizing the program's role in preserving affordable housing and preventing gentrification. He noted that 27,000 individuals were served over five years with nearly $3 million in spending.
  • Taylor Wilson (no address given) during the Santa Fe/Mill Valley public hearing recommended that the Council support staff by denying the water main exemption variance.

Discussion Items

  • Live Fire Training Center (Item I): Chief Terry S. W. presented a proposal from Lone Star Tactical Buildings for $487,256.06 to construct a steel-box structure for real-fire training with minimal ongoing costs. Council approved 5–0.
  • Budget Amendment (Item 9A): Transfer of $38,725 from the city manager’s office to the city council budget to cover salary and benefits for a newly appointed assistant to the council, effective January 1, 2026. Approved 5–0.
  • CDBG CAPER Report (Item 9B): Christy Batterson, Director of Housing and Community Resources, presented the Federal Fiscal Year 2024 Consolidated Annual Performance and Evaluation Report. Key statistics:
    • Budget: $637,958 (allocation $537,958 plus $100,000 carryover); actual expenditures $620,783.
    • Served 27 individuals in housing programs: 6 owner-occupied rehabilitations, 6 home buyer assistances (down payment only, up to $14,999), 5 weatherization assessments, 10 neighborhood tree removals.
    • Public services (via five nonprofits) served over 4,300 individuals.
    • Over the five-year consolidated plan (2020–2025), nearly $3 million spent serving 27,000 Edmond residents.
    • Program administration was 16% (under the 20% max), allowing more funds for housing activities.
    • Council members praised the program and clarified that all services are within Edmond city limits. Approval 5–0.
  • Santa Fe and Mill Valley Development – Arisewell Residences (Item 9C): Proposed two-story assisted living facility (two buildings, ~9,200 sq. ft. each, total 32 beds plus staff) on approximately 3 acres at the northwest corner of Santa Fe Avenue and Mill Valley Boulevard. Four variances requested:
    1. Site triangle: Reduce 25-foot sight triangle at intersection to accommodate stormwater infrastructure. Planning commission approved 4–0.
    2. Driveway separation on Santa Fe: Reduce from 325 ft to 313 ft from Mill Valley and 193 ft from Bighorn. Planning commission approved 4–0.
    3. Driveway separation on Mill Valley: Reduce from 150 ft to 141 ft from Santa Fe. Planning commission approved 4–0.
    4. Permanent dead-end water main: Planning commission denied 0–4. Applicant David Jones (Orion Group) explained alternatives to avoid a dead-end, either extending the line to connect to an existing line on Silver Fox Drive or shortening the line with service connections to prevent stagnation. Median cut-through request to Mill Valley HOA was unsuccessful. Council voted on each variance separately:
    • Variance 1: Approved 5–0.
    • Variance 2: Approved 5–0.
    • Variance 3: Approved 5–0.
    • Variance 4 (water main): Denied 5–0.
    • Site Plan (SP 25-00012): Approved 5–0, excluding the water main variance.
    • Preliminary Plat (PR 25-00009): Approved 5–0, with variances 1-3 as approved.

Key Outcomes

  • All consent items and most motions passed 5–0.
  • Water main variance for Arisewell Residences was denied 5–0, and the site plan and plat were approved conditional on omitting that variance.
  • Budget amendment and CDBG report approved.
  • Live Fire Training Center agreement approved.
  • Executive session held; no actions reported.
