The Planning Commission cannot take action on non-agendized items raised under public comment until the matter has been specifically included on an agenda as an action item. Will the clerk please call the first item 5.1, the Birchway Apartments. Birchway Apartments Project Peel in G24. Good evening, Commissioner. Sarah Kirchgesner, Planning. The project is a major design review and district development plan design review for a new multi-unit residential development consisting of 276 units as well as additional site improvements. The project site is located at the southwest corner of Big Horn Boulevard and White Lock Parkway within the Laguna Ridge specific plan area. No buildings or trees exist on the site. Single unit residential development is located to the west north and south of the project site. To the east is vacant land owned by the Los Rios Community College District and Pinkerton Middle School Consumers Oaks High Schools located to the northeast of the project site across White Lock Parkway. The general plan identifies the site for community, excuse me, for community commercial as well as the shopping center zoning district. The site also has the multifamily overlay zone on it which allows for a density range of 15.1 to 40 dwelling units per acre. The project's proposed density is 28.6 dwelling units per acre and the project is consistent with general plan policies. The 276 unit apartment project will have seven three-story buildings. The project includes a mix of one, two, and three bedroom configurations. Each apartment unit will feature a full kitchen, dining area, living room, bedrooms in unit washer and dryer as well as indoor storage. The project was reviewed under the RD-25 development standards because of the overlay zone. The design review for district development plan would set the development standards for the site. It is consistent with the municipal code and design guidelines. Here is the proposed site plan. Access to the site is available from White Lock Parkway and Bighorn Boulevard on the north and east sides. Primary vehicular access will be from a gated entry on Bighorn Boulevard and the secondary access will be from a gated entry on White Lock Parkway at the northeast corner of the site. A clubhouse and adjacent amenities are proposed to be the focal point from the Bighorn Boulevard entry. Amenities include a gym, pool, spa, outdoor dining areas as well as a sports court and a small dog park. Here are the project elevations. The proposed architecture is compatible with the surrounding area. The elevations feature a repeating grid with alternating building materials, scoring and colors that create shadowing and interest. The building bases are defined by horizontal stucco and brick veneer bands offset with tower projections. Building materials will include stucco, horizontal and vertical brick veneer, wood texture, horizontal lap siding, painted brackets and frames, a standing seam metal roof and asphalt shingle roof. Body building colors will be earth tones with contrasting roof and window frame colors. No further environmental review is required pursuant to state CEQA guidelines section 15162 and 15183. Staff recommends that the Planning Commission adopt a resolution finding the project except from CEQA and approving the major design review and district development plan design review for the project subject to the findings and conditions in the draft resolution.
