- Comprehensive Plan & Transportation Mobility Plan (Elevate Erie) – Erin Fosdick (Principal Long Range Planner) and Miguel Aguilar (Senior Transportation Planner) presented the project status, including formation of a Plan Advisory Committee (PAC), existing conditions analysis, project branding (Elevate Erie, tagline: Planning Our Future Together!), and community engagement efforts. Commissioners discussed the PAC’s role, public comment at milestone meetings, and requested a separate housing presentation. Multiple commissioners expressed strong interest in serving on the PAC. Staff recommended selecting one member and one alternate via ranking or secret ballot; it was decided to wait for Commissioner Baham before finalizing.
- I-25 Erie Gateway – Erin Fosdick and Deborah Bachelder (Planning Manager/Deputy Director) provided an update on the 1,200-acre gateway area. The town owns 255 acres; 18 private parcels exist. A 2018 vision plan guides mixed use, embedded employment, and diverse residential. A charrette with consultant Tordi Gallus produced concept sketches. Commissioners discussed property ownership, oil and gas leases, utility infrastructure (water/wastewater plans), potential bus rapid transit, and the timeline (development likely 5+ years out). Vice Chair Luthi expressed support for density and walkable mixed use; Commissioner Booth asked about ownership complexity and industry magnets.
- Planning Commission Rules of Procedure – Town Attorney Austin Flanagan presented the new rules, emphasizing chair responsibilities, roll call vs. voice votes, abstention only for conflicts, and motion procedures. The rules go to the Board of Trustees on December 6, 2022. Commissioners noted a typo (“Moton”) and raised questions about the liaison role (staff vs. board).
