It is my honor to call to order the special joint meeting of the El Paso City Council and to welcome Mayor Cruz Fedesquear, members of the Ciudad Juarez City Council, and all of our distinguished guests.

Today is a special day because it marks the first time since November 13th, 2019, that elected members of our two communities have come together in this setting.

It has been over six years.

While much has changed over the years, the connection between El Paso and Juarez has remained as strong as ever.

Recognizing the importance of this relationship, the city of El Paso took a significant step forward on April 14, 2025, when City Council approved the International Policy Agenda.

This action established a framework for how El Paso engages with partners across the border and around the world.

Whereas Canaco Servitur Mexico represents more than 5.2 million businesses throughout the 258 chambers across Mexico and serves as a key voice of the private sector.

And whereas the um memorandum of understanding between the City of El Paso and Canaco Servitude Mexico establishes a framework for cooperation to promote economic development, facilitate business engagement, strengthening cross-border trade investment, and whereas the partnership enhances El Paso's position as a strategic entry point for international business while fostering collaboration between the United States and Mexico.

Today's gathering reflects the importance of international collaboration.

Thanks to the city's leadership, we have developed strong relationships that continue to connect El Paso with strategic partners throughout Mexico.

One important example of this collaboration is the memorandum of understanding established between the City of El Paso and Conaco Servitur Mexico.

Although the agreement was formally executed in December, today presents an opportunity to recognize the significance of this partnership and the shared commitment behind it.

El Paso has long served as a gateway for international commerce, advanced manufacturing, logistics, and cross-border economic activity.

Initiatives such as the city's international policy agenda reflect our commitment to strengthening international partnerships, promoting economic development, and expanding opportunities for collaboration.

Our partner, Concanaco Servitur, is Mexico's official national network of chambers of commerce, services, and tourism.

It represents 258 chambers and more than 5.2 million businesses nationwide.

Covering about 60% of Mexico's formal employment and about 64% of its uh its GDP.

It is a public interest institution established by law and serves as an advisory body to the Mexican federal government in these sectors.

Its presence extends far beyond the border region, creating connections with business communities, entrepreneurs, and institutions across Mexico.

For El Paso, partnerships like this create opportunities to strengthen relationships with stakeholders throughout Mexico and reinforces El Paso's role as a trusted international partner.

Maestra Martinez Rodriguez has more than 20 years of experience in international trade and has worked extensively in areas related to customs, supply chain security, and international business collaboration.

It's a privilege to be used in representation of the president of our organization, Octavio de la Torre de Stefano, and the Confederation of Cameras National, Commercial, Services and Tourism of Mexico with Canaco Servitur Mexico, is an organization that represents 5.2 million and negotiated families, which all the years construct prosperity from the community.

I'm truly honored to speak on our 2026 international policy agenda and to continue the new history that we started after April 14th of last year, where we've all come together and decided to purposely take a new step in our binational relationship, being purposeful about how we move forward and give a new direction full of prosperity to our region.

I'd like to take the opportunity to thank all of the teams that were a part of this, particularly strategic and legislative affairs, who guided us through a lot of this process, and the deputy director Robert Cortinas, who gave us direction, and we'll be able to illustrate that more through these next slides.

Our objectives remain the same.

We have three big areas that we've all been developing together and will continue to do so with this new strengthened resolved and teamwork that we're determining today.

We're continuing to work together to strengthen our relationship with the three levels of government in Mexico that are represented here today, and thank you all for being here.

We're working together to improve border infrastructure, to plan for the future, and to do our best for our communities for growing families and businesses, and working towards facilitating a trade and foreign direct investment, making ourselves the true gateway for the North American market.

This is a special agenda in our community, because through the work of everyone here, we've managed to elevate the international policy agenda to the same point as our state and federal legislative agenda.

We have the team and the resources now to be able to advance in a more purposeful and meaningful way, and to address our binational community in a way that is starting history across the border.

And we are proud to say that we have taken this first step.

We have made this decision together, and other communities are taking notice and are following suit.

So we are very much making border history together.

For February of last year, when we started meeting with all of the city departments that work with Mexico in any sort of way.

This is not new.

There's always been challenges for binational trade for international markets, but we're now addressing them together with a plan with strategy and with strength and resolved in relationships that will help us make a difference for all of our business owners going forward.

We're looking together at new strategic and international engagements.

We're integrating sustainability and resilience into everything that we do, a new common purpose that we have and priority that we're seeing going forward, and looking together towards binational tourism.

Because we know that when someone looks at one of our cities, they look at both.

So it's an opportunity for us to take ownership of that story, really dictate what that narrative is and tell the world who we are when we are together.

Um I'm not naturally a person of the border.

I don't think anybody is naturally a person of the border.

Because borders are not natural.

Borders are political and they've been defined over time.

But we here in El Paso and Juarez have, I think, a deeper understanding of what a border is.

And so many of them are shocked that they're able to stand in downtown El Paso and look across the border into Ciudad Juarez.

And they don't realize that our downtowns are united right up against one another.

That our city halls are about a mile apart as the crowflies.

And so I think there are people all across the country who have an understanding of what a border is that is flawed.

They think that there is a hard divide between the United States and Mexico, between El Paso and Ciudad Juarez.

And when I tell some of these people that very frequently I walk across the bridge and eat lunch in Juarez or visit a museum, that completely breaks their understanding of the situation.

And that's not always an accurate representation.

Because we understand each other in a way that's very different from the way that that understanding is portrayed in other places.

And so we welcome our neighbors and friends from Ciudad Juarez always to El Paso, and I think we understand very much how fluid the border is in places like El Paso and Juarez.

We rely on people from Juarez to work every day in El Paso, and people from Juarez rely on people from El Paso every day as their co-workers, as their friends, as people who they need in order for their lives to exist in the way that they exist.

And so I want to be exceptionally clear that in a time when there is a difficult political context sometimes between the relationship between the United States and Mexico that here in the border region.

While those problems can sometimes leak into relationships here, they don't define us.

We are resolute in maintaining a much stronger relationship with our neighbors.

And there's nothing that can happen in other parts of the world, in other parts of our respective countries that can change that special relationship that our two cities have.

So one more time we welcome everyone from Sud Juarez to El Paso all the time, just as we do every day.

Today is a special day because it marks the first time since November 13th, 2019, that elected members of our two communities have come together in this setting. It has been over six years. While much has changed over the years, the connection between El Paso and Juarez has remained as strong as ever. Our communities are united by more than just geography. Every day our residents demonstrate that what happens on one side of the border affects the other, and that our greatest success are achieved when we work together.
