We honor, respect and acknowledge Elkrow's first inhabitants, the Plains Maywalk, who lived as sovereign caretakers of this land and these waterways since time immemorial. We commemorate and advocate for the descendants of the Wilton Rancheria tribe, the only federally recognized tribe in Sacramento County, who endured because of the bravery, resiliency and determination of their ancestors, tribal members and leaders. The Elkrow Planning Commission welcomes, appreciates and encourages participation in the meetings. The Commission reserves the right to reasonably limit the total time for public comment on any particular notice agenda item, as it may be necessary. The Planning Commission cannot take action on non-agendaized items raised under public comment until the matter has been specifically included on an agenda as an action item. Committee by point one is Municipal Code General Plan Amendment flood control prevention. Good evening Planning Commission. Sarah Kirchgesner planning. The proposed project includes general plan amendments and municipal code amendments. They are text amendments would provide exceptions to allow for the construction of non-habitable structures and public infrastructure such as trails, non-habitable maintenance facilities and similar equipment to be located within the 100 year floodplain on a case by case basis when such construction would not result in upstream or downstream impacts. The amendments consist of revisions to Title 16 as well as Title 23 specifically Chapter 1650 and 23100 as well as concurrent revisions to the general plan. The need for the proposed amendments was identified while reviewing a capital improvement project and as part of the hydraulic analysis it was determined that the project wasn't able to meet the current regulations. Pursuant to the current municipal code no increase in water service elevation is allowed
