El Paso Mass Transit Department Board Meeting - April 1, 2026
The El Paso Mass Transit Department Board convened at 11:50 AM on Wednesday, April 1, 2026, with Chair Bernard Johnson presiding. Board members present included Chavez, Maldonado Rocha, Boyar Trejo, Nino, Fierro, Limon, and Canales, with Acevedo joining via video conference. The meeting included one public comment and the unanimous approval of a consent agenda.
Public Comments & Testimony
- Mr. Jose Gaston Barriga criticized the transit system for failing to safeguard employees, passengers, and infrastructure. He cited safety lapses including fires and a lethal explosion at the maintenance facility that claimed a worker's life, high turnover, and a lack of oversight due to no city auditor investigating these events. He argued that management is penalizing ridership through the Sun Metro Rise initiative, which requires passengers to walk longer distances to stops, and described this as unacceptable for those dependent on the service.
Consent Calendar
- The board approved two items on the consent agenda unanimously (motion by Fierro, second by Limon):
- Item 1: Meeting minutes.
- Item 3: Resolution to sign an interlocal agreement with El Paso County and the El Paso Area Transportation Services to fuel vehicles used by the El Paso Transportation Authority from the city's compressed natural gas fueling facilities.
Key Outcomes
- The board approved the consent agenda unanimously, with all voting members (including Acevedo) voting aye.
Meeting Transcript
By the honorable mayor Bernard Johnson. Thank you. Good morning. Good morning. Thank you all so much for having us here. I want City Council meeting to conduct the Mass Transit Department Board. All in favor? Anyone opposed? The meeting is in recess at eleven fifty A.M. Good morning. This is a meeting of the El Paso Mass Transit Department Board for Wednesday, April first, twenty twenty six. It is now eleven fifty a.m. Present and presiding as board chair Johnson. Also present in council chambers are board members Chavez, Maldonado Rocha, Boyar Trejo, Nino, Fierro, Limon, and Canales. Board Member Acevedo is joining us via video conference. There is public comment, sir. And it is Mr. Jose Gastón Barriga. And his topic is the irony of San Metro Rice, decreased safety and increased burden. Okay. Good morning. Good morning. Good morning. So Metro is current currently a transit system failing in its fundamental fundamental obligation to safeguard his employees, his passengers and infrastructure infrastructure. We have witnesses appelling safety lapses, including fires and a lethal catastrophic explosion at the maintenance facility that claimed the life of workers. Furthermore, high turnover rates and a hazardous environment has compromised the safety of both vehicle operators and the surrounding pedestrians. Despite these disasters, there is a glaring light of oversight because the city lack an auditor auditor to rig rigorously investigate this event. No one is being held responsible. While millions of dollars on infrastructure are destroyed and life are tragically lost, the public remains uninformed about who is being held to account. Rather than address the internal operational failures, management has chosen to penalize the rather ridership. Through the ironically named Some Metro Rise initiative. Should simply walk longer distance to reach a stop. This is unacceptable. Management cannot compensate for this honest closure failures by shifting the physical burden onto the taxpayer who depend on this service. For many, the requirement walks further. It's not merely a new nuance. It effectively severes severe severes the connection to the city. The reality is that we are subsidizing chaos. Thank you, Mr. Bariga. All matters listed under the consent agenda will be considered by Mass Transit Department Board to be routine and will be enacted by one motion unless separate discussion is requested by board members. Prior to the vote, members of the audience may ask questions regarding items on the consent agenda. When the vote has been taken, if an item has not been called out for separate discussion, the item has been approved. The mass transit department board may, however, reconsider at any time any item during the meeting. I mean meeting minutes in item three, which is a resolution to sign an interlocoal agreement with the county of El Paso and the El Paso Area Transportation Services to fuel vehicles used by the El Paso Transportation Authority from the city's compressed natural gas fueling facilities. Those are the two only items on the consent agenda for approval. Okay, there's a motion and second. And we do have a motion made by board member Fierro, seconded by board member Limon, and this is to approve the consent agenda with items one and three. Voting session is open. Board member Acevedo.
