Item 25409 – Amendment to Tax Increment Revenue Agreement for Erie Town Center Urban Renewal Plan

Julian Jacquin, Economic Development Director, explained that a feasibility study revealed a larger funding gap than initially expected, requiring an increase in the town's sales tax pledge from 50% to 92.9% (about 3.25% of the 3.5% municipal sales tax) to provide an additional $10.2 million. Council approved the resolution unanimously.

Item 25284 – Public Hearing: Erie Town Center Urban Renewal Plan

Julian Jacquin presented the plan for the 20-acre parcel at NW corner of Erie Parkway and County Line Road. The development program includes a 23,000 sq ft grocer, 100,000 sq ft commercial, hotel, performing arts center, and multifamily residential. The Urban Renewal Authority will capture an estimated $22.9 million in tax increment over 25 years from seven taxing districts. Public comment was received from Kelly Farmer against the performing arts center while requesting sidewalks. Council discussed the funding gap (due to undermining remediation costs and high-quality public realm) and approved the resolution.

Item 25403 – Public Hearing: Mountain View Fire Rescue Fire Station #15

Senior Planner Harry Brennan and applicant Kyle Bayham presented the 12,000 sq ft station on 1.5 acres at Meadow View Parkway and Erie Parkway. Key features: three vehicle bays (enter south, exit north), emergency signal at the north exit coordinated with a new traffic signal at Meadow View Parkway/Erie Parkway, and median cut for westbound emergency turns. Discussion covered noise mitigation (use of lights only when possible), protection of a pedestrian crosswalk, and landscaping buffers. Planning commission recommended approval with conditions. The town will fund roughly two-thirds of the traffic signal cost. Council approved the resolution unanimously.

Item 25415 – Town-Wide Special Topic Survey

Councilmember Hoback pulled this from consent to discuss changes. The survey was shortened after consultant input, removing eight questions including one on COPs (community oriented policing) education and funding. Councilmember Bear raised concerns about comparability of amenities and programs in one question. Councilmember Hobeck confirmed the survey allows each item to be rated independently, not ranked against others. A minor change to specify "Town of Erie History Museum" was requested and accepted. Council approved the survey unanimously.
