We have two items on the agenda for general business.

Goal is to have this meeting finished by 8 30.

I think that's uh pretty doable.

Our item is 2026-118.

Uh a resolution of the planning commission of the town of Erie recommending that town council adopt an ordinance amending Title 10 of the Erie Municipal Code regarding the use of manufactured homes as dwelling units.

So before you today is consideration of a pretty straightforward change to Title 10 regarding manufactured homes.

So there's we have gotten a few inquiries for people now that ADUs are basically allowed everywhere.

Um single family units are allowed.

Um wanting to know if they could do manufactured um homes and some of the manufactured home providers have started offering that sort of um product type.

And we conferred with legal and our um existing code specifically called them out as prohibited.

So this change would remove that prohibition for manufactured homes.

There'd still be you couldn't have an RV or um anything on a trailer type situation.

Um in conferring with Leo legal, um, they advise that you know, given the the 80 ADU law changes at the state level, and then as far as head standards, it would be um advisable to remove that prohibition, just so we're all um in as much compliance as we can be with those laws.

So it the proposed change would allow um manufactured homes as ADUs.

Uh they still have to meet the same architectural standards as any other um single family house.

And then um legal also advised that we make a slight modification to the definition of manufactured homes, so it just refers to them as a dwelling unit instead of single family detached to be more in line with HUD standards, and then uh as far as your criteria for recommending approval to council, uh those are found in uh UDC 10718 and outlined in your staff report as well.

Uh there is no notice requirement or neighborhood meeting requirement for this change, and it is planned to go to council on April 14th for their consideration.

Staff does recommend that you adopt resolution P2605 recommending the town council adopt the ordinance making these changes.

Um, second item is 2026-118 discussion of Prop 123 fast track time, is now 6 40 p.m.

This is really just intended as a quick update of the joint study session and talking about the fast track with town council.

Original joint session was planned in mid-January, then April 7th, and now June 2nd.

Uh so town council is reappointing or appointing new members to the point of commission.

Um I think Kelly, you'll get to that in your staff report on the exact dates.

I didn't have those.

Um, so we'll have one meeting at the May 20th with the the new council or the new commission before we go to that joint session.

So I've asked Kelly to add uh a talk, especially on that meeting, so we can have a more involved preparation.

But just want to keep it on everyone's mind.

If anyone has thoughts about it now, we can discuss now, or we can wait until May 20th or any meeting before that.

If anyone just wants to let me know if they have thoughts or uh bring it up.

So joint session was originally scheduled to discuss the UDC updates regarding affordable housing.

Um we talked about a desire to also discuss expanded roles in that joint session.

So if we have time, we can talk that over as well.

Um again, I want to make sure that we're all kind of generally aligned as we go in there, or we can have a good discussion with town council to make sure that uh we can be productive and work with what they what they see for us.

So like I said, happy to bring up regular meetings and opening the floor tonight to thoughts on that, but um I yeah, I don't have any more to say, so anyone have thoughts, comments.

Is um says that typically like a uh staff-led joint session or um yeah, staff will be there, yeah.

Um like will you be providing some updates that maybe we don't know about yet?

And um, yes, we'll we'll fill you in on some of the the latest at the state level, and then you know, kind of where we were, where we are now, and then leave it open for discussion for both bodies to it's it'll really just be a discussion of how to integrate affordable housing into our code, and since code revisions need to come through us, it'll be nice to understand the the alignment, and so it won't be a surprise of whatever comes is my hope.

Because of other things I do, I'm in regular touch with Dola about it, Department of Local Affairs.

So any other thoughts or comments.

Yeah, so um at their March 10th meeting, council narrowed um, they had 11 applicants, I believe, and they narrowed it to six to interview.

There's some um things on the agenda that might need to move around.

So um, and then yeah, as you noted before the their first meeting would be May 20th.

I just saw something from the sustainability division that they had a resilience action plan that had some planning and other components.

I skimmed it, I saw it last night.

Um, so I think that would be good for uh just a quick review from everyone.

So I am partial to the sustainability board, but uh seemed like a a good good amount of effort went into that, and I think worth reviewing.
